DOD will provide an emergency food airlift from Mombasa
to Wajir, Kenya, for up to 60 days. (e)
-- DOD will provide emergency food airlift to Somali towns
in the interior of the country (four were specifically
noted) for up to 60 days as security and operating
conditions permit. (e)
-- These emergency airlifts are temporary arrangements
which 60 days after start-up should be replaced by non-
military airlift (e.g. commercial charters), if

Although we have allocated substantial resources ($76 million),
more attention to the Somalia crisis is needed, since interagency
consideration of this issue has been somewhat diffuse. You will
want to provide a clear policy focus for this meeting. I suggest
that you lay out some key goals at the beginning of the meeting,
and keep the discussion focused on how the options measure up:
-- Save lives by quickly delivering food to starving people.
-- In the long-run try to reduce the anarchy and violence.
-- Demonstrate and exercise U.S. leadership on a global scale.
-- Avoid charges of inattention and inaction that could be
embarrassing.
In addition, the Deputies should try to identify a number of
initiatives that could form the basis for another Presidential
announcement. (I will have a draft before the meeting.)
Here are our views on the policy issues.
Priorities and resources: Given the President's desires, you
should press for high priority and maximum resources consistent
with budgetary constraints.
UN posture: The interagency tide is running in favor of an early
resolution with an "all necessary means" element. We should be
seen as moving in this direction, even if it may be some time
before it is passed. This is consistent with our policy for
Yugoslavia and it could also be beneficial in dealing with the
clans to secure the relief efforts. We should, however, be sure
the UN knows and agrees with such an approach. Following the DC,
we should consider a phone call (e.g. from Brent Scowcroft) to
Boutros Ghali to inform him of how we are proceeding.
Security measures: We should be cautious about introducing
large-scale security forces until we have tried to engage the

clan leaders. (Previous efforts have been undertaken by UN
bureaucrats.) With new, increased visibility, a possible "all
necessary means" resolution, and some high-profile U.S. military
involvement in the relief effort, the clans may become more
constructive. If we decide to do anything, we should start in
areas where the clans want outsiders present, so they will
cooperate. This, in turn, would dramatically lower the risk of
casualties for us, and the need to use force.
Using U.S. military forces: JCS will want to know how much it
will have to do and under what policy guidelines SO they can do
planning for Somalia contingencies. Cost figures and operational
details will most likely be soft. We understand that Admiral
Jeremiah may have some options available, but does not intend to
lay them out unless necessary. However, the State/AID list of
possible military contributions attached to the discussion paper
may overcome this reticence without further effort on your part.
Another issue will be "who pays?" DOD will want reimbursement
and we can, and should, use humanitarian funds to reimburse DOD
for airlifts. However, the rate should be competitive with
commercial rates or we will be subject to charges of using money
to feed starving people to subsidize the defense budget. You
should push to limit DOD's airlifts to a short start-up period --
say 30 days -- and then move to commercial carriers. This will
show our commitment, avoid expensive, open-ended commitments for
DOD, and put business into the private sector where it belongs.
Organizational measures: I strongly recommend we request the
President to appoint Natsios as special coordinator. He is
bureaucratically well positioned, has a good record of
cooperating with the military (e.g., served in Desert Storm and
was in charge of the relief side of Operation Provide Comfort),
and is a very solid performer.
Public strategy: We need to seize the initiative, starting with
a Presidential announcement, and add a broader effort with USIA
in the lead to get our efforts recognized worldwide.

Overview
In light of the massive humanitarian emergency in Somalia, the
President wants to be sure the Administration is taking all
necessary and appropriate steps to help avoid further death and
suffering. This meeting of the Deputies is designed establish a
policy framework in which we can evaluate and implement these
steps.
Policy Issues
1. What priority, and resources, should Somali relief have?
For the moment, there appear to be sufficient resources
available, both financial and commodity, to provide an
appropriate U.S. contribution to traditional relief operations,
operating primarily through NGOs and international relief
organizations. There are also resources available to help
support modest security operations, such as the 500 armed guards
authorized by the UN Security Council.
However, we have been unable to ensure delivery of the
commodities we have currently earmarked due to the security
situation in Somalia. Are we willing to commit substantial
additional resources to provide security, if necessary?
2. What should our posture be in the UN?
There is an existing UNSC resolution authorizing 500 armed
security guards to provide security in Mogadishu. In light of
the adoption of the "all necessary means" resolution for Bosnia,
should the USG aggressively pursue a similar resolution for
Somalia? Alternatively, should we wait and see if and how the
armed guard deployment proceeds?
On the one hand, the Administration may be subjected to
criticism, both domestically and internationally, that it does
less when black African lives are being lost than when European
lives are threatened. The situation in Somalia is undoubtedly
causing far greater loss of life than in Yugoslavia and,
arguably, the indigenous forces are far less capable of resisting
"necessary force" if it is applied. Finally, the adoption of
such a resolution might enhance leverage over the clan leaders
who control the more organized military forces and encourage them
to cooperate with humanitarian deliveries if the alternative is
armed intervention.
On the other hand, we do not know how the first tranche of 500
armed guards (if they are actually deployed) will work out. We
do not yet have a clear idea of whether deployment of larger
international security forces will intimidate those who threaten
food deliveries, or heighten their determination to fight off

