Printed On Recycled Paper ARRIVAL STATEMENT \ NASHUA, NEW HAMPSHIRE Rz SATURDAY, FEBRUARY 15, 1992 \ 10:15 A.M. THANK YOU FOR THAT VERY WARM WELCOME. IT'S GOING TO BE A GREAT DAY CAMPAIGNING UP HERE WITH YOU. IT'S GOOD TO SEE Gov. GREGG; Gov. JOHN SUNUNU; Gov. WILLIAM WELD, LT. Gov. PAUL CELLUCCI; SENATOR WARREN RUDMAN; CONGRESSMAN BILL ZELIFF; CONG. RALPH REGULA OF OHTo; CONG. DAVID HOBSON OF OHTo; AND CONG. DICK SCHULZE OF PENNSYLVANIA. LET ME GET RIGHT TO THE POINT. - 2 - TUESDAY IS A BIG DAY FOR NEW HAMPSHIRE AND FOR OUR COUNTRY. You WILL MAKE A SERIOUS DECISION. So I MEAN TO GIVE YOU SOME PLAIN TALK ABOUT WHAT IS AT STAKE. YOU'VE BEEN THROUGH SOME ROUGH TIMES. SOME PEOPLE HAVE LOST JOBS. OTHERS HAVE LOST HOMES. OTHERS ARE JUST PLAIN WORRIED. I KNOW WHAT'S ON THE MIND OF NEW HAMPSHIRE'S VOTERS: THE ECONOMY. GETTING PEOPLE BACK TO WORK. KEEPING HOME VALUES STEADY. BANKS LENDING MONEY AGAIN. 92 FEB14 92 P9: 07 - 3 - LAST MONTH, I PUT A PLAN BEFORE THE CONGRESS -- AN ACTION PLAN -- TO GET THE ECONOMY GOING AGAIN. WHAT DOES THAT MEAN -- GET THE ECONOMY MOVING AGAIN? WITH INTEREST RATES AT THEIR LOWEST LEVEL IN YEARS, AND INFLATION DOWN, WE CAN HELP THE HOUSING INDUSTRY LEAD THE ECONOMY OUT OF TOUGH TIMES. MY PLAN WILL GET REAL ESTATE GOING AGAIN. - 4 - IN MY PLAN, "GETTING THE ECONOMY MOVING AGAIN" MEANS A $5000 TAX CREDIT TO HELP PEOPLE BUY THEIR FIRST HOME. THAT'S NOT RHETORIC, THAT'S REAL HELP FOR NEW HAMPSHIRE HOME BUYERS. It's ALSO HELP FOR NEW HAMPSHIRE HOME BUILDERS. How MUCH HELP? I'LL TELL YOU: THIS YEAR A THOUSAND NEW HOUSING STARTS, 120 MILLION DOLLARS INTO NEW HAMPSHIRE'S ECONOMY, AND 2000 NEW CONSTRUCTION JOBS. - 5 - IN MY PLAN THERE'S A INVESTMENT TAX ALLOWANCE AND A CAPITAL GAINS TAX CUT SO THAT BUSINESSES CAN INVEST AND CAN HIRE MORE PEOPLE. THAT'S NOT MACROECONOMIC MUMBO-JUMBO, THAT'S MONEY TO BUY EQUIPMENT, UPGRADE THEIR PLANTS, AND CREATE NEW JOBS. OUR PLAN CAN HELP NEW HAMPSHIRE HOMEBUYERS AND HOMEBUILDERS AS EARLY AS THIS SPRING. IT CAN HELP BUSINESS BUY NEW EQUIPMENT AND HIRE MORE PEOPLE AS EARLY AS THIS SPRING. - 6 - I'VE SENT FORWARD A SOLID ACTION PLAN. BUT IT CAN ONLY HELP THE PEOPLE OF NEW HAMPSHIRE NOW, IF CONGRESS ACTS NOW. You KNOW, YOUR OWN LEGISLATURE IS IN SESSION FOR 45 DAYS A YEAR. I GAVE CONGRESS A DEADLINE OF MARCH 20. THAT'S FIFTY TWO DAYS TO PASS A STRAIGHTFORWARD; COMMON SENSE, ACTION PLAN. NOTHING FLASHY. JUST ACTION. GAVE THEM THE LEGISLATION -- HERE IT IS. [HOLD UP BOOK]. - 7 - LET ME TELL YOU WHAT THE DEMOCRATS BACK IN WASHINGTON DID. WEDNESDAY, THE WAYS AND MEANS COMMITTEE DEMOCRATS VOTED AGAINST MY PLAN TWICE. THURSDAY, IN A CLOSED MEETING, THEY SURFACED A SCHEME THAT RAISES TAXES AND KILLS MY PLAN TO HELP FIRST-TIME HOME BUYERS. IF YOU WANT TO SEND A MESSAGE, THEY'RE THE ONES WHO NEED TO HEAR FROM YOU. AND THEY NEED TO HEAR IT LOUD AND CLEAR. PASS MY PLAN AND PASS IT BY MARCH 20. - 8 - Mr PLAN ISN'T JUST ABOUT THE SHORT-TERM. WE'VE GOT TO LOOK TO THE LONG-TERM AS WELL. Mr PLAN DOES. IT'S A ROAD MAP TO BETTER EDUCATION FOR OUR KIDS -- so THAT OUR FUTURE WORKERS WILL HAVE THE SKILLS THEY NEED TO COMPETE. IT'S A PLAN THAT MAKES HEALTH CARE ACCESSIBLE AND AFFORDABLE FOR EVERY AMERICAN, WITHOUT GOING DOWN THE DEAD-END ROUTE OF SOCIALIZED MEDICINE. - 9 - IT'S A TAX CUT TO STRENGTHEN THE FAMILY. THOSE ARE JUST SOME OF ITS ELEMENTS. IN SHORT IT'S HOW THIS COUNTRY MOVES FORWARD INTO THE NEXT CENTURY. BUT IT WILL TAKE LEADERSHIP TO GET THERE. THERE ARE THOSE WHO THROW AROUND BANKRUPT NOTIONS OF A BYGONE ERA. YOU'VE PROBABLY HEARD THE CALL FOR ECONOMIC ISOLATION. SOME WOULD BUILD A WALL AROUND AMERICA. THAT'S WRONG-HEADED - HEAD IN THE SAND -- NOT THE AMERICA YOU AND I KNOW. - 10 - THEIRS IS AN AMERICA RUNNING SCARED. OUR VISION IS AN AMERICA UP AND RUNNING, PROUD AND STRONG. NEW