Many thanks for your thoughtful message. Barbara and I
greatly appreciated your willingness to make such a long trip at
so busy a time. We particularly enjoyed being able to invite you
and Norma to Camp David where the atmosphere is so conducive to
an informal but intensive exchange of views. Our discussions
were absolutely invaluable to me, especially so as together we
head into the uncertainties of the critical days ahead.
I had a good discussion on December 24 with Secretary Cheney
and General Powell, following their return from the Gulf.
Despite some of the confusing press stories you may have seen
purporting to describe what they told me, let me assure you that
nothing in their report invalidated the discussions you and I
had. Indeed, they reaffirmed for me the strategy outlines we
agreed upon and we will be proceeding on the basis we discussed.
As we go forward in this critical period, it will be
essential that we stay in very close touch. I hope that 1991
will be a wonderful year both for the Majors and for US-British
understanding and cooperation.

Dear George,
You and Barbara were extraordinarily kind to take us up to
Camp David and give us such a marvellous time. It was the
happiest possible start to what I hope will be a very close
relationship, and Norma and I are both immensely grateful to
you. The atmosphere of Camp David - as distinct from the weather
- is ideal for the sort of very friendly and informal discussions
which we had. I fear that we intruded on the beginning of your
Christmas holiday: but for us it was a unique experience, and we
really felt you had taken us into the family. I hope we shall be
able to return your kindness and hospitality in some measure
before too long.
The visit was also an invaluable opportunity to talk through
several problems and above all the Gulf. We are clearly
absolutely united in our approach and this in itself must give a
very strong signal to Saddam Hussein. But I also now have a very
clear insight into your thinking, and that will be important in
the difficult days and weeks ahead. I hope that we can keep in
the closest possible touch, both directly and through Brent and
Charles. I look forward to hearing your conclusions after you
have talked further to Dick Cheney and Colin Powell.

Dear Helmut,
I know your government just considered how to respond to Turkey's
request for deployment of part of NATO's Allied Command Europe
Mobile Force under an existing plan which currently includes a
German air unit. I know Ambassador Walters spoke to you and Jim
Baker talked to Minister Genscher about this issue earlier today.
I was pleased to hear that you intend to join other Allies in
agreeing to approve Turkey's request for deployment of this NATO
force.
The threat to Turkey is real, and it is important that NATO will
act collectively in this instance to help defend an ally. I was
particularly struck to hear that the Greek representative not
only agreed to the Turkish request, but promptly and graciously
offered rights of transit through his country for the move.
I know these are not easy decisions, especially for your country.
That is why I applaud your resolve. Your action demonstrates
that we are all prepared to stand behind the NATO commitments
that have served us so well all these years.

1. SECRET ENTIRE TEXT.
2. WE MAY BE COMING TO AN IMPORTANT JUNCTURE IN OUR EFFORTS
TO SECURE OPERATIONAL USE OF THE BASES HERE FOR A GULF CONTINGENCY
AND THE ADDITIONAL DEPLOYMENT OF AMERICAN UNITS.
3. THE TURKS ARE PROCEEDING METHODICALLY WITH OUR REQUESTS.
THEY HAVE GIVEN US THE EASY ONES, AND NOW HAVE TO MAKE TOUGH
DECISIONS ON ACTUAL ADDITIONAL DEPLOYMENTS BEYOND THE LIMITS
IN THE DECA. THEY FACE A SIGNIFICANT POLITICAL PROBLEM AS THE
MANIFESTATIONS OF OUR NEW ACTIVITIES BECOME APPARENT HERE.
4. AT THIS POINT I SIMPLY DO NOT KNOW HOW FAR THE TURKS
WILL ACCEDE TO ALL OUR REQUESTS ON DEPLOYMENTS AND BASE USE.
THEY CONTINUE TO MEET OUR REQUEST ON INCREASING THEIR DEPLOYMENTS
IN SOUTHEAST ANATOLYA. THEY APPEAR TO HAVE BROUGHT DOWN PERHAPS
AS MANY AS 40-50, 000 ADDITIONAL TROOPS AND ADDITIONAL AIRPLANES
INCLUDING THEIR F-16'S. THIS DEPLOYMENT IS CONTINUING. THEY
HAVE INDICATED THEY WOULD LIKE SOME PAYMENT FOR SIZEABLE EXPENSES
INCURRED BUT HAVE NOT PRESENTED US ANY DETAILS.
5. NOT SURPRISINGLY, THE TURKS PRESENTED US YESTERDAY A
SIGNIFICANT NEW BILL IN TERMS OF EQUIPMENT REQUESTS. SOME OF
THE LIST IS IMPORTANT IN THE SHORT TERM, SOME OF IT IS KITCHEN
SINK. IT IS ALL PRETTY BIG BUCKS. THE MOST IMPORTANT PARTS
ARE AIR DEFENSE, E.G. PATRIOT. WE HAVE HELPED RAISE CONSIDERABLE
SUMS FOR TURKEY, BUT WE HAVE PROVIDED LITTLE INCREMENTALLY

