with cancer for one year. He has been
well and working routinely, despite
the odds, since January. He was
admitted to the hospital on Friday,
June 2, for emergency surgery to
repair intestinal blockage. He is
recovering and the condition is not
expected to have an adverse impact on
his long-term fight against cancer.
Administrator Woods' wife is Cameron;
he has two daughters - Alexandra, 2
years and Callie, 6 months.

The Bush administration believes Chinese leader Deng Xiaoping is
"still running the show," but is urging all private American citizens to
leave China as the civil strife spreads from Beijing to other cities.
Secretary of State Baker, who ordered the 258 dependents of U.S.
government personnel in China to leave Wednesday, is "strongly urging"
all private citizens in that country to get out

BEIJING -- The U.S. evacuated hundreds of citizens from embattled
Beijing Thursday as China blasted Washington for harboring a leading
dissident and restricting military sales to Chinese forces.
A fully loaded United Airlines jumbo took off for Tokyo with more
than 350 Americans aboard. A second flight using a Continental Airlines
plane was cancelled with no reason given
Beijing radio Thursday attacked the U.S. for harboring dissident
astrophysicist Fang Lizhi at its Beijing embassy.
Offical media here have also criticized sharply other U.S responses to
the brutal weekend assault
including President Bush's decision to curb
arms sales.

U.S. ORDERS DEPENDENTS TO LEAVE CHINA
The Bush administration Wednesday ordered the dependents of all
U.S. official personnel to leave China due to the "deteriorating security
situation" there and appealed to tourists, students and other American
citizens to leave the country without delay.
"The situation in Beijing and in China is volatile, uncertain and
increasingly dangerous," said State Department spokeswoman Margaret
Tutwiler in announcing the decisions made early Wednesday at the
recommendation of the U.S. Embassy in Beijing
The firing on a diplomatic compound in Beijing early Wednesday by
the withdrawing 27th Army apears to be an ominous sign some elements
are turning anti-foreign, a senior official said.

EVACUATION OF AMERICANS IN CHINA GAINS MOMENTUM
American businesses intensified their evacuation of non-Chinese
personnel from China, cautious as to whether they will try to return to
business as normal in a country becoming isolated from the world
community for a second time in a generation.
As Americans with the exception of diplomats were asked Wednesday
by the State Department to leave China voluntarily, some companies
reported they already have evacuated their employees
The turmoil in Beijing has not affected the exploration and drilling
activities of U.S. and other foreign oil companies far to the south, U.S.
companies reported.

FORCES LOYAL TO DENG TIGHTEN HOLD ON CITY
Up To 400,000 Troops Said To Ring Beijing
BEIJING -- Supported by tens of thousands of fresh troops, the
forces loyal to senior leader Deng Xiaoping and President Yang Shangkun
tightened their grip on the Chinese capital city.
Western military experts said an estimated 300,000 to 400,000 Chinese
troops now ring the capital, many of them ordered in from elsewhere in
China by Yang and his brother, Gen. Yang Baibing, chief of the
Chinese army's political department
The possibility of civil war erupting in China appeared to be less
grave as troops of the 27th Army, who are believed to be loyal to Yang,
slowly extended their control and moved troops closer to the positions of
potentially rebellious units.
Despite confusion surrounding the political situation, the government
appeared to be assuming a more visible role. The Foreign Ministry,
reacting to Washington's decision to suspend military sales to Beijing,
called the action a "detriment to bilateral relations.'
The Bush administration has said it appears likely that China's top
leaders have left Beijing.

CHINESE FOREIGN MINISTER VISITS CUBA
With his country in turmoil, Chinese Foreign Minister Qian Qichen
arrived in Cuba Wednesday to begin the first official visit to the fellow
communist nation by a Chinese diplomatic chief.
Cuba has aligned itself squarely with Chinese leaders, blaming the
bloodshed in Beijing on "counter-revolutionaries" seeking to topple the
communist government.
Qian is scheduled to visit the U.S. from June 12 to 14.
In Washington, however, one U.S. official said the State Department
had received "indications" that the visit would be postponed.

HOUSE ADOPTS RESTRICTIONS ON U.S.-JAPAN FIGHTER
Ignoring threats of a presidential veto, the House Wednesday voted
to place restrictions on a U.S.-Japan deal to develop a new fighter called
the FSX.
The vote of 262 to 155 cut across party lines but fell short of the
two-thirds majority needed to override a veto.

AIR FORCE CHIEF LEERY OF MIDGETMAN BOOST
Air Force Secretary Donald Rice cautioned members of Congress
Wednesday against increasing funds for the land-based Midgetman missile
by cutting money for other military programs.

funds," Rice told the Senate Appropriations defense subcommittee.