both the guards and the relief effort. Finally, some believe
there will be considerable opposition to such a resolution, and
that work should undertaken first to develop a UNSC consensus.
3.
What measures should we support, either unilaterally or
under UN auspices, to provide security?
The principal reason food is not getting to people in need is the
total lack of security in Somalia, and consistent pattern of
seizure of relief supplies by armed personnel. Many of these
bandits are individuals or small gangs not under any outside
control. Other incidents may be occurring with the connivance or
under the direction of major clan leaders. For many armed
Somalis food has become a commodity too valuable to allow people
to eat it.
As a result, there are only two ways to get food to the people in
need. Either the market can be so saturated with food that it
loses the value that makes it a target, or it can be guarded
sufficiently that secure distribution is possible.
Some would argue that it will not be possible to introduce enough
food to reduce its value without first introducing outside
security forces to protect deliveries and distribution. This
view would suggest that a fairly large armed force, broadly
dispersed in Somalia, will be necessary.
Others would argue that the introduction of outside forces will
cause greater insecurity. Perceived as a threat by clan leaders
afraid the outside world will impose a political solution, they
will themselves become a target. Instead, efforts should be made
to introduce food through other means, such as a large-scale
monetization program which would sell food to Somali merchants in
border areas and, with monitoring, rely on them and market
incentives to deliver food to existing markets. If enough food
were introduced in this fashion, the market price would drop
sufficiently that food would no longer be subject to looting and
banditry.
Another course of action would be to engage the clan leaders as
much as possible in providing security. To date, however,
efforts to engage the clans in security operations have resulted
in exorbitant demands to be paid for these "services," with only
marginal increases in security.
3.
To what extent should we engage U.S. military forces in the
Somalia effort?
Are we willing to commit U.S. military forces, including airlift,
to support delivery of relief supplies? Would we be willing to
commit U.S. military forces to participate in security
operations? Where would the financial resources come from to pay
for this?
One argument favors use of U.S. military forces to make highly
visible airlift deliveries of relief supplies, both to northern
Kenya and to several Somali towns where conditions are currently

safe for such operations. The U.S. might also move the Pakistani
UN security guards quickly from Islamabad to Mogadishu. While
all these moves might be done by commercial charter, perhaps more
cheaply, they would underscore the direct USG involvement with
relief, and the Administration's commitment. In addition, in
some instances the U.S. military may have capabilities that are
not available elsewhere. One example is the proposal to use a US
Navy ship with helicopters to move relief supplies from ships
just offshore to locations in remote coastal areas.
On the security front, some suggest that it will take a large-
scale military presence to provide security to permit food
deliveries around the country. Having U.S. forces perform, or
share in this function would be the most dramatic and visible
contribution we could make. Others would argue that it is
premature to engage in this type of operation without first
exhausting other methods of providing security -- whether through
more food deliveries (including a monetization program) or by
enlisting the cooperation of the major clans.
4.
Are any additional organizational measures that need to be
taken?
We want to be sure that we have clear and simple lines of
authority. The best approach might be to have OFDA take its
traditional lead role in coordinating all aspects of U.S. relief
delivery, in cooperation with the Pentagon as appropriate. State
would continue to take the lead on the diplomatic front,
especially at the UN. The Africa PCC and, as needed the Deputies
Committee, would provide overall policy guidance.
It might be worth considering recommending that the President
appoint a special coordinator for Somali humanitarian relief.
To avoid establishing needless and duplicative bureaucratic
structures, the best candidate would be someone at the Assistant
Secretary level, such as Andrew Natsios, who is already fully
engaged in this process and who would not require any additional
personnel resources.
5.
What should our longer-term strategy be?
Our current focus is on delivery of humanitarian relief to
prevent death and alleviate suffering. However, we will also
want to encourage a return to normalcy in Somalia so that the
extraordinary relief efforts can be completed and the Somalis can
once again provide for themselves. This may require strong
diplomatic and political intervention to secure national
reconciliation and the re-establishment of a functioning
government in Mogadishu. However, given the suspicions of the
clan leaders and their fear of external imposition of a
settlement premature moves in this area could jeopardize delivery
of relief in the short term. Nonetheless, we need to begin
thinking how best to deal with this situation over the long-term,
and the Deputies might instruct the PCC to develop a strategy to
accomplish this.

