As you know, it is anticipated that with the advent of the new
Administration there will be substantial changes in staffing at
the NSC. Although it is not clear how quickly these changes will
be implemented, Mel Levitsky has suggested that I remind FSO's
that the Department's assignment cycle began November 1 and that
they should be in the process of identifying future assignments.
You have all served the NSC with distinction and can point to a
record of solid achievement which should recommend you highly. I
am certain that you will all find challenging new positions.
With this in mind, I plan to send Mel a list of Foreign Service
Officers presently assigned to the NSC. If I can be of any
assistance in your job search, please do not hesitate to ask. I
have greatly enjoyed working with each of you and look forward to
continuing our association in the future.

General Scowcroft was thankful for the material that was provided him concerning
staff breakdown. He has now asked if he could have a breakdown of the length of
service with the NSC (both detailees and Permanent) of the "professional staff."
He said it was not necessary to include the clerical/support staff in this
breakdown. He mentioned that Dennis Ross may have already requested this and
not want to duplicate the effort. I checked with Carole Paquette and she
not been tasked by Dennis Ross or anyone. I told Carol I would pass this on
to you to handle.

THE USE OF CONSULTANTS
The NSC has traditionally used consultants intermittently, on an
as-needed basis. Compensation is made only for those days
actually worked, and at a rate based on their qualifications in
relation to our particular need at the time. Those few former
NSC staff members who were engaged as consultants on a
transitional basis (i.e., Reger, Ross, Dix and Tillman) were to
be compensated on a scale equivalent to their former salaries;
their services have not been required to date, and these
relationships are scheduled to expire in the near future.
The following totals were provided by our payroll office for
actual amounts paid to NSC consultants:

The NSC FY89 Appropriations Act established an FY89 ceiling on
the use of paid consultants which is 85% of the amount expended

Establishment of Consulting Relationships
As a policy matter, the NSC determined in 1987 that it would
establish consulting relationships with private individuals or
organizations only where there is a clear and compelling need for
such services, and where the proposed consultant's professional
background and qualifications indicate an unusual expertise not
otherwise available to the NSC. Staff were directed to submit
proposals in memorandum form to the Executive Secretary,
including a detailed statement of financial arrangements and work
to be performed, the length of time required, NSC staff points of
contact, and specific arrangements to ensure appropriate
accountability and control.

Resignation of Presidential Appointees
As you know, the President has directed that all presidential
appointees submit their resignation by December 1. These letters
will be kept on file; President-elect Bush has asked that
presidential appointees stay on until their successors can effect
an orderly transition. You also will have the opportunity to
make known your desire, if any, for further service in his
administration. In the near future, you will be hearing from the
White House Office of Presidential Personnel to ascertain your
interésts in this connection.
These letters will be the only letters of resignation you submit.
All should contain the following sentence:
"I hereby tender my resignation as Special Assistant to
the President for National Security Affairs and [NSC
title, e.g., Senior Director for
] effective
at the pleasure of the President. "
This formulation means that either President Reagan or President
Bush may accept the resignation; it preserves for foreign service
and military officers their career commissions.
The rest of the letter is up to you. As it is the only letter of
resignation you will submit and as the President will respond,
you may wish to use the body of the letter as an opportunity to
frame the President's response. Thus, you may wish to indicate
those areas on which you worked and your accomplishments, which
the President's response can be expected to note.
The salutation is "Dear Mr. President:" and the address is:

issue on which I sought the Executive Clerk's advice was how to
frame resignations so that career military or foreign service
officers not be understood to be resigning their military or
foreign service commissions at the same time they resign their
presidential commissions.

President-elect, whether Vice President Bush or Governor Dukakis.
To efficiently receive, screen, log and forward these calls, we
need to coordinate central processing.
As the State Department is best equipped to notify embassies,
screen and handle foreign callers, we request you establish a
Command Post to receive and forward calls to the President-elect.
Concept of Operations.
American Embassies will be provided State Department Command
Post telephone/telex number and authorized to release that
number as judged appropriate.
Foreign calls received at the Command Post will be logged,
messages taken, and calls forwarded to the President-elect
as coordinated by President-elect staff.
Coordination with White House Communications Agency (WHCA)
and White House Signal will be with Joe Hennigan, telephone
(202) 395-2000.
Coordination for the Vice President will be accomplished by
the Military Assistant, Colonel Terry Mattke, and/or
Personal Aide Tim McBride. Both individuals will be on
scene in Houston. Times that the Vice President will be
available will be provided to the Command Post. Calls
should be forwarded by the Command Post to local Houston
number (713) 682-4725, a "rotary" with four lines.