BHUTTO FORMALLY RENOUNCES NUCLEAR ARMS
Pakistani Prime Minister Bhutto, speaking to a joint session of
Congress, formally committed her nation Wednesday to forgo development of
nuclear weapons and called upon the U.S. to stand with Pakistan in
continuing support of the Afghan resistance's unfinished struggle for
self-determination.
"Speaking for Pakistan, I can declare that we do not possess, nor do
we intend to make, a nuclear device. That is our policy,' she said
Bhutto said Pakistan was committed to "a regional approach" to
nuclear nonproliferation in Southeast Asia and was ready to accept "any
safeguard, inspection and verification" of its nuclear facilities "applied on

Bhutto Says Pakistan Will Not 'Provoke Nuclear Arms Race'
Prime Minister Bhutto of Pakistan said Wednesday that her country
does not have nuclear weapons, will not build them and will not "provoke a
nuclear arms race" on the subcontinent it shares with rival India.
In an address to Congress, Bhutto also urged the U.S. to continue
military and economic aid to Pakistan and to keep resisting efforts by the
Soviet Union to exercise influence over Afghanistan
Applause repeatedly punctuated the prime minister's address and it
was loudest and most prolonged when she said her nation does not intend
to become a nuclear-weapons power and will work with the U.S. to
"prevent the catastrophe of a nuclear arms race in south Asia."

IRAN READY TO HELP RELEASE U.S. HOSTAGES IN LEBANON: SPEAKER
TEHRAN -- Iran's parliamentary speaker Ali Akbar Hashemi Rafsanjani
Thursday offered to help release U.S. hostages in Lebanon. But he
linked his offer to U.S. help in tracing Iranian nationals believed held by
Christian militiamen in Lebanon.
The Iranian news agency IRNA quoted Rafsanjani as telling a news
conference in Tehran:
"If the Americans who have more influence than us on the falangists
(in Lebanon) take action in securing the release of our hostages, then
they can expect our help (in securing the release of their hostages)."

Khomeini's Political Will Is Published, Reinforces Radicals
TEHRAN -- Under strict instruction from the will of the late Ayatollah
Khomeini not to deviate from his path, Iran's new leadership appears
unlikely to move quickly to improve relations with the West, according to
political analysts here.
Khomeini's will, the last segment of which was published today,
represents a harsh and constraining political creed that could be invoked
by a formidable coalition of radicals seeking to block any moderate
consensus aimed to rebuild Iran's war-devastated economy and end its
isolation with much of the world
"It's going to be six months before anything moves," said one
Western diplomat.

VICE PRESIDENT QUAYLE URGES ISRAEL TO STOP JEWISH SETTLEMENTS
JERUSALEM Vice President Quayle, in an interview with the
Jerusalem Post published Thursday, urged Israel to stop building Jewish
settlements in the occupied territories.
"These announcements of new settlements are politically problematic
even if they don't go through with it," Quayle was quoted as saying.
He reaffirmed Washington's strong support for Israel but said new
settlements helped Israel's critics in the U.S. to put pressure on the
Jewish state to make concessions to the Palestinians.
"It just gives them (the critics) fodder for the cannon fire, and
believe me, they want to unload on Israel," Quayle said.

FOR BUSH, CHANCES TO CHART A COURSE
The barrage of dramatic and historic developments abroad has given
President Bush the opportunity to make fundamental decisions about the
long-term course of U.S. foreign policy, according to specialists in
international relations.
The analysts gave Bush generally high marks for his performance
to date. In particular, they agreed that the President performed well by
offering a sweeping arms-control proposal and resolving an in-house
conflict last week at the NATO summit.
At the same time, they said Bush's approach to foreign policy had
been marked by often undue caution and a reliance on short-term tactics.

problem with the administration's approach -- that it often treats foreign

SOVIET PREMIER HINTS ANTI-"STAR WARS" PROGRAM UNDERWAY
MOSCOW -- Soviet Prime Minister Nikolai Ryzhkov has hinted Moscow
is developing its long-promised, low-cost rival to the U.S. "Star Wars"
program for strategic defense in space.
Nearly four billion roubles or almost one percent of government
spending in 1989 was earmarked for a "military space program," he said in
a speech Wednesday to the
Congress of People's Deputies.
The 59-year-old Ryzhkov told deputies that Defense Ministry experts
calculated that the project "would increase the combat effectiveness of our
armed forces by one and a half to two times.

SOVIETS ADMIT MASSIVE DEFICIT, CALL FOR DEFENSE SPENDING CUTS
MOSCOW -- Providing the bleakest official account yet of the Soviet
Union's economic plight, Soviet Prime Minister Nikolai Ryzhkov said
Wednesday the government was planning to carry out major cuts in defense
spending in order to bring down a massive budget deficit and restore
order to the economy.
Ryzhkov revealed that the Soviet Union is now running a budget
deficit around 6.2 percent of GNP
Ryzhkov provided the first breakdown in Soviet defense
expenditures, saying that roughly 20 percent of the total went to research
and development of new weaponry, an extremely high proportion by
Western standards.