HAMPSHIRE KNOWS IT BETTER THAN MOST. THIRTY- FIVE THOUSAND FOREIGN TRADE JOBS HERE -- AND I WILL JUST NOT PUT THEM AT RISK. THE AMERICAN WORKER CAN OUTCOMPETE AND OUTPRODUCE ANYBODY, ANYWHERE, BAR NONE. HERE'S PROOF: WE ARE IN AN EXPORT BOOM, MORE EXPORTS THAN AT ANY TIME IN OUR HISTORY. - 11 - I'VE SEEN FIRST HAND THE QUALITY PRODUCTS THAT NEW HAMPSHIRE WORKERS SELL ABROAD. CABLETRON COMPANY RIGHT OVER IN ROCHESTER, OR DAVIDSON INTERIOR TRIM, OR G.E. JET ENGINE PARTS IN HOOKSET. AMERICA'S WORKERS JUST NEED A LEVEL-PLAYING FIELD. MY OPPONENTS' DANGEROUS PRE-WORLD WAR Two ISOLATIONISM IS JUST THAT -- DANGEROUS. IT WILL HURT THIS COUNTRY AND IT WILL HURT NEW HAMPSHIRE. I JUST DON'T THINK MY OPPONENTS UNDERSTAND WHAT THE STAKES ARE. - 12 - WE NEED LEADERSHIP NOT SLOGANEERING. AMERICA IS GOING TO BE CHALLENGED THESE NEXT FEW YEARS. WELL, I UNDERSTAND THE WORLD. THAT'S CRUCIAL. BUT THAT'S NOT ENOUGH. WE HAVE CHANGED THE WORLD -- WE MUST NOW CHANGE AMERICA. I UNDERSTAND AMERICA. I CAN FEEL IT'S HEARTBEAT. I KNOW THAT OUR WORKERS ARE THE MOST PRODUCTIVE IN THE WORLD -- PERIOD. - 13 - BUT, I KNOW THE NEW REALITY OF WHAT WE'RE UP AGAINST. I KNOW THAT TO SUCCEED ECONOMICALLY AT HOME, WE NEED TO LEAD ECONOMICALLY ABROAD. IF YOU WANT TO LEAD IN THE WORLD, YOU'VE GOT TO KNOW THE NEIGHBORHOOD. You AND I KNOW THE NEIGHBORHOOD PRETTY WELL. THAT MEANS THAT WE KNOW HOW TO OPEN MARKETS FOR AMERICAN PRODUCTS, AND CREATE JOBS FOR AMERICAN WORKERS. AND MY PLAN WILL HELP US DO JUST THAT. - 14 - BUT IT'S GOING TO TAKE LEADERSHIP AS WELL. NEW HAMPSHIRE WILL SOON DECIDE WHAT KIND OF LEADERSHIP IS RIGHT FOR THE 1990's. THAT'S WHAT MAKES YOUR DECISION ON TUESDAY S0 IMPORTANT FOR OUR COUNTRY. You WILL DECIDE WHICH CANDIDATE HAS THE EXPERIENCE / THE UNDERSTANDING / AND THE CHARACTER / TO DO RIGHT FOR YOU -- AND RIGHT BY YOUR KIDS. LADIES AND GENTLEMAN, I AM IN A TOUGH RACE. BUT I'VE BEEN IN TOUGH RACES BEFORE. - 15 - - THE STAKES ARE HIGH NOT JUST FOR ME BUT FOR YOU AND OUR COUNTRY. I NEED YOUR HELP AND I AM ASKING FOR YOUR SUPPORT. I KNOW WE CAN LIFT OURSELVES UP AND GET THIS ECONOMY MOVING AGAIN, AND I BELIEVE WE WILL. NEW HAMPSHIRE CAN LEAD THE WAY BECAUSE YOU UNDERSTAND THE POWER OF FREEDOM. WE'VE BEEN THROUGH A LOT TOGETHER BUT I GUARANTEE YOU WITH YOUR HELP AMERICA'S BEST DAYS ARE AHEAD OF HER, - 16 - - THANK YOU FOR THIS OCCASION / THANK YOU FOR YOUR SUPPORT / AND MAY GoD BLESS THIS WONDROUS LAND -- THE UNITED STATES OF AMERICA. # # # # RR NEW BOSTON ELEMENTARY SCHOOL \ NEW BOSTON, N.H. FEBRUARY 15, 1992 \ 11:45 A.M. [GOVERNOR GREGG; GOVERNOR MCKERNAN; GOVERNOR WELD; LT. GOVERNOR CELLUCI; GOVERNOR SUNUNU; AND MEMBERS OF CONGRESS] THANK YOU FOR THAT WARM NEW HAMPSHIRE WELCOME -- BELIEVE ME, THE WARMER THE BETTER. LET ME TELL YOU THIS MORNING HOW I SEE THIS ELECTION YEAR. I BELIEVE THE NEXT AMERICAN CENTURY WILL BEGIN RIGHT HERE IN NEW HAMPSHIRE. 92 FEB14 P9: 07 - 2 - I ASK YOU TO THINK BACK TO FOUR YEARS AGO, WHEN YOU LAST CHOSE A PRESIDENT. THE STAKES WERE HIGH, AND NEW HAMPSHIRE KNEW IT. THE YEARS SINCE HAVE PROVED YOU RIGHT -- THE DECISION YOU MADE THEN SHAPED THE WORLD WE HAVE TODAY. WHEN I ASKED FOR YOUR VOTE FOUR YEARS AGO, I RESOLVED TO KEEP AMERICA STRONG. AND BECAUSE WE DID, THE WORLD CHANGED. - 3 - IMPERIAL COMMUNISM COLLAPSED. WE WON THE COLD WAR. AND WHEN THE CLOUDS OF THE COLD WAR PARTED, AMERICA STOOD ALONE, THE UNDISPUTED LEADER OF THE WORLD. AND WE'VE DONE STILL MORE. WE SAW A BRUTAL AGGRESSOR OVERRUN HIS TINY NEIGHBOR. So WE KICKED SADDAM HUSSEIN OUT OF KUWAIT. BECAUSE YOU DID THE RIGHT THING FOUR YEARS AGO, THE WORLD THAT OPENS UP TO US NOW IS LIMITLESS IN POSSIBILITIES. - 4 - ONCE AGAIN, THIS YEAR, THE STAKES ARE HIGH -- FOR NEW HAMPSHIRE AND THE COUNTRY. ONCE AGAIN, YOU'LL LEAD THE WAY. AT THIS PIVOT POINT IN HISTORY, HOW