President Gorbachev: Thank you for this New Years greeting. It
is good to hear from you. On behalf of Raisa and my family, our
best to you and Barbara. (U)
The President: We are at Camp David, and we have had a quiet and
peaceful Christmas and New Years. I hope everything is going
well. I appreciate the message Ambassador Bessmertnykh brought
the other day. I won't comment on the open line about the
substance. But I want to assure you of our full cooperation and
of our keen interest in our good relationship getting better.
President Gorbachev: George, I wanted despite all the things that
have happened--you know we have had some hot days here recently--
to write that letter to you. I am sure we will continue our good
relations based on what Ambassador Bessmertnykh has told me of
your conversation.
The President: That is true. We will want to conclude work on
START and on the little discrepancies on CFE. And of course we
will want to continue our total cooperation and the exchange of
information on the Gulf.
President Gorbachev: I fully agree with you. I want to say on
this first day of the New Year that this really will be the case,
although we have a great deal of work to do yet at home.
The President: We are thinking about you. I wish we had a
secure line to talk about some of these problems. We are SO
committed to your reforms. Any place we can help, we'll do that.
Please let us know. We hope you can overcome these difficulties
and continue your reforms. You still have the respect and
support of the American people.

Your Meeting with Moldovan Prime Minister, Mircea
Druc: Wednesday, January 9, 1991; 11:00-11:30 a.m.
You have agreed to meet the Moldovan Prime Minister, Mircea Druc
on January 9 for a brief, one-half hour meeting. Druc is in
Washington January 8-9 for meetings with the Administration (he
saw Larry Eagleburger and Assistant Secretary Shifter on January
8), the IMF and World Bank.
Druc is the first non-communist Prime Minister of Moldova. A
nationalist, he has led Moldova to declare its sovereignty and
sign bilateral economic accords with other republics. Druc has
also been adamant that Moldova should not participate in the
Union treaty negotiations since he and his supporters claim
Moldova was illegally annexed by the USSR in 1940. He has also
called for a shift to free market economic reforms. A bio is
attached at Tab A.
Druc may raise the following issues during your meeting:
Soviet Troop Deployment to Moldova
-
Moldova is one of the seven republics the Soviet military
has targeted for additional troop deployments to enforce
conscription.
Druc's government has tried hard to forestall Presidential
rule in Moldova. Threatened with such action by Gorbachev
ten days ago, the Moldovan legislature repealed its laws
making Romanian the sole official language, creation of a
republic guard, and restrictions of the rights of ethnic
minorities (principally the Gagauz). It refused to repeal,
however, its resolution condemning the Molotov-Ribbentrop
Pact.
We believe the Soviet decision to send troops to the non-
Baltic republics is unfortunate and will escalate center-
republic tensions.

Moldovan Request for Food Aid from the U.S.
Druc asked for U.S. food aid in his January 8 meeting with
Larry Eagleburger. He also wrote to the President in late
November requesting food aid to offset grain shortages in
Moldova.

Eagleburger gave Druc the same answer that Ambassador
Matlock had given him earlier in response to the letter to
the President- while the U.S. does not plan to extend food
aid to the USSR, we do intend to provide technical
assistance to help with food distribution (one of the four
initiatives announced by the President on December 12).

The Ambassador also pointed Druc to U.S. private
organizations such as CARE and Project Hope which have begun
to distribute food and other aid in small quantities.
U.S. Recognition of Moldovan Independence
-
Druc could ask why the U.S. supports Baltic, but not
Moldovan, self-determination since Moldova was also forcibly
incorporated into the USSR in 1940 following the 1939
Molotov-Ribbentrop Pact.
The U.S. has never contested Soviet sovereignty in Moldova,
as we have in the Baltics. Unlike the Baltics, Moldova was
never independent, but has changed hands between Romania and
the USSR several times since 1918 (it had been part of the
Russian Empire between 1812-1918).
President Roosevelt did not contest Soviet annexation of
Moldova in his Tehran and Yalta meetings with Stalin. The
U.S. formally recognized it as part of the USSR in the
Treaty of Peace with Romania in 1947, as we did in signing
the Helsinki Accords in 1975.