TASS CITES 'POGROMS' IN SOVIET UZBEKISTAN
MOSCOW -- Bloody clashes between rival ethnic groups have
"escalated into pogroms" in Soviet Uzbekistan, where angry mobs. used
clubs, rocks and fire to kill scores of people since the weekend, Tass said
Wednesday.
President Gorbachev told, the Soviet Parliament "there are still killings
and arson" in the troubled Central Asian republic, although security
forces had restored order in most areas
Tass said at least 56 people have been killed and more than 600
wounded in clashes between minority Meskhetian Turks and the majority
Uzbekis.

U.S. SEEKS TO END CONTRAS' BASE IN MIAMI, REBELS SAY
In an increasingly nasty squabble between allies, the leaders of
Nicaragua's rebels are complaining that the Bush administration wants them
to disband their political operation in Miami and go back to Nicaragua -- or
lose their CIA subsidies.
Administration officials, frustrated at what they see as the Contra
leaders' guerrilla warfare against U.S. policy, have responded by accusing
some rebel leaders of preferring the easy life in exile to the rigors of the
political struggle in Central America.
"Did 7,000 contras die so a small handful of their leaders could live
in Miami, travel first-class and stay in the Ritz Carlton Hotel?" one
administration official asked heatedly
"We're telling them: No more dole unless you go back to Nicaragua
or go live in the military camps," said another administration official.
"If I go back, it will be according to my own decision, not someone
else's policy," said Adolfo Calero.

U.S. CURTAILS VISA SERVICES IN PANAMA
PANAMA CITY -- As of Friday the U.S. is halting normal visa
operations in Panama because of the crisis over annulled national elections,
officials at the U.S. Embassy said today.
Panamanian government spokesmen had no immediate reaction to the
announcement.

$6.2 BILLION PLEDGED TO MEXICO
MADRID -- At least $6.27 billion will be made available by
international agencies and governments to finance reduction of Mexico's
foreign debt and interest payments, New York Federal Reserve Bank
President Gerald Corrigan told commercial bankers and Mexican officials at
a conference here today
"There is clear pressure emerging from the U.S. government to find
a solution to Mexico's problems," said a key international official. "The
debt issue will come up at the economic summit in Paris next month, and
the Bush administration wants a deal for Mexico before that."
But few people at the conference were ready to predict that timetable
could be met.

GOP AIDE QUITS OVER FOLEY MEMO
Bush Says Attack On House Speaker Is 'Disgusting'
The communications director at the Republican National Committee
resigned under fire Wednesday for his role in an attack on Speaker Foley
that President Bush called "disgusting" and that some Democrats said
should lead to the firing of RNC Chairman Atwater.
White House press secretary Marlin Fitzwater said Bush told Atwater
early Wednesday morning that a mailing to party leaders written by RNC
communications director Mark Goodin was "disgusting" and that such
tactics should not be repeated. But Bush, Fitzwater said, "has full
confidence in Lee

Democratic National Committee Chairman Ronald Brown said Goodin,
who abruptly resigned Wednesday morning, should not "take the fall" for
an operation that is "up to its knees in sewer-style politics.' Brown

Republican Party Deputy Resigns After Foley Memo Outrage
Mark Goodin, the Republican Party's communications director,
resigned abruptly Wednesday, a day after bipartisan outrage greeted his
match-to-the-gasoline memorandum implying that Speaker Foley is a
homosexual.
Goodin's departure, along with Foley's extraordinary public denial
that he is a homosexual, appeared to have cauterized the festering rumors
that have bedeviled Foley these last few weeks, left many Republicans
chastened and, for the time being, muted the rhetoric that has gripped
the House over the last several weeks
Foley, confronting head-on the rumors he had sidestepped publicly
the day before, told CNN, "I am, of course, not a homosexual."
Republicans who know [RNC Chairman] Atwater and Goodin, who are
friends, said privately they could not imagine Goodin taking such a
politically risky step without consulting the party chairman.
Yet in his [resignation] letter to Atwater, Goodin noted that he had
prepared and disseminated the memorandum "without your knowledge or
approval."

"he almost threw up.

Sununu, Bush Upset Over RNC Memo Flap
A national Republican Party official resigned Wednesday in the uproar
over a memo he wrote comparing Speaker Foley's voting record with that of
a homosexual congressman.
President Bush was described as "disgusted by this entire incident"
and has considered it closed
"The President was very upset,' said White House Chief of Staff
Sununu in an interview reported in Thursday editions of The New York
Times. "I was upset. It went too far. It was wrong. The innuendo was
wrong. It's not wrong because it damages our relationship with the
Democrats. It's wrong because it's wrong."