OURSELVES ON THE MILITARY SIDE.
6. WE HAVE URGED TURKEY TO TAKE SIGNIFICANT MILITARY
STEPS. MAYBE THERE IS A FREE LUNCH IN TURKEY FOR US BUT I
WOULDN'T COUNT ON IT. WE WILL NEED TO RESPOND FAIRLY QUICKLY
TO AT LEAST SOME OF THEIR REQUESTS, SOME OF WHICH OZAL HAS
STRESSED. ANY GOVERNMENT THAT IN THE PAST SEVEN MONTHS HAS
LOST TWO SECRETARIES OF STATE, ONE SECRETARY OF DEFENSE AND ONE
CHAIRMAN OF THE JCS OBVIOUSLY HAS SOME POLITICAL PROBLEMS. THE
MILITARY AND OTHERS WILL BE CLOSELY WATCHING OUR RESPONSE TO
THEIR REQUESTS.
7. I AM WELL AWARE OF ALL THE PROBLEMS WE HAVE IN INCREASING
OUR OWN SUPPORT TO THE TURKISH MILITARY. WE ARE TREADING ON
DANGEROUS GROUND SINCE WHAT THE GOVERNMENT IS DOING AS WELL AS
THE GOVERNMENT ITSELF IS WIDELY UNPOPULAR. AN UNWILLINGNESS
TO MEET IN SOME SIGNIFICANT WAY TURKISH REQUESTS WILL OBVIOUSLY
COMPLICATE EVERYTHING WE ARE TRYING TO DO. BELIEVING, AS I DO,
THAT WHAT WE SEEK HERE MILITARILY IS EXTREMELY IMPORTANT TO US,
WE NEED TO URGENTLY MAKE SOME TOUGH DECISIONS AND HOPEFULLY
FIND WAYS TO DEMONSTRATE FAIRLY QUICKLY THAT WE ARE MEETING AT

Dear Francois:
I am writing you in this channel to raise my concerns about the
Security Council's current debate on the Occupied Territories
issue. To be frank, I was disappointed that France abstained,
along with China, on two recent procedural motions to defer a
vote on a mischievous PLO-inspired text containing language on an
international conference. In my view, further debate on the PLO-
sponsored text can only damage the unity of our coalition and the
integrity of its aims.
If the text is passed, Iraq will claim international endorsement
of a linkage between the Gulf and Arab-Israel conflicts. If it
is vetoed, Iraq will seek to use the veto to inflame Arab opinion
against the U.S. It is for these reasons that we prefer to see
Security Council consideration of this issue postponed.
If we cannot postpone Security Council action, the alternative
option my representatives have discussed with the French
delegation in New York is as far as we can stretch to bridge this
gap. I believe the U.S. text can get us away from unpalatable
choices, without prejudice to the idea of an international
conference at the right time. As you know, I am open to an
international conference. However, I do not want to discredit a
potentially constructive approach by inappropriate handling, and
I cannot agree at this time to a resolution that conveys the
impression of linkage.
Francois, I realize that the French and U.S. perspectives on the
Palestinian issue are somewhat different. Nevertheless, we need
to cooperate on this matter to avoid any appearance of a breach
in our common front. We should deny Saddam Hussein any comfort
or succor as we work to get him out of Kuwait. Many thanks for
giving this your personal attention.

