This office represents William Bunton and Bill Cotten
who have asked us to contact you in the hope of eventually
obtaining permission to search for salvage within the terri-
torial waters of the Peoples Republic of China.
We are submitting this presentation of intent to you
upon the suggestion of Mr. Allen Rombergn United States Consul
for the Peoples Republic of China, and the advise of Mr. Chang,
Laison Officer for the Peoples Republic of China, both of whom
reside in Washington, D. C., United States of America.

Our clients believe that there are several wresked ships with
considerable value located in the Formosa Straits. Although
the content of such ships is speculative and has lever
been verified, the structual Framework of the vessels themselves
could be of financial value in the "metal markets of the world
assuming that they could economically be salvaged Additionally,
cargos located within such ships would be considered salvage.
After spending years researching sunken ships of interest in
regards to metal content, potential cargo and location, it is
the intentions and desires of our clients and their business
associates to undertake this most promising venture at this time.
Based on the research which has been done, our clients
have concluded that ships of salvage value are located in the
territorial waters of the Peoples Republic of China. As is the
custom with all countries claiming territorial waters off their
coasts, our clients request an exclusive permit or license for a
period of time not to exceed eighteen months in order to search.

negotiated and agreed upon by both parties before an exclusive
license for this venture will be granted by the Peoples Republic
of China.
Our clients are hopeful that the time has now arrived when
relations of a business nature can be conducted between the
Peoples Republic of China and private enterprise from the United
States. If their request is favorably received, please feel free
to make arrangements at your convenience for further negotiations.

We have received your letter of July 23, 1973, expres-
sing your clients' interest in performing salvage work off
the coast of the People's Republic of China. We are not
aware that the Chinese have ever licensed a foreign firm
for salvage work, but see no reason why you should not
pursue this initiative.
Because we do not know which, if any, of China's State
Trading Corporations has responsibility for dealing with
proposals such as yours, we are forwarding a copy of your
letter and its enclosure to the China Council for the Pro-
motion of International Trade (CCPIT). We will ask CCPIT
to pass it to the appropriate Chinese authorities for con-
sideration and reply.
We hope this will be of some assistance to you and wish
you well in your endeavors.

Gentlemen:
This office represents William Bunton and Bill Cotten who
have contacted us in connection with their efforts to obtain
permission to search for salvage within the territorial waters
of the People's Republic of China. As a result of prior corres-
pondence this matter came to the attention of William F. Rope,
Commercial/Economic Officer, United States Liaison Office in
Peking. He has recommended that we submit to you a more com-
prehensive proposal for your consideration.
As previously stated in our original letter to the Foreign
Ministry Department in Peking, our clients believe that there
are several wrecked ships of considerable value located in the
Formosa Straits. In particular, our clients are interested in
a particular ship which sank during World War II while trans-

porting an extremely valuable cargo, potentially worth in excess
of twenty-five million dollars. Our clients are confident that
the cargo content of that such ship can be recovered.
The sunken ship is located in the Northern end of the Formosa
Straits and at least ten (10) miles off the continental coast of
the People's Republic of China. A more specific mautical position
of the location is

considerable time and money researching and acquiring factual

evidence ascertaining the authenticity of the exact location of
the site and cargo content of the ship. They are confident that
theinformation they is accurate and are prepared to under-
take the endeavor and assume all financial expenses and appro-
priate obligations stipulated by the People's Republic of China.
With respect to our clients' sincerity in this matter, I would

like to emphasize that they have made written or verbal contact
with Mr. Huang Chen, Liaison Officer for the People's Republic
of China, Mr. Allen Romberg, U. S. Consul for the People's
Republic of China, Mr. William F. Rope, Commercial/Economic
Officer, United States Liaison Office, Peking, People's Republic
of China, and the Foreign Ministry Department, Peking, People's
Republic of China.
Mr. Bunton and Mr. Cotten are professional businessmen and
with the appropriate approval they would like to have the oppor-
tunity to meet with the proper Agency within the China Council
for the Promotion of International Trade in order to fully dis-
cuss contractual agreements mutually profitable to the People's
Republic of China and them.
If a license is favorably granted to Mr. Bunton and Mr.
Cotten, representatives of the People's Republic of China would
be welcomed as concerned business guests during the entire search
and salvage operation. In addition, they have instructed me to
relay their assurance that under no circumstances would salvage
operations take place within the immediate vicinity of the
continental coast of the People's Republic of China and that
their operations should not cause concern to local fishermen and
other ocean related enterprises using near shore water facilities.
They are aware and fully understand that all laws, regulations
and customs of the People's Republic of China must be obeyed and
honored without question.
Our clients are very anxious to have this matter expedited
and they will make themselves available at any time to meet with
the proper International Trade Agency at its convenience.

