3 ACQUITTED OF AIDING IRAQ'S ARMS BUILDUP
British Officials Knew Material Shipped Was For Military Use
LONDON -- Three businessmen accused of illegally aiding the
Iraqi arms buildup in the late 1980s were acquitted Monday after
prosecutors acknowledged the defendants' claims that British
officials knew all along the equipment being shipped to Iraq was
for military use.
With the prosecution's consent, Judge Smedley ordered the jury
in the case to return not-guilty verdicts on all counts against
three former executives of Matrix Churchill, which supplied Iraq
with millions of dollar's worth of arms-manufacturing equipment in
the years prior to the 1990 Iraqi invasion of Kuwait
The trial provided many indications, but no firm evidence,
that information about the arms build-up was passed to other
Western intelligence services, including the CIA.

MIDEAST VIOLENCE HURTS PEACE TALKS
The latest wave of Middle East violence spread its shadow over
the resumption of the Israel-Arab peace talks here Monday.
The first session of Israel-Lebanon talks broke up amid mutual
accusations after only a half-hour.
"Terrorists cannot be allowed to operate with impunity,"
warned Israeli negotiator Uri Lubrani. "If there is not security
and quiet on our side of the border, there will be no quiet for you
either. Then, you also will not be able to live normally."

OFFICIALS CONSIDERING BAKER MIDEAST TRIP TO SPUR PEACE TALKS
The Bush Administration is making clear it won't abandon the
Arab-Israeli peace talks, one of its most heralded foreign policy
successes, to the doldrums of a presidential transition.
But?
Seeking to cement its achievement, President Bush is
considering whether James Baker should fly once more to the Mideast
to pump up the slow-moving talks, a senior Administration official
said Monday.
While far from certain, such a step would happen only if Arabs
and Israelis show an interest in Baker's involvement and if it has

CLINTON URGES 'NO DELAY' IN MIDEAST PEACE TALKS
LITTLE ROCK -- President-elect Clinton told Prime Minister
Rabin Monday that he wanted the Arab-Israeli peace talks to move
forward with "no delay," and George Stephanopoulos said Clinton
would support a last-ditch effort by James Baker to revive the

Stephanopoulos, asked about the possibility that Baker might
resume his role as Middle East peace negotiator, said Clinton
"wants anything that makes sure that there is no delay in the peace
process to go forward."

STATE DEPT. FILES (AP) -- President Bush dismissed the State
Department official involved in the pre-election search of the
passport and citizenship files of Bill Clinton. Assistant
Secretary of State Elizabeth Tamposi, a former Republican fund-
raiser, was given until Wednesday afternoon to clear out her
office, Richard Boucher announced.
BAKER/MIDDLE EAST (AP) -- Israeli and Arab negotiators warned that
the escalating violence along the Israel-Lebanon border was
disrupting their peace talks. President Bush is considering
whether James Baker should fly once more to the Mideast to pump up
the slow-moving Arab-Israeli peace talks, a senior Administration
official said. While far from certain, such a step would happen
only if Arabs and Israelis show an interest in Baker's involvement
and if it has the blessing of Bill Clinton, said the official.
Palestinian spokesman Hanan Ashrawi said she had met with Assistant
Secretary of State Edward Djerejian, who promised that the Bush
Administration not only would be available to help solve any
problems, but would "step up and escalate their involvement."
PRICES (Reuter) -- U.S. prices at the wholesale level in October
rose a modest 0.1% as economic sluggishness continued to keep a.
tight rein on inflation, the government said. The Labor Department
said the continued controlled march of the Producer Price Index
last month reflected increases in energy and food. The index rose
0.3% in September. When the volatile food and energy sectors were
excluded, the index actually declined by 0.1% following a 0.2% rise
in September.
EUROPE/TRADE (Geneva/AP) -- World trade negotiators directed the
chairman of the talks to intervene with the U.S. and the EC to
defuse a looming trade war that could threaten global commerce.
The mission by Arthur Dunkel, director-general of GATT, will aim
to restart the 108-nation talks on freeing world trade, blocked for
two years by a U.S.-EC dispute over agriculture. Asked whether he
would meet Bill Clinton, Dunkel said U.S. trade policy is backed
by Democrats and Republicans, so "the (U.S. presidential)
transition should not play a role" in the talks. U.S. chief
delegate Rufus Yerxa welcomed Dunkel's initiative.
SENATE/LEADERS (AP) -- Republican senators re-elected Sen. Simpson
to their No. 2 leadership post, minority whip, in one of several
contests seen as a possible prelude to the internal struggle for
the future of the party. Simpson won the closed-door election over
Sen. Gorton on a 25-14 vote among his colleagues, GOP senators who
were present said. Later, Sen. Phil Gramm barely survived a
challenge by Sen. McConnell, holding onto his chairmanship of the
National Republican Senatorial Committee by a 20-19 vote.
CUBA/U.S. (Havana/Reuter) -- Cuba will propose to the U.N. General
Assembly Nov. 24 a debate on a 30-year-old U.S. economic embargo
against the island, Cuban Foreign Minister Ricardo Alarcon said.
Alarcon said the U.S. embargo was a blockade which affected the
trade of third countries with Cuba.

1. Cambodia: Beijing Meeting. Talks in Beijing over the weekend
between the Cambodian parties, UN officials, and the international
community (led by the French and Indonesian Foreign Ministers) failed to
break the impasse in the peace process. The KR refused to proceed with
the UN's peace plan, but did not withdraw from the process. Proposals
for an early presidential election also foundered on KR opposition.
Prince Sihanouk reportedly threatened to withdraw from his active role in
the Supreme National Council unless the factions narrowed their
differences. Our representative urged that we hold to the UN schedule
for May elections and that the UNSC consider sanctions. The Security
Council now needs to make some hard decisions on next steps. There is a
growing consensus that sanctions of some type are necessary, but the
Chinese remain negative and other parties are concerned that tough
sanctions would drive the KR out of the process altogether. We will urge
that the UNSC meet next week to consider a resolution.
2. Japan: New Scandal Revelations Fuel Political Turmoil. LDP
efforts to contain the Sagawa scandal have unraveled in the face of new
revelations of a payoff scheme to gangsters involving several of the
LDP's top leaders, including former Prime Minister Takeshita. Diet
debate on the supplementary budget, the key piece of legislation under
consideration, was scheduled to begin on November 9 but has been put off
indefinitely by opposition demands that Takeshita and other LDP leaders
testify on their connection to the scandal. Political observers in Tokyo
still expect the budget to pass and the Miyazawa government to survive
but, coming on the heels of the forced resignation of Shin Kanemaru, the
increasing magnitude of the LDP's troubles creates a very unstable
situation.
3. Cuba: Expulsion of Cuban UN Mission Member. Our UN mission
took steps today to expel a Cuban mission member who has been engaged in
espionage activities. The timing was expedited because a Miami TV
station (Telemundo) is today expected to begin a series of programs
exposing the Cuban UN intelligence officer's recruitment of an American.
His expulsion may help head off strong reaction from the exile
community. We doubt Cuba will expel a U.S. diplomat from the Interests
Section in Havana because reciprocal acts generally occur only between
our Interests Section and their mission in Washington. At the time of
the last such expulsion three and a half years ago, also for espionage,
Cuba did not reciprocate.

I just wanted to send you this note as I am sure you are not only terribly busy this
week but also tired. I was at the Wednesday arrival for President and Mrs. Bush and it was
hard to be upbeat and not teary. As usual they were strong and just great !
As per our earlier discussion, Ambassador Al-Sabah's plans to returns to Washington
around November 13th for three to four weeks. He will then formally present his papers
of recall and return to Kuwait as a member of the new cabinet and Minister of Information.
Is there any time during the week of November 30th or December 6th which would be
possible for President and Mrs. Bush to accept an invitation for dinner at the Embassy
residence in their honor ? I think the Ambassador would like to keep it on the small side
and full of Desert Storm friends.
The only date for us during that period which might be taken is December 8th
out
when the big three veterans organizations would like to host a reception for the
Ambassador.
If you or someone in Kathy Super's office could call me at your earliest convenience
when life settles down for you, I would be most appreciative. My direct number is 362-5305.

11/8). ORLANDO SENTINEL's Crawford reports Carol Browner, FL's
Enviro head, "has been working in Little Rock since early October
helping draft policy papers for Clinton to consider." Browner,
an ex-aide to Gore and currently his liaison in the transition
effort, is expected to gain a WH enviro position (11/7). ARIZONA
REPUBLIC reports Babbitt is an "odds on favorite" for one of the
three top environmental posts (11/10). Fred Krupp is the chief
of the Environmental Defense Fund.
*3 CABINET TALK: I PLEDGE ALLEGIANCE TO THE COUNCIL

BOSTON GLOBE's Gosselin & Frisby report, "Under a plan being
prepared by advisers" to Clinton, "prospective Cabinet officers
would have to agree to let a White House Economic Security
Council oversee their major policy decisions or they will not get
top jobs." Clinton aides describe the requirement "as part of a
grander strategy aimed at forcing change on Washington without
expending precious political capital on a government-wide
reorganization.
But both they and press aides emphasized that
Clinton has yet to endorse the idea.

