SUBJECT:
Permission to Draw Down the Embassy Staff in
Liberia, Deploy a Reinforced Marine Rifle Company
into the Embassy Compound, and Evacuate American
Personnel at Two Remote Broadcasting Sites.
The situation has significantly deteriorated in Monrovia in terms
of security of American personnel. While there is something of a
lull in the fighting, the prospect of Nigerian intervention has
set off the erratic Prince Johnson who is threatening to "level"
Monrovia, take foreign hostages and kill whites (AP story at
Tab A). He has specifically threatened the American embassy.
As a result, Ambassador De Vos and his country team now recommend
1,4(c)
that
an embassy drawdown
should take place and the Marine rifle company be deployed to the
embassy compound (composition of company at Tab B).
Following on a PCC session, a Deputies meeting at 3:00 P.M. this
afternoon basically concurred and agreed on the following
recommendations:
1.4(c); 1.4(d)
-- A reinforced Marine rifle company -- 200 to 225 men -- would
be deployed by helicopter from the MARG to the embassy
compound. A Lieutenant Colonel would be in charge of the
unit which would be under overall MARG command and control.
-- The helicopters which take the company into the compound
would lift out the maximum number of embassy personnel,
American citizens in the compound and any nearby foreign
diplomats for whom we are responsible. A skeleton embassy
staff would remain in place.

The operation should take place on Sunday, August 5, with
MARG coordination with Ambassador De Vos on precise timing.
The consensus in the meeting was that the possible Nigerian
intervention is symptomatic of a generalized deterioration in the
situation. Thus we should move now.
We all agreed that this is a War Powers reportable operation.
The lawyers are meeting on the subject. We are also looking at
the need to brief key Congressional leaders.
We have agreement of principals in particular, Secretary Baker on
these recommendations. All parties see the requirement for an
NCA decision before the execution of this operation.
RECOMMENDATION
That you raise this issue with the President immediately for
execution of the operation on August 5.