What should our public strategy be?

It will be important to seize the initiative and publicize U.S.
efforts to date, our plans for further near-term activities, and
our determination to play a leading international role. The
Deputies could recommend that the President make a statement that
would stress our commitment, and announce concrete initiative
approved by the Deputies, as well as other measures already
agreed to but not yet announced.

Overview
In light of the massive humanitarian emergency in Somalia, the
President wants to be sure the Administration is taking all
necessary and appropriate steps to help avoid further death and
suffering. This meeting of the Deputies is designed establish a
policy framework in which we can evaluate and implement these
steps.
Policy Issues
1. What priority, and resources, should Somali relief have?
For the moment, there appear to be sufficient resources
available, both financial and commodity, to provide an
appropriate U.S. contribution to traditional relief operations,
operating primarily through NGOs and international relief
organizations. There are also resources available to help
support modest security operations, such as the 500 armed guards
authorized by the UN Security Council.
However, we have been unable to ensure delivery of the
commodities we have currently earmarked due to the security
situation in Somalia. Are we willing to commit substantial
additional resources to provide security, if necessary?
2.
What should our posture be in the UN?
There is an existing UNSC resolution authorizing 500 armed
security guards to provide security in Mogadishu. In light of
the adoption of the "all necessary means" resolution for Bosnia,
should the USG aggressively pursue a similar resolution for
Somalia? Alternatively, should we wait and see if and how the
armed guard deployment proceeds?
On the one hand, the Administration may be subjected to
criticism, both domestically and internationally, that it does
less when black African lives are being lost than when European
lives are threatened. The situation in Somalia is undoubtedly
causing far greater loss of life than in Yugoslavia and,
arguably, the indigenous forces are far less capable of resisting
"necessary force" if it is applied. Finally, the adoption of
such a resolution might enhance leverage over the clan leaders
who control the more organized military forces and encourage them
to cooperate with humanitarian deliveries if the alternative is
armed intervention.
On the other hand, we do not know how the first tranche of 500
armed guards (if they are actually deployed) will work out. We
do not yet have a clear idea of whether deployment of larger
international security forces will intimidate those who threaten
food deliveries, or heighten their determination to fight off

both the guards and the relief effort. Finally, some believe
there will be considerable opposition to such a resolution, and
that work should be undertaken first to develop a UNSC consensus.
3.
What measures should we support, either unilaterally or
under UN auspices, to provide security?
The principal reason food is not getting to people in need is the
total lack of security in Somalia, and consistent pattern of
seizure of relief supplies by armed personnel. Many of these
bandits are individuals or small gangs not under any outside
control. Other incidents may be occurring with the connivance or
under the direction of major clan leaders. For many armed
Somalis food has become a commodity too valuable to allow people
to eat it.
As a result, there are only two ways to get food to the people in
need. Either the market can be so saturated with food that it
loses the value that makes it a target, or it can be guarded
sufficiently that secure distribution is possible.
Some would argue that it will not be possible to introduce enough
food to reduce its value without first introducing outside
security forces to protect deliveries and distribution. This
view would suggest that a fairly large armed force, broadly
dispersed in Somalia, will be necessary.
Others would argue that the introduction of outside forces will
cause greater insecurity. Perceived as a threat by clan leaders
afraid the outside world will impose a political solution, they
will themselves become a target. Instead, efforts should be made
to introduce food through other means, such as a large-scale
monetization program which would sell food to Somali merchants in
border areas and, with monitoring, rely on them and market
incentives to deliver food to existing markets. If enough food
were introduced in this fashion, the market price would drop
sufficiently that food would no longer be subject to looting and
banditry.
Another course of action would be to engage the clan leaders as
much as possible in providing security. To date, however,
efforts to engage the clans in security operations have resulted
in exorbitant demands to be paid for these "services," with only
marginal increases in security.
3.
To what extent should we engage U.S. military forces in the
Somalia effort?
Are we willing to commit U.S. military forces, including airlift,
to support delivery of relief supplies? Would we be willing to
commit U.S. military forces to participate in security
operations? Where would the financial resources come from to pay
for this?
One argument favors use of U.S. military forces to make highly
visible airlift deliveries of relief supplies, both to northern
Kenya and to several Somali towns where conditions are currently

