Deputies Committee Meeting on Intelligence
Priorities (NSR-29)
The Deputies Committee meeting on December 16 will be the second
on this subject. It should be a status report from each policy
agency and their thoughts on the process. It may also be an
opportunity to begin to define a structure for the NSR-29
product. That structure will be something which will emerge from
the meeting based on ideas from the participants.
In the November 26 meeting, the following points were made:
-
You emphasized the importance of the undertaking and
the necessity that it be a policy-level effort.
-
The Terms of Reference (Tab A) was not discussed at
length, but there seemed to be no major objections.
-
The discussion on how to proceed resulted in the
following conclusions:
-- No substructure to DC for now.
-- Yes on interagency coordination on common subject
areas.
-- No set format at this point; explore fresh ideas.
-- May be a good idea to establish a baseline of
current priorities.
-- A strawman paper for relating changed priorities
to programs may be useful.
In the interim, I have developed a chart depicting today's top
priorities (Tab B). I think it captures the general themes
fairly well. It arrays priority 1 and 2 intelligence
requirements by region/country and general topics. It is not
the kind of output we are looking for in this effort, but it is
a fair representation of current top priorities. We can hand
this out at the meeting, if appropriate.

Brent Scowcroft: Thanks and welcome to those who are not
usual Deputies Committee members. This is a little unusual.
It is an unusual task. We are undertaking a major overhaul of
intelligence requirements and priorities. (U)
The dramatic changes in the world bring into question the way we
have been doing our targeting for the past forty years. We've

had a particular focus on the USSR. We need to evaluate how the
changes have affected the requirements. The Intelligence
Community needs to remodel its operations over the next decade
and a half. (U)
If we do this right, it will set patterns for the future. If we
do it wrong it will also set the patterns. In the past, top-
level policy people have handed off these kinds of tasks down the
line and have not personally focused on them. Let's try to make
it a thoughtful, serious process, analyzing what your agency
needs from intelligence. Don't turn it over to the intelligence
shop. Let's keep the focus on policy needs. (U)
We have a fairly short suspense. The goal is to affect the
FY 1993 budget. We will need some delay in the budget. We need
to move fast. By 15 February we want a set of top-level
requirements in priority order. (U)
I really want the policy people to do it too. I want your own
priorities of policy and how they will change over the decade.
Don't do it pro forma. We'll get an initial list in the middle
of January. We want to keep it simple and straightforward. (U)
Now we need to talk about any comments or changes that you might
have on the Terms of Reference. They were general on purpose and
we want to stimulate discussion. Each one of you should
personally monitor this and make sure that things you get really
matter. (U)
Jonathan Howe will take over when he gets here, but I will
continue to monitor your progress. This is really important.

Now, for any comments. (U)
Arnold Kanter: I have two questions. Is there going to be any
substructure to the DC, something like a PCC to refine these
issues? My second question has to do with each of us stipulating
our policy priorities leading to intelligence priorities, then
we'll integrate the intelligence priorities but not necessarily
the policy priorities. (U)
Brent Scowcroft: I think you're going to have to integrate both.
Only then will the intelligence priorities make sense. (U)
Bill Working: On the first question of substructure, we don't
intend to have a subgroup, but rather will get the inputs from
the departments and agencies and I will mash them together. We
may need a subgroup at some later point. (U)

John Robson: Would we benefit in the creation of our first
submission by some interaction of those with common subjects?
Can we establish some general groupings that we can build the
requirements in. (U)
Brent Scowcroft: I should have said earlier that we will have a
couple of meetings before January 15 to work out the process and
problems that might come up. I don't have any problem with
general groupings. What we want to do is get your preliminary
ideas and get back together. (U)
David Jeremiah: The NITs are organized by topics. Would you
like it organized in that fashion? (U)
Brent Scowcroft: It might be useful to follow, but I don't want
to be bound by it. (U)
Paul Wolfowitz: Customer surveys like the NITs don't get very
high level attention because most of us think they don't make a
difference. It may be useful to give the DC an input on how
these requirements will be made into programs. The product may
be too abstract to be of use. A set of requirements is hard to
translate into investments. (U)
Brent Scowcroft: I've done it many times. I know the problems
with abstract requirements. (U)
Andy Card: It may be we need two lists. One for where we are
today, and where we want to be tomorrow. You do that for each of
the three categories. I fear that everything will end up in
category 1. (Mr. Card's remarks evidently refer to the
categories: critical, valuable and not needed, which are
mentioned in the Terms of Reference.) (U)
Arnold Kanter: Is there an extant example of how you want this?
(U)
Robert Howard: I have a copy of the Foreign Intelligence
Requirements Categories and Priorities. It is very detailed.
Is that what you want? (U)
Brent Scowcroft: I want to know what are your fundamental
priorities in the world out there. What's needed now that wasn't
needed before? I want something from policy to help the
Intelligence Community restructure. (U)
Robert Howard: A strawman paper for going from here to there
would be useful. It would have the baseline of current
priorities and where the emphasis is changed. It would also
describe the general program impacts.

Arthur Rothkopf: I expect that we will say that the traditional
areas of intelligence are still important to us. We may be
adding, not dropping, topics. (U)
Brent Scowcroft: But you don't have to try to cover all
possible fronts where you could be doing things just to cover
all contingencies. (U)
Henson Moore: We work with intelligence mostly on the Defense
programs. We may want to use it differently in the future.
We may see an opportunity to define new requirements and
relationships. One of our requirements may be to declassify
more of the intelligence so that we can use it better. (U)
Brent Scowcroft: I was thinking about Bob Howard's notion of a
strawman. That may not be a bad idea. (U)
John Robson: I think it is important to develop something SO we
avoid a total free form process. Some segmentation of the
gathering process. (U)
Richard Kerr: I want to stay out of the requirements side, but
maybe it's important to help you look at the end-game. I can
imagine that we will need 150% of today's capability, a 50%
increase, to meet all of of the interests when we translate them
to resource and programmatic terms. Two things would be helpful.
What the DC could give us is where the major thrusts of policy
will be different from today. And, secondly, to tell us which
things may be less important in the future. I was talking to
Secretary Baker the other day and he said that we shouldn't worry
SO much about COCOM and technology transfer issues anymore.
That's the kind of input that we need. (e)
David Jeremiah: Let's make a distinction between technical
intelligence and technology transfer. I might agree on the
technology transfer point, but we still need technical
intelligence. (e)
Brent Scowcroft: We spend a lot of time and resources on things
that may not be SO important any more. We used to know exactly
where the threat was coming from and we could concentrate on
that. The Soviet Union. (U)
David Jeremiah: From our standpoint, we need to look at a wide
area and be able to focus instantaneously. We don't know where
the next threat is coming from anymore. (U)
Brent Scowcroft: Now such problems as proliferation produce a
very different requirement. It may be harder for intelligence.

order out of chaos with these requirements. (U)
