1. IN A CLIFF-HANGER UPSET, THE OPPOSITION PEOPLES
UNITED PARTY (PUP) WON A BARE MAJORITY OF 15 TO 13 IN
THE PARLIAMENTARY ELECTIONS SEPT 4 AND WILL THUS FORM
THE NEXT BELIZEAN GOVERNMENT TO RULE FIVE YEARS UNLESS
THE SLIM MAJORITY IS ERODED THROUGH DEATHS OR
DEFECTIONS.
2. THE NEXT PRIME MINISTER WILL NOW ALMOST CERTAINLY BE
77-YEAR OLD GEORGE CADLE PRICE, BELIZE'S FIRST PRIME
MINISTER FROM 1964 TO 1984. HE IS EXPECTED TO HAND OVER
THE PRIME MINISTERSHIP TO A SUCCESSOR AT SOME MID-POINT
IN THE PUP TENURE. HIS APPOINTMENT WILL BECOME OFFICIAL
WHEN THE GOVERNOR GENERAL ASKS HIM TO FORM THE NEXT
GOVERNMENT, A STEP WHICH WILL PROBABLQE TAKEN BY
WEDNESDAY.

3. THE ELECTION VICTOR WAS NOT KNOWN UNTIL THE FINAL
DISTRICT REPORTED AT FIVE A.M. TUESDAY, A CONTEST
BETWEEN TWO NON-ENTITIES IN A SPARSELY POPULATED RURAL
DISTRICT IN WHICH THE SAME TWO VIED FIV&EARS AGO.
THAT TIME, THE PRESENTLY GOVERNING UNITED DEMOCRATIC
PARTY (UDP) CANDIDATE WON BY EIGHT VOTES. THIS TIME THE
DISTRICT WENT TO THE PUP BY 47 VOTES OUT OF MORE THAN
2700 VOTES CAST.
4. THROUGHOUT THE NIGHT, THE GOVERNING UDP HELD A SLIM
LEAD UNTIL ALMOST THE LAST. WITH 25 SEATS DETERMINED BY
FOUR A.M., THE UDP WAS LEADING BY 13 TO 12. THEN IT
BECAME 13 - 14 AND QNE UNDECIDED. HAD THE FINAL SEAT
FALLEN TO THE UDP, NO ONE SEEMS TO KNOW WHAT WOULD HAVE
BEEN DONE TO BREAK THE TIE. THE ONLY INDEPENDENT IN THE
RACE LOST BADLY. FOUR OF THE SEATS WERE DECIDED BY
LESS THAN FIFTY VOTES EACH, THE CLOSEST WINNING BY ONLY
ELEVEN VOTES.
5. ALMOST EVERYONE IN BELIZE THOUGHT THIS ELECTION
WOULD BE CLOSE, BUT MOST OBSERVERS, INCLUDING SOME VERY
CLOSE TO THE PUP, FELT THAT THE SIGNIFICANTLY IMPROVED
ECONOMY WOULD WEIGH SUFFICIENTLY IN FAVOR OF THE PARTY
IN POWER THAT IT WOULD BE THE UDP WHICH WOULD WIN BY A
SMALL MAJORITY. THE EMBASSY SHARED THAT VIEW. WE WERE
WRONG.
6. PRELIMINARY FIGURES INDICATE THAT MORE THAN 75 PER
CENT OF THE ELIGIBLE VOTERS WENT TO THE POLLS, RANGING
FROM A LOW OF 55 PER CENT IN ONE URBAN BELIZE CITY
DISTRICT TO THE HIGH SEVENTY OR EIGHTY PERCENTILES IN
MANY RURAL AREAS.
7. MAJOR PUP LIGHTS INCLUDE GEORGE PRICE, SAID MUSA,
FLORENCIO MARIN, VILDO MARIN, MIKE ESPAT AND TED ARANDA.

Prime Minister Esquivel will call on the President on April
20 at 3:00 PM. He will be accompanied by his Foreign Minister,
Dean Barrow and the Belizean Ambassador to Washington, Edward
Laing. Included in the meeting from the Department of State
are the Secretary of State, Assistant Secretary of State for
Inter-American Affairs, Designate, Bernard Aronson, and US
Ambassador to Belize, Robert Rich.

