I am pleased to invite you to Hudson Institute's third annual National Policy Forum on
Friday, November 22 at the Omni Shoreham Hotel in Washington, D.C. In addition to
the important morning and afternoon seminars described in the enclosed brochure, this
year's Policy Forum luncheon will be highlighted by President Ronald Reagan's
acceptance of Hudson's James H. Doolittle Award for outstanding contributions to the
national security of the United States.
Hudson Institute, as you know, is a public policy research organization founded in
1961 by the late Herman Kahn, one of the most original thinkers of this century.
Throughout its existence, Hudson has remained dedicated to the legacy of its founder:
skepticism about conventional wisdom, optimism about solving problems, a steadfast
commitment to free institutions and individual responsibilities, and a realistic view of
threats to our national security.
This year's National Policy Forum carries forward that tradition. The critical global
changes of the last twelve months, accentuated by the extraordinary events of recent
weeks, have underscored the need for original thinking unfettered by whatever
"wisdom of the moment" may prevail.
The seminars at this year's Hudson Policy Forum -- conducted by such outstanding
speakers as Hudson Distinguished Fellow George A. Keyworth (former Science
Advisor to President Reagan) and Alan Reynolds, Hudson Director of Economic
Research -- will present that kind of thinking on critical national policy issues. We also
think it is especially fitting (and a special honor and privilege for Hudson) that its
James H. Doolittle Award will be accepted by President Reagan, to whom so much of
the credit belongs for the anti-totalitarianism tide now sweeping the globe.

The 1991 National Policy Forum, chaired by Former Governor Pete du Pont, will also
cap a year of significant accomplishment for Hudson Institute. Among the highlights is
Hudson's work with the Baltic States. Last summer the Prime Ministers of Estonia,
Latvia and Lithuania asked us to form an international commission of experts to work
with Baltic counterparts to develop plans, policies, legislation, and institutions for
building market economies in their republics. This effort (whose significance has now
become even greater) is termed the "International Baltic Economic Commission"
(IBEC), and reprises Hudson's earlier work in Hungary -- a project that has already
yielded considerable success for both the Hungarian economy and our relationship with
that country.
I sincerely hope you will join us in Washington on November 22. We believe Hudson
has a proud heritage of solidly backed, common sense thinking on the key issues of our
day. We also believe Hudson has much to offer to thoughtful Americans engaged in
business, governmental, professional and other pursuits who care deeply about our
Nation and take seriously the challenges that confront it.
Our National Policy Forum will be an informative and stimulating look at some of
Washington's key problems from a non-Washington perspective. We will be honored

Dear Dr. Bromley:
Professor J.H. Hamilton will be sixty years old on August 14, 1992. In his honor
we are organizing a Nuclear Physics Symposium entitled "Nuclear Physics of Our
Times". The symposium will be held at Sanibel Island November 18 - 21, 1992.
You know Joe has contributed immensely to the development of Nuclear Physics at
Vanderbilt and in the Southeastern Region of the United States.
We have already contacted several of Joe's colleagues and friends and they all
have agreed to give an invited talk for thirty minutes followed by a five-minute
discussion. We would much appreciate it if you would give a talk on the subject
of broad interest. There might be some contributed papers. The symposium
proceedings will be published by World Scientific, Inc. If you agree to our
invitation, please fill out the enclosed card and mail it immediately SO that we
can publicize it. Since the symposium budget is very limited we can only offer
you a waiver of the registration fee (which is $100) and the cost of the
conference banquet. There will be morning and late afternoon sessions with ample
time for other activities. You will also receive a copy of the proceedings. We
are expecting an attendance of 75 - 100 people.
Sanibel Island ia located about sixteen miles from Fort Myers on the west coast
of Florida. At SUNDIAL beach resort they have only one and two bedroom
condominiums. The one bedroom condominium has a large bedroom, living room (with
a sofa bed), kitchen, eating area and bath. It can easily accommodate two people
or a family. The cost is $115 per night. The two bedroom condominium has 2
baths and can easily accommodate three people. The cost is $166 per night. This
symposium offers you and your family an excellent opportunity to combine business
and relaxation. SUNDIAL is located right on a beautiful beach and features many
leisure time activities. There are five heated pools, tennis, fishing, canoeing
and wind surfing. The weather in November will still be warm enough for
swimming.