Clinton advisers sought
to portray the proposed economic council as a means of fostering
team spirit among administration officials rather than
restricting them." Cabinet officials would sit on the Council.
But one aide acknowledged "if the council worked as proposed it
would substantially limit Cabinet officers, and some current
government officials wonder whether the new administration could
attract good candidates for top slots as a result" (11/10). W.S.
JOURNAL's Wessel reports Clinton has told his transition team
"that he wants the economic security adviser to be among the
first of his appointees.
But the key question will be who
gets the job." Naming an advocate of "a greater government role
on the economy," such as Ira Magaziner or Felix Rohatyn, "would
send a very different signal than giving the job" to campaign
aide Gene Sperling. Bush domestic policy adviser Roger Porter
advises picking "someone who isn't trying to push policy in a
particular direction" (11/10).
CLINTON IN TRANSITION: L.A. TIMES header: "Clinton Passive
in Role as President-Elect." "Now, the man renowned for having
an opinion on every subject seems sometimes compelled to act as
if he has none at all" (Jehl, L.A. TIMES, 11/10). One transition
official: "He's good at making decisions, even if he sometimes
likes to deliberate a bit too long for my taste. But he doesn't
like hurting or alienating people as a rule, and that's a tough
trait to have when you have such grandiose schemes" (BOSTON

STATE: TIME's Kramer: "There are people ...
in the State
Dept. who I think they would be wise to consider keeping if
Clinton is serious about doing things on the merits": State Dir.
of Policy Planning Staff Dennis Ross and Asst. Sec. for Inter-
American Affairs Bernie Aronson ("Today," NBC, 11/10). L.A.
TIMES' McManus reports leading members of the L.A. Jewish
community "denounced reports" of Jewish opposition to Warren
Christopher as Sec/State (11/10).
WH CHIEF OF STAFF? Jack Valenti, who served LBJ as a
special asst., advises Clinton to go without a WH CoS: "Clinton
will be a smart, hands-on President. Thus he really needs what
the Kennedy and Johnson Administrations, without a chief of
staff, had in abundance: fiery debates among [WH] assistants, all
within the President's earshot, so that he could listen, weigh
and assay" (N.Y. TIMES, 11/10).
DNC CHAIR: "Bill Shipp's Georgia" reports backers of DNC
vice chair Lynn Cutler "have asked Hillary Clinton to go to bat"
for her over some state chairs who are after the job. Shipp
mentions GA Dem chair Ed Sims as interested (11/9 issue). CEDAR
RAPIDS GAZETTE reports Cutler "said she has not thought about a
job in the administration": "I just want to continue recruiting
women to run for office" (11/7 issue). Monroe NEWS STAR's Hill
reports LA Dem chair Jim Brady's is also interested. As Assn of
State Dem Chairs pres. and DNC vice chair, Brady "could have
stayed neutral, but did not." He announced his support for
Clinton the day he announced 10/91 (11/8). In a profile of DNC
chair Ron Brown, BOSTON GLOBE's Black mentions Clinton manager
David Wilhelm as a chair choice (11/10).
FROM IOWA: Sen. Tom Harkin (D-IA) "reiterated" he "cannot
see any circumstances" under which he would leave the Senate for
the Clinton admin. But he added: "I haven't been offered."
Harkin, mentioned as a possible Labor or Ag Sec, noted IA Gov.
Terry Branstad (R) would select his replacement. Also mentioned
for admin. positions: Ruth Harkin, Harkin's wife, who served as
Ag Dept. dep. counsel under Carter, and outgoing Rep. Dave Nagle
(D) for Ag (CEDAR RAPIDS GAZETTE, 11/7).
WOMEN: The National Women's Political Caucus will announce
its list of women for key policy-making posts in the Clinton
admin. at a 11/11 press conference (release, 11/9).
*4 CLINTON: PESSIMISTIC COMMENTS QUASH DOW RALLY; SUMMIT NEWS
Clinton moved to "dampen expectations about quickly boosting
the national fiscal outlook": "Of course the unemployment rate
has held steady and actually gone down a little bit, but
underneath that, manufacturing unemployment is up, production is
down. There are a lot of very troubling signs in the economy."
Clinton's comments, and an aide's description of the planned
economic summit as an "audit" of the nation's econ. status,
"pointed to a possible attempt by [Dems] to claim the Bush
Administration 'cooked the books' during the
...
campaign."
Clinton's "chilly comments stymied a runup in stock prices"; the
Dow closed "almost 28 points below the day's high after his words
were reported on Wall Street" (Hines, HOUSTON CHRONICLE, 11/10).
Clinton "painted a gloomy portrait of the economy" (Nagourney,
USA TODAY, 11/10). "Having promised to halve the deficit in four
years, [Clinton] now faces the possibility of initially having to
increase it to jump-start a still listless economy" (Lewthwaite,
Balto. SUN, 11/10).
WHEN? WHO? Clinton spokesperson George Stephanopoulos said
Clinton's economic summit in Little Rock will likely be held
before Christmas, and it was uncertain whether top Clinton econ.
appointments would have been made in time for the meet. Other
aides, however, said "at least" the Sec/Treas. and chief of the
Econ. Security Council are "likely to be named before the summit"
(Hines, HOUSTON CHRONICLE, 11/10). USA TODAY's Nagourney adds
OMB dir. to the list of likely pre-summit appointments (11/10).
Clinton: "I want to bring in some of the brightest people in the
country from a broad range of backgrounds to talk to them about
the gravity of the situation.

I just think it would be a very
good thing for me and for the country to have two or three days
where we really just focus on [the economy] to give people a
chance to have their say to me directly, and talk about what our
options are" (mult., 11/10). N.Y. TIMES' Kelly writes the summit
will be "part shock therapy and part consensus-building" (11/10)
L.A. TIMES editorial praises the summit idea : "Clinton meeting

THIS MORNING: NBC's Rabel: "Clinton's campaign image was
that of the can-do candidate. If the economic summit raises more
questions then it answers it could cut into that image" ("Today,"
NBC, 11/10). ABC's von Fremd: "The business leaders who will be
coming
are painfully aware that there's no quick fix.
[Clinton] may have campaigned on the promise that we can do
better, but his transition team is now concerned that people may
expect to much" ("GMA" ABC, 11/10). Dem strategist Bob Squier:
"It took the Republican Party 12 years to mess this thing up.
We're not going to do it in a 100 days, but we're not going to
take another 12 years to do it either" ("Today," NBC, 11/10).
*5 MIDDLE EAST: CLINTON OKs NEW BAKER TALKS
Clinton told Israeli PM Yitzhak Rabin he wanted the Arab-
Israeli peace talks to move forward with "no delay," and Clinton
spokesperson George Stephanopoulos said Clinton would support a
"last-ditch effort" by James Baker to "revive the stalled
negotiations" (Friedman, N.Y. TIMES, 11/10). A "senior" Bush
official said Bush is considering charging Baker with such an
effort, only if "Arabs and Israelis show an interest in Baker's
involvement, and if it has the blessing" of Clinton (Sinai, AP,
11/10). The current round of peace talks are to continue through
11/19 (NEWSDAY, 11/9).
NATIONAL BRIEFING
*6 REPUBLICANS: SLOW (AND WARY) DANCING BY '96 HOPEFULS
The first rhetorical question is whether the Reagan Era/
revolution is over or not. Michael Kinsley writes, "The only
debate will be over whether [Bush's] failure was the culmination
of Reaganism or the betrayal of it" (N.Y. POST, 11/10). Germond
& Witcover, while saying "the custodian is dead," point out that
Free Congress' Paul Weyrich talks of "putting the Reagan
Revolution back together" (Balto. EVENING SUN, 11/9). Pat
Robertson writes that as of 9:00p one week ago today "all America
knew that the Reagan revolution was over" (MIAMI HERALD, 11/8).
Charles Krauthammer disagrees: "The '92 election was a modest
event. It was more than a tactical victory but less than a
philosophical revolution. It was a referendum on Bush" (PHILA.
INQUIRER, 11/10). Elizabeth Drew, in her final political account
for THE NEW YORKER, seems to agree, suggesting Bush "might have
had a chance" to win if he had known how to present himself and
run a "decent campaign" (11/16 issue). GOP strategist Bill
Bennett says simply, "the Reagan-Bush era has concluded" (W.
POST, 11/10). AEI's Irwin Stelzer sees less a demise of the
Reagan Era than the end of "the tradition of the great benevolent
New England patricians -- the Lodges, Cabots, Saltonstalls and
Bushes
It was a great, exclusive WASP party while it lasted,
but it is no more." He looks at those vying to succeed and
concludes it would be "unwise to underscore the intensity of the
forthcoming battle" (BOSTON HERALD, 11/9). Reviewing some of the
players and messages:
ROBERTSON/BUCHANAN: Pat Robertson writes a bland formula of
his view of the GOP future: The goal of "making the Clinton
administration a passing phenomenon" will elude GOP grasp "if in
1992 we engage in bitter recriminations and finger-pointing; or
if we are ashamed of our philosophical distinctions; or if we
fail to begin building the party's national structure and its
grass-roots organization right now" (MIAMI HERALD, 11/8). But
AEI's Stelzer says whether the Christian Right chooses Robertson
or Pat Buchanan as their standard-bearer, "there are certain
moral imperatives, most notably an absolute, constitutional
prohibition of abortion." Other positions "equally unlikely to
win majority support in the country" include hard-line
protectionism, a restriction of immigration, and "what can best
be characterized as an insensitivity to the racial and urban
problems that exist in America" (BOSTON HERALD 11/9).
KEMP: NEW REPUBLIC's Barnes argues the "logical step" for
Bush was to "trumpet
...
Kemp's economic growth message" but Bush
"embraced Kempenomics but didn't believe in it enough to make it
the focus of the campaign