Briefing Notes
Prime Minister Esquivel will wish to review US-Belize
bilateral issues with the President, including joint (arcotics
eradication efforts, development and military assistance.
Esquivel will want to share Belize's perceptions of the peace
process in Central America and his country's ties to the
Caribbean. He may raise Belizean fears that the US may wish to
resettle Nicaraguan Resistance fighters and family members in
Belize. This White House call will be an opportunity for the
US to show continuing support for Belize as a peaceful,
democratic and market-oriented corner in an otherwi se turbulent
region.
Belize has enjoyed a parliamentary democracy since
independence from Britain in 1981. U.S. economic and cultural
influence is predominant in Belize, while British influence is
waning. The British still maintain a garrison of about 2,000
troops, including 4 Harrier aircraft.
Esquivel's free market policies, good use of Caribbean
each
year
Basin Initiative (CBI) concessions, strong US private
Econ
investment, and US economic assistance have worked together to
produce an impressive 6% GDP growth rate. However, Belize will
continue to require economic assistance to develop its
instruct
virtually non-existent infrastructure. Its population of
between 150,000 and 200,000 means that it has a very small tax
agriculture

base.
A major objective of the Belizean visit is to obtain
dissibed
consistent levels of military assistance. The Embassy of
MAP
Belize has requested appointments for the Prime Minister and
Foreign Minister at DOD and with Congressional leaders toward
that end. U.S. military assistance has complemented British
training of the Belize Defense Force (BDF) and assisted with
basic equipment purchases. An effective, well-trained BDF is
me ave
important particularly because of its role in stemming
narcotics trafficking. No allocations for MAP or ESF were made

sector-led economic development now taking place in
Belize. Your 6% GDP growth rate over the last couple of
years is most impressive.
Drugs
Let me express our appreciation for your cooperation in
the war against narcotics. Our joint efforts appear to be
having very positive results.
As part of our efforts to assist you in combatting
narcotics trafficking, we have requested that Congress
appropriate about 2.5 million dollars in military
assistance for FY 90 to Belize. Our Congressional
Presentation Document is now before both houses of
Congress. You may wish to discuss this issue during your
meetings on the Hill.

We have also asked Congress to continue appropriations for
developmental assistance at present levels.
I will continue to work closely with Congressional leaders

on CBI legislation to continue the cooperative development
of the Caribbean Basin.
We support the on-going negotiations between Belize and

Guatemala to resolve the outstanding issues between your
two countries.
We support the Esquipulas process as an integrated whole.
Key to its success is Sandinista compliance with its

commitments which would create conditions under which the
Nicaraguan Resistance fighters and their family members
could return under guarantees of personal security and
full participation in a genuine democratic opening in
Nicaragua.

he said they had asked for $2.5 million in assistance. It should

.5 million dollars in military equipment assistance and $2
million in security assistance.
He said he thought they were the same but apparently they are
not.

BACKGROUND:
The Prime Minister is a firm supporter of the
United States. There are no serious
contentious issues in our relationship and
some recognition of Belize as a peaceful,
cooperative corner in an otherwise turbulent
region would pay dividends. The Prime
Minister undoubtedly believes that a visit
could help his bid for re-election against
the left-of-center People's United Party.

The President and the Prime Minister had the following exchange
as the first contingent of press (photographers) entered:
The President welcomed Prime Minister Esquivel, saying it was
nice to see him. He commented that he had never been to Belize
but had heard that it was a beautiful country. He was aware of
our cooperation with Belize on fighting narcotics, saying that we
have to fight it at both ends, at home and abroad.
The Prime Minister expressed his condolences over the loss of
life from the explosion on the battleship Iowa.
The President accepted the condolences, saying it was such a
heartbreak for the families involved. The President continued
that there has been some question of getting rid of the ships
themselves with the argument that they are relics. He disagreed,
saying that they have other purposes besides serving as gun
platforms. He said it was very thoughtful of the Prime Minister
to mention this tragedy.
The President and Prime Minister exchanged the following as the
second press group (television reporters) entered:

