CONTROL OF CIVIL AIRFIELDS
ISSUE: (U) Control of Civil Airfields.
DISCUSSION: (S) Control of civil airfields is critical to the
success of the strategy. This is an action that the GOP can, and
must, accomplish. This requirement is in concert with legislative
requirements, the Andean Strategy, the 1992 International
Narcotics Control and Strategy Report (INCSR), and Embassy
objectives. Control of civil airfields not only demonstrates
political will, but is also operationally essential. Elements of
control are: administrative, air traffic control, enforcement,
and security.
RECOMMENDATION:
(8) Authorize 506 (a) (2) drawdown, currently planned, to
upgrade communications, airfield security, human rights
training, and air interdiction support elements.

ENHANCE LAW ENFORCEMENT OPERATIONAL CAPABILITY
ISSUE: (U) Enhance operational capability of the Peruvian
National Police/DEA.
DISCUSSION: (8) The most effective method of combatting the drug
traffickers is to identify organizations, or individuals, with the
organizational, physical and financial capabilities to procure
cocaine base exportable by air, and disrupt their activities
through selective enforcement actions to immobilize key
individuals and seize or destroy assets (drugs, cash or other
contraband, processing or transportation assets). These
operations will be proactive (deliberate or planned operations
based on previously generated intelligence) and reactive
(immediate response to specific intelligence and endgame of
selected targets). As civil airfields are controlled, law
enforcement elements will be able to extend their operational
strike range from the Santa Lucia Base. For these operations to
be effective, it is necessary to bring up to the authorized level
current INM rotary wing capabilities, and to aggressively engage
Peruvian military helicopters.
RECOMMENDATIONS:
(S) Provide up to five UH-1H helicopters, in FY92, to the
INM airwing in Peru.
(8) Continue U.S. detection and monitoring deployments
(both DoD and Customs) to Peru until a host nation capability
is established. These USG deployments will be on an
intermittent basis consistent with theater requirements.

ENHANCE CIVIC ACTION/SECURITY CAPABILITY
OF PERUVIAN MILITARY
ISSUE: (U) Enhance civic action, engineering, and physical
security capabilities of the Peruvian military.
DISCUSSION: (8) The civic action and engineering capabilities
of the Peruvian military are an important element of the overall
strategy. Furthermore, Peruvian military security elements are
essential to the GOP's ability to secure civil airfields,
alternative development projects in the Upper Huallaga Valley, and
to provide tactical security for law enforcement operations.
Civic action, engineer, and security elements will assist in
denying the uncontested, illicit uses of overland access in the
UHV, reestablish order in specific areas, and improve the health
and quality of life for the peasants. Additionally, these
elements will be a valuable source of intelligence.
RECOMMENDATIONS:
(8) Provide engineer equipment (bulldozers, road graders),
under EDA in FY 92, FY 93.
(8) Provide support (equipment and training) for Peruvian
Armed Forces engaged in civic action, engineer, and tactical
security missions (FMFP)

MARITIME, COMMERCE CONTROL, RIVERINE ACTIVITIES
ISSUE: (U) Conduct Interagency Maritime Commerce Control Survey
DISCUSSION: (8) An overarching commerce control mechanism must
be established before a riverine force structure is developed.
Iquitos, the largest river port in Peru, is the hub of all Amazon-
basin river traffic entering and exiting Peru. Traffic through
this vast area is currently under very limited administrative
control, thus facilitating the flow of chemicals, drugs, and other
contraband. A commerce control survey will provide the management
guidelines for a comprehensive program. In the meantime, a
riverine capability in 4 critical nodes (Yurimaguas, Pucallpa,
Nauta, and Iquitos) will be progressively developed. These
capabilities will disrupt illicit river traffic and access to coca
producing areas. Commerce control and riverine activities will be
linked to enforcement operations.
RECOMMENDATIONS:
(8) Authorize the conduct of an interagency maritime
commerce control survey.

capability (FMFP).
