BOYDEN GRAY 53mg COUNSEL TO THE PRESIDENT SUBJECT: Status of Selected HHS Prospective Appointess In response to a request to John Schmitz from David Bates this morning, I am providing the following information which I hope will be helpful for responding to Secretary Sullivan's inquiries: Gordon Johnson: Full field clearance began on 8/24 and is ongoing within the standard 8 week time frame. Financial review is ongoing. Gail Wilensky: Full field clearances began on 9/5. We received yesterday part of her financial papers and expect the balance soon. We did not send financial papers to her until 9/28, because Presidential Personnel informed us that she was on hold. We expect she will be cleared within our usual 8 week time frame. Martin Gerry: Counsel cleared today. For your information, his full field began on 8/29, so he has cleared our office entirely in less than 8 weeks. Legislative Affairs (Dave Sloan) is working on one issue. Attached for your information is a memo prepared last week by Chase for the President addressing concerns raised by Secretary Cheney. You have approved eight of the nine for nomination as long as all their clearances are completed successfully. Seven of the nine candidates are undergoing FBI full field investigations, which normally requires at least eight weeks. The remaining two have completed their FBI full field checks, and they are working with the counsel's office to resolve potential conflicts of interest regarding their holdings. Full field background investigations are initiated by the FBI as soon as the candidate returns his clearance papers to the White House.
