Dear Chase:
I am writing to recommend Ms. Maryanne C. Bach for a position in
the Executive Branch of the Bush Administration. Although her
extensive background and experience could be an asset in a wide
var lety of positions, I would suggest that she receive particular
consideration for appointments as Assistant Secretary of the Office of
Science and Technology Policy (OSTP), Deputy Assistant Administrator
for Research and Development of the Env ironmental Protection Agency
(EPA), Deputy Under Secretary or Deputy Assistant Secretary for
Technology within the Department of Commerce (DOC), or Associate
Director for Natural Resources, Energy and Sciences of the Office of
Management and Budget (OMB). In my judgement, she is eminently
qualified for such positions, both technically and politically.
For the last seven years, Maryanne has served in a number of key
technical positions on the Republican staff of the Committee on
Science, Space and Technology of the U.S. House of Representatives, on
which I also served for two terms. During her tenure, she has
distinguished herself as a skillful negotiator and spokesperson for
the broad spectrum of Republican members. As this Committee has
oversight over all nonmilitary federal research and development
programs, she has had lead responsibility for a wide range of science
and technology policy issues, as well as budget oversight for the
OSTP, the EPA, the National Oceanic and Atmospheric Administration
(NOAA/DOC), the National Institutes of Standards and Technology
(NIST/DOC), the National Technical Information Service (NTIS), the
Office of Technology Policy (OTP/DOC), programs within the Departments
of Energy (DOE) and Agriculture (USDA), as well as the National
Science Foundation (NSF). Furthermore, as the current Science
Coordinator, Ms. Bach oversees International scientific matters and
has traveled extensively on behalf of the Committee.
During the 98th Congress, Maryanne worked in support of my
activities as the Ranking Minor Member of the Subcommittee on
Science, Research and Technology where she played a pivotal role in

mobilizing industry-university-government partnerships to enhance math
and science education, in promoting the commercialization of federal
technology transfer, in supporting the Reagan Administration's
budgetary priorities for Increasing basic research, and in seeking
legislative approaches to remove unnecessary regulatory barriers which
have Impeded private sector innovation and productivity.
Perhaps of greatest Importance, in terms of a senior position
within the Executive Branch, is the unusual ability which Maryanne has
to bring to bear on practical issues, such as trade, Incisive
analytical capabilities and a perceptive blend of broad scientific
competence and sophisticated political sensitivity. While her formal
education is in the biological sciences, Maryanne has exercised a high
level of understanding for diverse subject matters such as
electronics, manufacturing technologies, fundamental engineering,
superconductivity and blotechnology.
From an administrative perspective, Maryanne is also a strong
candidate. She is an effective communicator and an adept team leader
with strong organizational skills, capable of accepting extensive
responsibility and exercising authority. She has an enormous breadth
of experience with legislation; her background includes both personnel
and fiscal management.
In summary, I am convinced, on the basis of seven years of working
with Maryanne, that she possesses the high level of technical
competence and philosophical commitment to the goals of the Bush
Administration necessary to fulfill the demands of senior executive
positions. There is no doubt in my mind that she would represent the
President-elect well and I, therefore, strongly recommend her for your
consideration.
