Mr. President:
Teri Lacy called. Said she talked with Jack Fitch
and everything is straightened out. It's back to
the amount agreed upon $3,000 a month, with
Secret Service paying a portion of it.
2) If you wait until after January 20, Jack Fitch
will give you the extra 8 feet at no charge. This
would push construction back to January 22 and
completion around October 22. Wants to know if you
want them to do that. It amounts to $14,000. Otherwise,
Fitch said he would forgive some of the rent to equal
that amount. This would take longer and Teri thought
it would be cleaner to delay construction. Is this
what you want.
3) She talked with Rich Miller about the new house.
She knows you agreed not to charge them rent, but do
you want to charge them for the finish out costs, which
is about $45,000. She needs you to clarify this with
her.

To briefly meet with the Lorenzo family.
II. BACKGROUND
Mr. Lorenzo was a Major in the Cuban Air Force who defected
with a MIG fighter last year. He pledged to take his family
out of Cuba and after a year of the Cuban government
detaining his wife and sons, he flew a Cesna 310 on Saturday
from Key Marathon to Matanzas, Cuba, landed on a crowded
road, picked up his wife and sons and returned to the United
States. Mr. Lorenzo was working with the Valladares
Foundation. Mrs. Amos a Cuban American from Georgia bought
in full the Cesna 310 for $30,000 and gave it to Mr. Lorenzo
for his mission.

50 pounds. Mr. Garofalo is a craftsman from Amityville,
New York and started on this project as soon as you were
elected. He presented a similar seal to President Reagan
in 1985. The Presidential Seal will be sent to your library
in Texas.

Dear Barbara and George:
The stupid American people deserve what they're probably going to
get during the next four years. How could they not return the finest
couple that ever graced the White House?
I do want to correct something George supposedly said, and that was
that he takes the full blame for the loss. Much of that blame has to
go Sununu to remove from the bureaucracy, and now I believe maybe was
to the right-wing Reaganites who, unfortunately, I could not he get Mr.
one of their leaders. Nor could I get Mr. Skinner to do it. Jim
indicated if you were re-elected, he would take care of that in a

Congress helped contribute to our defeat.
The smart spoiled brat that ran against me as an independent from
Mr. Kemp's office got put in his place regularly because I referred to
the 1981 tax bill and the 1986 program as voodoo economics, because
that's just exactly what it was. They overreacted with too much in the
1981 tax bill and then did nothing to cut spending, and of course
heated up the economy by spending tax dollars to purchase military
goods from the private sector. In 1986, they overreacted again by
totally eliminating some of the important things that were included in
the 1981 package. Toward the end my opponent never came around with
that Kemp baloney that you can grow out of the deficit or deficits
don't matter, it's how you manage them. Kemp always used to use Japan
as an example, but Japan has more than enough problems at the present
time.

country. I am very proud of the fact that I was part of your efforts

and unprecedented mission by the Episcopal Church in St.
Petersburg, Russia. The situation in Russia today, however,
requires immediate care, attention and action. As the winter
fast approaches at this Christmas Season, your help is critically
needed.
The great and troubled land of Russia is in desperate need of
medical care, supplies and equipment. There is also a serious
need for food and organized systems of food distribution. In
this historic and timely partnership with the Russian Orthodox
Church, the Episcopal Church, through the Presiding Bishop's Fund
for World Relief, is supplying monies, expertise, supplies and
equipment to establish St. Xenia's Church Medical Center and St.
Xenia's Food Bank in St. Petersburg. St. Xenia's is the first of
its kind for the Church. Immediate need for food, distribution
facilities and systems, health care and supplies is critical.

His Holiness, Aleksy II, Patriarch of Moscow and all Russia, has
recently stated that St. Xenia's is the most important ecumenical
symbol between the Russian Orthodox and Episcopal Churches.
Chief pastor and leader to some seventy five million Christians the
of the Russian Orthodox Church, the burden upon Aleksy and
Church in Russia are many and considerable. He, the Church and
the people of Russia need our help today.
Amidst political instability, food shortages and great economic
uncertainty, a potentially dangerous winter is ahead. We do not
know what the future holds for Russia. We can say with
certainty, however, that St. Xenia's provides tangible and far
reaching witness of the promise of Christianity after years of
failed and broken regimes. Because of St. Xenia's, Christianity
is promise and hope to literally thousands in need in St.
Petersburg at this winter and Christmas of 1992.
Without The Presiding Bishop's Fund for World Relief, St. Xenia's
would not be prepared to implement a food bank and delivery
million inhabitants. Without The Presiding Bishop's Fund for
program this winter in St. Petersburg, a city of some five
World Relief, St. Xenia's would not be prepared for the
completion of a five-story, one hundred and fifty thousand square
foot general hospital, and a two-story, twenty thousand square
foot outpatient facility (picture enclosed).
Without the help of a growing number of Episcopalians and friends
of the Episcopal Church from throughout the United States, The
Presiding Bishop's Fund for World Relief would not be able to
serve these immediate and tremendous mission opportunities at St.
Xenia's Church Medical Center and Food Bank.
Over $400,000 is needed by The Presiding Bishop's Fund for World
Relief by January 15th to assist St. Xenia's with food, food
deliveries, medicines, medical supplies and equipment, building
renovations and on-site staff needs. While great progress is
being made, we need your help especially at this time. Specific
need proposals and information are enclosed for your review and

