I wanted to make sure that at some point
you met a friend of mine, George Dixon and
his wife, Peggy. He has become the new
Deputy Secretary of the Treasury. He is
really a terrific person. He took a trip
to China, so you may already have met him.
He is an avid tennis player, but he doesn't
have a backhand either.
I hope you were able to be helpful re-
garding Mimi Polk vis a vis Ted Sizer.
I just can't believe that Andover wouldn't
take my last and only child in a "P. G."
course. It's going. to be a big dis-
appointment to me and a disappointment in
Andover, especially when she wants to go
so badly. I've been told all my other
kids weren't smart enough to be in it.
Despite that, my one daughter now is a
junior and cum laude at Brown.

Dear Mrs. Pollard,
I hate to not be directly responsive to your warm letter
of December 20th. First, thank you for the kind words about
my service to country.
As to your friend, Adnan Khan, let me make the following
suggestion. I will be leaving the government within the next
several weeks so I think this matter is much better taken care
of through the office of your United States Senator. I have
forwarded your letter to Senator Tower and asked that his
office be responsive to your request. I suggest you write
Senator Tower a letter, giving him as much detail as possible
about Adnan Khan and his mother. I am sure they will want
to help.
Barbara and I will be coming back to Texas in mid-February
and maybe our paths will cross in '77. In the meantime, warm
best wishes to you.

met while campaigning in Texas, but meeting you,
privilege for us. I treasure my autographed picture
working for you, and hearing you speak was a real

NOMINATION OF MARTIN R. POLLNER AS U.S. CANDIDATE FOR
ELECTION TO THE INTERNATIONAL NARCOTICS CONTROL BOARD
Secretary of State William P. Rogers today announced the nomina-
tion of Martin R. Pollner, Deputy Assistant Secretary of the Treasury
for Enforcement and Director, Office of Law Enforcement, as the U.S.
candidate for election to the International Narcotics Control Board
(INCB) for a 3-year term to begin March 2, 1974
The International Narcotics Control Board, established by the
1961 Single Convention on Narcotic Drugs, is the UN body which reviews
and monitors the licit drug requirements of all nations, and is em-
powered to take semi-judicial measures and call upon governments for
remedial action of treaty violations involving diversion of drugs into
illicit channels. Election to the INCE is by vote of the UN Economic
and Social Council. The 11 members of INCB are elected for 3-year
terms from among candidates proposed by Member Governments and the
World Health Organization.
Mr. Pollner has been with the Treasury Department in his present
position since 1970. He headed several U.S. Delegations to INTERPOL
General Assemblies and was the Treasury Department Representative on
the Working Group of the Cabinet Committee on International Narcotics

Control. Mr. Pollner will leave U.S. Government service before
assuming his INCB duties. He will become a member of the law firm of
Amen, Weisman and Butler in New York.
Prior to joining the Treasury Department in June of 1970, Mr.
Pollner was an attorney with Mudge, Rose, Guthrie and Alexander in
New York. In 1960, he was selected by the then Attorney General,
William P. Rogers, to participate in the Attorney General's Program
for Honor Law Graduates. He served in the Department of Justice in
the Office of Deputy Attorney General Lawrence E. Walsh and his
successor, Byron R. White. From 1963 to 1966, he was a Federal prose-
cutor with the United States Attorney's office for the Eastern District
of New York.
He was Executive Director of President Nixon's Advisory Council
on Crime and Law Enforcement in 1968.
Mr. Pollner is a graduate of the City College of New York and
the Brooklyn Law School. He served on the Brooklyn Law Review. He
was admitted to the Bar in November, 1960.
He is married to the former Mildred Brenner. They have two
children ages 12 and 10.

Dear George:
Jo and I were sorry not to have heard you Sunday
on national television. I read with interest - and
admiration - the news account of what you said. It
is a shocking thing that some individuals, even in
sensitive government positions, have such a warped
sense of duty and responsibility.
I also heard, on radio, a portion of what Don
Rumsfeld said with respect to the now apparent intention
of the Soviet Union to attain a military superiority of
such magnitude as to give it a range of options
seriously detrimental to our country and the Free
World.
This prompts me to send you a copy of the
Supplemental Statement that six of us joined after
serving on the Blue Ribbon Defense Panel in 1969/70.

As you will note, Bill Clements was one of those who
joined in the statement. I wrote the statement in
my law office in Richmond - with no assistance from
anyone in the Pentagon or from the staff of the
Panel. We did have access, in the course of our study,
to the information I used. In addition, I was on a
subcommittee that had top secret clearance, and I saw
a good deal of intelligence that I did not reveal in
the Supplemental Statement.
Although I was the drafstman of the statement,
others who signed it - especially Bill Clements - were
quite helpful.
The statement may seem a bit "alarmist", and
yet the truth is I was deeply concerned by what I

learned on the Panel. To be sure, I did not have access
to all that was available to the National Security
Council, but I did see enough to be convinced - as I am
now - that the goal of the Soviet Union is military
superiority in a total sense: in nuclear and conventional
weapons, and in forces on land, sea and air. As I view
it, the attainment of this goal could well be inevitable
in view of the constraints that limit national action
(especially on defense and foreign policy issues) in a
democracy.
But I do think the chance to avoid a repressive
and threatening Soviet hegemony would be enhanced if
our leaders recognized publicly, with greater frank-
ness and emphasis, the capabilities of the Soviet
Union and what these may portend for the future.
In this connection, I recall that the first lesson
an intelligence officer is taught is to focus on the
potential enemy's capabilities and recognize that
speculating as to his intentions is very risky business.
Writing to you along these lines, as you leave
the CIA, may seem a bit curious. Yet, in view of
my position on the Court I do not feel free to speak
in this vein to officials - even warm friends - in the
other branches of government. I know that you also

have not been free to express views publicly. Perhaps
when you are a private citizen you will be able to
make a contribution to wider public understanding by
writing and speaking.

Suggested Letter to
Admiral Dan Murphy
1. As head of the Intelligence Community Staff, Dan Murphy
did a remarkable job in making the CFI process work. He was
dealing with an extraordinarily complex set of problems. He
was dealing with divergent interests and complex personalities.
2. The process worked--and all in all, it worked well.
But it would never have worked, in my opinion, without Dan's
ability to get things done; his enormous patience; his adherence
to principle; his tenacity; and his wonderful way with people.
3. On many issues the three-man CFI was divided; on others
various Program Managers were tempted to try to get around the

Executive Order's directives. And then there was the work
with OMB. Throughout all this Dan hung in there. He retained
the respect of all while battling to make the CFI work. He
succeeded.
4. Recommendation: That you send a short thank-you note
to Admiral Dan Murphy along the lines of the attached draft.

Saturday's Oval Office meeting completed the first year
of CFI activity.
I realize that when I created the CFI, I was taking a bold
new step which I hoped would result in better control over the
entire National Foreign Intelligence Program.
I realized that given the various interests involved, it
would not be easy to assert the control that I had in mind when
the Executive Order was drafted. I knew it would take leadership
and I knew it would take a lot of patience.
From time to time I have asked the DCI and others how the

process was working. The reports have been uniformly good.
I wans to thank you for the way in which you tackled a
difficult assignment. You have proven to me that the CFI idea
is sound and can serve our nation well.
