As I mentioned this morning, we could help in the
telecommunication area by short term (like installed in 90 days!)
cellular phone system using analog technology until or whenever
export controls and COCOM allowed digital - plus U.S. West, AT&T
putting down fibre optic across the USSR when and if appropriate
national security concerns can be covered (and some very smart
people think we can make sure that the concerns can be
satisfied). This is more medium term, but we shouldn't let some
other Western country and company capture this.
When we leave tonight for Poland besides reporting back to
you and getting our business friends involved, we'll be talking
and talking about a draft outline of a comprehensive business and
economic agreement - not only is this very important because it
will give comfort and assistance to U.S. companies going or
contemplating going into Poland, but it will also serve as a
paradigm for other Eastern European countries. Perhaps it could
work with some ramifications for an agreement between USSR and
U.S.