1. Reactions to Israeli Expulsion of Palestinians. The 415
Palestinian deportees remain stuck in the "no man's land"
between Lebanese Army and Army of South Lebanon/Israeli
positions. The Lebanese Government is refusing to allow the
ICRC to provide further supplies through Lebanon. The Israeli
Supreme Court will continue hearing an appeal tomorrow on the
question of whether deportations are legal when no country will
accept the deportees. Clashes in Gaza following the lifting of
the curfew over the weekend left 8 Palestinians dead. While
polls in Israel continue to show strong public support for the
deportations, GOI officials, in contact with our Embassy, have
admitted they did not anticipate Lebanon's refusal to admit the
415, and have shown uncertainty on next steps.
2. Angola: Government/UNITA Agree on Negotiations. DAS
Davidow's December 17-21 visit to Angola yielded agreement
between UNITA and the Government on a six-point calendar for
reactivating the peace process. Steps include verification of
UNITA troop withdrawal from two key northern cities. Both
cities will then be returned to government control.
Face-to-face negotiations will follow, along with a joint
proposal for the future role of UNAVEM, and a dos Santos-Savimbi
summit. Despite this positive step, and although both sides
also acknowledge that military victory is not a long-term
solution, many observers feel a major military confrontation is
likely soon. Continued outside mediation, especially by the
U.S., and the UN, remains key to successful negotiations.
3. Mexico: Evidence Sharing on the Alvarez Machain Case.
On December 18, Ambassador Negroponte spoke with Mexican
Attorney General Morales Lechuga, Foreign Minister Solana,
Undersecretary Rozental, and Presidential advisor Cordoba to
make the point strongly that we expect the Mexicans to live up
to their commitment to prosecute Alvarez Machain. Mexican
officials noted that Alvarez's acquittal by a U.S. judge made
his legal status ambiguous and changed the context of their
earlier commitment to prosecute him in Mexico. The GOM says it
has no compelling evidence concerning Alvarez's role in the
Camarena murder, partly because the U.S. Department of Justice
had not responded to its earlier requests for evidence. Morales
wants an early meeting with Attorney General Barr to clarify the
Alvarez case and the status of the "killing fields"
investigation (i.e., the 1984 murder of 4 American missionaries).

Final Estimate of Third-Quarter GDP, Commerce
Department Release, Tomorrow, 8:30 a.m.
Real GDP rose 3.4 percent at an annual rate in the third
quarter, a downward revision from the 3.9 percent rate reported
last month. Private analysts had expected the estimated rate of
growth in the third quarter to be unchanged at 3.9 percent.
The smaller growth estimate resulted largely from downward
revisions to the change in business inventories and net exports;
the largest upward revisions were in nonresidential fixed
investment and in Federal Government purchases. The final
estimates show that personal consumption expenditures, investment
spending, and government purchases made positive contributions to
real GDP growth in the third quarter. Net exports declined,
partially offsetting the increases in the other components.
Inflation, as measured by the GDP fixed-weight price index,
was 2.1 percent at an annual rate in the third quarter. The
implicit price deflator increased at a 2.0 percent annual rate.
The graph below shows that real GDP growth has been on an
upward trend over the past year and a half, but the growth
pattern has been uneven.

could be the perfect background for a speech in which you could
set out your concept of the role that government should play in
people's lives.
Back in Ike's time in 1956, Arthur Larson got the
Library of Congress to dig out a great Lincoln quote that could
set the tone of your approach. He said in Springfield in 1858:
"If something needs to be done for the people, other things being
equal, let it be done privately. But if it must be done, and it
cannot be done privately, and only the government can do it, then
let the government do it."
If you were to make a moving talk along those lines
(drawing on the great talk you made to the NAACP in 1988) and if
Marlin were to push the media into treating the speech as
important (perhaps you would let him tout it as an effort to
balance the rightwing extremists), I think it would be
enormously helpful in repairing the damage of the campaign and
reestablishing you as a centrist conservative.
Justin says he can get an appropriate crowd together to
fill the East Room in a very short time and that is probably
where it ought to be done in early January. There is no time to
arrange a dinner and the White House is after all the bully
pulpit.