The President said that he was pleased to see Esquivel and
grateful for the visit. (The President then commented that they
would chat for a minute or two for the benefit of the cameras.)
The President said he was aware of the adverse effect of refugees
on Belize and would like to discuss that, and he was always
interested in talking about enhanced ways to fight drugs. Those
are just two of the subjects on our mind for the meeting, he
said.
The Prime Minister said that the Caribbean Basin Initiative (CBI)
was also on his mind, and he mentioned instability in the border
areas of Belize. He welcomed the President's new policy in
Central America.
The press then departed, and the President and Prime Minister
continued their conversation.
The President said that he had successfully launched his policy
towards Central America with the Bipartisan Accord, and that
Americans now spoke with one voice on that topic. The Secretary
of State had engineered the agreement in an initially hostile
political environment. Yet, we got the Congressional leadership
here [at the White House] and they became very supportive.
There was some dissent, some dissatisfaction and concern, both
from liberals and conservatives, but it was accomplished. He
thanked the Prime Minister for raising the subject.
The President said that the Central American policy should not be
interpreted as lack of interest in democracy. "That underpins
the entire idea of Esquipulas." What we want is free and fair--
certifiably fair--elections in Nicaragua. We think that is a
worthy objective. We will sustain the Contras. Those who want
to go back to Nicaragua voluntarily may do SO. We urge them to
go back and we urge the Sandinistas to live up to their professed
goal of democratization.
The Prime Minister characterized the President's plan as the
"best hope" for peace. He thought a primary element now was that
the Central Americans themselves are taking the lead. This is
cause for some optimism. At the same time, he said, we are not
that optimistic that everything will happen like it is supposed
to happen. But its direction is right, it has a chance to
succeed, and we applaud your efforts. The Prime Minister said,
"Any support we can give, we will."
The President said that we think along the same lines. Changing
the subject, he asked about Belize's border talks with Guatemala,
saying in an aside that he did not want to pry into Belize's
internal affairs. The President said he did not know if there
was a role for the United States in this, but he wanted to ask.
"This must bother you a lot," he said.

The Prime Minister answered that he was bothered, but he was
encouraged by the attitude of Guatemalan President Cerezo. He
had the right attitude. He is sincere. At the same time,
Cerezo's hands had been tied by the military and by political
history in Guatemala. He is moving forward on one hand with
eagerness, but on the other he shows reluctance and is not
wanting to upset anyone. The Prime Minister summed up by saying
that the atmosphere was positive, but things were moving very
slowly.
The President asked if contacts were better under Cerezo.
The Prime Minister said they were better. There are now many
informal exchanges. He cited the case of a Guatemalan Minister
who attended the Pan American health meeting in Belize, although
not as an official visitor to Belize. Belizeans attend
conferences and other events in Guatemala.
The President referred to the visit of the Guatemalan Minister,
saying it was a Guatemalan call. Belize says, if you want to
come, come.
The Prime Minister said there were other relations and exchanges.
Overall, things are better. Every now and then there is an
unexpected obstacle. Last week something happened that was an
example. The Guatemalans had previously concurred with Belize's
application for observer status at the OAS. Yet, he said, they
opposed us when we did apply.
The President addressed Secretary Baker, asking about points he
brought up in an earlier conversation. You mentioned narcotics,
the President began to say.
Secretary Baker said narcotics and foreign military sales. Sales
were "zeroed out" last year because of Congressional earmarking.
The Prime Minister observed that in the end Belize got $250,000.
He said that Belize was fairly dependent on foreign military aid.
The Ministry of Defense forces have 700 people. It amounts to a
half of a million dollars, which equals six percent of the
budget. There is very little left for equipment.