STRANGE IT IS TO HEAR THE DIM VOICE OF DEFEATISM, A TINNY TRUMPET SOUNDING RETREAT. WE'RE TOLD IN THIS MOMENT OF TRIUMPH THAT WE MUST ISOLATE OUR COUNTRY BEHIND SOME PROTECTIVE WALL. - 5 - THAT'S NOT THE FUTURE I SEE FOR THE UNITED STATES OF AMERICA. DON'T BE FOOLED BY THE TOUGH TALK: PROTECTIONISM COMES FROM FEAR -- FEAR THAT AMERICAN WORKERS CAN'T COMPETE -- FEAR THAT AMERICA'S INGENUITY IS SPENT -- FEAR THAT AMERICA MUST RETREAT FROM THE WORLD BECAUSE IT CAN NO LONGER LEAD THE WORLD. WELL, I DON'T BUY IT, AND NEITHER DOES NEW HAMPSHIRE. - 6 - IN THE LAST THREE YEARS WE'VE SEEN WALLS THE WORLD OVER COME TUMBLING DOWN. I WON'T LET THEM BUILD ONE AROUND AMERICA. THE PEOPLE OF NEW HAMPSHIRE KNOW THE WAY THE WORLD WORKS. THEY KNOW THAT OUR ECONOMIC LEADERSHIP ABROAD ENSURES OUR ECONOMIC SUCCESS AT HOME. IT MEANS MARKETS FOR AMERICAN PRODUCTS AND JOBS FOR AMERICAN WORKERS. IT MAKES ROOM TO SPREAD OUR WINGS TO SHOW THE WORLD WHAT WE CAN DO. THE AMERICA I KNOW IS AN EAGLE, NOT AN OSTRICH. - 7 - AND TO LEAD ABROAD, WE'VE GOT TO GET A FEW THINGS STRAIGHT AT HOME -- LIKE FIRST PRINCIPLES. AND OUR FIRST PRINCIPLE IS THIS: GOVERNMENT IS T00 BIG AND IT COSTS T00 MUCH. BELIEVE IT OR NOT, SOME PEOPLE STILL DON'T GET IT. SOME OF THEM HAVE EVEN COME UP HERE TO NEW HAMPSHIRE -- FOR A FEW WEEKS, ANYWAY. You KNOW HOW IT IS: THEY COME AND THEY GO. - 8 - So NEXT TUESDAY, I'm ASKING YOU, NEIGHBOR TO NEIGHBOR, TO SEND THEM A MESSAGE THEY CAN TAKE WITH THEM: GOVERNMENT IS STILL TOO BIG, AND IT STILL COSTS TOO MUCH, AND IF YOU STILL DON'T GET IT, GET OUT OF THE WAY. Ask THEM A FEW QUESTIONS, AND THEIR ANSWERS WILL TELL YOU ALL YOU NEED TO KNOW ABOUT HOW THEY SEE AMERICA'S FUTURE. - 9 - Ask THEM: WHO SHOULD CHOOSE A FAMILY'S MEDICAL CARE -- PARENTS OR THE GOVERNMENT? You KNOW MY ANSWER: THE PARENTS. Ask THEM: WHO SHOULD CONTROL A CHILD'S DAY-CARE -- PARENTS OR THE GOVERNMENT? I SAY: THE PARENTS. AND ASK THEM: WHO SHOULD CHOOSE A CHILD'S SCHOOL -- PARENTS OR THE GOVERNMENT? I SAY: THE PARENTS -- BECAUSE AS LONG AS I'M PRESIDENT, FAMILIES COME FIRST IN AMERICA. - 10 - THE DECISION WE MAKE THIS YEAR WILL DETERMINE HOW THOSE QUESTIONS ARE ANSWERED: THEIR WAY -- OR OUR WAY. YOUR VOTE WILL DECIDE WHAT KIND OF SCHOOLS YOUR CHILDREN WILL GO TO -- WHAT KIND OF MEDICAL CARE YOUR FAMILY WILL GET -- WHAT KIND OF JOB YOU'LL HAVE, AND WHAT KIND YOUR CHILDREN WILL HAVE WHEN THEY START FAMILIES OF THEIR OWN. NEW HAMPSHIRE'S PRINCIPLE IS RIGHT: LIMIT GOVERNMENT, NOT FREEDOM. - 11 - IF WE STICK TO THAT PRINCIPLE, WE HAVE NO REASON TO FEAR THE FUTURE. LAST MONTH I SENT CONGRESS A PLAN TO CLEAR AWAY THE OBSTACLES GOVERNMENT PLACES IN THE PATH TO ECONOMIC GROWTH -- SEVEN STEPS TO SPUR INVESTMENT AND CREATE JOBS. Mr PLAN WOULD BRING THE DREAM OF HOMEOWNERSHIP TO YOUNG FAMILIES THAT CAN'T QUITE AFFORD IT. IT WOULD BOOST REAL ESTATE VALUES -- BECAUSE I WANT TO MAKE SURE THAT WHEN YOU OWN A HOME, ITS VALUE GOES UP, NOT DOWN. - 12 - AND IN NEW HAMPSHIRE ALONE, MY PLAN WOULD CREATE 2,000 CONSTRUCTION JOBS -- NOT GOVERNMENT MAKE-WORK, JUST FREE-ENTERPRISE HARD WORK. I'LL TELL YOU, WHEN I SENT MY PLAN TO CONGRESS I HAD MY DOUBTS ABOUT THE DEMOCRATS' GOOD FAITH. FOR THREE YEARS I'VE SENT THEM COMPREHENSIVE PLANS TO FIGHT CRIME AND DRUGS. THEY STALLED. FOR TWO YEARS, I'VE SENT THEM MY PLAN TO REVOLUTIONIZE AMERICAN EDUCATION. THEY STALLED. - 13 - FOR THREE YEARS, I'VE SENT THEM A PLAN FOR ECONOMIC GROWTH. THEY STALLED -- AND THEN COMPLAINED WHEN THE ECONOMY STALLED. WE'LL WAIT NO LONGER. I'VE SET A DEADLINE: CONGRESS MUST PASS MY PLAN BY MARCH 20 -- TELL THEM TO GET TO WORK, S0 WE CAN PUT AMERICA TO WORK. TELL THEM YOU'VE HAD ENOUGH OF THE DOOMSAYERS AND THE PESSIMISTS. THEY SAY OUR ECONOMY HAS FALLEN INTO AN ABYSS; THEY SAY AMERICA IS A WEAKENED GIANT, ON A