The GDP grew 3.4 percent during the third quarter,
according to the Commerce Department's final
revision. The figure is lower than the 3.9 percent
growth shown in the first revision just before the
November election, but is still the highest growth
of any quarter during the Bush Administration.
IN THE WHITE HOUSE AND AROUND TOWN:

President-Elect Bill Clinton will likely announce his
foreign policy team this afternoon, report knowledgeable
sources. The Bulletin will again publish an afternoon
update covering the Clinton press conference. According
to a variety of Democratic sources, it appears the
Clinton foreign policy team will be led by: Warren
Christopher as Secretary of State; Rep. Rep. Les Aspin as
Secretary of Defense; Madeleine Albright as Ambassador to
the UN, with Cabinet rank; Anthony Lake as National
Security Advisor; and James Woolsey as the Director of
Central Intelligence. A few other parts of the foreign
policy team may also be announced today, possibly
including the choice of Thomas Pickering, who previously
served as UN Ambassador, for Deputy Secretary of State.
Also Samuel Berger, a Clinton campaign and transition
advisor on foreign policy, may be named Lake's top deputy
at the National Security Council.

President-Elect Bill Clinton is considering a plan for a
high-level, two-day January gathering of his Cabinet-
designates, his top White House advisors, and those who
held these position in years past to discuss how to
improve the process of governing, knowledgeable sources
have told the Bulletin. Following on the apparent
success of his economic conference, Clinton is said to
have tentatively agreed to the two-day session, which
will probably be held in Washington, D.C. According to
the plan, which one source said the President-Elect had
agreed to, Clinton and Vice President-Elect Al Gore will
be joined by Clinton's Cabinet-designates and those he
has selected to be his top White House advisors in a two-
day session of informal panel discussions with a bi-
partisan group of Cabinet Members and senior White House
advisors from previous Administrations. Three
organizations will likely sponsor the event: The
Institute of Public Administration, The Aspen Institute,
and The Center for the Study of the Presidency.
Initially, Clinton advisors are said to have tentatively
decided to hold the event at the Wye, which is an Aspen
Institute retreat in Maryland. It appears Washington
will be the choice now, however, said one source, because
of the need for Clinton's Cabinet choices to be near
Capitol Hill for consultations with Members of Congress
prior to their confirmation votes. According to one
source: "The discussions we will have will not relate to
policy. Rather, they will relate to how to implement
policy and how to move the government forward." The
source added the discussions will focus on "more than
organization and include the process of how a president
and his top people can encourage and lead the government
in moving forward with legislation and presidential
policy. The sources report both Democrats and
Republicans will be invited to the gathering, with the
goal being to include those who have played senior roles
in past presidential administrations. One source said
some from Capitol Hill who have also had executive branch
experience will likely be invited as well. According to
another source, although the list of participants is far
from complete, the type of people likely to be invited
include: former Reagan White House chief of staff Ken
Duberstein; former Carter White House chief of staff
Hamilton Jordan; and former Cabinet Member Donald
Rumsfeld.
Those counting on Senator Lloyd Bentsen to serve as a
conservative check on health care reforms such as global
budgeting from his seat at the Treasury Department may be
in for a surprise, according to Democratic Senate sources
who say Bentsen's reputation for seeking consensus and
his efforts last year to pass a modest "consensus
package" of reforms was a matter of pragmatism, and did
not reflect Bentsen's beliefs about where reform should
be headed. One knowledgeable Democratic Senate source
familiar with health issues told the Bulletin that "the
only reason [Bentsen] introduced [the more modest
reforms] was because that's all he thought he could get
through the Bush Administration. With Bill Clinton in
the White House, it's a whole different universe,' adding
that Bentsen favors cost-controls such as global
budgeting. A health care analyst familiar with Bentsen's
record expressed surprise at such a notion, saying
Bentsen has not favored highly regulatory solutions in
the past, but may recently have become convinced that
such action is necessary. According to the analyst,
Bentsen opposed an amendment to the Budget Resolution
last year, introduced by Senator Pete Dominici (R-NM),
which would have imposed an entitlement cap on Medicare
and Medicaid along the lines that OMB Director Darman had
outlined in the President's budget. According to the
analyst, Bentsen argued against the cap on Medicare and
Medicaid because "you can't simply keep hitting those two
programs because it would only exacerbate cost-shifting.
In other words, if you keep ratcheting down on Medicare,
providers are going to charge private payers more. II This
argument, the source said, seems to indicate that Bentsen
believes "you've got to go to something more system-
wide.' One source pointed out that President-Elect
Clinton, for whom Bentsen now works, argued throughout
his presidential campaign that, when it comes to health
care financing, "you can't push down on one side of the
balloon without pushing it up somewhere else. That
acknowledgement appeals to a system-wide approach to
controlling costs."
The GOP effort to scrutinize President-Elect Clinton's
nominees has been overblown, according to Senate
