This is the statement that I will deliver on camera in the
event that the Senate does not confirm me. After this statement
is read, I do not intend to take questions.
John John G. Tower
It is time for the bitterness, rancor and anger to fade and for those elements of
government who have been involved in the confirmation process to unite to be
about the people's business. I will be recorded as the first cabinet nominee in the
history of the Republic to be rejected in the first 90 days of a Presidency and
perhaps be harshly judged. But I depart from this place at peace with myself
knowing that I have given a full measure of devotion to my country. No public
figure in my memory has been subjected to such a far- reaching and thorough
investigation nor had his human foibles bared to such intensive and demeaning
public scrutiny. And yet there is no finding that I have ever breached established
legal and ethical standards nor been derelict in my duty.
I am deeply grateful to our great President for his continuing confidence in me and
his unflagging support in the most difficult of circumstances. I am obliged to my old
colleagues in the Senate who rallied to me with fervor, zeal, and eloquence in the
face of staggering political odds. I shall always be in their debt. I am thankful to the
thousands of Americans who have inundated me with messages of encouragement
and support.
It is my intention to return to private life in my beloved Texas. But I shall speak out
from time to time on national issues when my knowledge, experience and insights
may contribute to public debate.
I hope that my successor will be expeditiously confirmed and I wish him Godspeed.
White House News Summary - Thursday, March 9, 1989
5:30 P.M. NEWS UPDATE
TOWER NOMINATION (Reuter) -- The Senate voted 53-47 to reject the
nomination of John Tower, inflicting a sharp political defeat on President
Bush. The vote came before packed public galleries.
PRESIDENT'S TRIP (New York/AP) -- President Bush served notice to
cop-killing drug traffickers that "hunting season is over" and said he is
determined to attack the nation's drug problem on both the supply and
demand fronts. Kicking off what the White House has billed as "drug week,"
Bush flew to New York to pay tribute to DEA agents killed in the line of
duty.
EASTERN (AP) -- Eastern's bankruptcy filing confused congressional efforts
to push a balky President Bush into the middle of the strike against the
enfeebled air carrier. The House Public Works Committee had been poised to
approve a bill that would have required Bush to appoint an emergency board
to recommend a solution to the rancorous walkout. The proposal could prove
to be little more than symbolic because the Bush administration has
threatened to veto it, and because it may not even make it out of the
Senate. Rep. Oberstar (D-Minn), chairman of the Public Works aviation
subcommittee, and other lawmakers said they believed that it was
unconstitutional for a law to single out a single company in bankruptcy
proceedings.

BUDGET (Reuter) -- Congressional budget analysts said President Bush's
budget plan for the 1990 fiscal year would lead to a deficit of $131
billion, far higher than the $91 billion forecast by the White House. Most
of the difference is due to whether the billions of dollars needed to bail
out the savings and loan industry is included in the budget. The forecast
by the respected CBO is expected to make Bush's task of. selling his budget
to the Democratic-controlled Congress more difficult.
S&Ls (UPI) -- The FDIC took over management of another 45 financially
troubled savings and loan institutions under the joint regulatory oversight
program announced by President Bush last month. The 45 thrifts will
maintain normal operations and all depositors will continue to be protected
up to a $100,000 insurance limit.
SOVIETS/WORLD COURT (U.N./AP) -- The U.S. welcomed Soviet acceptance of
World Court authority on human rights, but a government legal expert said
the justices probably never will hear a case testing the Kremlin's
commitment. U.N. and State Department legal officers said Gorbachev's
acceptance of jurisdiction by the World Court will bring him international
good will with little risk of embarrassment over Soviet human rights
practices.
POLAND (Warsaw/AP) -- Government and opposition negotiators announced
agreement on free elections to a newly created senate, in what could be the
first democratic national elections in the communist bloc. In addition,
the sides agreed to two-stage elections to the existing parliament, in
which opposition candidates would be free to run for at least 35% of the
seats. Politburo member Januez Reykowski said anyone could run for the
senate who is nominated by an existing political or social group, or who
gathered 5,000 signatures. The two sides also agreed in principle to
establish a president who would be elected by a majority of both chambers
uf parliament.

interested in going to Norway.) She said she was honored but
wanted time to think about it. Since then she passed the word
that she wants to speak with you privately before deciding. I
suspect this is a gambit to corner you on the directorship of
Y.E.S., which is best left unaddressed till Gregg Petersmeyer
develops the program. Therefore, I recommend that you not see
Loret and that instead you call her. (I am willing to make this
call on your behalf if you desire.) In that call, you/I would
tell her that nothing has been decided on Y.E.S., that the only
question before the house is whether she wants to go to Norway.
If she says yes, it's a deal. If not, you've made her a

Now that the first hectic weeks are behind us, I
wanted to thank you for your thoughtful message.
Tom was such a good man and friend. He will surely
be missed greatly by many people. I'm glad my call
could provide solace to his mother during her loss,
and I'm grateful to you for letting me know it did.
