Mental Health Administration (ADAMHA). The proposed
reorganization would move the research components of ADAMHA to
the National Institutes of Health, allowing the agency to focus
on service delivery and improvement. ADAMHA is responsible for
administering the bulk of federal drug and alcohol treatment
programs and this reorganization proposal is likely to attract
media attention.

June 17. The department's Fish and Wildlife Service will publish
a regulation proposing to list the marbled murelet, a robin-
sized seabird of the North Pacific coast, as a threatened species
under the Endangered Species Act (ESA). The proposed listing is
due to the gradual loss of the bird's natural habitat in old-
growth and mature forests along the Northwest coast. Under the
ESA, the Service has one year to determine whether to list the
species. The region of the bird's habitat that is subject to
review includes Washington, Oregon and Northern California.
June 18. Lujan will accept a $250,000 donation on behalf of the
National Park Service from CONOCO, Inc. at a ceremony on Theodore
Roosevelt Island. The donation is for construction of a National
Park Ranger Museum at Norris Station in Yellowstone National
Park. Later, Lujan will attend a Migratory Bird Commission
meeting.

June 20. Catto will join U.S. Expo Commissioner Fred Bush in a

RELEASES
June 18. Release of the U.S. Housing Starts report from May
(Commerce). Starts rose by 6.2 percent in April following a drop
of 9.2 percent in March. Markets are expecting another increase
in May.
June 19. Release of the U.S. Merchandise Trade report for April
(Commerce). The deficit fell to $4.0 billion in March from $5.5
billion in February. The March figure was the lowest in nearly
eight years. Markets are looking for a slight widening in the
April deficit number.
June 21. Release of the Monthly Treasury Statement for May.
Final settlements on individual tax liabilities and quarterly tax
payments resulted in a $30.1 billion dollar budget surplus in
April. A large deficit is expected for May -- significantly
wider than the $42.5 billion of May 1990 and perhaps surpassing
the previous record deficit for many months.

June 14. USDA's final Milk Inventory Management Report was
delivered to Congress. Congressional hearings on the report have
been tentatively scheduled next week in both the House and the
Senate. Congress will likely consider legislation that would
impose some form of dairy production quota. The USDA report
evaluates several inventory management schemes without
recommending any of the plans as superior to the others.
However, systems. USDA is likely to announce opposition to any quota
June 13. The Department of Agriculture's Economic Research
Service (ERS) released its quarterly estimate of 1991 net cash
farm income. Compared to $58 billion in 1990, ERS now projects a
range of $52 to $57 billion for 1991. The new 1991 estimate is
down $1 billion from the range of $53 to $58 billion that was
published in March, 1991. The main reasons for the decline are
lower prices than expected prices for feedgrains and higher
interest expenses.

June 12. Secretary Madigan announced further administrative
actions to relieve problems caused by excessive rains in various
regions of the country. The most significant change will be for
Iowa, Minnesota and other areas not yet officially designated as
disaster areas and where rain has prevented planting of crops.
The action will allow extension of the certification dates for
prevented planting credit and allow farmers to withdraw from
commodity programs without penalty if at least 30 percent of a
crop is deemed to be lost or unplantable. This week's action is
the fourth major administrative action taken to address weather-
related agricultural distress this year.
June 9. The Commerce Department concluded its successful "Direct
from the USA" trade fair held in Kuwait. Three hundred and
eighty-eight U.S. companies were represented at the week-long
fair, over 4,700 trade leads were recorded and over 60
agent/distributor agreements were signed at the show between
exhibitors and Kuwaiti businessmen. Total sales by American
businesses have reached $38 million and are rising daily.
June 6. A pipeline in Knox County, Texas carrying West Texas
crude oil was discovered to have spilled approximately 15,000
barrels into the Brazos River, at a point near Possum Kingdom
Lake. Diamond-Shamrock Pipeline Company, the owner of the
pipeline, has claimed full responsibility for the spill.
Contractors at the scene placed containment booms in the river at
a point where the river runs into the lake. EPA reports that the
water current is causing the 011 to disperse and it is not
expected to reach the lake in threatening quantities. No fish
kill has been reported. EPA, state health officials and
representatives from Diamond-Shamrock are continuing to monitor
cleanup efforts.
Construction will begin within a few weeks on the U.S. pavilion
at Seville Expo '92. A contract worth almost $7.6 million was
awarded on May 29 to a Madrid construction firm for an 18,000-
square foot, two-story building and two geodesic domes. Under
the management of the U.S. Naval Facilities Engineering Command,
work at the site is scheduled for completion by March 1992. The
U.S. pavilion will showcase American technology, innovation,
ingenuity and competitiveness. The American pavilion represents
an unprecedented funding partnership between the federal
government and the private sector. The six-month exposition will
open on April 20 and close on Columbus Day, October 12, 1992.
* * * ON THE HORIZON # *
June 24. The National Commission on Children will release its
final report at a press conference. The report, which is
expected to attract considerable media attention, addresses a
wide range of children and health issues. The report includes

separate discussion by a minority group of commission members on
some issues, and there is no consensus chapter on the issue of
health care policy.

Operation Desert Shield and Desert Storm
About Operation Support
Operation Support has been established by a network of
young men and women across the nation who are
committed to insuring that significant resources are
available to educate the sons and daughters of America's
fallen heroes. Additionally, the monies will he available
to -spouses for post-secondary education or vocational
training, and to families experiencing an immediate
financial crisis. Operation Support is cooper ug with
the USO to distribute the funds equitably the ugh the
USO Desert Storm Education and Family upport
Funds. Operation Support is a national effort to
demonstrate concern for the welfare of these families
and to express gratitude for the sacrifices made by all of
our servicemen and service women. It is young America
sending a message of love and compassion to those who
have suffered the greatest loss. Please join us in
remembering the fallen heroes of the Persian Gulf.

I spoke with Cheryl Ladd last evening. She said that it's quite
difficult to reach her because of filming, etc., and SO suggested
that she would try to call you this afternoon between 4:00 and
6:00. (I understand there was quite a mix-up last night when she
called in. I had placed the call for myself, and something
evidently got lost in the translation and they tried to put her
through to you. !!) Anyway, I told her that you simply wanted
to visit with her briefly on the phone since you weren't going to
be able to see her on this trip.
Unless you have something you'd like me to do this afternoon,

Siller is coming by for me at about 3:30 or 4:00 and taking me
see Pacific Palisades and "Chez Ray" (his home).