Stelzer, suggesting Kemp has an understanding of racial problems
Robertson followers lack, agrees that his ideas "have been
frustrated both by active opposition by Democrats and a yawning
lack of interest by Bushmen." Kemp, as "the keeper of the Reagan
supply-side faith," also alienates some middle-of-the-road
Republicans (B. HERALD, 11/9).
DOLE: The Senate leader, now at the center of GOP power in
DC, never accepted the Reaganomics "of which Kemp is so
enamored." In that view, he has moderate/traditional business
support -- but "Dole may be too old, and is lumbered with a
reputation as a political cut-throat" (Stelzer, HERALD, 11/9).
BENNETT: In a W. POST op-ed, Bill Bennett suggests a
formula for the GOP becoming a "party of conviction again" --
combining a commitment to "an active international presence and a
strong defense" with "a serious attempt to restructure, down-size
and privatize the federal government, a reform agenda stressing
free-market solutions and state and local programs, and packaging
a cluster of values and community issues in a commitment to the
children. "The Reagan-Bush era has concluded. A generation has
passed
from
the
scene
After a long and impressive stay in
power, it is time to remind ourselves, again, who we are and what
we believe" (11/10). Stelzer reports Quayle's (and Bennett's
former) chief of staff, Bill Kristol, may join with Bennett "in
founding an activist think tank to provide a forum for competing
Republican views" (B. HERALD, 11/9).
OTHER ADVICE: Sen. Nancy Kassebaum (R-KS), in an op-ed,
urges the party to "re-invent itself" based on three GOP pillars
it threatened when the party "shredded its basic message":
Fiscal responsibility, limited government, American leadership in
world affairs (W. POST, 11/10). MIAMI HERALD's Fiedler
recommends that the many moderate GOPers which FL elects found a
Republican Leadership Council (modeled after the DLC that spawned
Clinton) to steer the party through "the coming turbulence" -- or
face Boris Spassky's conclusion after his own chess loss last
week: "My future is in the past" (11/8). C.S. MONITOR editorial:
"A Republican Party made 'pure' either by supply-side economic
conservatives or by religious-right social conservatives is
destined for a long sojourn in the political wilderness" (11/10).
Mark Shields outlines the "four inevitable stages of Republican
despair": "Blame the candidate

Find the gimmick. Not wanting to admit
the problem is within them, Republicans will be sure they lost to

*7 103rd CONGRESS: SENATE LEADERSHIP ELECTIONS TODAY
Whether Sen. Phil Gramm (R-TX) remains the NRSC chair "is
one of the questions that will be settled today" when the Senate
votes to fill leadership posts in the two party caucuses. Gramm
could face Sen. Mitch McConnell (R-KY) for the post, though
"sources say McConnell is counting his votes" and will only run
if he can win (Chinni, HOUSTON CHRONICLE, 11/10). Sens. Kit Bond
(R-MO) and Frank Murkowski (R-AK) "are competing" with Sen. Trent
Lott (R-MS) for the Senate GOP Conference sec. position being
vacated by outgoing Sen. Bob Kasten (R-WI). "Some conservative
activists" hope this race "could thrust [Lott] into leadership,"
while "friends worry that Mr. Bond is ill-suited for the job at
this point because of some personal problems." Murkowski is "not
given much of a chance.' Sen. Slade Gorton (R-WA) and Sen. Alan
Simpson (R-WY) are in a race for minority whip, while Senate
Conference Chair Thad Cochran (R-MS) is not being challenged.
And "a pre-presidential election challenge" to Min. Leader Bob
Dole's (R-KS) position "never materialized" (11/10). Elections
will be held around 10:30a EST.
FROSH DAY: "The 'Year of the Woman' has changed more than
just the makeup of Congress this election, as Senate officials
confirmed yesterday that they will construct new bathroom
facilities for its six female members.' The construction was
announced "during the first day of orientation classes for
senators-elect.' Sen.-elect Ben Nighthorse Campbell (D-CO)
"brings with him his trademark nontraditional ties, a ponytail
cowboy boots, and pin-stripped suits and jackets with a western
flair." Sen. Maj. Leader George Mitchell (D-ME) said that
Campbell, who reportedly "had to get permission from House
leaders to wear" his bola ties, would be permitted to wear his
western attire in the Senate (Rodriguez, W. TIMES, 11/10). "The
two-day orientation was a nuts-and-bolts affair, touching on
everything from legislative procedures and ethic rules to
'financial services,' which members were glad to hear included
nothing approaching a Senate Bank" (Dewar, W. POST, 11/10).
NYT's Krauss notes there will be two gatherings for senate
spouses, one for wives and a second for husbands (11/10).
LOOKING FOR A FEW GOOD WOMEN: HEARST's Freedman writes the
Senate Judiciary Cmte "is looking for a few good women senators
to help it refurbish its tattered image more than a year" after
the Clarence Thomas conformation hearings. An "unidentified
Committee aide" said Judiciary chair Joe Biden (D-DE) "actively
campaigned for a number of women" and "hopes" a woman will
"volunteer for a slot" on the Judiciary committee. But, if "it
takes a draft, he'll impose a draft to get it done." Of the four
newly-elected women to the Senate, the "leading prospects" are
Carol Moseley Braun (D-IL) and Barbara Boxer (D-CA). Boxer A.A.
Drew Littman said Boxer is "going to bid for committees she
thinks that will be of benefit to the citizens" of CA (11/6).
Braun has said she is not interested in Judiciary (ST. LOUIS
POST-DISPATCH, 11/6).
COMMON CAUSE: An analysis of the 11/3 congressional races
by Common Cause found that 325 of the 249 House incumbents
seeking reelection on 11/3 won -- a reelection rate of 93%. Other
stats: In '92, 290 of the 349 House incumbents seeking
reelection, 83%, "were either unopposed, financially unopposed or
in financially noncompetitive races." 96% of these incumbents
won. More findings: 180 incumbents and only 14 challengers
raised over $400,000; in the 48 races where incumbents won with
less than 55% of the vote, incumbents raised $13.6 million from
PACS while challengers raised $1.7 million (Common Cause release,
11/6).
*8 PEROT: STATE DEPT. SEARCHED HIS PASSPORT FILES TOO
W. POST'S Isikoff & Pincus report State Dept. officials
searched Perot's passport records two weeks after they conducted
a similar search of files on Clinton and his mother. A 10/26
internal Nat'l Archives memo says State's Office of Protocol
chief Richard McClevey and two unnamed officials "researched the
passport application files for H. Ross Perot." McClevey and the
two others (their names were "deleted") "removed one application
and two letters from his [Perot's] company that were loose in the
files." Perot called it a "sad commentary" on American politics:
"It's a gross use of federal power.
...
Somebody ought to hold
them accountable for it." State officials, including political
appointee Elizabeth Tamposi, refused to comment (11/10).
THE FUTURE, EDITORIAL STYLE: ST. LOUIS POST-DISPATCH
editorial states "Perot doesn't have to fade away ...
if he
doesn't want to" and gives 2 strategies he can use: "One is the
Pat Robertson path, building a true grass-roots organization.
This route could lead to a new political party ...
[although]
it's unlikely.
The other path is Jesse Jackson's: a perennial
spokesman for a point of view reflecting the feelings of a large
group of alienated Americans, pursued mainly through the media"
(11/9). C.S. MONITOR editorial asks if Perot's movement "will be
able to stand united in the coming years?": "To stay viable,
both United We Stand and Perot must mature politically. The test
of [UWS] will be how broad-based it becomes, and how well it
responds to changes in the political landscape" (11/10). W.S.
JOURNAL's Paul Gigot: "The danger would be if [Clinton] brought
him in as say economic czar and he succeeded he may get the
credit, and if he failed [Clinton] may get the blame." TIME's
Michael Kramer: "He already has the role he wants. He is chief
kibitzer of the United States" ("Today," NBC, 11/10).
HERE'S THE DEAL, STARRING ROSS PEROT: NPR's Bowers reports
CNBC has "invited Perot to guest host their regular Saturday
evening call-in program" and if that worked out, "who knows."
CNBC's vice pres. for prime time programming Andy Friendly: "We
offered it to him after he dropped out of the race back in the
summer and we thought it would be a good time to offer it to him