PREDATOR'S LEASH. - 14 - I'VE HEARD THESE DOOMSAYERS ALL MY LIFE. So HAVE YOU. THINK BACK A YEAR AGO. WHILE AMERICAN MEN AND WOMEN RISKED THEIR LIVES HALF A WORLD AWAY, WHAT DID WE HEAR FROM THE PROFESSIONAL PESSIMISTS? THEY SPOKE OF DEFEAT AND HUMILIATION, OF A LONG AND BLOODY WAR, ANOTHER VIETNAM, A QUAGMIRE. WELL, THEY WERE WRONG THEN, AND THEY'RE WRONG NOW. NEW HAMPSHIRE KNEW IT ALL ALONG. You KNOW WHAT IT TAKES TO LEAD AMERICA, AND FOR AMERICA TO LEAD THE WORLD. - 15 - You KNOW THE TOUGHNESS AND THE CHARACTER IT TAKES TO MAKE THE IMPORTANT DECISIONS -- BECAUSE YOU'VE MADE THEM YOURSELF. ON TUESDAY YOU'LL MAKE ANOTHER ONE. AND I KNOW IT WILL BE THE RIGHT ONE: You WILL TURN AWAY THE SKEPTICS AND THE DOUBTERS. You WILL POINT AMERICA TOWARD THE SECOND AMERICAN CENTURY. GOD BLESS YOU, AND GOD BLESS THE UNITED STATES OF AMERICA. # # # # PINKERTON ACADEMY R2 FEBRUARY 15, 1992 7:00 P.M. 92 FEB 14 P9: 07 THANK YOU, GOVERNOR. IT'S GOOD TO SEE KATHY GREGG; GOV. JOHN SUNUNU; GOV. JOCK MC KERNAN [MAINE] AND WIFE CONGRESSWOMAN OLYMPIA SNOWE; GOV. BILL WELD; LT. GOV. PAUL CELLUCCI; SENATOR WARREN RUDMAN; CONGRESSMAN BILL ZELIFF; MAYOR JACK DOWD [MAYOR OF DERRY]; CONG. RALPH REGULA OF OHIO; CONG. DAVID HOBSON OF OHIO; AND CONG. DICK SCHULZE OF PENNSYLVANIA. // HATS OFF TO THE PARENTS, STUDENTS AND STAFF OF PINKERTON ACADEMY FOR OPENING THE GYM FOR TONIGHT'S EVENT. THANKS TO THE SHAW BROTHERS FOR SENDING A LITTLE MUSIC OUR WAY. // AND OF COURSE, MY THANKS TO ARNOLD. [[ARNOLD'S WORKING ON A NEW FILM ABOUT CONGRESS: HE CALLS IT THE PROCRASTINATOR. // BUT YOU KNOW, I MAY JUST TAKE A TIP FROM THE KINDERGARTEN COP. WHEN CONGRESS DOESN'T BEHAVE - TAKE AWAY THEIR RECESS. ]] THANKS TO ALL OF YOU FOR COMING FROM THE FOUR CORNERS OF NEW HAMPSHIRE TO DERRY ON THIS SATURDAY NIGHT. WE'VE COME HERE FOR ONE REASON: TOGETHER, WE'RE GOING TO MAKE THINGS HAPPEN. - 2 - FROM THE FALL OF THE BERLIN WALL TO THE LAST GASP OF IMPERIAL COMMUNISM - FROM THE FOUR DECADES OF THE COLD WAR TO THE FORTY DAYS OF DESERT STORM - AMERICA HAS LED THE WAY. AMERICA HAS CHANGED THE WORLD. // NOW THE CHANGE - AND THE CHALLENGE - -- HAS COME HOME. TIME AFTER TIME, WE'VE LIFTED OURSELVES UP. TIME AFTER TIME, WE'VE ASKED MORE OF OURSELVES -- MORE OF EACH OTHER. EACH TIME, AMERICA MET THE CHALLENGE. THIS TIME, AMERICA WILL DO IT AGAIN. // NEXT TUESDAY, NEW HAMPSHIRE MAKES ITS CHOICE. YOU TAKE PART IN THIS STATE'S PROUD TRADITION AS FIRST IN THE NATION. YOU KNOW THIS IS SERIOUS BUSINESS. YOU UNDERSTAND THE IMPORTANCE OF YOUR VOTE. YOU GO TO THE POLLS NOT TO SEND A SIGNAL. NOT TO REGISTER A PROTEST. YOU GO TO THE POLLS TO PICK A PRESIDENT. - 3 - SO IF NEW HAMPSHIRE'S LOOKING FOR SOMEONE TO LEAD THE WAY, LOOK NO FURTHER. I'VE SET THE MISSION. I'VE LAID OUT THE PLAN. AND I WON'T REST - UNTIL THE JOB IS DONE. 11 THE FIRST ORDER OF BUSINESS IN THIS ELECTION IS THE ECONOMY. COUNT ON THIS: I WILL FIGHT TO GET THIS ECONOMY MOVING AGAIN -- TO GET NEW HAMPSHIRE BACK ON THE ROAD TO RECOVERY. THREE WEEKS AGO I LAID OUT MY PLAN, TO NEW HAMPSHIRE AND THE NATION. MY PLAN BOOSTS INVESTMENT - CREATES NEW JOBS. IT WILL HELP RESTORE THE VALUE OF REAL ESTATE - -- AND IT WILL TAKE AN AXE TO WASTEFUL GOVERNMENT SPENDING. BUT THERE'S ONE THING MY PLAN DOESN'T DO: IT WON'T RAISE TAXES FOR AMERICAN FAMILIES. - 4 - YOU KNOW WHAT I THINK: MY PLAN IS JUST WHAT THE ECONOMY ORDERED. BUT WHEN IT COMES DOWN TO ME AND THE OTHER CANDIDATES, HERE'S THE ONLY DIFFERENCE THAT COUNTS: I HAVE A PLAN -- AND THEY DON'T HAVE A CLUE. EVERYONE KNOWS WE'VE GOT TO WORK FAST TO GET THE ECONOMY UP ON ITS FEET. BUT LISTEN TO THE OTHER SIDE: THEY'RE PUSHING PROTECTIONISM -- ESCAPE FROM ECONOMIC REALITY. THEY SAY THEY'RE GOING TO PLAY DEFENSE. THEY'RE GOING TO FIGHT BACK. / SOUNDS TOUGH -- UNTIL YOU THINK ABOUT IT. IT'S NOT