research and writing of this article, and I am sure he is
entitled to a proper response and recognition of his concerns.

Mr. President:
One of the brightest points of light in the night sky is the planet Jupiter. Unlike the inner planets
of the Solar System that only reflect or re-radiate sunlight, Jupiter glows from within.
For twenty years scientists worldwide have sought an energy source of sufficient magnitude to
power the planet Jupiter. Lacking a viable explanation, many scientists have assumed that the
heat is a relic, left over from the planets formation.
Recently, I conceived of the entirely new idea that Jupiter is powered by naturally occurring
nuclear fission "breeder" reactors. I am pleased to present to you a copy of my manuscript
entitled "Nuclear Fission Reactors as Energy Sources for the Giant Outer Planets" in which I
disclose the concept and the theoretical basis that supports it. This is my own work, undertaken
at my own expense, which, I hope, will lead to new scientific and technological developments
and, perhaps, to a renewed appreciation of nuclear power.
Scientific creativity is not dead in the United States of America; but it is truly being suffocated.
I believe that as President you can, without cost, correct one ubiquitous and stifling problem.
Scientific proposals and papers are almost universally submitted to the "peer review process".
Almost without exception, reviewers are automatically given anonymity. Under aegis of secrecy
and with the understanding of no accountability or liability, a reviewer is free to make negative
or pejorative assertions that may be unwarranted, without basis, or totally incorrect. Occasionally,
a reviewer is both knowledgeable and honest. Usually, especially in the case of a new and
creative work, reviewers will misinterpret and misrepresent the work. Why? There are probably
many reasons. Reviewers are not paid and may do a superficial job. They may be weak
intellectually and may not even realize the limits to their own lack of understanding. They may
be jealous, or mean, or trying to protect their "turf"; they may acting as Machiavelli teaches in
The Prince.

Mediocrity and deceitfulness are stifling scientific creativity because of the almost universal
application of anonymity to the peer review process. It is absurd to think that anyone, except a
candidate for sainthood, would honestly, diligently, and fairly evaluate and recommend his
competitor, especially given a cloak of anonymity. The idea runs counter to human nature. In the
American judicial system, a person has the right to face his accuser; not so, however, in the
anonymity-protected peer review system.
I am a serious and creative scientist. About twelve years ago I conceived of an entirely new idea
of the chemical composition of the inner core of the Earth. Nobel Laureate Harold Urey was
sufficiently impressed that he communicated my paper to the Proceedings of the Royal Society.
I have enclosed a reprint of that work for your inspection. The idea has not been refuted in the
literature, although it is not very popular with those whose work is based upon assumptions.
Recently, I completed a manuscript entitled "The Elements of the Earth" that has no assumptions
as a basis and that connects in fundamental ways the parts of the Earth and the meteorites and
from which follows global ramifications related to the movement of continents and the powering
of the Earth's magnetic field. I am pleased to present to you with a copy.
I hope that you appreciate my perception of one of the truly major problems of modern science;
a problem that you could to a large extent obviate with a single Executive Order. The practice
of anonymity-protected reviews is so widespread that I do not believe that the system will correct
itself without your direct leadership. Fairness and accountability should not be too much to
expect.
There are, of course, other problems with American science and there are solutions for them.
There is no reason that American science should be less that the very best possible.

I would like to comment briefly on your remarks concerning anonymous peer review,
and on my own experience in this area. Every research scientist that I know has
occasional difficulties with reviewers, but, much more commonly, we benefit from the
feedback provided by our anonymous peers. Intellectual argument is an essential
ingredient in the way we do science, and our discussions with reveiwers are part of
the process. The problem arises when reviewers fail to listen to reason, when authors
fail to provide effective written refutations of the reviewer's criticisms, or when editors
fail to mediate disputes effectively. Based on my own experience, I would not agree
that the anonymity of the reviewer is a contributing factor.
If you are convinced that your paper has been reviewed unfairly, I would urge you to
send a careful rebuttal of the reviewer's comments to the editor. When you have done
this, you can ask the editor to assign a different reviewer to your paper. As a last
resort, and I have taken this route more than once, you can withdraw your paper and
submit it to a different journal.
I would agree with you that the anonymous peer review process is imperfect.
However, it does work, for the most part, and it has the important advantage of being
the best system we have been able to devise.

Removal of Fission Product Poisons
Nuclear fission reactors produce a variety of fission products. Some, for example
¹⁴⁹Sm, have high neutron capture cross-sections and are referred to as reactor poisons because
accumulations of these can adversely affect reactor operation. In the interiors of the giant
planets such reactor poisons might be removed from the reactor zone by the same mechanism In the
suggested for the accumulation of actinide elements, namely, gravitational layering. of
interiors of the giant planets, the pressures are sufficiently great that the density matter
becomes a function almost entirely of atomic mass and atomic number. Reactor poisons,
being fission products, have atomic masses and atomic numbers that are roughly half than those the of
their parent actinides. The poisons therefore would have considerably lower densities be
fuel and would tend to layer above the more dense fuel. That upper layer may
reactor further removed or diluted by convection. Industrial experience, for example, observations of
multi-kilogram gold-plus-glass liquids, shows that, in systems where heat is introduced be from
below by a considerably more dense material, the convection produced will generally
constrained to the upper, less dense layer. In the interiors of the giant planets, the actinide
fuels may tend to layer gravitationally whereas the less dense reactor poisons may tend to be
removed by convection.