Dear Dr. Bromley,
I am writing to you in the hope that you would be willing to participate in a seminar on
science and technology at George Mason University. The intent of this seminar is to discuss
issues associated with the formulation of technology policy. We expect between fifteen and
twenty participants equally divided between George Mason University faculty and other
people in the Washington area who have been working in the area of technology policy. I
have attached a preliminary list of possible attendees.
We envision a seminar where you would launch the session with a presentation of the current
standing of our nation regarding technology policy. Your views could form the basis for
subsequent informal discussion. Possible topics might include the roles of effective
governmental instruments or organizational arrangements in support of technology policy. It
would be very fruitful if you could also reflect on your extensive international experience in
the field of technology policy.
As you may be aware, our University, through the Institute of Public Policy, has one of the
only Doctoral Programs in Public Policy with a separate track in Science and Technology
Policy. In fact, it is my understanding that one of our best doctoral students, Mark
DeSantis, is employed in your office. It is our intent to make this program one of the finest
in the country, with our graduates serving as a core of professionals with a thorough
understanding of the relationship between public policy and science and technology. Your
participation in this seminar would add greatly to these efforts.

It is with great pleasure that I send you this invitation to participate in a Xerox
Evening Dialogue at the Woodrow Wilson Center.
The Evening Dialogue will be devoted to the theme of aging. The main
speaker will be Dr. Gene D. Cohen, Acting Director of the National Institute on
Aging. Dr. Cohen's talk will be titled, "Insights on Aging: From Greek Mythology to
Molecular Biology."
The problems associated with aging pose immense social, economic, medical
and scientific challenges to our country. In addition, they affect families, and
ultimately all of us, in deeply personal and often vexing ways. In his talk, Dr. Cohen
will address these challenges and human dilemmas; discuss changing perceptions of
the process of aging; and describe advances in research that are likely to affect
profoundly how we understand aging and how we can respond to it as individuals
and as a society.
Evening Dialogues at the Woodrow Wilson Center are made possible by the
generosity of the Xerox Foundation. This Evening Dialogue will begin at 6:00 PM on
November 21st with cocktails in the Center's Rotunda, on the third floor of the
Smithsonian Institution's "Castle." Dr. Cohen's talk will begin at 7:00 PM, followed
by commentaries, dinner and a general discussion. I anticipate that the evening
dialogue will end at about 9:30 PM.
I believe that this Evening Dialogue will be an extraordinarily enlightening

carry America into the 21st century are areas of mutual concern.
Às a young doctoral student in Science Education at Columbia
University Teachers College, I was privileged to attend your
keynote speech at the 1981 Chicago NSTA Convention. Your
comments on the need for America's educational system to produce
scientists who are both the top of their fields and literate
in other areas of human endeavor, especially writing, have
remained with me over he years. Your address motivated the
thousands of science edud tors in attendance.

motivating and influenti 1 leaders in America today, to impact
upon a group of people who have the power and potential to
implement the changes in merican education that are necessary to
attain America's goals fd Science and Technology.
Through the efforts of Dr. Bob Smith, Superintendent of
Wood-Ridge Public Schools, the Bergen County Association of
School Administrators ha agreed to focus, for their upcoming
annual meeting, on Science for the 90's and Beyond.
Bergen County, New Jersey, includes 77 public school
districts with a student population exceeding 100,000. This
annual meeting of supprintendents and other high level
administrators provides n invaluable opportunity to implement
science programs at the lementary level (where they are often
lacking), in more compresensive form through the middle grades
(which is often deficient), and at the highest levels with
greater rigor and substance (which is often not the case).

I am writing to invite you to a special conference entitled The Future of the U.S. Academic Research
Enterprise, sponsored by the Government-University-Industry Research Roundtable, to be held December
9-10, 1991, in the Auditorium of the National Academy of Sciences, 2101 Constitution Avenue, N.W,
Washington, D.C.
Difficult choices now confront all participants in academic research. The purpose of the conference will be
to contribute to the discussions necessary for building consensus about both the nature of the choices ahead
and ways to improve decision-making about those choices.
As background for the conference, the Roundtable Working Group on the Academic Research Enterprise has
prepared a discussion paper presenting its views about the near-term decisions and longer-term issues that will
affect the enterprise in the decades ahead, the difficult choices involved in facing up to these decisions and
issues, and ways in which the enterprise might best meet the challenges of the future. We will be sending an
advance copy of this paper to all conference participants in mid-November. Enclosed you will find a list of
the Working Group members and a description of the Research Roundtable and the Working Group project.
A preliminary conference agenda is also enclosed. On December 9, the agenda will consist of a morning
plenary session to hear the major themes and conclusions of the Working Group and responses of other
members of the research community. Time will be allotted for discussion among panel members and other
participants. During the afternoon, the participants will separate into several breakout sessions to explore
ways in which the research community can address the difficult choices ahead. The session topics will be
priority-setting; clarifying funding responsibilities; revitalizing the research workforce; balancing education and
research missions; and strategic planning for the size and structure of the enterprise. On December 10, the
agenda will consist of a plenary session to hear reports from each of the breakout sessions. The conference
will conclude with a summary of common themes and suggestions for possible next steps.
We seek your active participation in these timely conference discussions. If you cannot attend, but wish to
have an alternate attend in your place, please so indicate on the enclosed self-addressed response card. If you

