how much we of the Harris County organization
appreciate the fine work that you did on the dinner.

Dear Jim:
The dust has settled - almost. On behalf of the
entire County organization I want to thank you for
the job you did in organizing the Goldwater Dinner.
This has certainly given us a wonderful boost in
several ways. One, we can pay our people for a little
while longer and two, Goldwater' visit charged up
our people with a great deal of enthusiasm. Thanks,
Jim; for all your hard work.
If ever you see anything that needs improving in the
way the job is now being done at County (and I am
sure there will be many such times) please give a
holler. The longer I am in my job the more respect
I have for the job that you did.

ORGANIZATION OF COMMITTEE
The committee has been organized and assignments made to
the selling teams. Tickets and material are being distributed
to the sales personnel. Sales are behng made and checks are
coming in

As previously announced in a bulletin, precinct and area
chairmen may purchase one ticket for $15. This offer does not
extend to wives/and/or husbands of precenct and area chairmen.

III. LEGAL CONSIDERATIONS: Special laws place some limitations on
the solicitation of political contributions. The following
rules summarize briefly some legal aspects on which all per-
sons soliciting political contributions ought to be informed:
1. Corporation checks are not acceptable. Corporations
cannot make political contributions. There is no
exception.
2. Unincorporated companies, partnerships, and individuals
can contribute.
3. All contributions must be accompanied by a name; no
anonymous gifts can be accepted.
4. An individual's contribution of more than $3,000 to
any one Committee is subject to gift tax. Under the
current community property tax law, a husband and
wife can each give $3,000 to a committee without being
subject to gift tax.
5. The Hatch Act prohibits any person from making con-
tributions in an amount in excess of $5,000 during
any calendar year, advocating the nomination or
election of any candidate for Federal office of for
the success of any national political party. This
section, however, does not apply to contributions
made to or by a state or local political committee.