Republican sources who say that the normal scrutiny
afforded nominees will be observed, but that there is no
organized effort to "get even" for what they believe was
the brutal treatment of some Republican nominees at the
hands of Democratic Senators and their staff. One Senate
Republican source told the Bulletin: "Senator Dole
probably made a mistake -- got a little carried away
[when he spoke in terms of a tough confirmation process]
-- because strategically, if we do come out in opposition
to someone for legitimate reasons, it will make it easy
for the Democrats and the media to say 'the Republicans
said they are going to attack, and now they are doing
it.'"
Republican Senators, according to a source who will
be involved in the confirmation process, "believe what
they have been saying for years -- that the President
should be able to pick his own team and to be served by
officers who share his ideas. A nominee shouldn't be
refused confirmation simply because you disagree with
their ideas." While agreeing with that general
statement, another source warned that "some Senators are
of the mind that Clinton's actions and the people he is
surrounding himself with are not being looked at
critically by [the press], and so the only critical look
the country may ever get [before the Clinton
Administration is officially in place] might have to come
during the confirmation process. Asked for an overall
prediction, one source familiar with the organizational
aspects of the confirmation process said: "I think most
Republican Senators believe what happened to John Tower
was way beyond the bounds of what the confirmation
process should be about, and SO you won't see any
organized effort to imitate it. Individual Senators may
voice particular concerns they have, but don't look for
an organized or orchestrated effort. I can predict right
now what the headlines will read: 'Republicans Fail to
Carry Through on Threat.
Clinton's pick for Energy Secretary is receiving praise
from unlikely quarters for a Democratic nominee -- the
current Republican Administration and the energy
industry. Yesterday, Clinton tapped Hazel 'Leary,
executive vice president for corporate affairs at
Northern States Power, to be his Secretary of Energy.
Because O'Leary entered the speculation game late in the
process, following a trip to Little Rock on Friday,
analysts are still trying to appraise the choice.
Surprisingly, some of the greatest praise for O'Leary is
coming from those who might normally line up against a
Democratic Energy Secretary. "I am impressed by her, " a
senior Bush Administration official at the Energy
Department told the Bulletin. "She has been around,
knows a lot of people in the energy industry, will not
come with a specific agenda of promoting one fuel over
another, and the fact that she has private sector and
government experience is very good. When asked to
predict O'Leary's ability to fend off what many believe
will be a strong environmental tide from powerful
quarters within the Clinton Administration, the official
responded: "She is a savvy executive, who probably would
not have taken the job if she had not been assured that
she would have an equal voice at the table. She is
articulate and knows how to handle herself in board
rooms. " The official explained, however, that much more
will be known of O'Leary's future impact once the other
personnel choices for the Energy Department become
public. "A lot will depend on her appointments and
whether she gets a lot of say in who she picks, said the
official. "Does she get to pick knowledgeable people
from the energy industry or does she get people dictated
to her? I do not believe she is a lady who will put
herself in a position where she would not have control
over who is working for her. [To be successful], she
will have to have people at the assistant-to-the-
secretary level and below who are able and willing to go
toe-to-toe at all those endless meetings and do the hard
work necessary to provide the ammunition for those people
at the top."
Those in the electric utility industry are very
pleased by the choice of O'Leary, said one of their
representatives. "We are kind of excited," said the
source. "We got somebody who is very, very bright, who
knows government exceedingly well, and who knows our
industry." Another source representing the overall
energy industry commented: "Some folks in industry like
her because she has been in industry, others think she is
sort of a second-tier person.' The source added,
however: "Some people also say an electric utility is
not really a business, it is just a regulated monopoly."
Clinton's negative reaction yesterday to pressure from
women's groups concerning the makeup of his Cabinet came
because he feels some of the groups' leaders are judging
him prematurely, reports Clinton spokeswoman Dee Dee
Myers. Myers told the Bulletin this morning: "So far he
has only appointed two white men to the Cabinet and two
women, one white and one black,' and that the Cabinet is
not yet filled. Myers added that the controversy also
serves to downgrade the roles that EPA Administrator
Carol Browner and CEA Chairman Laura Tyson will play in
the Clinton Administration, saying Clinton plans to sit
Browner at his Cabinet table even before he pushes for
legislation to change EPA to department rank. "Laura
Tyson, as Chairman of the Council of Economic Advisors,
has a big job; a very important job never held by a woman
before. added Myers.
A number of women are said to be under consideration
for inclusion to the Clinton Cabinet, and according to
one unconfirmed report to the Bulletin this morning,
former Congresswoman and Democratic vice presidential
nominee Geraldine Ferraro has been approached recently by
the Clinton transition team regarding her interest in
being considered for the Secretary of Transportation
post.

