It was agreed that:

The relief operation air drops will commence at 0900
Zulu Sunday, April 7. (c)

The relief operation will have three phases: 1)
emergency airdrops lasting about two weeks; 2) delivery
of relief supplies through ground nfrastructure which
will be put in place during airlift; 3) long-term

management of refugee populations. The latter two
should be done by the UN. (0)
Messages will be revised for the UNSYG and other
nations informing them of the operation and galvanizing
action for longer-term relief effort. A revised
message will be prepared for Japan re funding
assistance.
Message will be prepared for Iraq with warning that if
they fly north of 36N, we will shoot. 685
Legislation will be prepared citing security in the
region and relating this operation to Desert Storm. We
will use the DCA to replenish emergency funds. The
emergency funds will be made available by use of
waivers and drawdown authorities to use existing
accounts. (U)
JCS will pursue putting medics (teams smaller than
MASH) on the border. (U)
