Oaks Country Club's ballroom owed its life
Thursday night to TIRR - The Institute of Re-
habilitation and Research.
Party-goers were there to celebrate the 30th anniver-
sary of the internationally famous Houston medical fa-

then started me back to playing music, Don said. My
fingers were numb.

BIOGRAPHICAL SKETCH
LEX FRIEDEN
Lex Frieden is Executive Director of the National Council on the
Handicapped, an independent Federal agency located in
Washington, D.C. The Council is a fifteen member body appointed
by the President and confirmed by the Senate. The Council is
charged by law with reviewing all laws, policies and programs
affecting people with disabilities and making recommendations to
the President and the Congress.
Prior to assuming his present position, Mr. Frieden was Director
of the Independent Living Research Utilization project at The
Institute for Rehabilitation and Research and assistant
professor of rehabilitation at Baylor College of Medicine,
Houston, Texas.
A graduate of Tulsa University, Mr. Frieden has been honored as
a Distinguished Alumnus. He also holds a master's degree in
social psychology from the University of Houston. He has done
additional graduate work in rehabilitation psychology at the
University of Houston with support from an SRS doctoral
fellowship, and he has been awarded a World Rehabilitation Fund
Fellowship to study programs for disabled people in Europe.
Mr. Frieden, a quadriplegic due to spinal cord injury, has been
involved in the organization of several groups of disabled
individuals including the American Coalition of Citizens with
Disabilities, the Coalition of Texans with Disabilities, and the
Houston Coalition for Barrier Free Living.
Working in the independent living movement by severely disabled
people since the early 1970's, Mr. Frieden has published several
books and papers on independent living. He served as a
consultant panel member for the United States House of
Representatives' Committee on Science and Technology from 1976
through 1978, and he prepared the background paper on Community
and Residential Based Housing for the White House Conference on
Handicapped Individuals in 1977. He was honored by the U.S.
Jaycees in 1983 as one of America's Ten Outstanding Young Men.