Abstract
Fundamental quantitative relationships, based upon ratios of mass, connect the elements of the
Earth and the meteorites. In a chondritic meteorite, the ensemble of elements chemically
combined with oxygen is termed "slag"; the ensemble of elements not chemically combined with
oxygen is termed "alloy", by analogy to steel on a steel hearth. Similarly, in the Earth the core
is identified as alloy, the mantle as the slag. Fundamental ratios relating the alloy and slag
components of 147 chondrites are presented for comparison with corresponding ratios relating
the core and mantle of the Earth. The core and lower mantle of the Earth are shown by
fundamental ratios of mass to be virtually identical to the alloy and slag of the Abee enstatite
chondrite. By this identity, the core of the Earth, like the Abee alloy, is highly reduced chemically
and contains a large proportion of the uranium and thorium. As much as one-half of the Earth's
uranium and thorium is estimated to reside in the core. Geophysical ramifications include
rendering as untenable: (1) the assumption of whole-mantle convection as a means for heat
transfer and for moving the continents; (2) the assumption that the geomagnetic field is powered
by gravitational and thermal energy released by the assumed freezing of an inner core assumed
to consist of iron metal; and, (3) geophysical estimates of temperatures near the center of the
Earth based on the assumption that the inner core consists of partially frozen iron metal.
Introduction
Advances in knowledge of the chemical elements of the Earth as a whole result from revealing
logical, fundamental, quantitative relationships derived from observations of meteorites. By means
of this approach, understanding is attained, causal relationships become evident, and knowledge
is created that transcends models based on postulates and assumptions. The present paper
emphasizes three fundamental quantitative relationships based upon ratios of mass. The first
relationship connects the isotopic compositions of the elements of meteorites with corresponding
isotopic compositions of the elements of the Earth. The second relationship connects the
abundances of the elements in meteorites with corresponding abundances in the photosphere of
the Sun. The third relationship, first derived by the author [1,2], connects the components of
meteorites (determined mineralogically and chemically) with corresponding components of the
Earth (determined seismologically).

It is a pleasure to send you a copy of "Technology '90," the
latest in a series of reports describing technology transfer
accomplishments and opportunities at Department of Energy (DOE)
laboratories. Continued leadership in science and technology is a
key to improving U.S. industrial competitiveness. The science and
technology of the DOE research programs and laboratories are a
valuable national asset. Consistent with recent legislation and
Administration policy, I am committed to maintaining this strong
technology base and to transferring the scientific knowledge and
enabling technologies that it produces to the private sector.
The work of your organization in developing the Administration's
"Technology Policy" report and in assisting in the identification
of technologies critical to U.S. competitiveness has provided an
invaluable roadmap for structuring our national research and
development and technology transfer strategy. As part of
implementing this strategy, I have tasked DOE programs and
laboratories to strengthen and expand their relationships with
private industry, academia, and State and local government
agencies. Such collaboration will be essential to increasing and
accelerating the transfer of technology to private industry.
The enclosed report highlights technologies in the areas of
energy, environment and waste management, instrumentation, biology
and medicine, computers, materials science, and manufacturing
processes. It is being widely distributed to key members of
industry, academia, and the media. We welcome your comments on
"Technology '90" as we seek to expand awareness of the
technological capabilities of the DOE laboratories.
I wish to take this opportunity to thank you for your continued
support of the Department's science and technology programs. DOE

Department Technology Attaches continues to be of great interest
to Commerce. If properly conceived and directed, Technology
Attaches could play a vital role in our efforts to enhance the

therefore most welcome.

FORUM for Applied Research and Public Policy. The winter issue will be
devoted exclusively to mathematics and science education, and I will be
writing the lead article. Invited authors include: Vice President
J. Danforth Quayle, Chairman of the National Space Council;
Secretary of Education Lamar Alexander; Secretary of Labor Lynn Martin;
Dr. Walter Massey, Director of the National Science Foundation;
Mr. Robert Kennedy, CEO and Chairman of the Board of Union Carbide; and
Governor Roy Romer, Chairman of the National Education Goals Panel.
A copy of the spring 1991 issue is enclosed.
The article should be about 2500-3000 words in length. If you are not able to
submit an article, please let FORUM's editor in chief, Mr. Daniel Schaffer,
know as soon as possible. They will need a first draft about the middle of
July 1991, and the final draft on August 1, 1991. Mr. Schaffer can be reached at

With the President's new education strategy being initiated, there could not be
a better time to provide leadership toward achieving our National Education