"confirms they've had several such proposals" and Friendly said
Perot is "considering the offer." Bowers: "It seems that Perot
has struck upon that most sought after of television commodities
-- the surprise hit -- his half hour infomercials." Exec. vice
president of the CBS broadcasting group Peter Lund: "He's a good
salesman, he's appealing in a real common man sort of way."
Bowers compares the possibility of a Perot talk show with Ronald
Reagan's daily radio commentary that ran on over 300 stations
nationwide between '76 and '80. Friendly on Perot: "He's just a
good communicator and has tremendous communications skills and
great energy and generates a lot of fireworks. And that's what
good television's about" ("Morning Edition", NPR, 11/10).
*9 IRAQ-GATE: SENATE DEMS TALKING OF IRAN-CONTRA TYPE HEARINGS
L.A. TIMES' Tuohy & Frantz report Senate Dems are discussing
"the possible creation" of a select cmte to coordinate
congressional investigations of the admin.'s pre-war dealings
with Iraq. The cmte would "be similar" to panels that
investigated Watergate and Iran-Contra, consolidating inquiries
by the Senate Ag, Intelligence, Banking and Urban Affairs cmtes.
Intelligence chair David Boren (D-OK) and Banking chair Donald
Riegle (D-MI) "were mentioned as candidates to lead the broad
inquiry" (11/10).
BRITAIN'S BNL? Three British business executives were
cleared 11/9 of charges they "illegally sold arms-making
equipment to Iraq, ending a trial that had raised new questions
about the support of Saddam Hussein's regime by Western
governments." The charges were "thrown out by a judge after two
weeks of testimony indicated that the British [gov't] had given
tacit approval to the exports" from 1987-90 so it "could continue
receiving secret intelligence on Iraq's war-making potential."
The dismissal has "fueled speculation" in the U.S over whether
the Bush admin. also allowed Iraq to receive weapons technology
as part of "its prewar efforts to appease Baghdad" (L.A. TIMES,
11/10). The trial also "provided many indications, but no firm
evidence, that information about the arms buildup was passed to
other Western intelligence services, including" the CIA
(Robinson, W. POST, 11/10).
BNL UPDATE: Defense atty for Christopher Drogoul, Bobby Lee
Cook said 11/9, "he will no longer defend the key figure in the
case because he can no longer afford to work without pay.' Cook
"denied that political timing had anything to do with his
acceptance of the case or his withdrawal": "I did not give my
time to the Democratic Party. I gave it to a cause. I gave a
month of my time. I will be out for the time being. There may
be a time when I get back in. It is "unclear" who would take
over for Cook, but a secretary for U.S. District Ct. Judge Ernest
Tidwell said the judge "instructed the office not to answer any
questions about it" (Mantius, COX/ATLANTA CONSTITUTION, 11/10).
*10 IRAN-CONTRA: FITZWATER SAYS NO PARDON YET PONDERED
WH press sec. Marlin Fitzwater said yesterday, Bush "has not
been pondering a possible pardon" of ex-Sec/Defense Caspar
Weinberger": "There hasn't been any meetings or discussions with
[Bush] about it. It's mostly just street talk." Fitzwater also
said "he did not expect Bush to participate in any effort to have
a special prosecutor investigate the timing on the announcement
of Weinberger's indictment." Clinton commun. dir. George
Stephanopoulos "dismissed" Sen. Robert Dole's (R-KS) suggestion
for a special prosecutor: "It's the silliest thing I ever heard.
There's nothing to it. It's a purely political move for
political gain" (REUTERS/PHILA. INQUIRER, 11/10). NEWSWEEK's
Mark Miller: "I do know that Clinton did not know of the release
of this second indictment before it happened. They read about it
actually on Reuters. And I was with [Clinton] when George
Stephanopoulos received a call from the War Room.
Then the
wire story was given to Clinton, and the man did break into quite
a wide grin" ("Inside Politics," CNN, 11/9) Harvard's Alan
Dershowitz on if the timing was political: "I don't think so
Walsh is an old-line Republican. If I have one criticism of the
timing is it should have come earlier, not later.
If you can
prove to me, a conspiracy with the Clinton people, I would favor
dropping this indictment." On having asst. prosecutor James
Brosnahan handing down the indictment: "It was a mistake to have
somebody brought into the prosecution who had been an active
contributor to the Clinton campaign." On a pardon: "Even if
there were to be a pardon, George Bush can't make it. He is a
potential, possible, defendant down the line.
If Weinberger
were to be convicted -- convictions loosen tongues. And when
tongues loosen, skeletons fall out of closets" ("Crossfire, CNN,
11/9). N.Y. DAILY NEWS editorial: "Fuggedaboudit!

pardon of Weinberger would leave the impression that the
president was covering his own tracks.

A lot of people were
beating the drums for Ronald Reagan to pardon Oliver North for
his Iran-Contra role. Reagan had the good sense to say no. Bush
should do the same" (11/10). USA TODAY editorial: "This idea
should be nipped in the bud.
By issuing pardons, [Bush] would
appear to condone the actions of the Iran-contra zealots and to
wink at lies to Congress under oath" (11/10).
DON'T GET ALL DOLED UP OVER NOTHING: Dole yesterday
"demanded the firing" of Brosnahan. In a letter to Lawrence
Walsh, Dole charged that "newly hired" Brosnahan "is a partisan
Democrat who has 'severely compromised' the $35-million probe's
credibility.' Dole noted in the letter that Brosnahan has
testified against the confirmation of Wm. Rehnquist as Supreme
Court Justice and has served in the Kennedy admin. (Orin, N.Y.
POST, 11/10). W. TIMES' Bedard reports, Bush is in favor of an
"investigation" Walsh's "probe of the affair." Fitzwater: "The
Dole idea of a special prosecutor is something that the Congress
can do themselves. You don't have to have us involved" (11/10).

*11 GEORGIA SENATE: CLINTON TO SUPPLY FOWLER REINFORCEMENTS?
DNC chair Ron Brown said Clinton "will throw his personal
prestige and heavy resources" into the 11/24 runoff between Sen.
Wyche Fowler's (D) and ex-Peace Corps dir. Paul Coverdell (R).
But Brown was unsure whether Clinton would visit GA, adding it
was "likely" Gore would. Fowler, "who called for an issue-based
runoff," hit the airwaves with a spot attacking Coverdell's
position on health care, his business dealings, his state Senate
career, his management of the Peace Corps, and accuses him of
running a "false, negative campaign' to obscure his own record."
Tag line:
"
and the fact is, we just can't trust Paul
Coverdell." ATLANTA CONSTITUTION's Sherman & Glass note the tag
line's similarity to several Coverdell TV ads during the general
election. Coverdell & Co. pres. Michael Levison called the ad a
"new low." Coverdell revived an ad from the general election
that suggests "inconsistencies" between Fowler's statements and
his voting record. Aides from both camps said it is likely the
two will debate up to four times in the final week of the
campaign, including debates in Atlanta tentatively scheduled for
11/19 on WAGA-TV and 11/22 on WXIA-TV. The other debates are
expected to take place in Augusta 11/16 and Dalton 11/18 (11/10).
SLAP: An AUGUSTA CHRONICLE editorial suggests Fowler "is a
creature" of Sen. Maj. Leader George Mitchell: "In a Clinton-
Mitchell showdown, whose side do you think Fowler would be on?
Coverdell will be there for the president when he's right --
but will defend [GA's] interests when he's wrong. That's the
kind of fighting independent voice the Senate needs more of.
What it doesn't need is another Mitchell stooge" (11/8).
WHOSE LAW IS THIS ANYWAY? Sec/State Max Cleland (D) is
"reassessing the value" of the state law which requires a
majority vote in general elections, as well as primaries, "now
that the rule has forced" GA's first statewide general election
runoff. Cleland: "I guess my gut (feeling) ...
is that it's not
a healthy situation
... and we might want to change this law."
Any change would require approval of the Legislature, the gov.
and preclearance by the Justice Dept (AP/ALBANY HERALD, 11/8).