The President questioned how it was managed to fight narcotics
traffickers with such a small force.
The Prime Minister said that it was difficult. Marijuana used to
be the number one problem, but the government had had great
success in controlling marijuana. There was only 350 acres
left now. Two Thrush aircraft from the United States Government
were very effective for aerial spraying. Marijuana production
was now only 10 percent of what it was a couple of years ago.
The problem is the unpopulated border areas and trafficking along
the borders. There is also the introduction of cocaine from
South America; they transship it through Belize, causing serious
problems for us.
The President said the Prime Minister's account was interesting.
He said that he had been down to Central America when he was Vice
President. At the time, people used to say that the demand side
was all in the United States. Admittedly, we have a tremendous
market, a growing market, he said. The President said it has
gone on for some time now, with the involvement of the criminal
element, but there is no use giving up. Now, there is no big
division on this problem. No longer are foreigners saying that
the United States accounts for all the demand, and their
countries are suppliers. No one is immune from this. Everyone
is saying that now, but he was not trying to say that there were
not sizable markets at home.
The President said that we wanted CBI to succeed. There was some
feeling out there that we are neglecting CBI, which is not true.
He turned to Secretary Baker and asked, "There is a new thrust
for that on the Hill, isn't that right?" We had to beat back
protectionist sentiment on the Hill. The President said that
this subject came up in the election campaign and "I was less
protectionist than the fellow I was up against." Protectionism
has popular appeal, but we will stand against that.
The Prime Minister said that he would try to reach the American
people and inform them of the realities of the situation. He did
not believe it was all that threatening, yet he was reading some
interesting statistics this morning. Belize sends 22 percent of
its exports to the United States and receives 32 percent of its
imports from the United States.
Secretary Baker asked if the United States ran a surplus.
The Prime Minister said yes, $34 million.
The President asked what were the main export items.
The Prime Minister replied machinery, petroleum products, some
fruit. Sugar is a "dicey one."
The President interjected that it was a tough issue.

The Prime Minister said he hoped the United States would do
whatever it could to assuage his people. He knew that there were
many now in the United States who were interested in the
Caribbean and willing to act. He cited the Friends of the
Caribbean in the Congress. Things are going very well.
Secretary Baker said, you know, Prime Minister, the last
administration and this one have tried to get the sugar quotas
changed. It is very difficult.
The President said there were powerful lobbies.
Secretary Baker said that we want to help. But it is tough, and
even the Friends don't have the votes.
The Prime Minister referred to the bipartisan aspect of the
administration's Central American policy and said he sensed an
eagerness of the Congress to work with the administration on
other issues.
The President said that we will keep going. "I'll have some
fights, " he said, but they would not be rancorous ones.
The President thanked the Prime Minister and said he was
delighted he could come. He had heard wonderful things about
Belize. He had heard it was like Texas, and both he and the
Secretary were from that area.
The Prime Minister thanked the President and said he was very
pleased to come.
As the delegation began to exit, the President took the Prime
Minister aside and pointed out where his dog Millie was in the
Rose Garden. The President and Prime Minister exchanged good
wishes and the party left.