THE SCHOOL-YARD BULLY -- IT'S THE BOY WHO WANTS TO TAKE HIS BALL AND GO HOME. WELL, AMERICA'S NOT THAT KIND OF COUNTRY. OUR NATIONAL SYMBOL ISN'T THE OSTRICH -- IT'S THE EAGLE. III - 5 - NEVER IN THIS NATION'S LONG HISTORY HAS AMERICA TURNED ITS BACK ON A CHALLENGE -- AND WE WON'T START NOW. WE DON'T CUT AND RUN -- WE COMPETE. TO SUCCEED ECONOMICALLY AT HOME -- YOU'VE GOT TO LEAD ECONOMICALLY ABROAD. THE WORLD MUST KNOW: AMERICA IS IN IT TO WIN. YOU SEE: I BELIEVE IN THE AMERICAN WORKER. / LET'S NOT BUILD WALLS. LET'S OPEN MARKETS -- HELP OUR WORKERS GO HEAD-TO-HEAD. WHEN THEY DO, THE WORLD WILL SEE: THE AMERICAN WORKER CAN OUT-THINK, OUT-PRODUCE AND OUT-PERFORM THE COMPETITION -- ANYWHERE, / ANYTIME. // I ASK THE PEOPLE OF NEW HAMPSHIRE TO REMEMBER: CHANGE BRINGS NEW CHALLENGES. BUT CHARACTER ENDURES. - 6 - YES, TIMES HAVE CHANGED -- BUT THIS YEAR IN NEW HAMPSHIRE YOU STILL HEAR THE SAME OLD SONG. THE LEAVES TURN, THE SNOW FALLS -- THE CANDIDATES COME. THEY DESCEND ON YOUR COMMUNITIES -- KNOCK ON YOUR DOORS, SHAKE HANDS, SHARE A CUP OF COFFEE -- AND THEY TELL YOU WHAT THEY THINK YOU WANT TO HEAR. WELL NEIGHBOR TO NEIGHBOR, LET ME SAY: THEY CAN WALK FROM THE NORTH COUNTRY ALL THE WAY TO NASHUA -- BUT THEY STILL CAN'T GET IT RIGHT. WHATEVER THE QUESTION, WHATEVER THE PROBLEM, THEY'VE GOT ONE ANSWER: MORE GOVERNMENT. // THEY SAY: LET THE GOVERNMENT TELL YOU WHERE YOU CAN SEND YOUR KIDS TO SCHOOL. LET THE GOVERNMENT RUN DAY-CARE. LET THE GOVERNMENT TELL YOU WHEN THE DOCTOR IS IN. OH YES, AND WHILE YOU'RE AT IT: LET THE GOVERNMENT TAKE A LITTLE MORE IN TAXES. - 7 - WHEN YOU'RE WORKING HARD, WORRYING ABOUT HOW TO KEEP YOUR JOB -- THEY'VE GOT NO ANSWER. BUT LOSE YOUR PAYCHECK -- WELL, THEN THEY'RE READY: THEY'LL GIVE YOU A GOVERNMENT CHECK. // BUT FOR ALL THE TIME THEY'VE SPENT, I DON'T SEE THAT MESSAGE GETTING ANYWHERE. NOT HERE -- NOT IN NEW HAMPSHIRE. WHEN THEY SAY GOVERNMENT-KNOWS-BEST -- I SAY: NEW HAMPSHIRE KNOWS BETTER. NEW HAMPSHIRE HAS IT RIGHT: LIMIT GOVERNMENT -- NOT FREEDOM. // THAT'S THE PRINCIPLE -- AND HERE'S THE FIRST RULE OF REFORM: EVERYTHING YOU NEED TO KNOW ABOUT THE FEDERAL GOVERNMENT IN ONE SENTENCE: GOVERNMENT'S T00 BIG -- AND IT SPENDS TOO MUCH. // I WILL FIGHT FOR A REVOLUTION IN AMERICAN EDUCATION -- AND I WILL FIGHT AGAINST THE STATUS QUO THAT WANTS TO SINK MORE MONEY INTO SCHOOLS THAT JUST DON'T WORK. I SAY: PUT CHILDREN FIRST -- GIVE PARENTS SCHOOL CHOICE. - 8 - I WILL FIGHT FOR CHOICE IN CHILD CARE -- AND I WILL FIGHT AGAINST ANY PLAN THAT WAREHOUSES OUR KIDS IN SOME BRAVE NEW CHILD CARE BUREAUCRACY. PUT PARENTS FIRST - - PRESERVE THE VALUES CLOSEST TO HOME. I WILL FIGHT FOR HEALTH CARE FOR ALL AMERICANS -- AND I WILL FIGHT AGAINST ANY SCHEME THAT PUTS GOVERNMENT BETWEEN YOU AND YOUR DOCTOR. NATIONAL HEALTH CARE WOULD BE A NATIONAL DISASTER. I WILL NOT GIVE THE LAST RITES TO THE BEST-QUALITY HEALTH CARE SYSTEM IN THE WORLD. I WILL FIGHT FOR THE FAMILY AGAINST THE FORCES THAT MAKE IT WEAK. BECAUSE WHEN THE FAMILY COMES FIRST -- AMERICA IS FIRST. - 9 - IT ALL COMES DOWN TO NEXT TUESDAY. DON'T LET ANYONE TELL YOU IT DOESN'T MATTER. BECAUSE YOU DON'T JUST CHOOSE A CANDIDATE -- YOU CHOOSE A FUTURE, SET THE COURSE THIS COUNTRY WILL FOLLOW FOR THE NEXT FIVE YEARS. HERE'S WHAT I KNOW ABOUT THIS COUNTRY'S FUTURE: NO MATTER HOW TOUGH TIMES ARE NOW -- AMERICA'S BEST DAY ALWAYS LIES AHEAD. / I BELIEVE THAT NOW. I'LL BELIEVE IT EVERY DAY I LIVE -- BECAUSE THAT'S THE GREAT GLORY OF AMERICA. 