Dear Mr. Chairman:
The International Operations Subcommittee is scheduled
to mark-up the U.S. Information Agency (USIA) authorization
bill for FY 1990 - FY 1991 next Tuesday. Although there
have been informal discussions between the Subcommittee
staff and the Administration regarding the Administration's
USIA proposal, it is my understanding that these discussions
have not reflected fully the Administration's strong
commitment to funding T.V. Marti both in FY 90 and FY 91.
The Administration's proposed USIA authorization bill
will be transmitted to the Committee on Monday. It will
contain language earmarking $16 million in FY 90 and $16
million in FY 91 for T.V. Marti. I enclose, for your
advance consid tation, draft language necessal to implement
the T.V. Marti provisions. Please let me assure you that we
attach very high priority to the inclusion of these
provisions. Our approach would not result in an increase in
the total USIA budget request, but will be accommodated
within the same resource levels as are in President Bush's
February 9th budget proposals.
Thank you for your attention to the Administration's
strong interest in T.V. Marti funding.

Background and Status
-- Congress earmarked funds "...not to exceed $7.5 million" in the VOA Radio
Construction account in the 1989 Commerce, Justice, and State Appropriations
bill for the purpose of conducting a pilot test of a television broadcast
system using a used Air Force aerostat (balloon) targeted on Cuba.
-- VOA is heading an interagency task force to build the broadcast system. As
of January, 1989 about $100,000 or less has been obligated for initial studies
of frequencies, interference, and system design.
-- At the beginning of February, 1989 VOA received a system design proposal
from GE and the task force is currently evaluating it. An additional $1.2
million will be obligated for this contract soon.
- The most problematic element is design of an appropriate antenna that will
suppress radiation that would interfere with domestic broadcasts and focus a
highly directionalized signal on Havana from 10,000 feet.
--- Approximately 50 % ($3.75 million) of the 1989 funds are expected to carry
over into 1990 as unobligated balances.
-- In view of the unresolved technical problems and the prospect of significant
carryover balances, the Reagan 1990 budget proposed no further funding in 1990.
-- The Administration position has been that a reasonable funding level and
broadcast system plan can only be determined after evaluating the results of
the pilot test.
-- A specific request for further development and construction awaits the
results of pilot testing and evaluation of the broadcast system -- activities
for which funds have been appropriated and will be used in FY 1989 and FY 1990.

Oak and told Betty Baker I wanted to volunteer
I did not realize that I was beginning a
nine-year adventure. I just knew that you
were the kind of man I wanted to become
the President of this country and one that I
could support without any reservation. And
I was right. I stood on the lawn of