MAJOR PROJECT RESPONSIBILITIES
Principal Investigator and Director of the Independent Living Research
Utilization (ILRU) Project at The Institute for Rehabilitation and Research.
The ILRU project is a national resource center for independent living. The
goal of ILRU is to improve the spread and utilization of results of research
programs and demonstration projects in the field of independent living.
Since ILRU was established in 1977, it has developed a variety of strategies
for collecting, organizing, and disseminating information related to the field
of independent living. ILRU project staff serve independent living programs,
state rehabilitation agencies, federal and regional rehabilitation agencies,
consumer organizations, rehabilitation service providers, educational insti-
tutions, medical facilities, and other organizations active in the field,
both nationally and internationally.
Six persons are employed on the ILRU staff. Among its accomplishments, the
project has sponsored eight major conferences of national scope, training
more than 1,200 persons from all over the nation; provided on-site technical
assistance to independent living programs in 28 states and 5 foreign countries;
distributed more than 20,000 books, pamphlets, and videotapes related to inde-
pendent living; developed a comprehensive set of definitions and a scheme for
categorizing models of independent living programs; and compiled and continually
updated a national registry of independent living programs.
PUBLICATIONS AND PRESENTATIONS
Authored or co-authored approximately 44 published contributions to the
literature of independent living and rehabilitation. Presented 187 lectures,
programs, and seminars since 1972.
COUNCIL
ON
THE
NATIONAL
The National Council on the Handicapped is an independent
Federal agency comprised of 15 members appointed by the
President and confirmed by the Senate. Established by the
95th Congress through Title IV of the Rehabilitation Act
of 1973 (as amended by Public Law 95-602 in 1978), the Coun-
cil was initially an advisory body within the Department of
Education. However, in 1984, the Council was transformed
into an independent agency by the Rehabilitation Act Amend-
ments of 1984 (Public Law 98-221).
The Council is charged with reviewing all laws, programs and
policies of the Federal Government affecting disabled indi-
viduals and making such recommendations as it deems necessary
to the President, the Congress, the Rehabilitation Services
Administration (RSA) Commissioner and the National Institute
of Handicapped Research (NIHR) Director. Also within the
Council's responsibilities are approval of standards con-
cerning Independent Living and Projects With Industry Pro-
grams and the preparation of a special report due to Congress
in February 1986 which relates to enhancing the productivity
and quality of life for disabled Americans.
Whereas many government agencies relate to the needs and
concerns of people with disabilities, the National Council
on the Handicapped is the only Federal agency with the man-
dated responsibility to address, analyze, and make recommen-
dations on issues of public policy which affect people with
disabilities regardless of age, disability type, perceived
employment potential, perceived economic need, specific func-
tional ability, status as a veteran, or other individual cir-
cumstances. The Council recognizes its unique opportunity to
facilitate independent living and employment opportunities by
people with disabilities by assuring a coordinated approach
to meeting their needs and eliminating barriers to their active
participation in community and family life.
BIOGRAPHICAL SKETCH
LEX FRIEDEN
Lex Frieden is Executive Director of the National Council
on the Handicapped, an independent Federal agency located in
Washington, D.C. The National Council is a fifteen member
body appointed by the President and confirmed by the Senate.
The Council is charged by law with reviewing all laws,
policies and programs affecting people with disabilities and
making recommendations to the President and the Congress.
Prior to assuming his present position, Mr. Frieden was
Director of the Independent Living Research Utilization
project at The Institute for Rehabilitation and Research and
assistant professor of rehabilitation at Baylor College of
Medicine, Houston Texas.
A graduate of Tulsa University, Mr. Frieden has been honored
as a Distinguished Alumnus. He also holds & master's degree
in social psychology from the University of Houston. He has
done additional graduate work in rehabilitation psychology at
the University of Houston with support from an SRS doctoral
fellowship, and he has been awarded a World Rehabilitation
Fund Fellowship to study programs for disabled people in
Europe.
Mr. Frieden, a quadriplegic due to spinal cord injury, has
been involved in the organization of several groups of
disabled individuals including the American Coalition of
Citizens with Disabilities, the Coalition of Texans with
Disabilities, and the Houston Coalition for Barrier Free
Living.
Working in the independent living movement by severely
disabled people since the early 1970's, Mr. Frieden
has published several books and papers on independent living.
He served as a consultant panel member for the United States
House of Representatives Committee on Science and Technology
from 1976 through 1978, and he prepared the background paper
on Community and Residential Based Housing for the White
House Conference on Handicapped Individuals in 1977. HE was
honored by the U.S. Jaycees in 1983 as one of America's Ten
Outstanding Young Men.

MAJOR PROJECT RESPONSIBILITIES

Principal Investigator and Director of the Independent Living Research
Utilization (ILRU) Project at The Institute for Rehabilitation and Research
The ILRU project is a national resource center for independent living. The
goal of ILRU is to improve the spread and utilization of results of research
programs and demonstration projects in the field of independent living.
Since ILRU was established in 1977, it has developed a variety of strategies
for collecting, organizing, and disseminating information related to the field
of independent living. ILRU project staff serve independent living programs,
state rehabilitation agencies, federal and regional rehabilitation agencies,
consumer organizations, rehabilitation service providers, educational insti-
tutions, medical facilities, and other organizations active in the field,
both nationally and internationally.
Six persons are employed on the ILRU staff. Among its accomplishments, the
project has sponsored eight major conferences of national scope, training
more than 1,200 persons from all over the nation; provided on-site technical
assistance to independent living programs in 28 states and 5 foreign countries;
distributed more than 20,000 books, pamphlets, and videotapes related to inde-
pendent living; developed a comprehensive set of definitions and a scheme for
categorizing models of independent living programs; and compiled and continually
updated a national registry of independent living programs.
PUBLICATIONS AND PRESENTATIONS
Authored or co-authored approximately 44 published contributions to the
literature of independent living and rehabilitation. Presented 187 lectures,
programs, and seminars since 1972.