safe for such operations. For example, the U.S. has already
offered to move the Pakistani UN security guards quickly from
Islamabad to Mogadishu. In addition, in some instances the U.S.
military may have capabilities that are not available elsewhere.
One example is the proposal to use a US Navy ship with
helicopters to move relief supplies from ships just offshore to
locations in remote coastal areas.
On the security front, some suggest that it will take a large-
scale military presence to provide security to permit food
deliveries around the country. Having U.S. forces perform, or
share in this function would be the most dramatic and visible
contribution we could make. Others would argue that it is
premature to engage in this type of operation without first
exhausting other methods of providing security -- whether through
more food deliveries (including a monetization program) or by
enlisting the cooperation of the major clans.
4.
Are any additional organizational measures that need to be
taken?
We want to be sure that we have clear and simple lines of
authority. The best approach might be to have OFDA take its
traditional lead role in coordinating all aspects of U.S. relief
delivery, in cooperation with the Pentagon as appropriate. State
would continue to take the lead on the diplomatic front,
especially at the UN. The Africa PCC and, as needed the Deputies
Committee, would provide overall policy guidance.
It might be worth considering recommending that the President
appoint a special coordinator for Somali humanitarian relief.
To avoid establishing needless and duplicative bureaucratic
structures, the best candidate would be someone at the Assistant
Secretary level, such as Andrew Natsios, who is already fully
engaged in this process and who would not require any additional
personnel resources.
5.
What should our longer-term strategy be?
Our current focus is on delivery of humanitarian relief to
prevent death and alleviate suffering. However, we will also
want to encourage a return to normalcy in Somalia so that the
extraordinary relief efforts can be completed and the Somalis can
once again provide for themselves. This may require strong
diplomatic and political intervention to secure national
reconciliation and the re-establishment of a functioning
government in Mogadishu. However, given the suspicions of the
clan leaders and their fear of external imposition of a
settlement premature moves in this area could jeopardize delivery
of relief in the short term. Nonetheless, we need to begin
thinking how best to deal with this situation over the long-term,
and the Deputies might instruct the PCC to develop a strategy to
accomplish this.

What should our public strategy be?
It will be important to seize the initiative and publicize U.S.
efforts to date, our plans for further near-term activities, and
our determination to play a leading international role. The
Deputies could recommend that the President make a statement that
would stress our commitment, and announce concrete initiative
approved by the Deputies, as well as other measures already
agreed to but not yet announced.

SOMALIA OPTIONS
The USG could undertake the following initiatives either
singularly or in combination to respond to the emergengy
humanitarian crisis in Somalia:
O Divert food shipments of MREs committed to the CIS or
drawdown DOD stocks through 506 (a) or UNPA for Somalia (a
rapid means of providing relief while we explore other
options). Pork content of MREs (one third) may present
problems.
-Approximately 4.6 million MREs are currently located in
Pisa, It.
-Consider air dropping MREs as an immediate, highly
visible measure (some estimate that this could be
executed within 48 hours of notification). The terrain,
good weather, and distribution of displaced people make
this a more acceptable operation than what was
experienced in Northern Iraq.
O Deploy heavy lift helocopters (via LPH) to the region to
provide over-the-beach delivery/airdrop of bulk food to
Somali encampments.
-Interoperability problems exist operating military
helos with civilian ships.
-Coordinate OFDA supplies enroute to marry-up with helo
assets.
O Provide airlift of relief supplies from Mombasa to Wajir,
Kenya. Establish a stockpile of supplies in Wajir to
support crossborder trucking operations into Somalia.
O Provide airlift of relief supplies from either Wajir,
Mombasa, or Djibouti to four selected airfields in Somalia
that are considered secure at this time (Baidoa, Beled
Weyne, Haddur, and Bardera).
-Provide two C-130 missions per day to each of the four
airfields.
O Establish "zones of tranquility" in cooperation with
local clan leaders in order to provide an area where people
can receive food, medical care, and water.
-Deploy Civil Affairs and Special Forces personnel to
set up these operations. (Note: this was done in
Northern Iraq and Kuwait; would require Reserve force
activation).

-Deploy military and USPH service medical teams to
provide health screening, innoculations, and basic
treatment for malnutrition.

Additionally, bottled water could be contracted to be
delivered.

well drilling, and minor construction projects.
Consideration could be given for contracting well drilling
operations.
O Upon approval of an UNSCR for use of "all necessary
means" to ensure delivery of humanitarian assistance,
provide armed reconnaissance of convoys and other
humanitarian operations.
o Introduce a UNSCR that would increase the number of
peacekeeping forces assigned to Somalia to increase
security.
o Employ U-2 reconnaissance flights to locate
concentrations of refugees and migrating populations.
