This is an action that the GOP can, and must, accomplish. This requirement is in concert with legislative requirements, the Andean Strategy, the 1992 International Narcotics Control and Strategy Report (INCSR), and Embassy objectives. Control of civil airfields not only demonstrates political will, but is also operationally essential. Elements of control are: administrative, air traffic control, enforcement, and security. DISCUSSION: (8) The most effective method of combatting the drug traffickers is to identify organizations, or individuals, with the organizational, physical and financial capabilities to procure cocaine base exportable by air, and disrupt their activities through selective enforcement actions to immobilize key individuals and seize or destroy assets (drugs, cash or other contraband, processing or transportation assets). These operations will be proactive (deliberate or planned operations based on previously generated intelligence) and reactive (immediate response to specific intelligence and endgame of selected targets). As civil airfields are controlled, law enforcement elements will be able to extend their operational strike range from the Santa Lucia Base. For these operations to be effective, it is necessary to bring up to the authorized level current INM rotary wing capabilities, and to aggressively engage Peruvian military helicopters. Iquitos, the largest river port in Peru, is the hub of all Amazon- basin river traffic entering and exiting Peru. Traffic through this vast area is currently under very limited administrative control, thus facilitating the flow of chemicals, drugs, and other contraband. A commerce control survey will provide the management guidelines for a comprehensive program. In the meantime, a riverine capability in 4 critical nodes (Yurimaguas, Pucallpa, Nauta, and Iquitos) will be progressively developed.
