SUBJECT:
Request for Bruce Gelb to be in Official Party
in Warsaw
USIA Director Bruce Gelb will be in Warsaw while the President is
there to sign an agreement to establish reciprocal cultural
centers in the US and Poland. The agreement will allow the US to
open a center in Warsaw and Poland to open a center in the US city
of its choice. USIA is the agency responsible for carrying out the
agreement. The President will attend the signing ceremony.
Director Gelb would like to be, and should be, included in the
official party in Warsaw. It will be awkward if he is left out.
(He will not travel to the other locations in Poland or the other
countries on the President's itinerary.)
He would like to attend:
- airport arrival (Mrs. Gelb if appropriate)
- luncheon (Mrs. Gelb too)
- dinner (Mrs. Gelb too)
- Sejm speech (in audience only)
The Gelbs will fly commercial, but they would appreciate having
the White House arrange their hotel for the nights of July 8, 9,
and 10. They will depart for the US the 11th. He will be
accompanied by one staff member, who does not need to be part of
the official party.
USIA sent David Bates a memorandum about this, but I believe NSC
should follow up to ensure that the USIA Director does become part
of the official party and appropriate arrangements are made in
Warsaw.
RECOMMENDATION
That you authorize Philip Hughes to make these arrangements.

and Jolu Heller, Here is unanimous agreement that
we don't want additional travelers like Bruce Gello
(and Fred Zeder and several other potential claimants)
to accompany the President to Warsawand Budapest
Andy Card will be calling the various officials who
have asked to come along to give them the news on