*12 ARKANSAS GOVERNOR: HERE COMES THE JUDGE, AGAIN
AG Winston Bryant (R) is appealing a state court ruling that
approved LG Jim Guy Tucker's (D) succession to gov., but Bryant
added, "he won't be a candidate" for gov. if a special election
is held. A written court order "reiterates" Pulaski Co. Circuit
Judge John Plegge's "spoken ruling that neither a special
election nor appointment is needed." AR GOP chair Asa Hutchinson
said "the party will not file its own appeal, as announced
earlier, but will participate in the case by filing written
arguments." Tucker had no comment, but did announce he and
Clinton "agreed on timing for a transfer of power." He "declined
to announce the plan" (ARKANSAS DEMOCRAT-GAZETTE, 11/10).
*13 CALIFORNIA: 92 + 165 EQUALS MORE WILSON BUDGET WOES
S.D. UNION-TRIBUNE's Wilkie examines the potential for the
'93 budget process to "make this year's look like a tea party."
Voters gave Sacramento "more Democrats, more conservatives, and a
governor whipped by the failure of a ballot measure that would
have given him more power.
Besides banking on more moderate
Republicans with whom he could work,' Gov. Pete Wilson (R) "had
staked a lot" on Prop. 165, "which would have let him bypass
lawmakers and cut spending if the budget were late or out of
balance." In addition, conservatives will have "undisputed
control" of the '93 Assembly GOP caucus, and it may be necessary
for Wilson "to cozy up to them if he wants anything done" (11/8).
*14 INDIANA: WHAT DAN IS COMING HOME TO
FT. WAYNE JOURNAL-GAZETTE's Howey surveys the GOP scene
following Gov. Evan Bayh's (D) landslide re-election over AG
Linley Pearson. VP Dan Quayle "could dominate state GOP politics
if he wanted to. The prevailing thought among Republicans is
that while they would love Quayle to restore Republican
conservatism in Indiana, such a move would be beneath him." GOP
"future stars": Indianapolis Mayor Steve Goldsmith, Ft. Wayne
Mayor Paul Helmke, ex-Indy Mayor Bill Hudnut, Rep. Dan Burton and
ex-Rep. John Hiler. Burton is reportedly "gearing up to raise a
couple million more" to add to his $1 million warchest with "an
eye on" a '96 gov. run. One "hot rumor" has Goldsmith and Burton
camps "positioning themselves" for '96 with Goldsmith trying to
find a '94 Burton primary foe "to drive his negatives up" (11/8).
*15 MASSACHUSETTS: KENNEDY EYES WELD, NOT THE OTHER WAY AROUND
Rep. Joe Kennedy (D-08), "carving his own power niche
separate from his uncle" the Senator, "is building a statewide
base and won't rule out" running against Gov. Bill Weld (R) in
'94. Kennedy, unopposed for re-election, traveled the state for
Clinton and "not only piled up future chits in city after city,"
but was also "instrumental" in electing three new Dem state
Senators, "thus breaking Weld's ability to sustain a veto."
Kennedy said discussion of a statewide run is "way beyond where
I'm at now,' but: "Quite frankly, what you're looking at is a
need to get rid of Weld and get a Democrat in the governor's
office" (Woodlief, BOSTON HERALD, 11/9). Other Dems: '90 nominee
John Silber, Boston Mayor Ray Flynn, AG Scott Harshbarger.
*16 NEW HAMPSHIRE: IN THE NAME OF BILL
Atty John Broderick, one of those behind the formation of a
DLC chapter in NH, "said the need to revise the state party's
direction to reflect Clinton's philosophy should be a major
issue" in the 2/93 NH Dem chair election, whether he is a
candidate or not. Present NH Dem chair Chris Spirou, who opposed
the NH DLC, hasn't announced for re-election yet, "but shouldn't
be counted out." Broderick is a friend and law partner to Gov.-
elect Steve Merrill (R) and said consideration of a run for party
chair would depend on whether NH Dems are "concerned" about his
ties with a GOP gov. (Hammond, NH SUNDAY NEWS, 11/8).
*17 NEW YORK: SOL-ITARY CONFINEMENT
"After meeting in an extraordinary closed-door session" the
NY State Court of Appeals "decided to allow" Chief Judge Sol
Wachtler to retain his position on the court "despite his arrest
on charges of blackmailing a woman who broke off an affair with
him." Associate Judge Richard Simons said none of Wachtler's
colleagues "expected him to participate in any deliberations any
time soon" and would "treat his absence the same way as if he had
fallen sick." Wachtler "remained shackled by an ankle to a bed"
in a Long Island medical center while he "undergoes psychiatric
evaluation" in preparation for his bail hearing today (Verhovek,
N.Y. TIMES, 11/10). W. POST's Goodstein notes Wachtler "had
earned an impeccable reputation as an erudite jurist and straight
arrow Republican often mentioned as a candidate for governor or a
seat on the U.S. Supreme Court" (11/10). N.Y. DAILY NEWS header:
"CHAINED TO BED, STILL TOP JUDGE" with subhead, "Sol, in his
PJ's, gets to keep his robes" (11/10). Meanwhile, "legal experts
predicted a wave of new legal appeals of top court rulings by
convicts and others contending Wachtler was mentally unfit to
decide their cases" (McKenna, N.Y. POST, 11/10). DAILY NEWS
editorial: "How in the world could New York's chief judge have
gotten himself into such a mess? Blackmail, extortion, threats
-- the details of the crimes which Sol Wachtler stands accused
are so bizarre, so at odds with his public persona, that it is
doubtful any explanation will make them comprehensible" (11/10).

*19 L.A. MAYOR: COUNCILMAN HOLDEN ENTERS CROWDED FIELD
L.A. city councilman Nate Holden, who ran a "strong second"
to retiring Mayor Tom Bradley in 1989 holding Bradley to his
smallest vote margin ever, announced his candidacy 11/8. Holden
is the first African-American in the race, although J. Stanley
Sanders, a black atty "with close ties" to the Bradley admin.,
said he will decide later this month whether to run. Black
voteres comprise about 21% of the L.A. electorate. Holden, L.A.
city council member Michael Woo and assemblyman Richard Katz have
each raised "at least $200,000, an indicator that their
candidacies are to be taken seriously." Holden raised only
$230,000 in '89. Other "declared or probable" candidates in
possibly the most crowded mayor's race since Bradley's first
election in 1973: L.A. city council member Joel Wachs,
businessman Richard Riordan, Rapid Transit dir. Nick Patsaouras,
ex-Deputy Mayor Thomas Houston and ex-Amb. to Mexico/activist
Julian Nava. Holden was "campaigning among Jewish voters in the
San Fernando Valley even before his announcement." He will "have
to overcome voter hostility, particularly with African-Americans
that was provoked by his stands" to reinstate L.A. police chief
Daryl Gates after the 1991 Rodney King beating. Holden's
"colorful record on law enforcement issues
could fuel support
for his candidacy." In 1989 he offered to pay $300 for every Uzi
and AK-47 surrendered to police and last year he donated his
$12,000 pay raise for increased police foot patrols (Clifford,
L.A. TIMES, 11/9). Riordan and Woo are both "espousing term
limits" and hoping "to project images as reformers who want to
make City Hall more accountable." Woo backs a proposal similar
to one defeated 3 months ago to combine term limits with a plan
to remove Civil Service protection for top city managers.
Riordan's plan "does not go beyond advocating a limit of two
terms." On 11/3, 51% of L.A. voters backed statewide
congressional term limits (Clifford, L.A. TIMES, 11/10). At
least 10 other minor candidates have filed exploration papers.

LAST NIGHT: ABC and CBS led with the Supreme Court refusal
to review the AIDS/Health Insurance case. NBC, CNN and PBS'
"M/L" led with Clinton's transition. "M/L" focused on food
labeling. CNN's "Crossfire" hosted Harvard's Alan Dershowitz and
ex-Asst. Sec/State Elliot Abrams on Iran-Contra. ABC's
"Nightline" examined AIDS in professional sports (11/9).
SUPREME COURT: Nina Totenberg: "The court's not going to
get any more conservative.
The short-term effect is that Roe
V. Wade is safe. The major holding of the abortion decision is
safe. But the court is still a very conservative institution.
Even if we assume a few retirements, there would be at least six
conservative Justices sitting there" (NBC, 11/9). Back on NPR,
Totenberg notes at least three justices "are seen as likely
though not certain to retire": Blackmun, Stevens, White, O'Conner
and Chief Justice Rehnquist. Clinton has "not focused on
particular names" but "some guidelines are already clear."
Unlike Carter, Reagan and Bush, Clinton is a lawyer "and he knows
and has thought about constitutional law." Also, Hillary "is
expected to be an important adviser on appointments, as she was
in Arkansas" ("Morning Edition," NPR, 11/10).
COVERING THE COVERAGE: "Larry King Live" examined campaign
media coverage with Phil Donahue, CBS' Bob Schieffer and ABC's
Jeff Greenfield. Greenfield on what he thought of all the
untraditional TV show coverage: "Almost without reservations,
with one or two small reservations, the entrance of politics into
the formats like Donahue, Arsenio, and [LKL] was a plus."
Donahue: "We are not presuming to replace these shows. We think
we should be welcomed as an addition." Schieffer: "This was a
much better campaign then the campaigns we've seen in recent
years.
People this year got a fuller and more complete
picture of the candidates through the primaries and though the
general election" ("LKL," CNN, 11/9).
LAUGHS: Leno on Clinton's possible nomination of Ted
Kennedy to the Supreme Court: "That may not be a bad idea. If
there's anybody who needs a full length robe, it's Ted Kennedy."
Leno on the veeps: "We're switching from Dan Quayle who looks
like a deer caught and frozen in the headlights to Al Gore who
looks like a deer caught and mounted on the wall" ("Tonight,"

Following is background and suggested talking points for the
President's telephone call from Saudi King Fahd.
Background
There are no particular problems in the U.S. -Saudi bilateral
relationship although the Saudis have been stretching to keep
the FMF trust fund solvent and another large payment is due
this month. Instead, the overriding concern is the prospect
of losing an administration that has demonstrated its
commitment to Saudi security and confronting in its place an
unknown quantity. If the President judges appropriate, this
call provides us an opportunity to encourage further
Jordanian-Saudi rapprochement. Hussein's recent public
statement critical of a tyrannical regime (read Iraq)
jeopardizing its people is receiving unprecedentedly wide
media attention in Jordan.
Suggested Talking Points
--Our collaboration in reversing Iraqi aggression has been a
high point in my administration.
--It reflected the historical commitment the United States
has maintained to the security of the Kingdom.
--We must continue to work together to keep the pressure on
Saddam and insist on the full implementation of all UNSC
resolutions.
--We can increase Saddam's isolation significantly by moving
King Hussein into our camp. Both privately and publicly he
has been increasingly critical of the regime in Baghdad.
--As I noted in my recent letter, it would be helpful if you
could encourage his visit and receive him.