to run for Chairman of the Republican National Committee

according to a Ashcroft spokesman. From all indications,
the Governor will seek the post. The election will be
decided when members of the Republican National Committee
gather in St. Louis in late January. Bob Ferguson, the
Governor's spokesman, told the Bulletin this morning that
Ashcroft was waiting until early January before making
the announcement because many members of the committee
would like a month to reflect on the direction the GOP
should take. "I actually think that there is plenty of
time to mount a successful campaign and that many members
of the committee will respect and appreciate the fact
that they weren't pounced on the week after the
election," said Ferguson, adding that any announcement
now "might get lost in the holiday clutter." Asked to
assess Ashcroft's chances, Ferguson suggested the
Governor had broad-based support. "Calls started coming
into this office the day after the election encouraging
him to get into the race and those calls have continued.
He is getting support from state chairmen, from his
fellow Governors, from committee members, and from a
number of individuals who have a history of activity in
the party. Ferguson added: "John Ashcroft is committed
to the 'big tent' philosophy of the Republican Party in
that [he is] going to build bridges, build coalitions,
and find ways for a wide variety of viewpoints and
opinions to coalesce and work productively for the
Republican Party."

MANDATE FOR CHANGE -- FAMILY POLICY:
This morning, the Bulletin invites William Galston to
discuss "A Progressive Family Policy for the 1990s, his
contribution to the Progressive Policy Institute's new book,
Mandate for Change, a policy roadmap for the incoming Clinton
Administration written by analysts in and around the
Democratic Leadership Council, which Clinton has chaired.
Galston, who served as issues director for Walter Mondale's
1984 presidential campaign, is a Professor of Public Affairs
at the University of Maryland, and currently heads up
President-Elect Clinton's transition group on national
service,
BULLETIN: What is wrong with the family as regards the larger
social well-being of America?
GALSTON: The American family today faces two principal sets
of problems. One set of problems is economic. Family incomes
have stagnated. The incomes of families headed by younger
adults -- people under 30 -- have plummeted. Incomes of many
workers, particularly those with a high school education or
less, in real terms, have declined very sharply in the past 20
years, making it necessary for more and more family members to
work longer and longer in order to maintain a middle-class way
of life. This has had profound effects on the inner life of
families, the availability of family time, stress on family
members and so forth. So the first principal task of family
policy is to do something about the economic squeeze. There
are different policies advocated in Mandate for Change:
alterations in the tax code in the direction of giving larger
credits to families with younger children; expanding the
earned income tax credit to take care of working poor
families; and other measures.
The second large set of problems confronting American
families might be called cultural or moral. These are issues
having to do with family structure, personal responsibility,
and parental responsibility. Some of the economic stress on
families stems from the erosion of family structure during the
past two or three decades -- the relentless rise in the
percentage of single-parent-headed households is strongly
correlated with families and children in poverty and a host of
other social problems. There has also been an epidemic of
parents, in effect, abandoning their families; refusing to pay
either some or all of the child support that they owe. This
has further contributed to the impoverishment of custodial
parents and minor children. For problems like that, we need
a much more coordinated assault on teen pregnancy than we now
have. We need a much stricter system of paternity
establishment, child support enforcement and, I believe that
it's high time to begin a national discussion with the people
who are responsible for children's media -- particularly
children's television -- about their responsibilities to
children and family in a free society.
BULLETIN: To what extent do you think the problems of
American families are becoming problems for American
government?
GALSTON: To the extent that non-custodial parents don't honor
their responsibility to their children after divorce, that
imposes burdens on the public sector. The point of departure
for family policy is that, to the maximum extent possible,
parents ought to take responsibility for their children, and
the point for public sector activity is to support parents and
assist them in discharging their responsibility, not to
substitute for them. Now, obviously, there are circumstances
under which the public sector has to substitute for a
functioning family, but it ought not to do so unnecessarily.
BULLETIN: What else can Washington do to change the present
situation?
GALSTON: The government can act through the tax code and in
other ways to relieve economic pressures on families,
particularly younger families with minor children. Secondly
it can use the various instruments of persuasion available to
the Federal Government to try to make some progress on family
structure and family responsibility issues. I personally
favor an all-out, high-tech, glitzy media-based campaign
against teenage pregnancy, making use of entertainers, sports
figures, MTV, you name it, all designed to drive home the
simple point that children shouldn't be having children and
that having children prematurely is, in many cases, to forfeit
all hope of opportunity and upward mobility.

BRUSSELS -- France and other European countries Monday accused
the U.S. of backtracking in world trade talks and expressed deep
pessimism that a global accord can be achieved by the time the Bush
Administration leaves office.
"There has been an American retreat on all fronts, declared
France's Roland Dumas, who said the U.S. recently revoked earlier
concessions at the Geneva trade negotiations and now is pressing
for greater advantages in key sectors such as industrial tariffs
and financial services.
"The Europeans can attempt to place the blame on the United
States, but all fingers point back to the French, who have made no
secret of their goal to hold hostage the entire world trade system
to get past their March election," said the assistant U.S. trade
representative, Kathleen Lydon, in Washington.

ALLIES POISED TO SEIZE
4 MORE KEY SOMALI SITES
MOGADISHU -- After 12 slow days of gathering forces and
supplies, the U.S.-led military mission to rescue Somalia is now
poised to seize control of this nation's "famine belt" from the
warlords and freelance looters who have starved 300,000 of their
countrymen to death.
With nearly 10,000 allied troops now on the ground, senior
officers said Monday in interviews that the next week will see
nearly simultaneous thrusts into four major centers of desperation:
Beledweyne, Oddur, Baarheere and Gialassi. Another four have
already been seized: Mogadishu, Bela Dogle, Baidoa and Kismaayo.
Those eight cities are the hubs in this operation's strategy of
humanitarian relief. Each will become the base for a large
military force that will seek to impose order and expand outward
with aggressive patrols and food deliveries into the countryside.
Senior civilian and military officials announced in a not-
for-attribution briefing that Mogadishu's two principal warlords,
Mohamed Farah Aideed and Ali Mahdi Mohamed, will finish withdrawing
all their heavy gun vehicles by Tuesday and leave them under guard
in cantonments outside the city.