11 I FELT IT TODAY, FROM NASHUA TO NEW BOSTON AND EACH STOP IN BETWEEN. THE PEOPLE OF NEW HAMPSHIRE -- LIKE CITIZENS ALL ACROSS THIS COUNTRY -- ARE READY TO MOVE AHEAD, READY TO MOVE FORWARD TO MEET A NEW AMERICAN DESTINY. EVERYONE SEES THE NEED FOR CHANGE. EVERYONE FEELS THE EXCITEMENT. EVERYONE IS IMPATIENT TO BEGIN. // EVERYONE, THAT IS -- EXCEPT THE GANG THAT CONTROLS THE CONGRESS. // - 10 - NEARLY THREE YEARS AGO, I CALLED ON THE DEMOCRATS WHO CONTROL CONGRESS TO PASS A NO-NONSENSE CRIME BILL. THREE YEARS, AND NO ACTION. ALMOST THREE YEARS AGO, I ASKED CONGRESS TO JOIN THE REVOLUTION IN EDUCATION. THREE YEARS NO ACTION. THREE TIMES IN THREE YEARS, I SENT A GROWTH PACKAGE TO CAPITOL HILL. THREE TIMES IT'S GONE UP AND THREE TIMES IT'S GONE NOWHERE. AND THEN CONGRESS COMPLAINS THAT NOTHING GETS DONE. so YOU WON'T BE SURPRISED TO HEAR WHAT'S HAPPENING TO MY ACTION PLAN -- MY SEVEN-POINT PACKAGE TO STIMULATE ECONOMIC GROWTH. ON WEDNESDAY, THE DEMOCRATS WHO CONTROL THE WAYS AND MEANS COMMITTEE PULLED A BACK- ROOM STUNT AND MADE MY PLAN DISAPPEAR. [[THANK GOODNESS I KEPT A COPY.]] [[HOLD UP PLAN]] I'M A PATIENT MAN. I KNOW CONGRESS CAN'T PASS MY PLAN OVERNIGHT. THAT'S WHY I GAVE THEM 52 DAYS. // - 11 - I KNOW THEY SAY: THE DEADLINE IS ARBITRARY. THEY SAY: THE DEADLINE IS TOO EARLY. THEY SAY: THE DEADLINE IS UNFAIR. 11 YOU KNOW WHAT I SAY. THE DEADLINE IS MARCH 20. /// I CHALLENGE THE LIBERAL LEADERSHIP: DON'T BURY MY PLAN IN SOME SUB-COMMITTEE / DON'T DECLARE IT D.O.A. / DON'T RESORT TO PARLIAMENTARY TRICKS TO MAKE MY PLAN VANISH WITHOUT A TRACE. // I SAY TO THE LEADERS WHO CONTROL THE CONGRESS: BRING MY PLAN TO THE FLOOR. PUT MY PLAN TO A VOTE. PASS MY PLAN - AND GET THIS ECONOMY MOVING AGAIN. // - 12 - BUT YOU KNOW, I CAN'T DO IT WITHOUT YOUR HELP. SO I ASK ALL OF YOU -- ALL YOUR NEIGHBORS ACROSS NEW HAMPSHIRE: SEND A MESSAGE TO THE CONGRESS. TELL THEM AMERICA IS READY TO MOVE. TELL THEM THE TIME HAS COME TO ACT. // AND NEXT TUESDAY, SEND THIS PRESIDENT BACK TO WASHINGTON FOR FOUR MORE YEARS. // THANK YOU, NEW HAMPSHIRE, FOR YOUR TRUST AND SUPPORT. AND GOD BLESS THIS GREAT LAND WE SHARE -- THE UNITED STATES OF AMERICA. # # # Withdrawal/Redaction Sheet (George Bush Library) Document No. Subject/Title of Document Date Restriction Class. and Type 01a. Dear President Bush: I am writing in response to the letter you sent me and probably many other Americans. I am writing because I can tell you first hand about the economy in New Hampshire. I work as a receptionist at a temporary service even though I graduated Phi Beta Kappa, (yes, we are fraternity members!) Magna Cum Laude from the University of New Hampshire with a B.A. in Communication. It is not my situation I write you about though. I am one of the lucky ones. I have a job. It is not enough to support myself. I have moved back home with my par- ents. But it is a job. I write because I must talk to 50-100 people a week (sometimes as many as 20 per day) that are out of work. Some are extremely qualified individuals, but most have no real skills except manual labor. In either case, most of the time we have nothing for them. So not only do I deal with the companies that can ofter no work, but I deal with the people, desperate for work. It does not surprise me that your popularity has fallen. You see, Mr. Bush, I understand how you work. I can see your long-term plans for our country. I agree with your travel and dealings with foreign countries for I see their integral role in our economic and democratic safety. But Mr. Bush, like it or not, the majority of the American public cannot see things in such long terms. They see things in very short terms. One must only watch a few minutes of television to recognize the average mentality of which commercials target. With the millions of dollars involved in advertising you can bet the advertising industry knows the majority intelligence of our nation. They speak to it everyday. And that is what you need to do. You need to speak to their level. The same people watching those commercials are the same people watching you. They're not reading