The nature and importance of the steps that the Bush Administration
or the U.S. Government generally have taken to assist Czechoslovakia
in its transformation.
The fact that our governmental efforts toward Czechoslovakia yield
benefits for both the Czechoslovakia and the American people.
The need for non-governmental assistance.
The importance of the work of organizations such as ACS in
promoting business, cultural exchanges, as well as health, environment
and academic matters and the like.
Encouragement to ACS to continue its efforts.
As mentioned, I am drafting a letter which encompasses the above talking
points. I expect to be in a position to send the draft to you by Friday morning at
the latest. Although I originally had intended to include the draft along with this
letter, the draft is taking more time than I had expected and I did not want to
hold the entire process while the draft is being finished.
I apologize for requesting this letter one week short of the four week period
you had requested. However, the final details of the Gala were only recently set.
Needless to say, ACS would be very grateful for a letter from the President.

SOCIETY
A nonprofit, nonpolitical, nongovernment membership organization to:
1. Promote friendship between the people of the United States of America and the people of
Czechoslovakia.
2. Celebrate the history and culture of Czechoslovakia and promote in the people of the
United States appreciation for the contributions of the people of Czechoslovakia in
philosophy, religion, education, arts, sciences, industry, diplomacy, sports and other
fields of human endeavor.
3. Promote social, cultural, educational, professional and commercial relations between the
people of the United States of America and the people of Czechoslovakia.
4. Promote and assist in the development of pluralistic democracy and a free market economic
system in Czechoslovakia.
5. Support the Embassy of Czechoslovakia in the United States and serve as a resource and
point of contact for Czechoslovak delegations to the United States.
6. Facilitate and encourage cooperative ventures among United States and Czechoslovak
commercial and professional interests.
7. Facilitate and encourage cooperative ventures among United States and Czechoslovak
religious, cultural, educational, civic and social organizations and their members.
8. Organize, sponsor and conduct, either alone or in conjunction with other organizations,
conferences, seminars, social meetings and other events, both in the United States and in
Czechoslovakia.
9. Facilitate exchange programs among families, individuals and institutions in the United
States and in Czechoslovakia, and to provide hospitality, accommodations, information and
other resources for persons from Czechoslovakia visiting the United States, and to create
reciprocal programs for persons from the United States visiting Czechoslovakia.
10. Sponsor instruction in the languages and customs of Czechoslovakia.
11. Support and participate in the social, cultural and educational activities of
Czechoslovak American organizations and other organizations fostering appreciation of
Czechoslovakia and its people in the United States.
12. Support and cooperate with the Society of Friends of the United States and similar
organizations in Czechoslovakia, and with Czechoslovak organizations in the United
States.
13. Produce and publish a newsletter and other print, audio, graphic and video materials.
14. Conduct fund-raising necessary to this Mission.

HEALTH AND ENVIRONMENT ACTIVITIES
Through Its Health and Environment Committee, the American Czechoslovak Society ("ACS") has
been involved extensively in matters respecting the improvement of health services and
environmental impact in the new Czech and Slovak Federal Republic ("CSFR"). Set forth below is
a summary of some of the activities of ACS in this area conducted over the last year or so.
Shipment of 36 kidney dialysis machines to the Ministry of Health of the Slovak Republic and a
further 30 machines to Poland in cooperation with the Polish American Congress. All funds were
raised privately. ACS is pursuing the possibility of arranging for shipment of an additional ten to
twelve machines. It is expected that each machine will prevent several deaths per year, given the
general shortage of such machines in the CSFR and Poland.
Gift of a core library of scientific and medical reference texts to the Czechoslovak Union of
Vegetarians to improve the factual content of their monthly publication and to assist the Union's
public education programs on diet and health.
Grant for telecommunications and publications expenses to the Green Telephone student group at
Charles University. This group provides an environmental information service for companies and
private organizations, and has published a directory of CSFR enterprises able to perform environ-
mental remediation work.
A total of six weeks of in-country coordination and consulting advice to the following ministries:
Federal Committee for the Environment; Environment Ministry of the Czech Republic; Commission
for the Environment of the Slovak Republic; Ministry of Health of the Czech Republic; Ministry of
Health of the Slovak Republic; Ministry of Agriculture of the Czech Republic.
Provided professional hospital administrator for one year to the Masaryk Hospital in Usti nad
Labem to reorganize this 1400 bed hospital along contemporary business and management lines, and
to curb a history of unneeded expansion of its physical plant. The Ministry of Health has focused
attention on this effort as a management experiment, with plans to export successful approaches to
other hospitals in the Czeeh Republic.
Provided attorney with experience in US environmental law to the Federal Committee for the
Environment for one year, to assist with "green town" demonstration projects, environmental
legislation, trans-border mediation, and other projects.
Provided transportation expert for one year to assist the Transportation Research Institute on airport
planning and utilization projects with commercial potential, and to assist the Federal Ministry of
Transportation.
Assisted the Slovak National Cancer Institute to gain access to western medical data bases, and
assisted in negotiating a cooperative agreement on this subject between the Institute and the
Karolinska Institute in Stockholm.

