INTRODUCTION BY CARL ARNOLD, LUNCHEON HONORING GEORGE BUSH
TUESDAY, April 27, 1976
FELLOW BOHEMIANS AND MEN OF OBVIOUS & COVERT INTELLIGENCE:
Today we welcome and honor a fellow Bohemian who, if the rumors are at
all true, is possibly the employer of half the audience. For, if we are to believe
some of the news accounts, the Central Intelligence Agency has more Americans
on its payroll than the Department of Health, Education and Welfare. Indeed,
until recently, there have been more people spying than being spied upon.
Incidentally, I want our guest of honor to know that I have a few free hours
each week, and you'd be amazed at how many sophisticated devices can be
hidden in one of my cigars.
You will notice that I said "until recently" in making my remarks about
the C.I.A. And by that I meant that, with the appointment of our guest of honor
as Director of the Central Intelligence Agency, we now expect all clandestine

operations to be open and above board -- a real Mister Clean administration
that will warn all our potential enemies that we are right there on the job,
watching them carefully, giving them every chance to know all about us before
we can know anything about them. I understand that Congressman Pike is
recommending buttons and bumper strips fo r all agents, imprinted with "Hey!
I'm with the C.I.A."
In accepting the directorship of the C.I.A., our fellow Bohemian is
carrying on a Bohemian tradition. I might recall to you that one of his pred-
ecessors was Bohemian John. A. McCone. And I must say that it's more

democratic that the spies have come down from the slope of Mandalay Camp
to the more accessible environs of Hill Billies. Of course, we can never
consider the C.I.A. a truly populist institution until the directorship reaches
Aviary Camp. And, as a matter of fact, Aviary would have a real chance at
it if only the Chorus would relax its standards a little and take in Frank Sinatra.
I don't need to tell you about our distinguished guest of honor. But I will.
He's a native of Massachusetts, a child of Connecticut, a graduate of Yale,
and a former Congressman from Texas. If you can sort that out, you can have
a position in his Decoding Section. Our guest of honor has also distinguished
himself as U. S. Representative to the United Nations (with the rank of Am-
bassador), chairman of the Republican National Committee, and -- again with
the rank of Ambassador -- Chief of the U. S. Liaison office, Peking, People's
Republic of China.
And in spite of our joking, we can all respect an Intelligence Agency that
performs intelligently, which we are sure it will do under the new regime. Just

remember that the Bible tells us that even Moses, after the exodus from Egypt,
and in obedience to the command of the Lord, called his people together and --
I quote -- "sent them to spy out the land of Canaan. II If the gathering of intelligence
was respectable enough for Jehovah and Moses, it ought to be okay for the U. S.
Gentlemen, the new Director of the United States Central Intelligence Agency,
the Honorable George H. W. Bush.

Thanks, Sam, for those remarks. Before getting down to the
business at hand, I would like to introduce those at the head table.
As you may have guessed, my fellow agents up here are also fellow
Hill Billies. Starting at my extreme left, your right, is Larry Hoyt,
Angus MacLean, Jim Holliday, Mike Stone, Henry Evers, Dr. George
Selleck, the Maitre de Cuisine of the Hill Billies, and my old friend,
George Pfau.
Starting at my extreme right, your left, is Roy Hammerich, our
esteemed chef at the Hill Billies. Then come the Bills: Bill Edwards,
Bill Evers, Bill Bowes, Bill Draper and Bill Matthews, Captain of
the Hill Billies.

I WANT HER TO HAVE THE LUXURY OF DECIDING WHAT SHE WANTS TO BE.
I WANT HER TO BE ABLE TO QUESTION OUR INSTITUTIONS, AND THINK
WHAT SHE WANTS AND THEN WRITE IT
BUT SHE CAN'T DO THESE THINGS IF OUR ALLIES CRUMBLE ONE BY
ONE AND WE, BECAUSE WE ARE SOFT AND UNWILLING TO SACRIFICE, WILL
NOT HELP THEM. "AMERICA IS A PRINCIPLED AND COMMITTED NATION.
PEOPLE MUST COME TO BELIEVE THAT AGAIN. "
I BELIEVE THE CIA IS VITAL TO OUR COMMITMENT AND FULLY
COMPATIBLE WITH OUR PRINCIPLES.