Your Meeting with Representatives of Major Baltic-
American Organizations: January 22, 1991;

You have agreed to meet with three representatives of the most
prominent Baltic-American organizations to discuss the recent
violence and U.S. policy. A list of participants is attached at
Tab A. Condi Rice will sit in.
The Baltic-American representatives are likely to be severely
critical of U.S. policy in this meeting. When we met with them
last week, before the deaths of five people in Latvia January 20,
they were dissatisfied that the U.S. had limited its response to
public statements and private demarches but had taken no concrete
steps to reduce the scope of U.S.-Soviet relations. They will
press you for a commitment to take such steps in light of
yesterday's violence in Riga. They will also almost certainly
make their dissatisfaction with our policy known to the press and
the Congress after the meeting.
We suggest you draw upon some of the following points in your
discussion:
USG Actions To Date
U.S. made an early statement (January 8) before the use of
force warning that Soviet troop deployments to Baltics and
elsewhere were "provocative and counterproductive".
--
After violence in Vilnius, the President condemned the use
of force in his January 13 statement, and called on Soviet
leaders to turn back to negotiations. He also said U.S.

convince the Soviets to end the use of force.

We led the effort to focus the recent Valetta CSCE
Conference, in part, on this issue.

Huang Hua and his party of former senior Chinese officials are
here as part of China's efforts to normalize relations with the
U.S. without making concessions on issues of concern. Beijing's
aim is to convey a sense of improving relations at a time when
visits by senior officials are on hold. In previous meetings
during this trip, Huang has had nothing new to say, further
emphasizing the Chinese focus purely on form.
Aside from a polite renewal of your acquaintance and a discussion
of Gulf policy, I recommend as a precaution that you make the
points at Tab A about our human rights concerns. The trials of
dissidents are now underway in China, and your meeting may be
portrayed by critical media as further evidence of China trying
to hide the trials behind the Gulf crisis. The points also nudge
the Chinese to be more positive on their Gulf rhetoric and to
take action to reduce the booming trade deficit.

your government's efforts to protect our diplomats and their
families from terrorists in China.

It would help our shared long-term goal of improving US-
China relations if China would show more positive support
for the objectives of the coalition. We are in a deadly
fight with Saddam Hussein. Much is at stake. Things said
in this environment will be long remembered.

I must also ask you to recommend to your government that it
bring to a rapid and lenient end the trials and detention of
people held since the Tiananmen events.

I do not want to see progress in our relationship further
put off because these issues remain unresolved. Can you
give me a sense of when the detentions and trials will end?

Naturally, we hope your government will see the wisdom of
ceasing to jam VOA.

The rapid growth of the trade deficit with China (est. $11
billion in 1990) and the accompanying deep reduction in US
exports (down 18%, the only major market to show a US
decline) will complicate the President's dealings with
Congress on China. The deficit needs to be addressed
seriously.

Notifications
State and DoD put this on the agenda to break the current impasse
on the congressional notifications of PEACE VECTOR IV, the next
phase of the Egyptian F-16 program, and of the APACHE helicopter
sales for UAE and Bahrain. These notifications are being held up
by State Congressional Affairs supposedly until the DESERT
SHIELD/STORM supplemental clears the decks.
On the Egyptian F-16 program, any delay past March 31 in signing
the letter of offer for the buy will force the Egyptians to
purchase a different aircraft configuration -- block 50 vice
block 40, which all their other F-16s are. This will mean more
expense, more support requirements, more logistics problems, and
longer delivery leadtimes. The GOE signed a letter of intent
with the USAF expecting this would insure they would get the same
configuration they already have and deliveries by mid 1993. Both
DOD/DSAA and General Dynamics have advised that March 31 is a
firm deadline because GD stopped producing block 40s some time
ago, and was willing to hold out until the end of March for the
Egyptians.
On the APACHE helicopters, you may recall last October we
informally notified the UAE and Bahrain sales and, because there
wasn't enough time on the congressional clock for the 30 day
formal, promised both governments we would send up the formal
notifications "as soon as Congress reconvened". Both governments
have incessantly reminded us of this assurance. While the dollar
value of these sales is low, their political capital is very high
for our bilateral ties.
RECOMMENDATION: That State be told to submit these notifications
to Congress on February 19 when it reconvenes.

Breakfast Item: Report on Soviet Noncompliance
NSC staff advice notwithstanding, State has put the Compliance
Report on tomorrow's breakfast agenda to press for forwarding it
to the Hill. They did so despite the fact that State was a week
behind other agencies in forwarding its position for a decision
and the fact that the Report is simply awaiting the President's
signature.
As you will recall, agencies completed their positions on
January 2, 1991. ACDA received decisions to finalize the report
on January 24, 1991. They returned the report only late last
week because of their reclama. State may be particularly eager
that we forward the report now out of fear that OSD will wish to
include new data on the transfer of SS-23 warheads to the GDR in
1988. (OSD will actually be content with a marker that we are
receiving new data and will make it available to the Congress
after it has been analyzed.) Needless to say, this topic doesn't
bear much discussion.