Provided advice on the commercial potential of various technologies developed by the Institute of
Physiology, CSFR Academy of Sciences.
Provided advice on medical visualization and training software to a CSFR computer enterprise in
order to enhance its marketing prospects and to make this type of software available for the first
time in the CSFR.
ACS provides a forum in Washington for businesses, consultants, scientists and medical experts
interested in health or environmental issues in the CSFR to meet and exchange information.
Arranged for a four-person medical team to visit the CSFR to demonstrate vascular surgery using
US ultrasound visualization equipment. The equipment is being left in the CSFR, and sufficient
training is being provided to enable use of the technique by CSFR surgeons after completion of the
demonstration.
Assisted the USAID in delivery to government officials and medical care professionals throughout
the CSFR a seminar series on medical insurance system alternatives.

ORGANIZATION, MISSION AND PROGRAMS
The American Czechoslovak Society ("ACS"), a nonprofit, nonpolitical organization, was formed in
Washington, D.C., in February 1990.
Its primary missions are (1) to foster the reestablishment of the historic ties of friendship between
the peoples of the United States and of the new Czech and Slovak Federal Republic ("CSFR"), and
(2) to assist the Czechs and Slovaks in developing pluralistic democracy and a free market system.
Membership in ACS is open to anyone with an interest in Czechoslovakia, and ACS currently has
members throughout the United States.
ACS accomplishes its missions through projects, programs and activities in both the U.S. and the
CSFR. Current programs are in the areas of business and trade, health and environment, education
and academics, social and cultural affairs, and sports and recreation.
Through its regularly published newsletter, the ACS NEWS. ACS provides current information on
its activities and on developments affecting relations between the United States and Czechoslovakia.
ACS has entered into agreements of mutual cooperation with the Society of Friends of the U.S.A.
("SPUSA") and the Association of Friendship with the People of the U.S.A. ("FUSA"), organizations
which promote interest in the U.S., having combined totals of over 30,000 members and 260 chapters
in Czechoslovakia.
Specific ACS programs include developing a comprehensive business database -- ACSTRADE- to
provide information on Czech and Slovak enterprises and products for use by U.S. investors. In the
areas of health and environment, ACS is advising and assisting hospitals and newly formed
environmental organizations in Czechoslovakia. In academic affairs, ACS has arranged for American
to teach English and other subjects in Czechoslovak high schools, universities and businesses, and
has cosponsored Czechs and Slovaks to study in the U.S.
ACS works closely with the Embassy of the CSFR in the USA and acts as a resource for
governmental delegations, business representatives, and private visitors to the U.S.
The American Czechoslovak Society, Inc., is a tax exempt organization pursuant to Section 501(c)(3)
of the United States Internal Revenue Code.

commemorative event has merit. The event would include various organizations which
have not traditionally, fully recognized nor have been represented in commemorative
activities.
If agreement is reached in favor of having an "all inclusive" event, possible scenarios
would include:
1. A mini parade down Constitution Avenue
2. A picnic on the South Lawn or the Ellipse behind the White House
3. A memorial service at Arlington National Cemetery
Timing for this event would be Memorial Day Weekend 1992.
Having this event solves the long term problem of having certain groups not
recognized in commemorative activities. Additionally, the timing for the event gives
The President a good political platform to reach veterans and their families in '92.

to these war torn republics. In addition, the President has made
it clear that he will continue to insist on "unimpeaded and
continuous access" for international inspectors and that the
"brutality within the camps be exposed and terminated."