GOP SQUABBLES OVER TACTICS AFTER 'SLEAZY' SMEAR OF FOLEY
The Republican Party, having violated the dictum of its own leader
that you never attack your enemies while they are in the process of
destroying themselves, is now at war with itself
Republicans in Congress were outraged over what some privately
called the "sleaziness" of [RNC communications director] Goodin's
"assassination by innuendo.
But GOP lawmakers and even a former Atwater associate suggested
the "attack dog" atmosphere created by Atwater, Edward Rollins at the
NRCC and Rep. Gingrich might have led Goodin to believe that he was
only carrying out the spirit, if not the letter, of the agenda set by his
elders in the party.
"They have indeed made a serious error," said a GOP political
consultant and former senior Bush campaign official
'The Democratic corruption story was moving of its own accord,' said
the former Atwater associate. "Their interventions have enabled the
Democrats to distract attention away from themselves and to Republicans."

PANEL SETS VOTE ON GREGG NOMINATION
The Senate Foreign Relations Committee Wednesday scheduled a
long-delayed vote on the nomination of Donald Gregg as ambassador to
South Korea for June 20, after Sen. McConnell assured Democrats that the
administration would provide documents on Gregg's Iran-contra role by
June 16.
In a related development, committee spokesman Frank Sieverts also
announced that the way has been cleared for a vote today on three of
President Bush's nominees: Bernard Aronson, John Kelly and John
Negroponte.

ROSTENKOWSKI IS RECONSIDERING OPPOSITION TO CAPITAL-GAINS CUT
Rep. Rostenkowski said Wednesday that he might reverse himself
and consider a reduction in the capital-gains tax rate, a move President
Bush contends would enhance economic growth, and thus bring in more
revenues without raising taxes.
"If my Democrats or my Republicans can offer me a way to raise
revenue without a capital-gains cut, I'll jump at it," Rostenkowski said in
an interview. "But so far I haven't seen a way."
"I've got a President that won't sign a bill that raises taxes,' he
said
"The only thing that seems negotiable is capital gains.'

SENATE PASSES EMERGENCY $3.3 BILLION SPENDING BILL
The Senate passed a $3.3 billion emergency spending bill Wednesday
after rejecting an attempt to delay implementing parts of the new
catastrophic illness law that have not taken effect, including new premium
payments by senior citizens
The Senate action set up a showdown with the House over several

BUSH WANTS MORE NUKE PLANTS, END TO ACID RAIN
PORTLAND -- President Bush wants to end acid rain and nuclear
plants could play a major role in achieving that goal, two administration
officials said Wednesday [at the Edison Electric Institute convention].
The Bush administration will propose a sweeping acid rain bill Monday
that would mandate "reductions in sulfur dioxide emissions by millions of
tons per year, said EPA Director Reilly.
"The President has said the time for studies is over. The time for
action has come," he said
At the same time, the administration is mounting a political attack to
convince Americans that nuclear power is a safe and environmentally
acceptable alternative to coal-fired plants that are a major source of acid
rain, said Deputy Energy Secretary W. Henson Moore. (Peter Gillins, UPI)
ENVIRONMENTALS HOPE DELAND CAN BOOST ROLE OF PRESIDENTIAL COUNCIL
Environmentalists say they hope the selection of Michael Deland to the
President's Council on Environmental Quality will signal a revival for the
advisory panel, which was largely ignored in the Reagan administration
"Mike Deland is a first rate environmentalist and I think he's an
outstanding choice," said Jay Hair, head of the National Wildlife
Federation.
David Gardner of the Sierra Club called Deland's selection "very
much a positive step" and that he assumed that Deland "would not have
taken the job if he had not had some assurances of what the CEQ's
authority would be" in the White House.

BENNETT'S DRUG WAR STRATEGY BASED ON LAW, ORDER, FAMILY
Halfway between his Senate confirmation in March and his D-Day --
Sept. 5, when he must issue the national anti-drug strategy -- drug czar
William Bennett has reached some preliminary conclusions on how to combat
drugs
"We have two choices, we can either restore the moral authority in
families, schools and churches or we can increase the police authority of
the state, he said in an interview with The Washington Times. "In the
short run, we may have to do both. But in the long run the solution lies
in these social institutions."
"We are not going to abrogate the Constitution," he said. "It's the
bad guys, the drug traffickers, who are responsible for enormous

YEUTTER: WINTER WHEAT ONLY CROP DESERVING AID
Agriculture Secretary Yeutter criticized a House disaster bill
Wednesday as a lavish Christmas tree and offered to help senators craft a
"reasonable response" -- meaning help only for winter wheat losses.
"I don't think there's any case to be built for doing legislation
beyond winter wheat," Yeutter said during a Capitol Hill briefing
"Why should we be held hostage? We've had the loss,' Sen. Dole
said, arguing against the idea of waiting to see if other crops suffer
damage before a bill is written.