Somalia Task Force Launches Christmas Push
MOGADISHU -- Hundreds of U.S. marines drove out of the Somali
capital at dawn Tuesday to extend Operation Restore Hope further
into the famished Somali interior by Christmas.
The marine convoy is going first to Baidoa to reinforce French
and American forces already there before fanning out toward other
desperately needy towns. Mark Thomas, spokesman for the U.N.
Children's Fund (UNICEF), said multinational forces were planning
to reach Bardere, Jalalaksi and Hoddur by Friday, Christmas Day.
French soldiers, backed by two U.S. attack helicopters which
lit up the night sky with flares, shot and wounded three Somali
gunmen Sunday after a technical fired on their observation post
south of Baidoa. Seven other attackers fled.

U.N. -- Secretary-General Boutros-Ghali said Monday that
despite Washington's insistence for a rapid pullout of U.S. troops
from Somalia, he still is not prepared to endorse such a move until
security conditions in the famine- and violence-wracked country can
be better evaluated.
In a 22-page report to the Security Council that he described
as a "conceptual plan," Boutros-Ghali said his discussions with
U.S. officials, while "useful," have brought to light "certain
differences" of approach concerning the timing of any withdrawal.
The secretary general also reiterated his belief that U.S.
forces should gain control over all of Somalia and not just those
areas where the famine is most severe. He said that if Somalia's
armed gangs retreat to areas outside of U.S. control, the
objectives of the international effort will not have been achieved
because the gangs could resume their harassment at a future date.
In an effort to bridge the gap with Washington on some points,
Boutros-Ghali suggested that rather than carry out a complete
disarmament, U.S. troops should focus on heavy weapons by either
concentrating them in certain areas for observation or destroying
them.

Boutros-Ghali Wants U.S. Troops To Disarm Somalis
U.N. -- Secretary-General Boutros-Ghali again called for a
wider and longer U.S. involvement in Somalia than originally
envisioned by Washington, saying American troops should fan out
throughout the country to disarm warlords and gangs.
In a lengthy report to the Security Council late Monday,
Boutros-Ghali spelled out his differences with the U.S. and
rejected a request from Washington to plan immediately for U.N.
troops to replace American forces when they begin to withdraw.
In his report, Boutros-Ghali, however, did propose a possible
role for an expanded U.N. peacekeeping operation that would take
"forceful action as may be required to neutralize armed elements
which attack" relief facilities. He said that such a force would
need a substantial number of troops and suggested that the U.S.
supply logistics units even after their main troops are withdrawn.

HODDUR, Somalia -- Mohammed Noor Shakar, one of Somalia's most
powerful clan leaders, has called for peace negotiations between

only after U.N. forces have disarmed gunmen plaguing Somalia.
Shakar, who joined other clan leaders several weeks ago at a
meeting with U.S. special envoy Robert Oakley to discuss the
rehabilitation of Somalia, said Monday that anarchy could not be
stopped until weapons are confiscated by U.N. forces.
But U.S. officials in Somalia and in Washington have said on
numerous occasions that they would disarm Somali gunmen only if
they posed an immediate threat.

Meeting at 11:00 AM today to discuss Noah's Ark
Senator Bob Dole, Elizabeth Dole, Senator Richard Lugar, and
I. will be meeting with you today for the purpose of discussing
ways in which our government may be able to verify and locate the
reported existence. of Noah's Ark on Mt. Ararat in Turkey. Vice
President Quayle may also participate in the meeting.
EVIDENCE FOR THE ARK
Dr. Melville Grosvenor, the late editor of National
Geographic, once wrote, "If the Ark of Noah is ever discovered,
it would be the greatest archaeological find in human history,
the greatest event since the resurrection of Christ, and it would
alter all the currents of scientific thought."
It is extraordinary to think that an enormous wooden ship
has survived under ice, in potrified form, high atop a mountain
where the Bible reports that it came to rest 5,000 years ago.
Yet, a number of historical and eyewitness accounts report that
the Ark has been sighted and even visited during periods of
significant molt-back of the glacier ice on Mt. Ararat. These
accounts are extraordinarily consistent in their description of
the vossel's appearance, and those who have reached the Ark's
interior describe rooms and fences remarkably well-preserved.
One of the best attested historic accounts began with a
Russian pilot's sighting of the Ark in 1915. This prompted the
Czar of Russia to dispatch 100 men who successfully climbed to
the Ark, where they measured and photographed the artifact.
Unfortunately, the official reports of this expedition were lost,
when, only a few days after they were presented to the Czar, his
government fell to the Bolsheviks.
The best evidence available today comes from U.S. military
personnel who report having sighted or photographed the Ark while
on reconnaissance flights or having seen such photos, now in
government files. Gregor Schwinghammer, an Air Force pilot
stationed in Adana, Turkey during the late 1950s, reports seeing
the Ark during F-100 missions with the 428th Tactical Flight
Squadron. A former Air Force pilot dropping freight in Eastern
Turkey for the CIA in the early 1960s reports sighting the Ark.
Also, F-4 reconnaissance pilot, Al Shappell, reportedly
photographed the Ark on a 1974 mission sent over Mt. Ararat to

