Overall, the impact of weather on military operations during this time period is less adverse than during the other six months of the year; however, periods of severe blowing sand and dust do occasionally occur reducing visibilities to less than 1 kilometer, making ground and aerial operations extremely difficult. The incidence of blowing sand and dust increases signi- ficantly during February and March with the onset of drier, warmer weather. Heavy precipitation can occur causing flooding along the Tigris and Euphrates Rivers and flash floods in dry river beds, presenting problems especially for ground forces. Naval operations can be impeded by high seas (waves 12-15 feet) associated with the windstorms. The Fall Transition period marks the change from the summer's southwesterly winds to the winter's northeasterly direction and the beginning of the winter storm season. The Northeast Monsoon period begins when the transi- tion is complete, the predominant low-level winds blow steadily from the northeast, and the number of frontal passages and associated thunderstorms increases. Temperatures drop significantly and the majority of the sparse annual precipitation, 2 to 4 inches, falls during this period, usually out of the sudden thunder- storms accompanying the cold frontal passages (Figure 1) (b)(1); (b)(3) 50 USC 403g For military operations, visibility is often the weather parameter having the most negative impact. Visibilities are reduced by blowing sand and dust associated with windstorms and weather systems moving through the area. Also, heavier precipitation during the fall and winter can cause flooding in the lower courses of the Tigris and Euphrates Rivers and flash floods in the dry river beds, hindering movement of troops and ground equipment. (b)(1); (b)(3) 50 USC 403g Special Phenomena In the Iraq, Kuwait, Saudi Arabia border areas, three weather phenomena can occur during October through March and significantly hinder military operations: strong, gusting winds; abrasive sand and dust storms; and sudden, heavy thunderstorms causing flooding. a. Winds: Strong winds have been given local names because of their significance or seasonal occurrence. The most common is the Shamal which means North. The winter Shamal is a wind that blows from the north-northeast in areas along the Persian Gulf. This condition occurs after the passage of cold fronts to the southeast. According to weather station reports, it can set in suddenly at anytime and usually lasts from 1 to 5 days. The winds usually die down at night and build back up during the daytime hours due to surface heating. Offshore, the stronger winds can create rough sea conditions resulting in wave heights of 12 to 15 feet. 2 (b)(1); (b)(3) 50 USC 403g CONFIDENTIAL (b)(1); (b)(3) 50 USC 403g b. Sandstorms and Duststorms: Sandstorms and duststorms, the result of strong winds, are one of the most important regional climatic features adversely affecting military operations. These storms--with durations from a few hours to a couple of days--often reduce visibilities to less than 11 kilometers and occasionally to less than 1 kilometer (Figure 2). Blowing sand and dust most commonly occur in the mid-afternoon when surface winds are the strongest. The abrasive nature of the sand and dust can create problems for both personnel and equipment. Although, these storms strike more frequently in the summer months (partially because of the lack of moisture and drying out of the soil), they occur on average 1 to 3 times a month in the fall and winter, especially in the interior plains. C. Flooding: Flooding occurs infrequently in the lower courses of the Tigris and Euphrates Rivers and the tributaries of the Tigris and is most likely to happen in the winter and early spring (December through March) due to the heavier precipitation throughout the region, especially in the mountains of Iraq. Snowmelt from the higher elevations of Iraq compounds the problem of runoff during this time period. Flash flooding is a common problem in many of the dry river beds, or wadis, when sudden thunderstorms occur. (b)(1); (b)(3) 50 USC 403g Implications for Military Operations The special weather events encountered during this period can hinder military force operations in a variety of ways. Although infrequent during October through March, the more severe storms--especially sandstorms and duststorms--can significantly impact operations should they occur. Aviation, Airborne, and Airmobile Operations. Restricted visibility caused by blowing sand and dust will impair close air support and airborne operations. Parachute operations in winds over 13 knots (15 mph) can scatter personnel, supplies, and equipment. High wind velocities and gustiness may seriously degrade aircraft operations and performance. Armor and Armored Cavalry Operations. Restricted visibility affects observation, control, and coordinated maneuver. Strong winds and blowing sand and dust could hinder engine operations and contaminate unprotected equipment. Artillery Operations. Poor visibility will restrict visual observation and target acquisition. High winds will deflect projectiles from their normal path and decrease accuracy and the ability to acquire and lock- on a target. 3 (b)(1); (b)(3) USC 403g CONFIDENTIAL CONF IDENTIAL (b)(1); (b)(3) 50 USC 403g Chemical and Biological Operations. From the perspective of defending against hostile forces, restricted visibility tends to conceal contaminating clouds, which increases the likelihood of being taken by surprise from chemical and biological weapons. Moreover, the relative lack of precipitation, even during the rainy period, allows for fuller effective- ness of the agents. Blister agents are particularly effective in the desert environment found in this region. High winds will aid in the dispersion of agents but will cause increased evaporation and dissipation for all but the most persistent agents. Communications and Radar. Poor visibility places more dependence on radar operations. Wind blown sand and dust can limit radar and radio capabilities. Radio communications can be reduced by as much as 50 percent during a sand or duststorm. Past experience, however, has shown that reduced visibilities do not degrade AWACS performance. Equipment and Supplies. Reduced visibilities will delay logistics operations. High winds can damage or destroy unprotected equipment. Blowing sand and dust can damage painted surfaces, engines, and weapons and will contaminate fuels, lubricants, and water supplies. Naval Operations. High seas, associated with the passage of frontal systems and the winter Shamals, can have negative impact on any operations conducted on the high seas or along the coast. Waves 12 to 15 feet have been observed during the occurrences of the windstorms. Amphibious landings and carrier operations would be limited during these times. Personnel. Restricted visibility increases the likelihood of personnel becoming lost or having accidents. Detection and identification become more difficult, and field functions require more time. High winds and associated sand and dust can have an unnerving effect on personnel as well as an adverse physical impact by causing irritation of the mucous membranes. Trafficability and Transportation. Although, trafficability becomes better after light to moderate rains because of the compaction of the sands and soil, heavier rain periods can cause flooding which hinder ground movement of troops and equipment. During sand and duststorms, poor visibility will increase accident rates and impair the driver's ability to judge distances and speeds.