NETWORK NEWS SUMMARY

CHINA
CBS's Dan Rather: The exodus from Beijing gained urgency today. The
U.S. ambassador to China ordered families of U.S. officials evacuated
after Chinese troops terrorized a diplomatic compound, spraying
bullets into apartment buildings that house American and other
foreign citizens. Witnesses said more Chinese were killed by gunfire
on the streets of Beijing. Violence is also reported in half a dozen
other Chinese cities. The political situation remains murky, obscure.
But the army has tightened its grip on the blood-soaked streets of
the capital.
CBS's John Sheahan reports that soldiers in Beijing fired wildly into
hotels and foreigners' homes today, and more Chinese civilians were
gunned down in the streets. The military siege of Beijing looks like
it's just beginning. As the threat of imminent war between rival
army units recedes, there is increasing combat between the military
and the people. Nightly attacks with Molotov cocktails and firearms.
Soldiers laid down a barrage of fire in the air and into diplomats'
apartments, apparently in a trigger-happy attempt to discourage
sniping. U.S. Ambassador James Lilley is trying to find out who's in
charge of the Chinese government. He can't get past lower level
officials. Beijing Airport is hopelessly overcrowded with foreigners
trying to get on flights -- flights to anywhere as long as it's out.
CBS's Bill Plante reports that as Americans converged on the Beijing
Airport to escape the deteriorating situation in China, the U.S.
government came under sharp criticism for being slow to react.
Today the State Department took action to help U.S. citizens get out
of China.
(State Department Spokeswoman Tutwiler: "The United States
government is arranging charters that will supplement U.S. airlines to
facilitate the departure of all those who want to leave and all those
who have been ordered to leave.")
Returning Americans had few kind words for the U.S. Embassy.
(U.S. citizen: "Every other country's embassy was there picking up
their students, and they said to call them if there was trouble. By
then it would be obviously too late.")
(U.S. citizen: "I think the American Embassy in Beijing is a
disaster. They've done absolutely nothing for the overwhelming
majority of people who are there whose lives are at risk. They're
useless.")
One U.S. senator who's been frustrated trying to get his constituents
out of China had this advice for the State Department:
(Sen. Adams: "Be prepared, do a better job of it next time, and for
goodness' sake, complete this one quickly and get our people out of
there.")
According to officials here, not only does the U.S. government not
have a clue which members of the hard-line faction are actually in
charge in China or what's likely to happen next, but also that the
State Department has no records of which Americans have already
left, and that it can only guess how many U.S. citizens remain in
China.

Rather: President Bush has refused to pull the U.S. ambassador out
of Beijing, saying the U.S. government badly needs that contact with
the Chinese leadership. Today reportedly there was high-level
contact between the U.S. ambassador and some Chinese officials.
CBS's Lesley Stahl reports that U.S. analysts here are now assuming
that Deng Xiaoping and the other hard-liners do have the upper hand
and are making the important government decisions. One reason for
that assessment is a meeting that our U.S. ambassador had with their
vice foreign minister, someone officials here say is in the clear line of
command. Lilley vigorously protested those shootings at the
American compound and was assured that there is no deliberate move
to harm Americans. Other evidence the hard-liners have consolidated
power. Premier Li Peng mentioned on state-controlled radio for the
first time since the violence he was attending a ceremonial function.
The government has formally condemned President Bush's action in
suspending military sales and in granting asylum to Fang Lizhi in the
American Embassy. White House spokesmen say President Bush is
certain that the steps he took were the right ones. No one here is
saying that the hard-liners have definitely won. President Bush,
based on his own experience in China, is telling aides that the more
you learn about China the more you realize you don't understand,
and that's because the Chinese want it that way.

NBC's Garrick Utley: There is no let up this evening in the fear of those
caught up in the tragedy of China or the uncertainty of what it will
lead to. No one, of course, knows what is happening in the inner
circle of China's leaders, but the outward signs show the hard-liners
are firmly in control and determined to assert that control.
NBC's Keith Miller reports that Beijing Radio reported Premier Li Peng
attended meetings today along with the Chinese president. It was the
Communist Party's way of telling the public who was in charge of the
country. The people were also given a warning on the same
broadcast that anyone violating martial law or resisting arrest will be
subject to immediate execution.
Utley reports that the State Department today ordered all dependents
of U.S. government personnel in China and all non-essential
government employees to leave that country. It also urged any other
Americans in China to get out at once.
NBC's George Lewis reports that Americans who got to the Beijing
Airport today found that all the planes were full. Airlines serving
the Chinese capital had long waiting lists. Those stuck at the airport
were angry about the U.S. Embassy's handling of the evacuation.
(University of Buffalo law professor Stephen Halpern: "I think the
American Embassy in Beijing is a disaster. They've done absolutely
nothing for the overwhelming majority of people who are there whose
lives are at risk. They're useless. They've been useless for several
days. It's a disgrace.")
The U.S. Embassy said that starting tomorrow special charter flights
would begin landing in Beijing to get Americans out of China.

Utley says that demonstrations were reported today in at least 10
major cities outside the capital. In Shanghai, the opposition is
growing rapidly. Fang Lizhi has been given refuge at the U.S.
Embassy in Beijing. Today the Chinese government formally
protested that, calling it an interference in China's internal affairs.
The government also criticized President Bush for suspending the sale
of American arms and for condemning the killing of students in
Beijing.

