Dear Mr. President:
I appreciate the opportunity to speak with you about my Cuba
embargo language, prohibiting U.S. subsidiaries abroad from
trading with Cuba.
On Monday the conference committee on the Export
Administration Act will consider this language. It is in the
Senate bill, but not the House version, though the House Foreign
Affairs committee previously passed it unanimously.

We have been told that the Administration will state its
opposition to this amendment. I am asking you to instruct
Administration representatives at the conference to respond

favorably on behalf of the embargo language. Short of that, I
would hope that the Administration would remain neutral on the
Cuba language.
This amendment is of great significance to the people who
are struggling for Cuba's freedom. It is their top legislative
priority in Congress today. But even more important, I'm
convinced that this language can have a real impact on hastening
the dawn of freedom in Cuba.
I know that all of your advisors will recommend that you
oppose this Cuba language. But there are times when the
principle of freedom overrides businesa-as-usual between our

trading partners.
At its heart, this is not a debate about legalities but
about differing policies towards Cuba. Canada wants to improve
relations with Cuba through increased trade, the United States
believes that economic pressure will help limit Castro's era of
tyranny.
As surprising as it may seem, I have been able to convince
Claiborne Pell, long known to be a vocal opponent of the Cuba
embargo, to accept this language. House Democrats will only have
a chance to remove the provision if the Administration states its
opposition to the tightened embargo.

Brings foreign subsidiaries owned or controlled by U.S.
companies under the existing Cuba trade embargo. This would
conform the Cuba embargo to current embargoes on Cambodia,
Vietnam, and North Korea, which do now apply to subsidiaries
abroad.
-- According to the Treasury Department, U.S. subsidiaries
total trade with Cuba was $2.685 billion from 1980 to 1989.
-- Affected subsidiaries are located mainly in the United
Kingdom, Canada, and Switzerland.

The provision passed the full Senate three times, first by a
82 to 13 vote (7/24/89), then by voice votes. It has also
passed the House Foreign Affairs Committee unanimously.

SUGGESTED TALKING POINTS FOR THE PRESIDENT'S
CALL TO UK PRIME MINISTER THATCHER
We've been working hard in New York to get a balanced
workable resolution concerning on the tragic incident in
Jersualem.
-- As the Council President, your Perm Rep is obviously in a
most difficult position. Frankly, though, we are concerned
that successive texts are getting further and further from a
text we can support the current NAM amendments are
terrible.
I want a resolution approximating the text you circulated
yesterday. I have been actively engaged all week marshalling
support for this text. Jim Baker and our people in Washington,
New York and at our UN Security Council posts have been beating
on foreign ministries all around the world. I trust you and
your people have been doing the same.
-- The net effect of what is going on in New York is to put
the focus on non Iraq-Kuwait matters for four to five days;
therefore, we're playing into Saddam Hussein's hands. We
should grab the bull by the horns and use our procedural
advantage by virtue of your presidency to ram this thing
through.
-- You and I both are keenly aware of the stakes involved. We
cannot afford to see the Council split. But at the same time,
fundamental U.S. concerns are at stake in the Middle East, and
I've gone as far as I can to compromise all week there has
been an unprecedented tough, text on the table. We need to