about you in the newspaper. They're not reading your letter. They're watching a 30 second sound-byte of you on television. You need to deal with their homefront. Remember, they're looking in the short-term. They're asking, "What are you doing in America? What are you doing in our country?" Mr. Bush, let these people know you are working for them. Let them see you working in our country. Let them see you working in their country. I have learned that the media" is a very powerful entity, maybe all powerful, in our nation. It can (and does) make or break a person. Don't let it break you. Sincerely EricaL.Caun yours Erica L. Your pool observed the following: the President approaching the place set for him (plastic fork, plastic plate, pitcher of syrup, pancakes and bacon) saying something about tackling the "chow here." Within minutes, his plate was clean, but he spent about 10 minutes at the table. He scarfed down the pancakes on which he had put a restrained amount of syrup, sometimes lowering his face to within a foot of the plate for particularly large chunks of food. The bacon he managed with his fingers. It was impossible to determine whether the constant flow of conversation he kept up with his neighbors slowed the process. He sat between 9 year old Matt Challer of Keene and Nancy Woods, who appeared to be in her 30's, of Nashua. Before sitting down, the President spent about 15 minutes walking between the tables, shaking hands and shopping. One gentleman who celebrated his 81st birthday yesterday was given a Presidential tie clip taken off the Presidential tie. Apart from the spinning that Skinner performed, and is presumably in the earlier pool report, the Chief of Staff made the following points to the pool while the President worked the crowd. The themes of the day, he said, would be "Family, religion, church, New Hampshire, and Bush. There all equal." In reference to the President's quick mention yesterday of the phrase, "stay the course" Skinner said "You've got to stay the course sometimes." Asked if the President had any attack ads in the can, he said "If they are in the can, they're going to stay in the can." He explained he meant in the garbage can. He would not say much about Buchanan's numbers but said "This is a very special state," one that has a tradition of giving insurgent candidates a substantial vote. He said the Bush team had never thought Buchanan's vote wouldn't reach at least into the 30's range. The church the President attended was the first church, a Congregational-United Church of Christ congregation in Nashua. There were the normal children's choirs for which Bush leaned forward in his pew at the front. The building was constructed in 1894 when Hugh Gregg's grandfather was pastor. The service lasted 1 hour and 10 minutes. During the 25 minute sermon by the Reverend James S. Chaloner, Bush was either concentrating so hard that his eyes were closed, deep in meditation, or asleep. In any case, your pool observed him on occasion with his eyes closed. Among the readings were the following biblical lines: "Love your enemies, woe to you who are rich. You have received your consolation. Woe to you who are full. You will be hungry." The sermon was entitled "What in the world is God doing?" See your pooler if you want more details. Only a brief reference to the President's presence in the church was made during the morning. Later, Bush visited with the children's sunday school class. One child said to the President and Mrs. Bush "You two have a big house." Again, any questions see your pooler. Jim Gerstenzang Los Angeles Times FEB-16-1992 11:36 FROM NH PRESS 2 HOLLIS SCHOOL TO NH PRESS OFC P.01 #5 Pool Report Bush at pancake breakfast, Pennichuck Jr. High While Bush ate, Skinner accused Buchanan