ABC's Peter Jennings: Another long and uncertain night is just ending in
China. For Americans and other foreigners trying to leave, daylight
brings another opportunity. Two jumbo jets chartered by the U.S.
government are expected to land in China today. For the first time
in a week the Bush Administration believes it is getting a handle on
what is happening. U.S. intelligence sources conclude there's been
no major change at the top of the Chinese government. Deng
Xiaoping and his more rigid supporters in the party are still in
charge. Intelligence sources also confirm news reports of sporadic
clashes between various army units.

RNC MEMO
Rather: Top Republicans from President Bush on down scrambled today to
disown, denounce, and distance themselves from a RNC memo
attacking new Speaker of the House Foley. After making sure the
memo got out, the communications director of the RNC took
responsibility for writing is, said higher-ups had no part in it, and
then resigned.
CBS's Bob Schieffer reports that Mark Goodin, who authored the
memo which termed Foley as an "out of the liberal closet" and
compared his voting record to that of Massachusetts' openly
homosexual Rep. Barney Frank, resigned. Today embarrassed
Republicans admitted the rough stuff that's become too routine lately
finally went too far.
(Sen. Dole: "This is not politics, this is garbage.")
Republican Party Chairman Atwater apologized to Foley, but said the
memo was not his doing.
(Atwater: "I will be spending more time personally viewing what goes
out than I obviously have in the past. Had I seen this I feel very
confident that it wouldn't have gone out.
The President, who met with Foley today, said he, too, was disgusted
with the memo, but Foley, himself, seemed ready to move on to other
things. Other Democrats were enraged and said the President must
ultimately shoulder the blame himself. They saw it all as part of a
pattern begun during the presidential campaign, when they said the
President took the high road while others did the dirty work. As far
as the Democrats are concerned, the bad cop all along has been
Atwater. Tonight Ron Brown said Atwater ought to resign, too.

House for lunch with the President amidst a political storm over a
Republican smear campaign against Foley. The White House said the

Until today, RNC Chairman Atwater defended the memo as a legitimate
political tactic. But last night, after getting angry calls from House
Republicans and talking to the President, Atwater called Foley to
apologize. And today, the man who wrote the memo, Atwater protege
Mark Goodin, resigned as the party's communications chief.
(Atwater: "He exercised very poor judgement at the wrong time, at
the wrong place, and he's having to suffer for it.")

Not good enough, say some Democrats. They point out that Atwater
is Bush's buddy and hand-picked party chairman known for playing
political hardball. They want Bush to clean up the RNC and Atwater
to resign. Foley has said that Atwater's apology ends the matter for
him. He is known to be upset that people are calling for more
resignations, wishing instead that everyone would just let the issue
die.

ABC's Jim Wooten reports that in several television appearances today, the
new Speaker said he is not a homosexual, and having received an
apology from RNC Chairman Atwater, he considered the subject
closed. According to Marlin Fitzwater, the President was also
disgusted with the memo, and at a luncheon with Speaker Foley today
told him SO. The President is said to have sternly reprimanded
Atwater today, but Democratic Chairman Brown wants a little more
than that. He says Goodin is just a fall guy, that Atwater ought to
share the blame and also resign.

PRIME MINISTER BHUTTO
Utley: Also on Capitol Hill today, a visitor from Pakistan, Prime Minister
Bhutto. She told Congress what a lot of people. in this country
wanted to hear, that Pakistan does not have and does not intend to
build nuclear weapons.

Jennings: On Capitol Hill, a warning today from the Prime Minister of
Pakistan. Prime Minister Bhutto told the Congress that the Soviet
Union is making major arms shipments to the government of
Afghanistan, and she called for more support for the Afghan rebels.
Prime Minister Bhutto also said that Pakistan does not have nuclear
weapons. She promised that Pakistan would allow safeguards against
nuclear proliferation and inspection if other countries, including
India, agree to the same.

Utley reports that Mikhail Gorbachev appealed for peace in ethnic rioting
in the southern republic of Uzbekistan. Said Gorbachev, "The

SURINAME PLANE CRASH
Utley reports that in thick fog a DC-8 jetliner crashed while trying to land
in Suriname. At least 169 people were killed. The Surname Airways
jet made three attempts to land. On the third it hit a tree, then
crashed and broke apart. Only 13 people survived. The flight had
come from Amsterdam. Suriname Airways had leased the plane from
an unidentified U.S. company, and the pilot, co-pilot and engineer
were Americans. Because an American crew and a U.S.-made plane
were involved in the accident, the National Transportation Safety
Board has sent investigators to the scene of that tragedy.

AIRLINES
Utley: The Bush Administration took its first big step today to fight
airline domination of certain markets in the development of hub
airports. The Department of Justice announced it will try to block
U.S. Air from increasing its hold on Philadelphia's airport, where it
already handles half of all passenger traffic. A congressional report
out today says that air fares at hubs dominated by one or two
airlines are, on average, 27% higher than at other airports. (NBC-7)
RANCHO SECO
Rather reports that California's Rancho Seco nuclear power plant is
preparing for shutdown -- the first time a working reactor complex
has been voted out of business at the polls. Fifty-three percent of
those turning out for yesterday's balloting voted for shutdown.
Rancho Seco's board members said they would abide by the public's
wishes.

