My memo of March 4
Creed Black of the Philadelphia Enquirer (tel.
215-854-2150) telephoned about the upcoming trip to
the PRC by the ASNE delegation, primarily to say that
most members of the group would be in Washington in
mid-April for the ASNE annual convention and would
like a briefing on Tuesday morning, April 15. He
hopes we will be willing to give the briefing at the
Shoreham and invited the briefers to stay on for
lunch. They plan to ask a couple of scholars, e.g.
Doak Barnett, to brief first, about 9:00 a.m., and
he suggested that the State Department briefers
arrive about 10:30. He added that the group could
come to the State Department for our briefing if
necessary.
I replied that we would be pleased to provide a
briefing; I foresaw no major problem with doing it at
the Shoreham, but would like to hold off a final
decision until we knew who would do the briefing. I
agreed to be back in touch with him later about
details.

He said the group plans to assemble in Tokyo before
entering the PRC, and asked if it would be possible
to get a general briefing on Japan from our Embassy.
I said there shouldn't be any problem, but would
prefer to have more specifics, particularly a date,
before informing the Embassy. (They plan to travel
near the end of May. ) He said he would suggest a
date later.

After receiving the attached, I telephoned Mr. Hays
in California, mentioning his letter to Mr. Hartmann.
The main points of interest:
-- ASNE has been in touch, off and on, for some
time with the PRC Liaison Office and the PRC
UN Mission about another trip to China. Hsieh
Chi-mei contacted Giancarlo, ASNE executive
secretary, a few weeks ago, and the invitation
was extended during a subsequent meeting.

--- A group of about 20 will go, leaving near the
end of May.
ASNE does not know what Chinese organization
will be the host.
- ASNE told Hsieb they would welcome a return
visit by a Chinese delegation. (There was
one in 1973.) Hsieh said the ASNE group could
discuss this in Peking.
--- I said we were pleased to hear that ASNE had
this invitation, and we certainly had no
problem with ASNE's plan to invite a return
visit. I asked that they let us know when
plans were firmer, SO we could inform USLO,
which would undoubtedly welcome an opportune ty
to meet with the group.

-- I said that we would be glad to see members of
the ASNE group, individually or collectively,
if they thought it would be useful before they
left. Hays said most of them would be attending
the ASNE annual conference in Washington in
April, and they might contact us before then.

Presidential Counselor Robert Hartmann was informed by
Howard Hays, President of the American Society of Newspaper
Editors, that his society has been invited to send a delegation
to visit the People's Republic of China on a three-week tour
sometime in May or June. Mr. Hays requests that the State
Department be advised of the invitation. Attached is a copy
of the Hays letter to Mr. Hartmann which should be transmitted
to the appropriate officials in the Department. You might also
have someone contact Mr. Hays in case the Department might
be of assistance to the group as they prepare for their trip to
China.

The Society has received an invitation from the People's Republic
of China to send a delegation to China for a three-week visit some-
time in May/June. The invitation was extended by Hsieh Chi-mei
of the Chinese Liaison Mission to Mr. Gene Giancarlo, our executive
secretary. As you may recall, we had an exchange of visits with
the Chinese a couple of years ago, and we' ve been seeking another
exchange,
I assume that somebody at the State Department should be advised
of this invitation and of our intention to accept it. I'd appreciate
it if you'd either pass the word along to the appropriate person or
let me know whom I should get in touch with.
I appreciated your putting the Bill Dickinson recommendation in the
right hands.

Brace yourself. A hoard of American editors will be descending on
you soon.
The Chinese have approved a visit by a delegation of representatives
of the American Society of Newspaper Editors. A similiar exchange
occurred in 1972 and 1973, and we have been negotiating this visit for
more than a year.
We expect to arrive in China around the end of May and will be
there for approximately three weeks. I'm chairman of the committee
making the arrangements and will stay in touch with Oscar Armstrong at
the State Department regarding the details of our plans.
Our schedule will be pretty much up to the Chinese, of course, but
I do hope we'll have an opportunity to visit with you. I'11 try to
keep you posted on our plans.

I have told the Chinese liaison office in Washington of
this and asked that the people in Peking who are planning our
itinerary leave a free evening for this. They have assured me
that this will be done, but they also say that we will not get
our itinerary until we arrive in Peking.
We are scheduled to arrive at noon May 29 on a Japan
Air Lines flight from Tokyo. I will be in touch with you as
soon as I can find out something from the Chinese about our
plans.

Last night Alexander DeAngelis came by our house
with a Small Scale Industries Delegation. I had not
recalled it was his wife that works for you. Tell
her he looks great and couldn't have been more warm
and friendly. It was good to have him in our house,
and I'm only sorry I couldn't have done more for him
on a personal basss.
I got your letter, and would certainly appreciate
a frank assessment as to what the problem is there at
the Committee - not that I could do anything about it.
I think it's an area I should butt out of, but it's an
area I'm greatly interested in. I keep hearing rumors
that I might be asked to come back and be involved in
the campaign, but as far as I'm concerned they are
rumors and I hope they are just that. I think this
work here is important and certainly it is interest-
ing, and I don't know if I would be very effective
in the campaign.
Please don't interpret this as a lack of interest
in politics, but rather as a fascination with foreign
affairs.

National Machinery Import and Export Corporation.
