Dear Dr. Bromley:
I understand that one of our colleagues, Dr. Gene Nelson, has been in
touch with you regarding the unemployment crisis among scientists and
engineers. I am told he has recommended that you take the initiative
to establish special programs to fund research positions for the
thousands of unemployed scientists and engineers. This evidently
could take the form of special federal appropriations and/or tax
incentives. The American Association of Concerned Engineers concurs
in this, and we would hope your office is in a position to bring this
about.
We believe that unemployment for Americans is just one byproduct of
the international economic situation. However, for engineers and
scientists to face widespread unemployment during this critical time
is particularly troubling, since under-allocation of resources to
engineering is one of the main reasons American products have not
been able to compete. Thus, America is in sort of "death spiral",
where inadequate allocation of engineering breeds non-competitive
products, which breed lower revenues and poorer profits which, in
turn, are interpreted by industry as a signal to lay off more
engineers and scientists
etc.

We believe Dr. Nelson's recommendations fit in with the actions
economist Lester Thurow tells us should be taken to rescue this
country. As part of them, funding for research and development and
all aspects of engineering would be increased dramatically, thus
relieving the employment problem for engineers and scientists, while
restoring America's competitive position.
We support Dr. Nelson's recommendations, but we are unsure whether
you are in a position to influence their implementation. Would you
please outline for us the role of your office in this matter, and
what steps are feasible for you to take to alleviate engineering
unemployment? What suggestions can you offer our members as to
action they can take?
Your advice and assistance in this critical matter are most
appreciated.

Dear Mr. Heithaus:
Thank you for your letter regarding the employment situation for engineers and
scientists. The present job market in this area is clearly tight. This is all the more
unfortunate given the general recognition that a talented and productively occupied core
of engineers and scientists is essential to furthering U.S. competitiveness on both a
national and global scale.
However, it is worth noting that despite the difficulties of tight budgets at all levels the
Federal government has continued to support substantial growth in the R&D sector in
the recognition of its potential for economic development and enhancement of the health
and welfare of our citizens. In fiscal year 1993 the request was about $72B for the
overall Federal R&D program. Steady growth of the R&D sector has been our goal and
in general Congress has supported this concept. However, actual funds appropriated
have generally fallen short of the mark. In addition, Congress has taken to "ear-
marking" the budget, a process which reduces the funds targeted for R&D in the
President's request.
To address your specific question about what this office is doing to alleviate
unemployment in the ranks of our engineers and scientists I have indicated our
leadership role in supporting the Federal R&D program and, in addition, our efforts in
support of improvements to the infrastructure of our university education and research
establishment. In addition, OSTP helps coordinate research activities across Federal
agencies through its Congressionally mandated role in the Federal Coordinating Council
for Science, Engineering and Technology (FCCSET). The FCCSET process has over the
last several years developed so-called FCCSET initiatives which have resulted in targeted
R&D activities, supported by the President, throughout the Federal establishment. One
goal of these initiatives is to catalyze increased private-sector R&D activity.
Concerning Dr. Nelson's recommendation of funding special research positions for
unemployed engineers and scientists through, for example, special tax incentives, I
would urge that you and your colleagues get in touch with appropriate members of
Congress and their staff.

All of us must be concerned about the lack of productive employment positions for our
engineers and scientists. To restore America's competitive edge we need to utilize the
vital resource represented by this group. Continuing to advocate and support the
essential role of the research community to the economical health of the United States is
one of the best ways to do this.

Consortium for your grand initiative in the design, preparation
and construction of a solar powered space sail to be launched in
October, 1992. The Commission was advised three years ago by Dr.
Klaus Heiss, Chairman of the Columbus 500 Space Sail Foundation,
of plans to elicit worldwide competition in this imaginative manner
of celebrating and projecting the spirit of navigation and
discovery into the next dimension, space and the universe. The
Commission received this report with enthusiasm, and encouraged the
Foundation to proceed with such plans.
The purpose of this letter is to assure you that the Commission
continues to give its wholehearted encouragement to the Space Sail
project in general and in particular, welcomes the considerable
progress made under your direction and that of your distinguished
colleague, Vladimir S. Syromiatnikov.
The attached memorandum signed by you both represents our
understanding of the events contemplated to occur on or about
October 12, 1992. We note with satisfaction that the American
coordinating entity will continue to be the Columbus 500 Space Sail
Foundation. There could be no more appropriate way of marking the
500th anniversary of Columbus' voyage than by the launch and
deployment of a sun-powered sail in space. If the first such sail