SOUTH AFRICA/GOODYEAR
Jennings reports that the biggest American company still doing business in
South Africa is pulling out. Goodyear said today it can no longer

head of the National Cancer Institute told the delegates to an
international AIDS conference today that because of the rapid
advances in drug development, AIDS within the next five to seven

PRESIDENT'S TALKING POINTS FOR CLEAN AIR BRIEFING WITH
ENVIRONMENTALISTS (Prepared by OPD)
I want to thank you all for coming to this meeting to share
your concerns, in particular about the Clean Air Act.
I have a strong commitment to the environment and seek your
help in carrying out my campaign commitments.
Already we have taken some important environmental steps:
- Calling for the phase-out of CFCs by the year 2000.
- Commitment to engage in negotiations on a framework
convention on global warming.
- Commitment to seeking legislation banning hazardous
waste exports absent a bilateral agreement to assure
adequate handling.

- Progress on Corporate Average Fleet Economy standards.
- Two Forks decision.
- Commitment to submitting legislation on pollution
prevention and recycling.
- Strong, consistent emphasis on enforcement and on
environmental priorities.
On our agenda:
- We are looking at amendments to pesticide law to streamline
a cumbersome regulatory process for cancelling problem
pesticides.

- We are committed to a "no net loss" of wetlands policy,
the Domestic Policy Council Working Group on this will
begin meeting in the next couple of weeks to see how we
can institutionalize this goal.
- Strengthened enforcement and management of Superfund,
with Administrator Reilly's 90 day review, due out next
week (week of June 12) as a guide.
As you know, I plan to announce my Clean Air proposals on
Monday, June 12. Before I do so, I would like to hear from
you today on what direction we should be going on acid rain,
non-attainment and air toxics.
- By how much should we reduce S02?
- What is a realistic date for allowing the use of clean
coal technologies?

- To achieve attainment of the ozone and carbon monoxide
standards, to what extent should we look to alternative
fuels?

I would like to take a minute to put on the table some key
questions for each one.
ACID RAIN
By now, it is no secret that my Administration would like to
use market forces to the greatest extent possible in achieving
reductions of sulfur dioxide and nitrogen oxides. I would
expect that this will be reflected in our proposal.
This leaves open the following questions:
- By how much should we reduce S02?

- What deadline is appropriate?
- How broadly should the reductions be allocated, at least
initially, before any trading takes place? Should they
be targeted at a handful of plants -- or spread more
widely to all old plants that are contributing to the
problem?
- How broadly should we allow trading -- between plants in
a utility system? Between all plants in a state? Or
between all plants in all states covered by the bill?
- What is a realistic date for allowing the use of clean
coal technology?
OZONE AND NON-ATTAINMENT
This is a tough standard to meet, but we are committed to

providing clean air for all Americans. I would envision a
mix of controls -- many similar to those incorporated in
bills now pending on the Hill -- to bring areas into attain-
ment. My own view is that we should judge possible ozone
controls by their cost-effectiveness; we should pick those
controls that can be implemented at the lowest dollar cost
per ton of pollutant reduction.
- What is your view of the Group of Nine bill?
- As you know, I have been a strong supporter of alternative
fuels. You may have heard that we are considering an
alternative fuels component of this bill. I would welcome
your views on how aggressive an alternative fuels plan is
warranted. How broadly should it apply?

AIR TOXICS
What is the best way to control air toxics?
- Should we target our efforts at eliminating "unreasonable
risk" to the public?
- Should we move toward a standard set on the basis of
technology -- on the basis of what our best practices
will allow us to achieve?
- Or should we pick a health-based standard and simply
mandate that plants meet it?
- How do you view the Dingell bill, and what are its
drawbacks?