examine more closely the artifact, which had allegedly been noted
on satellite photos.
Also in 1974, Air Force Col. Walter Brown was summoned to
the CIA by Director William Colby and directed to disclose his
knowledge of the Ark to Colby's assistant, Howard Schue. Dr.
Brown is an especially credible authority on scientific matters
related to this issue, having graduated from West Point and
earned a Ph.D. in Mochanical Engineering at M.J.T., while a
National Science Foundation Fellow. He has served as Chief of
Science and Technology Studies at the Air War College, tenured
professor at the Air Force Academy, and Director of the U.S. Army
Benet Research Engineering and Development Laboratories in
Albany, N.Y.
Additional military personnel stationed near Turkey or with
the Strategic Air Command have reported seeing reconnaissance
photographs which clearly showed the Ark protruding from ice on
Ararat.
HOW OUR GOVERNMENT CAN HELP
There are three ways in which our government, at your
direction, can facilitate the possible discovery of the Ack.
First, reconnaissance photographs, reportedly in government
files, could establish the exact location of the Ark.
Secondly, an object with the size, configuration, and
organic make-up of the Ark should, by some accounts, be
identifiable through the use of remote-sensing satellite imagery,
utilizing ice-penelrating capabilities. In this connection, we
understand that our satellite capabilities must be protected.
However, it is our hope that information on such a large object
could be conveyed in a "sanitized" and private manner, without
inappropriate or public indications of our technical
capabilities. Side-looking airborne radar (SLAR) images from the
SR-71 archives might be particularly useful in this regard.
Thirdly, the Turkish government has, at times, made it
difficult for expeditions to gain access to Mt. Ararat, and
Kurdish forces near the mountain have posed a security risk.
Quiet, behind-the-scenes assistance by our government on behalf
of an important American expedition could potentially alleviate
these problems.
SUGGESTED COURSE OF ACTION
It is our hope that your personal interest and involvement
in this matter will facilitate the necessary assistance from our
intelligence agencies, provide, once and for all, for a
resolution of this age-old question, and, possibly, result in one
of the most extraordinary discoveries of our time.

It is our suggestion that this entire process bc handled
with complete confidentiality and out of the public's view, and
for this reason we have requested that our meeting with you be
kept off of your public schedule. It would be our intention to
work directly with you, Bob Gates, and other intelligence
officials and not to involve staff. Also, if the presence of the
Ark on Mt. Ararat is confirmed, we believe that this fact should
not be announced publicly.
We advocate this course of action for two reasons. First,
this will most carefully safeguard relevant intelligence
information and national interests. Secondly, we also believe
that this has a distinct advantage in allowing for the eventual
confirmation and discovery of the Ark "on the ground," without
unnecessary complications from local interests. If the Ark can
be located with our government's help, then quiet steps can be
taken to enable a ground expedition to succeed in actually
uncovering the Ark.
In summary, we believe that there is sufficient evidence to
warrant a careful and confidential inquiry into our government's
ability to facilitate the discovery of Noah's Ark. We appreciate
your setting aside time to meet with us, and we look forward to
discussing this extraordinary issue with you.

As the "Leader of the Free World", you have the unique opportunity to "suggest" an equitable multi-
national preferably European - response to the outrages in the former Yugoslavia.
While clearly the dominant power, the United States should not be the primary provider of assistance
worldwide. And just as clearly the Europeans should now be the primary provider of assistance in
establishing the "New World Order" in Europe.
Furthermore, the recent U.S. intervention in Somalia should be considered as an exception to the rule
that the countries of each region of the world should accept the responsibility for maintaining the peace
and security of their region. And, neighboring African states or the OAU should now be encouraged
to pick up the primary responsibility for their region.
For more than 45 years, our nation has devoted enormous resources to the defense of Western Europe
in the face of Soviet tyranny and aggression. Our contribution was designed, in part, to allow European
nations to respond in concert to regional conflicts. It seems, however, that the Europeans have taken
advantage of our willingness to carry the principal burden of providing resources and personnel both in
Europe and elsewhere. They remain less than willing to share equitably the burden in Somalla and in
their own regional struggles.
The most recent example was the vote on Friday at the 47th Session of the UN General Assembly when
on the resolution on the situation in Bosnia and Herzegovina which we supported all of our European
NATO allies abstained! See the attached Recorded Vota.
Perhaps in the remaining days of your Presidency, you can re-establish the principle of regional
responsibility by suggesting an all-European response to the outrages in the former Yugoslavia.