Gentlemen:
On August 24, 1973 I addressed a letter to you, a copy
of which is enclosed, concerning a proposal by William Bunton
and Bill Cotten to search for salvage within the territorial
waters of the People's Republic of China. They realize that
you receive many offers dealing with foreign trade and
business ventures and that the evaluation of such offers is
extremely time consuming.
Since my letter of August 24, 1973, Messrs. Bunton and
Cotten have realized that I omitted certain information which
may be helpful to you in considering their request. Such
information concerns the specific cargo content which they
wish to salvage from the particular ship referred to in my
letter of August 24, 1973.
Their extensive research indicates that the cargo content
is as follows:

Most of the various and mixed jewelry identified above
as Item No. 5 are artifacts of Chinese origin. In addition
to the extreme monetary value of these artifacts, the
historical value to the Chinese People is immeasurable.
Irrespective of future negotiations and contract percentages,
all such artifacts of Chinese origin salvaged from the
Formosa Straits shall belong exclusively to the People's
Republic of China and will be turned over immediately to the
proper authorities upon their recovery.
Messrs. Bunton and Cotten hope that the additional
information contained in this letter will help to expedite
their proposal outlined in my letter dated August 24, 1973
and lead to a quick and favorable response from your office.

Dear Sir:
Two clients of this firm, Mr. Bunton and Mr. Cotten, are
presently attempting to acquire a search and salvage license from
the People's Republic of China. The area in question is approx-
imately 300 miles North of Hong Kong and within the territorial
waters of Mainland China.
Assuming that such a license is granted, they plan to obtain
all equipment in Hong Kong and to use that city as a base of
operations. A major concern is the availability of a satisfactory
search/work boat with two essential items of equipment: (1) a
24 mile range radar, and (2) a precision depth recorder with paper
graph capability. These two items must be in excellent working
condition and recently calibrated. Additionally, the boat must
have adequate quarters for three personnel from the United States,
and, at a later date, it must be able to provide quarters for as
many as six divers. A boom with a winch load of five tons and
deck space to conduct diving operations down to 200 feet will
also be required. Our clients estimate that their needs will
require a vessel 50 feet to 60 feet. in length.
Your firm has been highly recommended to our clients by
Mrs. William Spidel, whose husband is an old personal friend of
Mr. Bunton. Unfortunately, Bill Spidel is presently out of the
country and cannot be of any assistance at this time. Mrs.
Spidel has assured our clients that you can provide the necessary
boat and equipment and satisfy their needs.

Another concern is the availability of diving services in
Hong Kong and necessary related equipment. Hopefully, all of
the equipment and services required by our clients can be pro-
vided by one party.
If you feel you can assist our clients in this request,
please reply, enclosing costs, and if possible, pictures of the
requested articles of equipment.
A tentative date of arrival in Hong Kong is the last week
in October of this year. The equipment rental would require a
period of two weeks, to possibly three months, or longer.

August bearing reference 4314.17 addressed to our Mr. C.B.M. Lloyd
and would advise that we shall be pleased to render our services
and all assistance to your clients, Messrs. Bunton and Cotten in
the event that they are successful in obtaining a search and salvage
licence from the People's Republic of China.
We are confident that we shall be able to
obtain 2 suitable vessel for such operations incorporating the
equipment and facilities spacified in your letter. However we
anticipate that the vessel would measure over 100 feet in length
and be of the small towage and salvage tug variety. Informatively,
very few boats of 50 to 60 feet length are equipped with 5 ton
lifting gear in Hong Kong.
We shall submit plans and photographs of
the proposed vessel as soon as they are to hand and also quote
you the hire rate for same. We would point out that the rate is
dependant on the duration of hire: the longer the period, the
lower the rate.
With regard to diving services and equipment,
we do not anticipate any problems in obtaining these in Hong Kong but
we should be pleased to receive more details of what is required and
whether your client wish to hire or purchase the equipments.

