In addition to the important morning and afternoon seminars described in the enclosed brochure, this year's Policy Forum luncheon will be highlighted by President Ronald Reagan's acceptance of Hudson's James H. Doolittle Award for outstanding contributions to the national security of the United States. Hudson Institute, as you know, is a public policy research organization founded in 1961 by the late Herman Kahn, one of the most original thinkers of this century. Throughout its existence, Hudson has remained dedicated to the legacy of its founder: skepticism about conventional wisdom, optimism about solving problems, a steadfast commitment to free institutions and individual responsibilities, and a realistic view of threats to our national security. This year's National Policy Forum carries forward that tradition. The critical global changes of the last twelve months, accentuated by the extraordinary events of recent weeks, have underscored the need for original thinking unfettered by whatever "wisdom of the moment" may prevail. The seminars at this year's Hudson Policy Forum -- conducted by such outstanding speakers as Hudson Distinguished Fellow George A. Keyworth (former Science Advisor to President Reagan) and Alan Reynolds, Hudson Director of Economic Research -- will present that kind of thinking on critical national policy issues. We also think it is especially fitting (and a special honor and privilege for Hudson) that its James H. Among the highlights is Hudson's work with the Baltic States. Last summer the Prime Ministers of Estonia, Latvia and Lithuania asked us to form an international commission of experts to work with Baltic counterparts to develop plans, policies, legislation, and institutions for building market economies in their republics. This effort (whose significance has now become even greater) is termed the "International Baltic Economic Commission" (IBEC), and reprises Hudson's earlier work in Hungary -- a project that has already yielded considerable success for both the Hungarian economy and our relationship with that country. I sincerely hope you will join us in Washington on November 22. We believe Hudson has a proud heritage of solidly backed, common sense thinking on the key issues of our day. Hamilton will be sixty years old on August 14, 1992. In his honor we are organizing a Nuclear Physics Symposium entitled "Nuclear Physics of Our Times". The symposium will be held at Sanibel Island November 18 - 21, 1992. You know Joe has contributed immensely to the development of Nuclear Physics at Vanderbilt and in the Southeastern Region of the United States. We have already contacted several of Joe's colleagues and friends and they all have agreed to give an invited talk for thirty minutes followed by a five-minute discussion. We would much appreciate it if you would give a talk on the subject of broad interest. There might be some contributed papers. The symposium proceedings will be published by World Scientific, Inc. We envision a seminar where you would launch the session with a presentation of the current standing of our nation regarding technology policy. Your views could form the basis for subsequent informal discussion. Possible topics might include the roles of effective governmental instruments or organizational arrangements in support of technology policy. It would be very fruitful if you could also reflect on your extensive international experience in the field of technology policy. As you may be aware, our University, through the Institute of Public Policy, has one of the only Doctoral Programs in Public Policy with a separate track in Science and Technology Policy. In fact, it is my understanding that one of our best doctoral students, Mark DeSantis, is employed in your office. It is our intent to make this program one of the finest in the country, with our graduates serving as a core of professionals with a thorough understanding of the relationship between public policy and science and technology. The purpose of the conference will be to contribute to the discussions necessary for building consensus about both the nature of the choices ahead and ways to improve decision-making about those choices. As background for the conference, the Roundtable Working Group on the Academic Research Enterprise has prepared a discussion paper presenting its views about the near-term decisions and longer-term issues that will affect the enterprise in the decades ahead, the difficult choices involved in facing up to these decisions and issues, and ways in which the enterprise might best meet the challenges of the future. We will be sending an advance copy of this paper to all conference participants in mid-November. Washington, D.C. 20418 BACKGROUND Government-University-Industry Research Roundtable The Government-University-Industry Research Roundtable, established in 1984, is a forum for discussion and debate among representatives of government, universities and industry. Discussions focus on issues related to research that challenge, confound and occasionally divide those in the U.S. research community. The Roundtable does not make recommendations regarding specific government policies or programs. Its purpose is to help all participants develop a better understanding of complex issues, to stimulate imaginative and creative thought and to provide a setting for seeking consensus. The Roundtable is jointly sponsored by the National Academy of Sciences, the National Academy of Engineering and the Institute of Medicine. The Roundtable's agenda is set by a 25-member Council. The Council's membership is comprised of distinguished scientists, engineers, administrators and policymakers from government, universities and industry. The presidents of the Roundtable's three sponsoring institutions also hold seats on the Council. With the exception of the federal agency officials, who serve as long as they are in office, Council members are appointed to three-year terms. Through all of its work, the Roundtable Council maintains working relationships with the vast array of parties with an interest in the conduct of research in the United States. These include professional associations, scientific societies, executive agencies, congressional offices, industries and state governments. Contact between the Roundtable and these groups takes place at various venues, including large symposia, workshops and smaller meetings. Occasionally, working groups are appointed by the Council to examine selected topics in depth. Membership on the working groups is drawn from the Roundtable Council and includes other leading participants in the U.S. research system. The results of working group discussions are reported to the Council, where they receive critical review. Discussion papers, based on the working group deliberations, are disseminated to interested constituencies in the hope of stimulating a wider discussion of these issues. Working Group on the Academic Research Enterprise One of the major areas of interest for the Research Roundtable has been academic research in the United States. In 1987, the Roundtable Council assembled the Working Group on the Academic Research Enterprise to study this issue. Erich Bloch serves as chairman of this Group, with William Danforth as vice-chairman. The charge to the Working Group was four-fold: to examine recent trends affecting academic research in the United States; to consider the impact of these trends on the current academic research enterprise; to identify the longer-term issues that will affect the enterprise in the decades ahead; and to explore ways in which the enterprise might best meet the challenges of the future. OVER --2-- The Working Group divided its work into two phases. During the first phase, the Group addressed the status of the current academic research enterprise, reviewed statistical evidence of recent trends, and identified pertinent issues for further consideration. A discussion paper was published in October 1989. 1 During the second phase, the Working Group conducted further analyses of issues identified in the October 1989 discussion paper, paying particular attention to their implications for the future of U.S. academic research. In addition to holding numerous meetings itself, the Working Group convened five special workshops focused on the phase-two objectives. The workshops, held from March through October 1990, addressed the following topics: the changing organization and management of universities; the future role of universities; the changing conduct of research and its implications for funding agencies; the future of scientific and engineering education; and the future funding of academic research. A second discussion paper will be published presenting the Working Group's thoughts from these deliberations and inquiries.² The Research Roundtable hopes this discussion paper will stimulate debate within the research community and the public at large about the future course of academic research in the United States. For international perspectives on the issues being addressed, the Working Group benefited from two symposia co-sponsored by the Research Roundtable and the National Science Foundation: in March 1989, a symposium on the historical evolution of the research systems of six countries: the United States, Japan, the Soviet Union, the United Kingdom, Germany, and France³; in February 1991, a symposium on future national research policies, presented and discussed by senior government officials and leading scientists directly involved in formulating research and higher education policies in the United States, Japan, the Soviet Union, the United Kingdom, Germany, and the European Community⁴. The current program of Working Group activities will culminate in a national conference on the future of the U.S. academic research enterprise, scheduled for December 9-10, 1991.