MOTOR VEHICLE INDUSTRY PROGRESS IN CLEAN AIR
The progress in taking the auto out of the clean air issue is
unparalleled. Compared with pre-controlled cars of the 1960s, 96% of the
exhaust hydrocarbons and carbon monoxide and 76% of the oxides of nitrogen have
been eliminated. Similar cuts have been made in truck emissions.
Since less than half of the vehicles on the road today were built to meet
the most recent emissions standards, there will be further dramatic reductions
in total motor vehicle emissions as new, cleaner cars replace older ones.
These older vehicles account for almost 90% of vehicle hydrocarbons and carbon
monoxide and 70% of the oxides of nitrogen even though they account for only
about 40% of the miles driven.
With emission standards and fuel volatility policies now in place, as the
existing fleet of vehicles is replaced, total automotive emissions will be
reduced by 40 to 50% in the next 15 years or SO. This will happen even if no
new standards or programs are adopted. By comparison, even a stringent new
standard of .25 grams per mile of hydrocarbons would result in only about 1%
more control than will happen automatically.
While outstanding progress is being made, we nonetheless support
reauthorization of the Clean Air Act. We believe there is a future for
alternative fuels and are ready to support pilot programs to determine the best
way to move forward. For existing cars, we think that inspection and
maintenance programs should be strengthened and we support oxygenated fuel
blends which can reduce certain emissions. We are also working on technologies
that will smooth the flow of traffic and reduce congestion. The "intelligent
vehicle" and "intelligent highway" save travel time and fuel and reduce
emissions. We also support joint research programs in the environmental area
and Ford, Chrysler and GM met recently to move forward on this front.
While a new exhaust standard would result in very little improvement, we
recognize that Congress may move in that direction. If so, we urge that four
principles should be included in the legislation. First, it should control
only non-methane hydrocarbons; there should be separate requirements for
certification of vehicles and vehicles in use; there should be no lengthening
of "useful life;" and there should be adequate lead time and a phase-in
process. Of course, the standards must be technologically feasible and not
just increase vehicle recalls that do not improve the air significantly, but
are costly and disruptive.
As we approach as near to zero emissions as is technologically possible,
the costs become higher and the risks greater. We value cleaner air and we
also value jobs and a competitive economy. The auto industry has taken a
strong and costly dose of emissions control medicine and we are getting better
and better. It is not a time to hit us with new controls which gain little but
can hurt the economy and cost people their jobs. The risk is especially high
for U.S. manufacturers which produce a full line of vehicles.
It is time to move away from micro management of the clean air program and
adopt a flexible approach which can reach these goals through the most cost
effective means possible.

INSERT FOR PRESIDENT BUSH'S OPENING STATEMENT
The House of Representatives will vote on the
Administration's savings and loan legislation next week. On
February 9, I asked Congress to act in 45 days. 119 days have
now passed. The whole country knows this is an urgent matter and
it is not right to have taken SO long to resolve the situation.
I urge Congress to resolve its differences and act promptly.
I want to emphasize one point. The American public will pay
billions of dollars to clean up this problem, and we must make
sure it never happens again. Strong capital requirements are the
cornerstone of our reform proposal. S&L's are a business and
their owners have a right to make money, but not at the expense

of the U.S. taxpayer. These owners should have to put up their
own money as the first line of defense against losses.
The American public should never again have to spend
billions of dollars to clean up a mess that
would not
have
occurred if the S&L industry had put its own money at risk. This
Administration strongly opposes any effort to weaken the capital
standards in the legislation.
119 days ago I asked for promt action and I ask for it
again. But legislation which puts the taxpayers at risk again
is unacceptable.

I think your suggestion is most appropriate. I'm told,
however, that the law requires the use of the term
"Veterans Day" in the annual November 11th proclamation.
I am, therefore, directing the Secretary of Veterans
Affairs to ensure that the 1989 proclamation for "Veterans
Day" emphasize the significance of November 11th as the
day on which the armistice ending World War I was signed.
We will do our best to make sure that proper recognition
is given to the invaluable contribution made by you and
the other World War I "Doughboys" to our Nation and the
world.

Thank you for your thoughtful letter concerning the
National Aerospace Plane (NASP) program. I apologize
for the delay in getting back to you. However, the
Department of Defense budget wasn't formalized and
submitted to Congress until late April.
As you know, in order to meet our budget and deficit
goals, strict budget constraints have been placed on
all Federal departments and agencies. In response
to these pressures, the Department of Defense has
proposed that DOD funding for the NASP program be
reduced. This action was taken only after much careful
consideration of our national defense needs and of how
these needs could be met within the reduced resource
levels.
I have directed the National Space Council, under the
leadership of the Vice President, to undertake a review
of United States policy regarding their NASP program.
This review will address program utility, technology,
management, and programmatic considerations. The
review should be completed by early July.
Let me assure you that the review will be comprehen-
sive and that I will give the recommendations of the
Space Council my immediate and close attention.

Dear Mr. and Mrs. Finley:
I am deeply saddened by the loss of your son
Rick, and the other members of the team in Peru,
in the tragic air crash on May 20. I cannot
imagine the sense of pain and grief that you
must feel at this time.
Rick was a brave and committed young man who
dedicated his life to the dangerous and violent
world of drug enforcement, so that we might
fight this terrible scourge of drugs in our
society. His decision to go to Peru was perhaps
the one which required the greatest courage and
commitment of all; yet, I am told that Rick did
so without hesitation.
I know of Rick's outstanding record as a police
officer on the Little Rock Police Department and
of his awards and achievements in five years
as a DEA Special Agent. He was highly regarded
and was truly the type of fine individual and
son that we, as parents, can be proud of.
Without men such as Rick, our world would indeed
be a dark and threatening place.
Rick was respected and admired by his fellow
officers, and will truly be missed by those who
value a civilized and lawful society.
Please accept my deepest condolences and those
of a grateful Nation.