STATEMENT BY THE PRESS SECRETARY
President Bush will visit relief operations and United States
military forces in Somalia on New Year's Day. The President's
visit will demonstrate United States concern for the people of
Somalia, our commitment to humanitarian assistance, and our
support for Americans and United Nations forces. The President
will leave the U.S. on December 30, and arrive on December 31 to
spend New Year's Eve with U.S. troops. On January 1 he will
visit relief operations in Somalia, and plans on departing the
country that evening.

BOSNIA/PRESIDENT (Helen Thomas, UPI) -- Four Central European
foreign ministers warned that unless President Bush takes the lead
in a more forceful crackdown against hostilities in the former
Yugoslavia, Bosnia-Herzegovina "will disappear." After their
meeting with Bush, each of the ministers -- Alois Mock of Austria,
Krzystof Skubiszewsky of Poland, Geza Jeszencky of Hungary and
Demitriz Rupel of Slovenia -- said the President had made clear he
intended to act on the question of Serbian aggression, including
enforcing the "no-fly" zone.
START II (Reuter) -- Presidents Bush and Yeltsin held their second
telephone conversation in two days Monday to try to nail down a
treaty making deep cuts in strategic nuclear weapons, U.S. sources
said. The anonymous sources said the discussion dealt mostly with
START-2. "It was basically a continuation of the previous day's
discussion," one source told Reuters. "The two presidents tried
to clarify some issues and keep the process going."
USAIR/BRITISH (London/UPI) -- British Airways PLC said it has
terminated the conditional agreement, signed in July 1992, for the
carrier to invest $750 million in USAir. "The decision," British
Air said, "was taken after the U.S. government had given a clear
indication that this particular transaction would not be approved
without unwarranted and unilateral concessions by the U.K.
government under the two countries' bilateral air services
agreement." British Airways said it intends "to continue to have
discussions with USAir on alternative relationships.'
CUBAN PILOT (AP) -- A former Cuban air force pilot who snatched his
wife and two sons from a highway east of Havana and flew them to
freedom, got a warm welcome from President Bush at the White House.
"A wonderful president, a wonderful family," said Orestes Lorenzo.
"We are really proud to meet the President, to meet his family, to
spend a few minutes there. I told him how we did it, how we came
to the U.S."
RECESSION (AP) -- The nation's economic output during the July-
September quarter registered its best showing [3.4%] in nearly four
years, the Commerce Department said, as a private non-profit group
formally declared the recession over. The Business Cycle Dating
Committee of the National Bureau of Economic Research said it
delayed its decision until today because the Commerce Department
report on the GDP showed that the economy finally had surpassed its
pre-recession peak. That means any future slump will be considered
a new recession rather than a continuation of the old one.
FRANCO-GERMAN ALLIANCE (Brussels/Reuter) -- NATO members agreed on
military links between a new Franco-German corps and the alliance.
Negotiations between the NATO military command and the French and
German chiefs of staff led to an agreement that the corps can be
used as part of alliance forces to defend member states and in
wider peacekeeping missions.

I. PURPOSE
To hear the views of these concerned Central European states
on the crisis in the former Yugoslavia
II. BACKGROUND
KEY POINTS
-- The United States has played an active and prominent
role in the effort to defuse this crisis as the
Eagleburger trip showed.
-- Our priorities are to see the humanitarian operation
succeed and prevent spillover of the conflict.
-- Through enforcement of sanctions and the no-fly zone,
we want to draw clear lines for the Serbs.
-- We are willing to advocate lifting the arms embargo on
the Bosnians, but most in Europe and the UN are firmly
opposed.
These Ministers come to see you mostly so that their
governments can be seen as doing something in this crisis
and defuse domestic criticism in their home countries that
they have been largely invisible in the international
management of a crisis so close to home. For our part, we
want to be especially sensitive to the nervous new
democracies of the region.
Their agenda may include specific proposals for further
action on no-fly, arms embargo, or sanctions, but you should
take their appeal as a general call for continued American
engagement. Following last week's forceful U.S. role in
Stockholm, Geneva, and Brussels, it will not be hard to make
the case that we do not need urging in this regard. It may
be worth reiterating some specifics: Advocacy of a no-fly
enforcement resolution in the UN, continuous political

airfield monitoring mission and the increased CSCE presence
in Kosovo.

CENTRAL EUROPEAN FOREIGN MINISTERS
--
I know that this conflict in the Balkans is making you
extremely anxious, given the region's history.
-- We are especially concerned that the new democracies in the
region, including those represented here today, are not
damaged by the conflict.
-- You follow this crisis closely, so I don't need to tell you
how active we've been. But our efforts alone aren't enough.

Secretary Eagleburger has just returned from a full schedule
of consultations and Ministerials in Europe. Yugoslavia was
at the top of his agenda.
-- We had three main objectives in mind:
-- Win agreement among our European friends that the time
has come to get an enforcement resolution to stop the
violations of the no-fly zone;
-- Explore ways that we might step up our humanitarian aid
efforts to avoid a catastrophe this winter; and
-- Gain agreement to issue a stiff warning to Milosevic to
avoid provoking violence in Kosovo.
-- We're pleased with our discussions. I'd like to ask
Secretary Eagleburger to elaborate.