(PROPOSED) TERMS OF AN AGREEMENT
BETWEEN INTERNATIONAL SALVAGE AND DIVING CORPORATION,
AND THE PEOPLE'S REPUBLIC OF CHINA.
This agreement is made this
day of

197 / between International Salvage and Diving Corporation,
and the People's Republic of China.
The People's Republic of China shall grant permission
under the terms and conditions of this agreement, and in the
form of an exclusive salvage license, or permit, to search
for and recover the cargo of a ship sunk in the northern en-
trance of the Formosa Straits (East China Sea) and within
the territorial waters of The People's Republic of China.
It is understood that the ship in question was sunk
during a state of war. That the nation sinking the ship and
the nation whose flag the ship was flying were belligerent
and that The People's Republic of China in whose territorial
waters the ship was sunk and the nation whose flag the ship
was flying were also belligerent.
That the ship and its cargo therefore shall not be
treated under normal rules of salvage and that International
Salvage and Diving Corporation shall not be required to libel
said ship or its cargo as salvage. That all rights to said
ship and its cargo shall be determined by this agreement.
[Note: This cargo may be treated as prize, or contraband.]
The search and salvage license shall be for a period
of three years (36 months) commencing from the date of this
contract. In the event that The People's Republic of China

suspends or prevents International Salvage and Diving Cor-
poration's search or salvage operations for any reason, the
period of this contract shall be extended for a period of
time equal to that period of suspension or prevention.

The search and salvage license is to include the
LATITUDE 25° - 20' NORTH to 25° - 30' NORTH and LONGITUDE
120° - 0' EAST to 120° - 15' EAST. (See H.O. Chart #3178)
The conditions of this agreement are as follows:
1. International Salvage and Diving Corporation shall
receive
% (
percent) of all gross salvage
and cargo recovered from the previously stated search and
salvage area with the exception of any artifacts or jewelry
of unquestionable Chinese origin.
(a) Prior to the commencing of the percentage split
(Item 1)-International Salvage and Diving Corporation shall
receive the first $1,000,000.00 (One Million Dollars) value
of salvage or cargo recovered.
2. The People's Republic of China shall receive

percent) of all gross salvage and cargo recovered
plus all artifacts and jewelry of unquestionable Chinese
origin, after the condition of Item 1(a) have been fulfilled.
(a) The People's Republic of China share of gross
salvage and cargo as set out in paragraph (2) shall be in
lieu. of all royalities, taxes, dues, penalties, fines,
customs, duties, levy's, assessments, charges, licenses,
permits or other governmental costs and International Salvage
and Diving Corporation shall not be required to pay The
People's Republic of China any other sums of money other

than as provided in Paragraph (2).
3. Each of the two parties to this agreement will
provide their own expert appraiser concerning artifacts,

jewelry, precious stones, coins, metals and art objects. In
the event the two appraisers cannot agree as to the origin
of the object or in the case of non-Chinese artifacts or
jewelry, the fair monetary value, an appraiser not biased
to either of the two parties of this agreement will be sum-
moned and his opinion as to the origin and / or value will
be final.
4. For clarification within this agreement all objects
not of or a part of an artistic design are to be considered
salvage or cargo and subject to the percentage splits of
Item (J.) and (2). They (objects) are to include: all metals,
metal coins regardless of country origin, precious and semi-
precious stones which are not a part of any artifact or jewelry
and paper currency regardless of country origin.
5. All salvage and metal cargo recovered will have a
monetary value determined by the London Metal Market on the
day of recovery. Any metal recovered on a Saturday or Sunday
will be valued by the close of the market on the previous
Friday.
6. All salvage or cargo not listed on the London Metal
Market, for example: precious and semi-precious stones,
coins, art objects or artifacts (non-Chinese origin) will
have a. monetary value determined by expert appraisers and
according to the condition of Item (3).

determined or objects have been mutually agreed upon as to
their monetary value, it will immediately be turned over
to The People's Republic of China.
(a) The People's Republic of China shall take pos-
session of all salvage and cargo aboard the salvage vessel

and shall be responsible for all costs of transportation
and risk of loss or damage after possession is transferred.
(b) The People's Republic of China may elect not to
accept certain portions of the cargo and salvage at the market
or appraised value: in that event, International Salvage and
Diving Corporation shall have the option to pay to The
People's Republic of China that percentage of the value of
such cargo or salvage as set out in Paragraph (2), or in the
alternative, to sell said cargo or salvage on the world market
with the net proceeds from the sale, after all costs of sale
and transportation are paid, to be divided in accordance with
Paragraphs (1) and (2).
8. Prior to The People's Republic of China physically
taking custody of any salvage or cargo both parties will
mutually agree in writing as to cargo content, weight, size
and value. Both parties will keep duplicate records with each
party verifying the other's by signature.
9. Seventy-two hours after any and all salvage or cargo
has been released to the custody of The People's Republic
of China, the monetary value of International Salvage and
Diving Corporation's share (Item 1) will be deposited in the
Bank of America in Hong Kong, in the account of International
Salvage and Diving Corporation. The currency deposited by