BACKGROUND
Government-University-Industry Research Roundtable
The Government-University-Industry Research Roundtable, established in 1984, is a forum for discussion and
debate among representatives of government, universities and industry. Discussions focus on issues related to
research that challenge, confound and occasionally divide those in the U.S. research community. The Roundtable
does not make recommendations regarding specific government policies or programs. Its purpose is to help all
participants develop a better understanding of complex issues, to stimulate imaginative and creative thought and
to provide a setting for seeking consensus. The Roundtable is jointly sponsored by the National Academy of
Sciences, the National Academy of Engineering and the Institute of Medicine.
The Roundtable's agenda is set by a 25-member Council. The Council's membership is comprised of
distinguished scientists, engineers, administrators and policymakers from government, universities and industry.
The presidents of the Roundtable's three sponsoring institutions also hold seats on the Council. With the
exception of the federal agency officials, who serve as long as they are in office, Council members are appointed
to three-year terms.
Through all of its work, the Roundtable Council maintains working relationships with the vast array of parties
with an interest in the conduct of research in the United States. These include professional associations,
scientific societies, executive agencies, congressional offices, industries and state governments. Contact between
the Roundtable and these groups takes place at various venues, including large symposia, workshops and smaller
meetings.
Occasionally, working groups are appointed by the Council to examine selected topics in depth. Membership
on the working groups is drawn from the Roundtable Council and includes other leading participants in the U.S.
research system. The results of working group discussions are reported to the Council, where they receive
critical review. Discussion papers, based on the working group deliberations, are disseminated to interested
constituencies in the hope of stimulating a wider discussion of these issues.
Working Group on the Academic Research Enterprise
One of the major areas of interest for the Research Roundtable has been academic research in the United
States. In 1987, the Roundtable Council assembled the Working Group on the Academic Research Enterprise
to study this issue. Erich Bloch serves as chairman of this Group, with William Danforth as vice-chairman.
The charge to the Working Group was four-fold: to examine recent trends affecting academic research in the
United States; to consider the impact of these trends on the current academic research enterprise; to identify
the longer-term issues that will affect the enterprise in the decades ahead; and to explore ways in which the
enterprise might best meet the challenges of the future.

The Working Group divided its work into two phases. During the first phase, the Group addressed the status
of the current academic research enterprise, reviewed statistical evidence of recent trends, and identified
pertinent issues for further consideration. A discussion paper was published in October 1989. 1
During the second phase, the Working Group conducted further analyses of issues identified in the October 1989
discussion paper, paying particular attention to their implications for the future of U.S. academic research. In
addition to holding numerous meetings itself, the Working Group convened five special workshops focused on
the phase-two objectives. The workshops, held from March through October 1990, addressed the following
topics: the changing organization and management of universities; the future role of universities; the changing
conduct of research and its implications for funding agencies; the future of scientific and engineering education;
and the future funding of academic research. A second discussion paper will be published presenting the
Working Group's thoughts from these deliberations and inquiries.² The Research Roundtable hopes this
discussion paper will stimulate debate within the research community and the public at large about the future
course of academic research in the United States.
For international perspectives on the issues being addressed, the Working Group benefited from two symposia
co-sponsored by the Research Roundtable and the National Science Foundation: in March 1989, a symposium
on the historical evolution of the research systems of six countries: the United States, Japan, the Soviet Union,
the United Kingdom, Germany, and France³; in February 1991, a symposium on future national research
policies, presented and discussed by senior government officials and leading scientists directly involved in
formulating research and higher education policies in the United States, Japan, the Soviet Union, the United
Kingdom, Germany, and the European Community⁴.
The current program of Working Group activities will culminate in a national conference on the future of the
U.S. academic research enterprise, scheduled for December 9-10, 1991. Conference participants will be asked
to assess the range of options identified by the Working Group and to explore the possibilities for national
consensus on the future of the enterprise.

The Government of Canada gratefully acknowledges the generosity of Nabisco Brands Ltd for its gift to the
people of Canada of The Spirit of Haida Gwaii, by Bill Reid. The 11,000-pound canoe, cast in bronze and
carrying thirteen intricately carved figures from Haida mythology, is the Haida artist's largest and most complex
work of art. The Haida are one of Canada's First Nations - people living in North America before the
days of Leif Ericsson, Christopher Columbus or Jacques Cartier. Their ancestral territory-shown on current
maps as the Queen Charlotte Islands, off the coast of British Columbia - is known to most of those who
live there now as the Islands of the People, Haida Gwaii.
Le gouvernement du Canada remercie sincèrement la société Nabisco Brands Ltée d'avoir généreusement
fait don au peuple canadien de l'oeuvre de Bill Reid intitulée The Spirit of Haida Gwaii. L'énorme canoë en