Sam Walker was a most unusual and fantastic man. He was
a creative, caring human being and was truly loved by so

see all the time to have the friendship remain intact and
strong - -- that was because of his character and his
innate decency.

You did us all proud. With three weeks to go and a 12-point
deficit to close, you carried your campaign back from the dead to
a statistical tie the Friday before the election. It was
impressive, to say the least. I am truly sorry you had to suffer
Tuesday's defeat. History will treat you. well.
You did a magnificent job during a painful and extraordinary
period of transition at home and abroad. The reunification of
Germany, the steadfastness of your China policy, the shrewdness of
your management of the Soviet crisis and the end of the Cold War,
the brilliance of the Desert Shield/Desert Storm operation; all of
these accomplishments will stand very tall when cooler heads
evaluate the age. You held the line on inflation at home and laid
the foundation for a strong global recovery in the years ahead.
America will be a better and stronger nation because of your
leadership.
Thank you for all that you did for the country and for those
of us who are fortunate enough to be part of the larger family of
friends and relatives. I learned a lot about you over the course
of these last 14 years of national politics. The more I learned
about you, the more I came to understand how truly lucky I was to
be your nephew, your political supporter and one of your biggest
fans. You were and are a magnificent man. Godspeed and before you
leave, don't forget to fire every single person in the Office of
the Special Prosecutor.

AT NEW GOP LEADERSHIP DINNER

THE PRESIDENT: Well, thank you. I kind of had mixed
emotions about this night -- whether to -- coming to something that
would be a wake and something sorrowful and sad; or something like
it's turned out to be, at least in my view, something upbeat and very
positive. So I'm glad to be here, and Barbara's glad to be here.
I'd like to pick a little fight with the members of the
Senate wives, because Barbara has been so -- enjoyed that work and
being with them so much, you've created a bit of a monster. You've
given her a whole new self-confidence, which is -- (laughter) -- some
of you thought she was never lacking in self-confidence, but
nevertheless. Now she's getting ready to shift gears. And my advice
to those of you who are her friends -- and I think you all are --
give her a wide berth, which is what I'm trying to do around the
White House there -- (applause) -- because she's a bundle of energy,
shifting gears from the present into the future. And that's the way
it ought to be. But tomorrow we head off for a little vacation, get
a little rest, and think about what has been and then what's about to
be.
But first I want to thank Bob Michel and the House
leadership -- Newt's here and others, I'm sure, we can't see. But I
think the Senate was very broadminded in inviting you all over here
tonight. (Laughter.) But it has been a joy to work with the House
leadership. Sometimes you have to do stuff by being negative. And
when I was -- during this time of being President, why, we've had to
accomplish some things by keeping bad things from happening. And
both in the House and the Senate there has been a remarkable show of
unity. It put individual senators and individual congressmen in a
difficult position, because sometimes they had to sublimate their
passions a little bit in order to stay with the overall good or stay
with the party. And it has not been easy.
And that is something, though, that I want to just thank
everybody for, because the record was superb. And I think by beating
back against tremendous odds, some lousy legislation, we ended up
with getting good legislation.
I'm afraid in the campaign, in the process, we were
accused of being against people because of having to take a stand for
fiscal responsibility. But nevertheless, I think on the bottom line
we came out and did the right thing. And I am very grateful to the
leadership on both sides -- the House and the Senate -- for all of
that.
A word about the Vice President -- nobody could have
asked to have a better Vice President at his side than I had with Dan
Quayle. He has been absolutely superb. He's worked hard. He's
worked the Senate particularly, but also the House. And then in the
campaign he was tireless. Marilyn sometimes at his side, sometimes

on her own doing a superb job not just for ourselves, for this
ticket, but for so many some in this room and so many that aren't
here that the Quayles worked for and helped. So, Dan, I will be
eternally grateful to you. And I just wish you all the best in the
future. (Applause.)
In terms of the Cabinet, I don't think anybody could
have been blessed with a better Cabinet. And the problem I've got is
that I wasn't able in the campaign to get into focus the enormous
accomplishments of the men and women that are here tonight in our
Cabinet. They have done a superb job. I don't want to start
clicking it off, but I know Lou Sullivan is here -- and what we've
done in leadership in preventive medicine, for example, and doing
things that really are making a wonderful contribution to mankind are
going to be recorded, I believe, in a favorable way. And Lou has
been magnificent.
I see Carla here -- heaven's sakes, what we've been able
to do in the free trade area. Standing up for free and fair trade is
a remarkable contribution. And I just hope that it comes to fruition
-- certainly on the NAFTA in the next term. And I know we're going
to keep working right down to January 20th on the Uruguay Round. And
you want to help third world countries -- well, the way to help them
is through trade, not the aid programs that have failed. And that's
exactly what she and Nick Brady, who's with us tonight, and Barbara
Franklin, who's with us tonight, and a lot of others have been
working on in terms of free and fair trade. So we've got an awful
lot to be grateful for.
I think we've had a good record of stewardship. Manuel
Lujan is here. And I think when history is written, why, we're going
to have a very proud record in terms of stewardship of the national
parks and the national -- the great heritage that we want to leave to
our kids.
And Ed Madigan's here. My heavens, you look at
agricultural America -- it's done pretty darned well in a very, very
difficult time. And yet, for some reason, I wasn't able to get that
in the proper focus.
But, anyway, I'm omitting many friends that are here in
the Cabinet, but I am very grateful to this outstanding group of
leaders. I was telling Lamar Alexander, who's with us tonight, one
of my real regrets is that somehow, given the hue and cry for change
and change and the hue and cry about how everything is wrong with the
country, we never got in focus the fact that we have literally made
suggestions as to how to revolutionize the education in this country,
to elevate it to have the same quality for K-12 that we have for
college. And it just didn't connect. But that program and that zeal
that Lamar brought to the program certainly will be recognized.
So, again, with the fear of omission, I will stop, but
just simply say thank you for a fantastic Cabinet and a very sound
record and all of that.
I want to tell Bob Kasten and Senator Seymour, both
Senators Kasten and Seymour, the regret I feel about their demise.
They worked awful hard. They've been great senators. And they were
caught up in a whirlwind. They were caught up in both states in
something that was beyond their own control. And they worked hard.
And many senators here went out and helped both of them. But I have
great regret about that because the Senate is going to be deprived of
the committed leadership and stewardship of both those senators. In
fact, we might ought to give them a little round of applause and
thank them for what they have done. (Applause.)
I am always going to be grateful to the Senate
leadership. The support has been superb. I mentioned earlier,

sometimes when you're in the White House, you take a position that
you feel strongly about, and you put various leaders in a difficult
position. And clearly we did that to various senators here from time
to time. But I want to single out Bob Dole, because this is a
remarkable leader, a remarkable -- (applause.) It's well-known that
he and I went head-to-head in tough primary days long ago. But the
beautiful thing is -- and I think it speaks -- anybody that studies
government can learn from all this. Here's a guy that took on this
role of leader, and working with a President with whom he had had --
done combat in the past; but subsequently we became, again, fast
friends. But he never ever put his own personal agenda ahead of the
agenda of the President. And that's kind of way it ought to work
when you have the White House. (Applause.)
But the lovely thing about it is the way he has
conducted himself subsequent to, as Winston Churchill said,
"receiving the order of the boot," that I have received. I thought
the speechwriter that wrote that, that I delivered last Saturday, was
a little harsh in his assessment of what happened to me. Then I
said, well, listen, being in the company of Churchill ain't all bad,
so I gave him a little raise and sent him back to Kentucky Fried
Chicken. But nevertheless -- (laughter.)
I was watching Bob very carefully -- and I've watched
others -- and the tendency when there's a defeat of this magnitude
and of this hurtfulness and of this enormity is to criticize, to find
somebody to blame. And regrettably some Republicans and certainly
many Democrats have fallen into this marvelous second-guessing track
-- figuring it all out and analyzing to the detriment of somebody
else and to tearing down somebody in order to ooch yourself up a
little with your wisdom. Not Senator Dole. From the minute the
election results were in, he has been courageous in standing up
against the common wisdom, saying nice things about the President and
Dan and Barbara and all of this.
And in addition, he's shown for the leadership really is
now in this country in terms of party. It can be in Bob Michel over
in the House -- but because of the numbers, it's more apt to rest on
Bob Dole's shoulders. And I think people understand it. I think
they respect the way he has assumed, without arrogance, without any
kind of bitterness, a significant leadership role to hold our party
together so people can look to him and look to, of course, to the
results that will be coming out of the Senate. And then under Bob's
leadership what will come out of the House.
The idea that this party has seen it's demise -- and I
love these little analysts, these media that I tried to annoy and
failed -- (laughter) -- to hear them analyze it all, you'd think that
this was -- that history had been indelibly writ, that the party is
out of here. I don't believe it for one, single minute.
And the thing that I've admired and respected about Bob
is the way he has, without arrogance, taken on this mantle of
leadership that he has earned through his years as leader up here on
the Hill and said, look, we're here to do battle. We're here to do
what's right for the country. We're going to be with you when we
think you're right. And we are going to stand on principle when we
think you're wrong. And that's exactly the way it should be. And I
can tell you, it's made it an awful lot easier for us as we
contemplate a future without politics, but look over, obviously, with
some distress and some angst over what has transpired one week ago
tonight.
So, Bob, there is no way that we can ever say
adequately, say thank you to you. But you watch, the country is
going to say it in plenty of ways in the troubled and tough days that
lie ahead. And so I'm grateful to you. And I didn't want to come

here, but I'm sure glad I did, because it gives me a chance to say
thanks to so many friends in this room.
And don't worry about the Bushes, we are looking ahead
now. I didn't think we would about a week ago today, but we're doing
it. And we'll be -- count our blessings when we get back to Houston
on January 20th for all the friends that have supported us so much.