Dear Mr. President:
Today I announced that I would invite Iraqi Foreign Minister
Tariq Aziz to Washington to meet with me and send Secretary Baker
to Baghdad to meet with President Saddam Hussein. In the spirit
of our continuing consultations and our mutual goal of reversing
Iraq's invasion of Kuwait, I thought it proper to share my
thinking in making these decisions as well as our intentions with
regard to those meetings.
Upon the passage of United Nations Security Council Resolution
678, I decided that the United States should take every possible
step to exhaust all opportunities for a peaceful solution of the
Gulf crisis. We truly want peace, but any political and
diplomatic solution must be based upon the principles of the
twelve Security Council resolutions thus far passed. If and when
we are compelled to use force, it will be Saddam Hussein who
makes that choice, by his refusal to comply with the demands of
the international community despite having been given every
possible chance to do so.
In the meetings with the Iraqis, I will put forward a simple
message: the United States is fully determined to implement all
the United Nations Security Council resolutions, including by
force if necessary. There will be no concessions, and no partial

Admiral Dur has informed me of President Mitterrand's decision to
reinforce French ground forces in Saudi Arabia by four combat
regiments, thus substantially increasing their military
capabilities. He has also told me of your President's decision
that French forces would be placed under the operational control
of USCINCCENT in the event of conflict.
Al though President Mitterrand's decision comes as no surprise in
view of the strong leadersip role he has played since the
beginning of the Gulf crisis, his action is most timely and will
be very much welcomed here. It should also have a salutory
impact on Saddam Hussein.

LAST WEEK I SIGNED A FARM BILL CALLING FOR THE ELIMINATION OF
AROUND $13 BILLION IN SUBSIDIES OVER A FIVE YEAR PERIOD. THIS
IS TIED THROUGH LEGISLATION TO OUR ABILITY TO ACHIEVE A POSITIVE
OUTCOME IN THE URUGUAY ROUND. WE DO NOT WANT TO REINSTITUTE
THOSE SUBSIDIES BUT WOULD HAVE NO CHOICE IF THE ROUND FAILS. AND
I MIGHT ADD THAT OUR FARMERS ARE AS AGITATED AS GERMAN OR FRENCH
FARMERS ABOUT THIS ISSUE.
WE KNOW THE EFFORT IT TOOK THE EC TO PUT FORWARD A POSITION
ON AGRICULTURE, BUT WHAT IS ON THE TABLE NOW IS FAR REMOVED FROM
WHAT WE AGREED AT HOUSTON WOULD BE NEEDED TO BRING THE ROUND TO
A SUCCESSFUL CONCLUSION. AT A MINIMUM, THE EC NEGOTIATING
POSITION MUST INCLUDE SPECIFIC COMMITMENTS ON MARKET ACCESS,
INTERNAL SUPPORTS, AND EXPORT SUBSIDIES. ANYTHING LESS WILL
PRECLUDE AN AGREEMENT.
FRANCOIS AND I HAD A GOOD DISCUSSION OF THESE ISSUES IN PARIS,
BUT HE GAVE NO SPECIFIC ASSURANCES. INDEED, I HAVE JUST LEARNED
FROM OUR TRADE REPRESENTATIVE THAT THE FRENCH POSITION ON
AGRICULTURE APPEARS TO HAVE HARDENED, AND THAT THIS IMPASSE COULD