The People's Republic of China will be United State's dollars.
10. Bank of America in Hong Kong will notify Interna-
tional Salvage and Diving Corporation or a designated agent
aboard the salvage vessel, via radio or other communication
means, that they have received receipt of the proper funds

according to International Salvage and Diving Corporation's
share as stated in Item (1).
11. International Salvage and Diving Corporation as
exclusive owner of the search and salvage license will pay
and be responsible for all expenses incurred during the
entire operation.
12. International Salvage and Diving Corporation will
also be responsible and provide satisfactory quarters for
(2) representatives of The People's Republic of China during
all periods of time at sea during the search and salvage,
if so desired by The People's Republic of China.
13. International Salvage and Diving Corporation will
have sole authority during the search and salvage, and re-
garding all other decisions arising within the framework of
this venture.
14. All personnel involved in the search and subsequent
salvage will assemble in Hong Kong. Using that city as a
base of operation for all necessary equipment rentals and
purchases, it will not be required to utilize any ports of
The People's Republic of China except in the event of an
emergency or severe weather. The People's Republic of China
shall extend its protection and assistance to International
Salvage and Diving Corporation and personnel while in the

territorial waters of The People's Republic of China in the
event of emergency or hostile action.
15. Only William J. Bunton, Scott Carpenter and Bunton's
on-scene assistant-in-charge* will have passport visas for
The People's Republic of China if deemed necessary and or

required by The People's Republic of China. All other in-
volved personnel will not require travel visas except in the
Hong Kong area. *Bunton's assistant is Isaac Davies, Vice-
President of International Salvage and Diving Corporation.
16. If required, entry into the sunken ship will be
accomplished by utilizing underwater OXY-ARC cutting and small
charges of underwater explosives. In the event explosives are
necessary, International Salvage and Diving Corporation will
provide an expert Salvage / Explosive Consultant, Jon Lindbergh.
All recommendation or suggestions by the representatives of
The People's Republic of China in reqard to their use will
be strictly observed.
17. During the search and salvage operation and within
the territorial waters of The People's Republic of China,
International Salvage and Diving Corporation and contracted
personnel of their employ, will respect and obey all rules,
laws, instructions, and customs of that country.
18. With the exception of The People's. Republic of
China, all newsmen, film photographers or other private or
commercial correspondents are excluded from the search boat
or salvage vessel without the written permission of Inter-
national Salvage and Diving Corporation. The entire salvage
operation will be filmed with the intentions of producing

a one hour film documentary. This film will show a commercial
enterprize from the United States engaged in a significant
business relationship with The People's Republic of China.
Aside from the cultural benefits to the people of the United

States and The People's Republic of China, this film,
due to the monetary and historical value of the cargo content,
will have world wide appeal. The production of this film
will be under the direction of Lamer Boren, Internationally
known Cinemaphotographer and producer.
19. That International Salvage and Diving Corporation may
assign any or all of the rights granted by The People's
Republic of China under this agreement to any other person,
company, or entity provided, however, that The People's
Republic of China may reject the assignment of any right to any
person, company or other entity that is offensive to the pol-
icies of The People's Republic of China.
20. Attached to this proposed agreement, marked Exhibit
A, is a list of the key personnel and contractors who will
be associated with this undertaking. Further information
concerning their expertise and professionalism will be pro-
vided, if requested by The People's Republic of China.

Member" dated November 19 notifying members about
courses on Latin America at Hunter College.
Big favor department. Would you send this information
to my son, John Ellis Bush, 2005 McDuffie, Houston, Texas
77019. Jeb was a Latin American major at the University
of Texas and graduated Phi Beta Kappa and is still vitally
interested in that part of the world. He's now in the
international department of a bank, but he's thinking of
going to Johns Hopkins or somewhere else. What would be
your advice for a guy like this? He's interested in
business, but he's also interested in the academic side
of things and perhaps in the Foreign Service.
No one knows Latin America Better than you, and if itss
not a terrible imposition, I wondered if you would be
willing to talk to Jeb or drop him a line with your
advice. He is a great kid. All you could do is simply
say that you had a letter from me in Peking suggesting
you be in touch with him. He needs a little guidance
from on high, but he's a real self-starter and has done
darn well. Incidentayly, he married a very attractive
Mexican girl from the northern part of Mexico and they
are very happy living in Houston.
Life in Peking is fascinating. Bar is home for Christmas
with the kids. My mother is out here for Christmas' in
China. Hope our paths cross before too long.

Dear Center Member,
As part of the Center's policy of cooperation with Hunter College
we are calling our members' attention to the courses on Latin America
which will be offered by Hunter during the Spring 1975. Both graduate
and- undergraduate courses are available in the Departments of
Anthropology, Economics, Geography, History, Political Science, Romance
Languages, and Theater.

National Air and Space Museum, since apparently they
have begun staffing for the new building. He is not
a curator, but his knowledge of aviation and his very