The President today recognized Jenny and Joseph Tranfaglia of
Farmingville, New York, as the 950th Daily Point of Light for the
Nation. Mr. and Mrs. Tranfaglia provide exceptional care and a
sense of well-being to parents and families of premature and
seriously ill infants.
In 1984, the Tranfaglias established the Little Angel Fund to
help area hospitals fulfill the emotional needs of premature and
seriously ill infants and their families. Volunteers support
parents while the children are in the Neonatal Intensive Care
Unit (NICU) of the hospital and after they are discharged. They
also provide bereavement support for families who have lost their
young child.
Mr. and Mrs. Tranfaglia together volunteer approximately 50 hours
each week for Little Angel Fund. They and other volunteers form
a support network that educates and cares for parents throughout
the NICU experience. Little Angel Fund volunteers are parents
who have had children in the NICU. Reference material on
premature births, intervention programs, and lectures are
available for parents. Volunteers talk to nurses who, in turn,
spread word of the services available to parents with children in
the NICU. They also facilitate support groups to help parents
realize that they are not alone during this time.
The Tranfaglias also established Parent to Parent Listeners, a
24-hour hotline from their home for parents of ill children. The
Tranfaglias answer the phone at all hours and offer comfort,
emotional support, and practical advice to distressed parents.
The President salutes Jenny and Joseph Tranfaglia for
exemplifying his belief that, "From now on in America, any
definition of a successful life must include serving others."

THE PRESIDENT TO THE SPEAKER OF
THE HOUSE OF REPRESENTATIVES AND
THE PRESIDENT OF THE SENATE

Dear Mr. Speaker:
(Dear Mr. President:)
I hereby report to the Congress on developments since the
last Presidential report on May 14, 1992, concerning the
national emergency with respect to Iran that was declared in
Executive Order No. 12170 of November 14, 1979, and matters
relating to Executive Order No. 12613 of October 29, 1987.
This report is submitted pursuant to section 204 (c) of the
International Emergency Economic Powers Act, 50 U.S.C. 1703 (c),
and section 505 (c) of the International Security and Development
Cooperation Act of 1985, 22 U.S.C. 2349aa-9(c) This report
covers events through October 15, 1992. My last report, dated
May 14, 1992, covered events through March 31, 1992.
1. There have been no amendments to the Iranian
Transactions Regulations ("ITRs"), 31 CFR Part 560, or to the
Iranian Assets Control Regulations ("IACRs"), 31 CFR Part 535,
since my last report.
2. The Office of Foreign Assets Control ("FAC") of the
Department of the Treasury continues to process applications
for import licenses under the ITRs. However, as previously
reported, recent amendments to the ITRs have resulted in a
substantial decrease in the number of applications received
relating to the importation of nonfungible Iranian-origin goods.
During the reporting period, the Customs Service has
continued to effect numerous seizures of Iranian-origin
merchandise, primarily carpets, for violation of the import
prohibitions of the ITRs. FAC and Customs Service investiga-
tions of these violations have resulted in forfeiture actions
and the imposition of civil monetary penalties. Additional
forfeiture and civil penalty actions are under review.
3. The Iran-United States Claims Tribunal ("the
Tribunal"), established at The Hague pursuant to the Algiers
Accords, continues to make progress in arbitrating the claims
before it. Since my last report, the Tribunal has rendered
5 awards for a total of 533 awards. Of that total, 359 have
been awards in favor of American claimants: 217 of these were
awards on agreed terms, authorizing and approving payment of
settlements negotiated by the parties, and 142 were decisions
adjudicated on the merits. The Tribunal has issued 34 decisions
dismissing claims on the merits and 81 decisions dismissing
claims for jurisdictional reasons. Of the 59 remaining awards,
3 approved the withdrawal of cases, and 56 were in favor of
Iranian claimants. As of September 30, 1992, payments on awards
to successful American claimants from the Security Account held
by the NV Settlement Bank stood at $2,046,090,574.01.

As of September 30, 1992, the Security Account has fallen
below the required balance of $500 million 35 times. Iran has
periodically replenished the account, as required by the Algiers
Accords, by transferring funds from the separate account held by
the NV Settlement Bank in which interest on the Security Account
is deposited. Iran has also replenished the Security Account
with the proceeds from the sale of Iranian-origin oil imported
into the United States, pursuant to transactions licensed on a
case-by-case basis by FAC. Iran has not, however, replenished
the account since the last oil sale deposit on December 3, 1991.
The aggregate amount that has been transferred from the interest
account to the Security Account is $859,472,986.47. As of
September 30, 1992, the total amount in the Security Account was
$499,528,936.74, and the total amount in the interest account
was $17,301,717.98.
4. The Tribunal continues to make progress in the
arbitration of claims of U.S. nationals for $250,000.00 or
more. Since the last report, 4 large claims have been decided.
More than 85 percent of nonbank claims have now been disposed
of through adjudication, settlement, or voluntary withdrawal,
leaving 85 such claims on the docket.
5. As anticipated by the May 13, 1990, agreement
settling the claims of U.S. nationals against Iran for less
than $250,000.00, the Foreign Claims Settlement Commission
("FCSC") has continued its review of 3,112 claims. The FCSC
has issued decisions in 849 claims, for total awards of more
than $17 million. The FCSC expects to complete its adjudication
of the remaining claims in late 1993.
6. In coordination with concerned Government agencies,
the Department of State continues to present United States
Government claims against Iran, as well as responses by the
United States Government to claims brought against it by Iran.
7. As anticipated by my last report, the Tribunal
terminated Case No. A/15 (I:G), the case brought by Iran con-
cerning bank syndicate claims against Dollar Account No. 1 at
the Federal Reserve Bank of New York, on June 12, 1992, on the
joint request of the two governments.
8. Jose Maria Ruda, President of the Tribunal, tendered
his resignation on October 2, 1992. His resignation will take
effect on March 31, 1993, or on such later date as his successor
becomes available to take up his duties.
9. The situation reviewed above continues to involve
important diplomatic, financial, and legal interests of the
United States and its nationals, and presents an unusual
challenge to the national security and foreign policy of the
United States. The IACRs issued pursuant to Executive Order
No. 12170 continue to play an important role in structuring
our relationship with Iran and in enabling the United States
to implement properly the Algiers Accords. Similarly, the ITRs
issued pursuant to Executive Order No. 12613 continue to advance
important objectives in combatting international terrorism.
I shall continue to exercise the powers at my disposal to deal
with these problems and will continue to report periodically to
the Congress on significant developments.

The President today recognized the volunteers of the Kansas city,
Kansas (KCK) Rebound Center, Inc., of Kansas City, Kansas, as the
949th Daily Point of Light for the Nation. The volunteers
provide meaningful employment opportunities and the hope of
economic advancement to homeless people in their community.
Established in 1988, The KCK Rebound Center helps homeless people
secure employment and move into permanent housing. Open seven
days a week, 24 hours a day, the shelter is supported by 30
volunteers from Wyndott Community College, local social service
agencies, and religious and community groups. The volunteers
provide homeless individuals with services that include job-
search assistance, tutorial programs for youth, free health care,
transportation assistance, and three meals a day. They also run
evening programs aimed at helping residents learn to solve
personal problems that have contributed to their homelessness.
Residents are permitted to stay for 120 days to fully benefit
from the KCK Rebound Center's services. Eighty percent of the
clients leave with both a place to stay and a job. Ninety
percent return to the Center as volunteers once they have
attained employment and stability.
The President salutes the volunteers of the Kansas City, Kansas
Rebound Center, Inc., for exemplifying his belief that, "From now
on in America, any definition of a successful life must include
serving others."

