Savimbi left Luanda for Huambo, UNITA generals withdrew from the new unified army, and there were fears UNITA might return to the battlefield. Intensive international efforts were then undertaken to resuscitate the electoral process, including visits by senior U.S. officials and messages from President Bush, and a UN Security Council team visit. By late October, UNITA appeared to be on a two-track approach. They had agreed to form political and military commissions to prepare for a Savimbi-dos Santos meeting. Both sides, including UNITA, tabled proposals that seemed to provide a reasonable basis to negotiate a political solution that would lead to second round elections. However, UNITA also began a process of taking over district and provincial capitals, with reports that MPLA and Government officials were being expelled and/or killed. On Saturday, October 31 UNITA had announced plans for a rally in Luanda, where they had maintained a substantial political and military presence. That day the GRA, operating primarily through the paramilitary riot police, attacked UNITA targets in Luanda. The Government now controls the capital, and UNITA's political and military leadership has been decimated: many have been killed; others are in Government custody. Savimbi has assured U.S. officials that he wishes to negotiate with the Government, and has ordered his forces not to undertake offensive action. However, UNITA may be continuing its offensive throughout the country and may be advancing toward Luanda. While it is not likely that UNITA could capture the city, it could cut off most of Luanda's water and power supply. Military Prospects There are a variety of possible military outcomes to any sustained fighting over a one-year period. At one end, the GRA and its army, FAPLA, could reduce the UNITA to a guerrilla forces that would pose more of a police threat than a serious military threat. At the other end, UNITA could retain control of the diamond producing areas and the port cities of Lobito, Benguela and Namibe, giving them revenue and independent access to arms supplies that they never had during the civil war. U.S. Policy The U.S. has a large investment in Angola. Over the course of the Reagan and Bush Administrations, we provided "appropriate and effective assistance" to UNITA along with substantial political capital. We were a major player in the process leading up to the Bicesse peace accords, and have maintained a high-profile association with the pre-electoral and electoral process. He also has stated explicitly that we will not support any return to the battlefield. At the moment, the UN has taken the lead in seeking a ceasefire and starting political negotiations between UNITA and the MPLA. Under Secretary General Mig Goulding has joined Special Representative Anstee in Luanda to spearhead this effort. The U.S., as an observer in the JPMC, is working actively with the UN. U.S. officials remain in touch with Savimbi by telephone, urging him to stop all offensive action and to negotiate seriously. In the longer run, our goal has been to re-establish the Bicesse Accords as the basis on which both parties will operate. We want to see demobilization and the formation of the new national army completed; conditions for free and fair elections re-established; agreement on sharing post-electoral power between the winner and loser; and a second round of presidential elections. Achieving these goals are important because of our investment in the Angolan peace and reconciliation process, and the potentially disastrous impact a failure would have on the prospects for other countries in the region, especially South Africa. (e) -- We will keep Embassy Monrovia open for the time being, but if the Senegalese leave we will re-evaluate the situation and assess whether the remaining ECOMOG force will be able to provide adequate security.