Background Paper
Prime Minister Esquivel will review US-Belize bilateral
issues, including joint narcotics eradication efforts,
development and military assistance. Esquivel will share
Belize's perceptions of the peace process in Central America
and his country's ties to the Caribbean. Foreign Minister
Barrow made a public statement praising the U.S. bipartisan
policy initiative on Central America, on April 15. He may
raise Belizean fears of U.S. desires to resettle Nicaraguan
Resistance fighters and family members in Belize. This White
House call will be an opportunity for the US to show continuing
support for Belize as a peaceful, democratic and
market-oriented corner in an otherwise turbulent region.
Belize has enjoyed a parliamentary democracy since
independence from Britain in 1981. Esquivel's government is
required by law to call elections this year and campaigning has
already begun. Esquivel's United Democratic Party faces a
close contest against the left-of-center Peoples' United Party
of former Prime Minister George Price. U.S. economic and
cultural influence is predominant in Belize, while British
influence is waning. The British still maintain a garrison of
about 2,000 troops, including 4 Harrier aircraft.
Esquivel's free market policies, good use of Caribbean
Basin Initiative (CBI) concessions, strong US private
investment, and US economic assistance have worked together to
produce an impressive 6% GDP growth rate. However, Belize will
continue to require economic assistance to develop its
virtually non-existent infrastructure. Its population of
between 150,000 and 200,000 means that it has a very small tax
base.
A major objective of the Belizean visit is to obtain
consistent levels of military assistance. The Embassy of
Belize has requested appointments for the Prime Minister and
Foreign Minister at DOD and with Congressional leaders toward
that end. U.S. military assistance has complemented British
training of the Belize Defense Force (BDF) and assisted with
basic equipment purchases. An effective, well-trained BDF is
important particularly because of its role in stemming
narcotics trafficking.
No allocations for MAP or ESF were made to Belize in fiscal
years 1988 or 1989 due to Congressional cuts and excessive
earmarking. $250,000 in year-end funds were provided in
September 1988. The British have allocated $510,000 in
military assistance for FY 89 and have requested USG
cooperation on military assistance to Belize. $500,000 in
FMS (G) and two million dollars in ESF have been requested by
the Administration for Belize in FY 90. $7,175,000 has been
requested for developmental assistance in FY 90.
Belize has benefited greatly from the Caribbean Basin
Initiative (CBI). They will request full administration
support for extension and enhancement of the CBI legislation
(the Gibbons Bill) which is currently under consideration.
(Note: We support most of the elements of the bill and are
consulting with Congress to iron out remaining differences.)
Due to aggressive aerial eradication and suppression
operations, Belize is no longer a major producer of marijuana,
but is in danger of becoming a transit country for South
American drug traffickers due to its geographic location and
limited law enforcement resources. PM Esquivel's government is
aware of the potential severity of the drug problem and is
committed to controlling it. State Department assistance to
the GOB has provided equipment and training for the Belizean
Serious Crime Squad and the Maritime Interdiction Wing. The
U.S. has also helped Belize mount a narcotics public education
campaign and a Thrush aerial eradication operation.
Central American migrants are entering Belize in ever
increasing numbers, while the country's middle class is
migrating to North America. Many of the Central American
migrants enter the narcotics trade. The GOB is concerned that
this problem could be compounded by increased instability in
the region or by subsequent USG requests to accept permanent
settlement of Nicaraguan Resistance fighters and family members
currently in Honduras.
Belize and Guatemala are engaged in ongoing negotiations
over Guatemalan recognition of Belizean sovereignty. Both
governments are committed to resolving their differences. A
final agreement is unlikely, however, until after elections in
Belize this year and in Guatemala in 1990. The US is neutral
on these negotiations. We support a peaceful resolution of the
Belize - Guatemala differences.
Esquivel and Barrow may wish to discuss U.S. views on
Panama. The Government of Belize has expressed a willingness
in principle to participate in an international observer effort
for the Panama elections. We will be discussing possible
Belizean participation in observing these elections.
TALKING POINTS
We very much appreciate your vocal support for our
bipartisan initiative to bring democracy and peace to
Central America.
We support the Esquipulas process as an integrated whole.
Key to its success is Sandinista compliance with its
commitments which would create conditions under which the
Nicaraguan Resistance fighters and their family members
could return under guarantees of personal security and
full participation in a genuine democratic opening in
Nicaragua.
Belize could also contribute to regional stability by
participating as an observer of the upcoming elections in
Panama.
Congratulations to you on the successful, private
sector-led economic development now taking place in
Belize. Your 6% GDP growth rate over the last couple of
years is most impressive.
Let me express our appreciation for your cooperation in
the war against narcotics. Our joint efforts appear to be
having very positive results.
As part of our efforts to assist you in combatting
narcotics trafficking, we have requested that Congress
appropriate about 2.5 million dollars in military
assistance for FY 90 to Belize. Our Congressional
Presentation Document is now before both houses of
Congress. You may wish to discuss this issue during your
meetings on the Hill.
We have also asked Congress to continue appropriations for
developmental assistance at present levels.
I will work closely with Congressional leaders on CBI
legislation to continue the cooperative development of the
Caribbean Basin.
We support the on-going negotiations between Belize and
Guatemala to resolve the outstanding issues between your
two countries.

Short bio of Ambassador as follows:
His Excellency Edward A. Laing is the Belize Ambassador to the United States.
He is also the non-resident High Commissioner to Canada, The Ambassador is a member
of the Bars of the District of Columbia, Illinois. Barbados, Belize and England.
He had practiced law with the New York and Chicago offices of law firm of Baker and
McKenzie. His teaching experience includes Notre Dame Law School, University of
Maryland School of Law, Howard University School of Law and the University of North
Carolina School of Law.
The Ambassador is a graduate of the University of Cambridge and Columbia Univer-
sity. His academic awards include a Ford Foundation Research Grant and a Fulbright
Travel Grant.