By the time you receive this message, you will probably
already have heard this morning's announcement from 10 Downing
Street of my decision to make way for a successor, and to resign
as Prime Minister as soon as the Parliamentary Party has
completed the necessary procedures for electing a new leader. I
shall of course remain in charge of the Government until my
successor has been appointed.
You have always shown me the greatest kindness and
consideration, and I have very much admired your leadership. It
will be needed more than ever over these next few months in the
Gulf. But I am sure you can count on my successor, whoever he
is, to give you full support: and Cabinet today will take the
decision to send additional forces to stand alongside yours in
Saudi Arabia.
Denis joins me in sending you and Barbara my warmest good
wishes for the future.
It has been marvellous to work with you and I shall continue
to give full support to everything we believe in.

The Secretary of State for Defence will announce at 1530 GMT on
22 November the following further British military deployments to
the Gulf:
a)
A UK Mechanised Brigade (8,500 men) and support elements
(5,500 men) to establish a UK Armoured Division. The Division
will be fully operational by the end of January.
b) Two extra mine counter measures making five in all. The
extra ships will be on station in the Gulf by mid-January.

Summary
Climatic conditions in the Persian Gulf region--
focused on Kuwait and the Iraq-Saudi Arabia border
areas--during the months of October through December
are marked by dry, mild weather interspersed by the
movement of occasional frontal systems with associated
severe squall lines and sudden thunderstorms. Overall,
the impact of weather on military operations during
this time period is less adverse than during the other
six months of the year; however, periods of severe
blowing sand and dust do occasionally occur reducing
visibilities to less than 1 kilometer, making ground
and aerial operations extremely difficult. The
incidence of blowing sand and dust increases signi-
ficantly during February and March with the onset of
drier, warmer weather. Heavy precipitation can occur
causing flooding along the Tigris and Euphrates Rivers
and flash floods in dry river beds, presenting problems
especially for ground forces. Naval operations can be
impeded by high seas (waves 12-15 feet) associated with
the windstorms.

Introduction
Climatically, the northern part of the Persian Gulf region
between October and March is divided into two periods: the Fall
Transition period from October through November, and the North-
east Monsoon period from December through March.
The Fall Transition period marks the change from
the summer's southwesterly winds to the winter's
northeasterly direction and the beginning of the
winter storm season.
The Northeast Monsoon period begins when the transi-
tion is complete, the predominant low-level winds blow
steadily from the northeast, and the number of frontal
passages and associated thunderstorms increases.
Temperatures drop significantly and the majority of
the sparse annual precipitation, 2 to 4 inches, falls
during this period, usually out of the sudden thunder-
storms accompanying the cold frontal passages
(Figure 1)

For military operations, visibility is often the weather
parameter having the most negative impact. Visibilities are
reduced by blowing sand and dust associated with windstorms
and weather systems moving through the area. Also, heavier
precipitation during the fall and winter can cause flooding in
the lower courses of the Tigris and Euphrates Rivers and flash
floods in the dry river beds, hindering movement of troops and
ground equipment.

Special Phenomena
In the Iraq, Kuwait, Saudi Arabia border areas, three
weather phenomena can occur during October through March and
significantly hinder military operations: strong, gusting winds;
abrasive sand and dust storms; and sudden, heavy thunderstorms
causing flooding.
a. Winds: Strong winds have been given local names because
of their significance or seasonal occurrence. The most common is
the Shamal which means North. The winter Shamal is a wind that
blows from the north-northeast in areas along the Persian Gulf.
This condition occurs after the passage of cold fronts to the
southeast. According to weather station reports, it can set in
suddenly at anytime and usually lasts from 1 to 5 days. The
winds usually die down at night and build back up during the
daytime hours due to surface heating. Offshore, the stronger
winds can create rough sea conditions resulting in wave heights
of 12 to 15 feet.

