The President thanked Prime Minister Gonzalez for his
congratulatory message. The President said he recalled his
previous visits with the Prime Minister, and looked forward to
seeing him again. Prime Minister Gonzalez said he was pleased
with the President's victory, and again congratulated him.
The President said he looked forward to discussing key
international issues with the Prime Minister, in particular
developments in Europe and in Central and Latin America. Prime
Minister Gonzalez said he would be delighted to exchange views
with the President. He said that, in his capacity as EC
President, he would be traveling to the inauguration of
Venezuelan President Carlos Andres Perez and would be meeting
with various Latin American heads of governments.
Prime Minister Gonzalez asked whether Vice President Quayle would
be attending the inaugural. The President said that the Vice
President would be going to Venezuela, and asked the Prime
Minister to meet with the Vice President. Prime Minister
Gonzalez said he would do SO.
Prime Minister Gonzalez said he looked forward to meeting the
President. The President asked whether Prime Minister Gonzalez
was planning to travel to Tokyo for the Emperor's funeral. Prime
Minister Gonzalez said that King Juan Carlos would be
representing Spain at the funeral. He then said he would
appreciate the opportunity to pay a visit to Washington during
the first half of this year.

The President said that he would discuss the possibility of such
a visit with General Scowcroft and Secretary Baker. He
reiterated that he was anxious to meet with the Prime Minister
and promised that he would try to work something out.
Prime Minister Gonzalez said he was delighted, and that he could
raise the issue when he meets with Vice President Quayle in
Venezuela.
The President thanked the Prime Minister again for his
congratulatory message. Prime Minister Gonzalez thanked the
President for the telephone call.
The conversation ended at 11:25 a.m.