THE IMPACT OF ALCOHOL ADVERTISING UPON YOUNG DRIVERS
A POSITION STATEMENT BY FRAYDUN MANOCHERIAN
PRESENTED IN A DEBATE AT THE NEW YORK AUTO SHOW
TRAFFIC SAFETY SYMPOSIUM - APRIL 22, 1992
Less than 6 months ago a car occupied by 6 teenagers on a road in
Westchester was returning from a football game. The car plowed
into a tree at 85 M.P.H. The 6 teenagers in the spring of their
lives died almost instantly. The driver was drunk.
Just imagine the number of family members: mothers, fathers,
sisters, brothers and friends that are scarred for life by this
tragedy. Sometimes, when we talk in statistics of thousands and
millions, it does not bring the point home as well as we imagined
one of our loved ones being killed by a drunk driver.
The number 1 cause of deaths among the young in America is auto
accidents. It is also the number 1 disabler of all ages.
Half of the fatalities are alcohol-related. Every year 100,000
Americans die as a direct result of alcohol consumption.
Think about it. In 10 years of America's involvement in Viet Nam,
we lost 50,000 people. In 1 year, alcohol causes 100,000 deaths
and costs the American public an estimated $100 billion. All other
drugs, including marijuana, crack, cocaine, heroin, etc., cause
6,000 deaths per year. I'm not belittling the severity of the
illegal drug problem, I am just showing by comparison, the enormity
of the alcohol problem. Alcohol causes more deaths and injuries by
car, fire, homicide and suicide, and contributes more to rape, date
rape, battering, child abuse and domestic violence -- than the
calamities caused by ALL other illegal drugs combined.
There is a major inconsistency in the position of our government.
If a person is caught with an ounce of marijuana, he is arrested,
prosecuted and incarcerated. On the other hand, our government
allows $2 billion annually of promotions and advertising so that
the liquor industry can sell some $92 billion per year worth of the
drug known as ALCOHOL. Does it make sense for our government to
allow the promotion of one drug that costs our society 100,000
deaths and $100 billion each year, while the same government spends
billions to stop the distribution and use of other drugs? I do not
believe SO.
It is my opinion that the cumulative effect of the massive alcohol
advertising campaign has not only affected the population, but it
has brainwashed us since early childhood. So that at this time, we
associate drinking with celebrations, sex, romance, unhappiness,
happiness, relaxation and machismo. In short, a cure-all for

everything.
No, I am not a prohibitionist, nor do I suggest abstinence to the
adult population. I believe in total freedom. I have a drink from
time to time and I agree with studies that moderate alcohol
consumption can be beneficial to health. I do not however, believe
that the liquor industry should be free to promote and glorify a
drug that affects the population much more adversely than all
illegal drugs combined. A drug that's not only the cause of 50% of
deaths in all auto accidents, but also a drug that is predominantly
responsible in deaths through fires, suicides and homicides, also
rapes, date rapes, assaults, child abuse, and fetal alcohol
syndrome.
The brainwashing has even affected movie-makers. In most cases of
celebration they show drinking and any time the star is depressed,
he or she reaches for the bottle; romantic scenes depict some form
of alcohol. Together with movies, the $2 billion in direct
promotions of alcohol each year have brought society to a point
where 30% of all 9-year-olds have peer pressure to drink. And we
have 4 1/2 million teenagers who are either problem drinkers or
alcoholics.
The psychic numbing that alcohol causes by killing brain cells is
now going to play a tremendous part in the epidemic of AIDS. For
when we drink, we are much less likely to take the precautions for
safe sex -- particularly in the case of the young -- whose sexual
impulses are more predominant.
The alcohol industry contends that their advertising is geared to
switch brands. They and the tobacco industry are among the very
few advertisers making such false claims. In fact, their
advertising for the most part, is geared to recruit new young
users, and to increase consumption, regardless of its effect on the
public. Their concentration in college campuses and spring break
events is proof of this intention.
The safety organizations are desperately making attempts to stop
drinking and driving, and trying to safeguard the public in many
other ways from the contribution of alcohol to disasters in our
lives. However, the aggregate amount spent on these efforts is
merely a pittance compared to the $2 billion spent annually by the
alcohol industry on advertising. It puts us in a position of
swimming upstream in a vicious flow that is drowning us. The only
possible way to stop that flow is to make illegal the electronic
advertising of alcohol which is recognized by the United States
government as a drug.
If every adult in this country had 2 drinks a day, the alcohol
industry would lose 40% of its income. One alcohol advertisement
claimed moderate drinking was 4 drinks a day. While problem
drinkers and alcoholics constitute 10% of the drinking population,

they consume 50% of all alcohol consumed in America. If all the
problem drinkers and alcoholics were cured overnight, the alcohol
industry would lose half of its sales.
Therefore, while it's quite appreciated that the alcohol industry
makes token gestures of coming up with cliches like: "Know when to
say when" and "Think when you drink," it is not to their economic
interest that the sick drinker be cured or for the population to
drink moderately.
Again, let me emphasize, I am not a prohibitionist. I do not
suggest abstinence for all. And I am emphatically for freedom of
people to do as they wish. My objection is to the promotion of a
drug and the inconsistency of the government in allowing such
massive promotion of this drug, with such high cost in lives and
injuries to the public--while on the other hand, spending billions
of dollars to stop the possession and use of other devastating
drugs which cause much less harm than alcohol.
I suggest an all out effort by concerned organizations and citizens
to inform our legislators that this inconsistency must stop; not by
prohibiting the use of alcohol but by stopping the glorification
and promotion of this drug in all media.

(1) The same thing happened to Churchill. Though he defeated
his country's foreign foes, the electorate sent him packing.
Looking back , no one doubts his greatness, and no one will
doubt yours.
(2) The American Historical Society (I think that's what it's
called) periodically asks its members to select the great
presidents. The names that recur year after year are
Washington, Jefferson, Lincoln, Wilson, and F.D.R. The
common thread is less their programs than the intensity of
the events that framed their tenure. This year the voters,
self-absorbed, paid little heed to the collapse of our
mortal foe; the safe-guarding of our middle-eastern economic
life-line; the securing of our trading future via inter-
American economic cooperation; Arab and Israeli in earnest
exchange; etc. History will not be so careless.
(3) Finally, please be aware of the intense pride felt by those
who served you. An R.A.F. tomb in France bears the
following: "Leadership means great courage, and wisdom, and
carelessness of self." To me, that's you. Being your
representative in London and your USIA Director were the
highlights of my life and I am deeply grateful.

Purpose
To thank Bob Strauss for his service as U.S. Ambassador to
Russia.
Background
Bob Strauss has done a superb job as Ambassador to Russia. He
flew to Moscow while the coup was still on, its outcome still
uncertain. He stayed to represent the U.S. during a difficult
autumn of 1991, building close relationships with Gorbachev and
Yeltsin, and helping to pave the way for a smooth transition. As
the new Russian state took shape this year, Bob Strauss was in
constant contact with the key leaders--Yeltsin, Gaydar, Kozyrev
and others--to show tangible evidence of our support, providing
sage advice where it was welcome. Nowhere was his support for
Russia more evident than in his tireless efforts to lobby
Congress on behalf of the Freedom Support Act.
This letter expresses your gratitude to an old friend for a job
well done.
RECOMMENDATION

ON THE EVE OF YOUR DEPARTURE FROM MOSCOW, I WANTED TO SEND A
PERSONAL MESSAGE THANKING YOU FOR THE SUPERB JOB YOU HAVE DONE AS
UNITED STATES AMBASSADOR TO MOSCOW. YOU AND I HAD NO WAY OF
KNOWING WHEN WE DISCUSSED THIS ASSIGNMENT, HOW EXCITING, BUT ALSO
HOW DIFFICULT, IT WOULD BE. BY THE TIME YOU LEFT FOR MOSCOW ON
SHORT NOTICE, AND IN THE MIDDLE OF AN ATTEMPTED COUP, IT WAS

TOUGH JOB. THE LEGACY YOU LEAVE IS A STRONG RELATIONSHIP WITH A

OF YOUR MANY ACCOMPLISHMENTS, SURELY ONE OF THE MOST VALUABLE WAS
THE CLOSE RELATIONSHIPS YOU DEVELOPED WITH KEY RUSSIAN LEADERS,
PARTICULARLY PRESIDENT YELTSIN, YEGOR GAYDAR, AND ANDREI KOZYREV.
YOUR ABILITY TO UNDERSTAND THEIR PROBLEMS AS NATIONAL LEADERS,
AND TO TALK TO THEM AS AN EQUAL, GAINED THEIR CONFIDENCE IN A WAY
VERY FEW AMERICANS COULD HAVE DONE. YOUR PRESENCE IN MOSCOW AT
THIS CRITICAL HISTORICAL JUNCTURE MADE THE DIFFERENCE IN
CONVINCING RUSSIAN LEADERS THAT AMERICA STOOD BEHIND THEM AND
THEIR EFFORTS TO PURSUE REFORMS.

FINALLY, I KNOW FROM MANY QUARTERS THAT YOU ALSO USED YOUR TIME
IN MOSCOW TO BEEF UP THE MORALE OF OUR TALENTED EMBASSY STAFF,
AND TO IMPROVE ITS OPERATIONS. THAT IS NOT AS GLAMOROUS AS SOME
OF YOUR OTHER ACCOMPLISHMENTS, BUT IT IS NO LESS IMPORTANT.
BOB, I KNOW IT WAS NOT EASY FOR YOU, ONE OF OUR COUNTRY'S MOST
CAPABLE PUBLIC SERVANTS, TO WATCH THIS CAMPAIGN FROM MOSCOW. I
HOPE IT IS SOME SATISFACTION THAT YOU ACCOMPLISHED WHAT VERY FEW
COULD HAVE AT A KEY POINT IN THE HISTORY OF OUR RELATIONS WITH