Subject: Request for Appointment for Belizean Prime Minister
Esquivel with President Bush
Prime Minister Manuel Esquivel has requested a meeting with
President Bush. The Prime Minister plans to visit Washington,
April 19-25 and would like an appointment with the President on
any of the days during that time frame, except April 21.
Belize is a peaceful and democratic society which is
striving under Esquivel's leadership to deal with a narcotics
trafficking scourge in full cooperation with the United States
government. There are no seriously contentious issues in our
relationship, but some recognition of Belize as a peaceful,
cooperative corner in this otherwise turbulent region would pay
dividends. Belize also feels in need of visible recognition by
the United States government in view of unresolved Guatemalan
claims to its territory. Belize, which has a market-oriented
economy, needs continued U.S. support to deal with pressing
problems of economic development and a growing influx of
Central American refugees.
This is an election year in Belize, but the election will
probably not take place until the final quarter of the year.
Esquivel's United Democratic Party is conducting a close
election campaign against the left-of-center People's United
Party. Esquivel doubtless feels that a White House visit could
help his bid for re-election. While the U.S. government should

2. AMBASSADOR LAING PHONED DESK TO INFORM THE DEPARTMENT
THAT HE HAD SPOKEN WITH THE NSC AND REQUESTED A WHITE
HOUSE MEETING WITH BUSH FOR PM ESQUIVEL IN THE EARLY PART
OF THIS YEAR. LAING WILL BE SENDING THE DEPARTMENT A
DIPLOMATIC NOTE TO THAT EFFECT AS SOON AS HE HAS PROPOSED
DATES FROM THE GOB. ESQUIVEL WANTS TO DISCUSS BELIZE'S
ROLE IN CENTRAL AMERICA AND THE CARIBBEAN. WHILE BELIZE
HAS ONLY A LIMITED ROLE TO PLAY IN CENTRAL AMERICAN
AFFAIRS AT PRESENT, THAT ROLE IS LIKELY TO GROW OVER
TIME. BELIZE WANTS TO ACT AS A BRIDGE BETWEEN THE TWO
REGIONS. ESQUIVEL ALSO WANTS TO DISCUSS OTHER BILATERAL
AND REGIONAL ISSUES. BELIZE IS CONCERNED THAT IT IS BEING
EXCLUDED FROM CENTRAL AMERICAN REGIONAL AID SCHEMES, SUCH
AS THE SANFORD COMMISSION. LAING SAID THAT HE HAD SPOKEN
WITH SANFORD COMMISSION STAFFERS AND HAD BEEN TOLD BELIZE
WAS EXCLUDED BECAUSE OF GUATEMALAN SENSIBILITIES. LAING
FELT THAT UNDUE ATTENTION WAS GIVEN TO GUATEMALAN
CONCERNS. HE POINTED OUT THAT BELIZE IS INCLUDED IN
MEETINGS OF CENTRAL AMERICAN PARLIAMENTARIANS AND REGIONAL
REFUGEE GATHERINGS, SUCH AS THE ONE HELD IN GUATEMALA.

3. LAING WENT ON TO COMMENT ON THE PROGRESS OF THE
BELIZE-GUATEMALA TALKS. FM BARROW AND VP CARPIO WILL BE
MEETING IN ABOUT 10 DAYS TIME. IF AGREEMENT CAN BE
REACHED IN BROAD TERMS WHICH INCLUDES RECOGNITION FOR
BELIZE AT THIS MEETING, THEN IT IS LIKELY THAT SOMETHING
COULD BE SIGNED SOON. IF, HOWEVER, THE GUATEMALANS INSIST
ON GREAT DETAIL AND SPECIFICITY, THEN THE NEGOTIATIONS
WILL LIKELY BE PROTRACTED. LAING HOPED THAT BELIZE COULD
SETTLE ITS DIFFERENCES GUATEMALA THE WAY IT HAS WITH
MEXICO. HE CHARACTERIZED BELIZE'S RELATIONS WITH MEXICO
AS VERY GOOD. HE WENT ON TO POINT OUT THAT BELIZE ALREADY
HAS VERY GOOD ECONOMIC RELATIONS WITH PRIVATE GUATEMALAN
BUSINESSES.
4. LAING SAID THAT BELIZE HAD PRACTICED A FOREIGN POLICY
OF SELF-RESTRAINT IN NOT PUSHING FOR ADVANTAGE IN AREAS