of negative saying that his charge that Bush has abandone the middle class is desperation poltics. "One reason Pat Buchanan raised this issue and mistated the record is out of. desperation. There's no ESEMSE other excuse for it. And you saw the president was upset about that yesterday." "For someone to come up an dsay you've abandoned the middle class miven the same day we XM submitted the short-term package we submitted the long-term pakcage and asked for action ER this year on both -- that's election-year politics." Asked why the $500 child tar credit increase was not included in short-term recovery package, Skinner said: "Because it really doesn't do anything to stimulate the economy." Referring to Tsongas, he said: "Even the man who's going to win the Democratic nomination doesn't think it's a good ideax" XXNXX Skinner again pointe out that the tax credit was never meant to be included in the short term package, which he said was designed to give an immediate "shodk" to the economy. Was always part of Bush's broader budget proposal, which he said hasn't been reported HEMEXH accurately by press. He also offered spin on the primary outcome, saying he's worried that the press Wwill not focus on what New Hampshire traditionally has doene in primary elections and missate or misunderstand what that's all about." He reminded us that incumbent presidents have never won by big margins here. Cited Nixon and Ford and even Reagan as examples. Asked if Bush is running scared, Skinner replied: "I think we'll do well But this is New Hampshire and New Hampshire has a record of talking practically. Some voters in New Hampshire vote opposife (the incumbent). "We're gonna win by at least one (percentage point), "he stressed. "Somewhere between one and 40 points." He said he hopes the peess will be "fair" with its coverage and make not of the above points. Said New Hampshire is a "retail poltics state." ple "It's and one fo the few states in the EDMMIXX nation where you can really get out and meet peo see pepple So, you do retail politicking here and he Ivoes it and he's very good at it." Skinner also stressed that the Bush campaign is not being run on "fluctuations in thepolls," saying that would not be gas "good logic." Bush had breakfast with about 100 or so folk in a small hall off the big gym where he delivered his remarks. Couldn't hear much of what was said, but he posed for picutures, sign ed autographs, and gazed upone the flushed faces of several babies shoved under his nose by loving parents. It appeared to be a predominantly Bush crowd and the pressprez enjoyed himself. Spotting Ellen Warren of Knight-Ridder talking with some folk, he showted: "Is she asking upbeat, ck cheerful questions?" He also noted a couple of times to no one in particular: "I'm starving." He finally got to chow down on pancakes and bachu, taking a seat between David and Nancy Woods, a young Nashaa couple, and Matt Challer, a boy of maybe 8 or 9. But before eating, he made a point of telling your pool that he'd come across five people in a row who are soldd supporters. He had Torie Clarke bring over Vivian Barry, 78, a former state legislator, selectwoman and former restaurant owner who met "Geerge and Barbara years ago"X when he was running for president. New Hampshire will stick with him, she said. "They know what they have now,' she said. "And I think he's going to do well in New Hampshire All in all, it's not bad what he's done." However, in assessing Bush's political mastakes, Mrs. Barry said he should never have made that "no new taxes" pledge, which has given Buchanan and opening. Kevin Milligan, a Lincoln-Mercary car salesman in Nashua, who introduced Bush to his 3-month-old BAUghter Katelyn (not once but twice), also praised the prez.