b. Sandstorms and Duststorms: Sandstorms and duststorms,
the result of strong winds, are one of the most important
regional climatic features adversely affecting military
operations. These storms--with durations from a few hours to
a couple of days--often reduce visibilities to less than 11
kilometers and occasionally to less than 1 kilometer (Figure 2).
Blowing sand and dust most commonly occur in the mid-afternoon
when surface winds are the strongest. The abrasive nature of
the sand and dust can create problems for both personnel and
equipment. Although, these storms strike more frequently in the
summer months (partially because of the lack of moisture and
drying out of the soil), they occur on average 1 to 3 times a
month in the fall and winter, especially in the interior plains.
C. Flooding: Flooding occurs infrequently in the lower
courses of the Tigris and Euphrates Rivers and the tributaries
of the Tigris and is most likely to happen in the winter and
early spring (December through March) due to the heavier
precipitation throughout the region, especially in the mountains
of Iraq. Snowmelt from the higher elevations of Iraq compounds
the problem of runoff during this time period. Flash flooding
is a common problem in many of the dry river beds, or wadis, when
sudden thunderstorms occur.

Implications for Military Operations
The special weather events encountered during this period
can hinder military force operations in a variety of ways.
Although infrequent during October through March, the more severe
storms--especially sandstorms and duststorms--can significantly
impact operations should they occur.
Aviation, Airborne, and Airmobile Operations.
Restricted visibility caused by blowing sand and dust
will impair close air support and airborne operations.
Parachute operations in winds over 13 knots (15 mph)
can scatter personnel, supplies, and equipment. High
wind velocities and gustiness may seriously degrade
aircraft operations and performance.
Armor and Armored Cavalry Operations. Restricted
visibility affects observation, control, and
coordinated maneuver. Strong winds and blowing sand
and dust could hinder engine operations and contaminate
unprotected equipment.
Artillery Operations. Poor visibility will restrict
visual observation and target acquisition. High winds
will deflect projectiles from their normal path and
decrease accuracy and the ability to acquire and lock-
on a target.

Chemical and Biological Operations. From the
perspective of defending against hostile forces,
restricted visibility tends to conceal contaminating
clouds, which increases the likelihood of being taken
by surprise from chemical and biological weapons.
Moreover, the relative lack of precipitation, even
during the rainy period, allows for fuller effective-
ness of the agents. Blister agents are particularly
effective in the desert environment found in this
region. High winds will aid in the dispersion of
agents but will cause increased evaporation and
dissipation for all but the most persistent agents.
Communications and Radar. Poor visibility places more
dependence on radar operations. Wind blown sand and
dust can limit radar and radio capabilities. Radio
communications can be reduced by as much as 50 percent
during a sand or duststorm. Past experience, however,
has shown that reduced visibilities do not degrade
AWACS performance.
Equipment and Supplies. Reduced visibilities will
delay logistics operations. High winds can damage or
destroy unprotected equipment. Blowing sand and dust
can damage painted surfaces, engines, and weapons and
will contaminate fuels, lubricants, and water supplies.
Naval Operations. High seas, associated with the
passage of frontal systems and the winter Shamals, can
have negative impact on any operations conducted on the
high seas or along the coast. Waves 12 to 15 feet have
been observed during the occurrences of the windstorms.
Amphibious landings and carrier operations would be
limited during these times.
Personnel. Restricted visibility increases the
likelihood of personnel becoming lost or having
accidents. Detection and identification become more
difficult, and field functions require more time.
High winds and associated sand and dust can have an
unnerving effect on personnel as well as an adverse
physical impact by causing irritation of the mucous
membranes.
Trafficability and Transportation. Although,
trafficability becomes better after light to moderate
rains because of the compaction of the sands and soil,
heavier rain periods can cause flooding which hinder
ground movement of troops and equipment. During sand
and duststorms, poor visibility will increase accident
rates and impair the driver's ability to judge
distances and speeds.