SOCIETY WHICH IS STRIVING MANFULLY UNDER ESQUIVEL'S
LEADERSHIP TO DEAL WITH THE NARCOTICS TRAFFICKING
SCOURGE IN FULL COOPERATION WITH THE USG. THERE ARE
NO SERIOUS CONTENTIOUS ISSUES IN OUR RELATIONSHIP, BUT
SOME RECOGNITION OF BELIZE AS A PEACEFUL, COOPERATIVE
CORNER IN THIS OTHERWISE TURBULENT REGION WOULD PAY
DIVIDENDS.
5. BELIZE ALSO FEELS NEED OF VISIBLE RECOGNITION
BY USG IN VIEW OF UNRESOLVED GUATEMALAN CLAIMS TO
THIS LAND.
6. OF COURSE THIS IS AN ELECTION YEAR IN BELIZE,
BUT THE ELECTION WILL PROBABLY NOT OCCUR UNTIL THE
FINAL QUARTER OF THE YEAR, FAR ENOUGH AWAY so THAT A
CALL ON THE PRESIDENT WILL NOT BE INAPPROPRIATE.
IN ANY CASE, WHILE WE WILL REMAIN NEUTRAL IN THE
ELECTION, A CALL ON PRESIDENT BUSH WILL BE A VISIBLE
FEATHER IN ESQUIVEL'S CAP. THIS IS FRANKLY IN OUR
INTEREST. THIS GOVERNMENT IS A STRONG SUPPORTER OF
HUMAN RIGHTS, FREE PRIVATE ENTERPRISE, AND NARCOTICS
SUPPRESSION, NOT TO MENTION CONSIDERABLE COOPERATION
WITH US IN INTERNATIONAL FORA.
7. AS WE MUST BE AWARE OF THE POLITICAL OVERTONES,
I URGE THAT THE PRIME MINISTER'S REQUEST FOR AN
APPOINTMENT BE CLOSELY HELD UNTIL AN APPOINTMENT
CAN BE CONFIRMED. IF IT BECAME KNOWN HERE
THAT HE HAD REQUESTED AN APPOINTMENT AND IT WAS
NOT FORTHCOMING, THIS WOULD BE USED NEGATIVELY BY
THE OPPOSITION. IN ACCORDANCE WITH INSTRUCTIONS IN
2 FAM, I HAVE OF COURSE NOT MADE ANY COMMITMENT
ON BEHALF OF THE WHITE HOUSE.

Manuel Amadeo ESQUIVEL, Prime Minister
Manuel Esquivel was born in Belize City on May 2, 1940.
From 1958 to 1962, he attended Loyola University in New Orleans
where he earned a B.S. Degree in Physics. He returned to
Belize to work as a math/science teacher at his alma mater, St.
John's College (high school/junior college), Belize's premier
education institution operated by U.S. Jesuit priests. In
1974, Esquivel helped found the United Democratic Party (UDP),
the primary opposition to the ruling People's United Party
government. Chairman of the party from 1976 until 1982, he was
appointed Senator in 1979. In 1983, he was elected party
leader, and following the UDP electoral victory in the December
1984 elections, Manuel Esquivel became Prime Minister.
Prime Minister Esquivel openly expresses his commitment to
the free enterprise system, his willingness to work with the
International Monetary Fund, and his desire for close and
friendly ties to the United States. He has stressed the need
for foreign investment and the necessity of combatting the drug
trafficking in Belize. As Prime Minister, he manages the
portfolios of defense and finance. Esquivel is married to the
former Kathleen Levy, a native of the United Kingdom, and is
the father of three children.