I have talked briefly with Dan Goldin about our discussion at the Bohemian Grove and,
although he is certainly interested, he is so constrained by his budget and the necessity
to keep so many existing programs aloft that he finds it very difficult to even consider
picking up anything new.
Since I last contacted you I have read through the book you gave me with great interest.
It is, as you have noted, a pity that we were unable to move forward with your original
plans because it would certainly have been a fitting celebration of the 500th anniversary

EPS, we jointly issue the following statement.
Physics Research increasingly relies on large facilities or instruments, each
used by many scientists. These tools are required for a growing number of
research pursuits that strive to extend the limits of mankind's knowledge. The
great size, complexity, and cost of the facilities, and the large number of
users they each serve, calls for an increased degree of international
cooperation and collaboration in their planning, construction and operation.
Therefore, the APS and EPS urge an international approach to the choice,
design, construction, exploitation, and possibly even selection of future very
large facilities for physics research. Such an approach should be developed to
the fullest extent possible, in order to use the funds allocated for research
in the most efficient and effective way. A collaborative approach, which is
becoming a requirement for even medium size projects in Europe, should include
the United States for very large projects. Ideally, such collaborations should
extend to the entire industrialized world.
The APS and EPS stand ready to assist in the organization of forums, workshops,
topical conferences as well as to communicate through their respective
divisions, publications and networks. They will pool their information and
act in concert whenever appropriate.
In addition, the two societies strongly support the principle of open access
to large facilities for all qualified researchers, regardless of their national
origins.

Many thanks for sending me the joint statement by the Presidents of the American
Physics Society and the European Physical Society regarding extensive collaboration on
large physics projects. I am totally in accord with this statement and appreciate having
it.
As you may be aware, at the first ministerial meeting of the OECD last May, I was
successful in introducing many of these same ideas and in having the OECD agree to set
up a megascience forum which is already in operation.
My intent here, to which the members of the OECD enthusiastically agreed, was to
provide a forum so that one could really have a truly international approach to the
establishment of large programs or large facilities. We envisaged that this would
involve a series of meetings: first of the representatives of the international scientific
community who would be asked to try to develop a consensus as to the questions that
require answering if progress is to be made in the field. With those in hand one would
then bring together instrumentation specialists who could address the question of what
facilities of what particular specification would be required to provide answers to these
important questions. Then finally, a much more political group of representatives
would be brought together to discuss the matters of funding, the site, and operating
support and the hope would be that all of this would be done before any actual decision
would be reached on the particular device, where it was to be located or how precisely it
would be operated.
In this respect it seems to me that the SSC and the LHC may well be the last of their
breed and I very much appreciate the readiness of the APS and EPS to participate in
the kind of discussion that I think will be undertaken by the OECD forum augmented
by representatives from Eastern and Central Europe from the very beginning. At this
most recent meeting Minister Saltykov, of the Soviet Union, was present at my formal
request to the OECD. It was then agreed that representatives from Poland, Hungary,
Rumania, and Bulgaria would also attend.
Meetings of working groups preparing for a full meeting of this forum are already
underway and I anticipate the forum to be in full operation within the year.

current incremental research and experimentation (R&D) tax credit
to reward collaborative R&D.
Over the last several years, your Administration has engaged in
perennial efforts to permanently extend that credit. Each year, these

sum, we believe this proposal would integrate with the current credit
to:

encourage new research within the U.S.;
*
optimize the use of limited private and public R&D funds;
*
close the gap between the societal benefit of R&D and the
firm's cost when it is most difficult; and,
*
help to ensure that the incremental credit applies most
efficiently to firm-specific research.
As you well know, real economic growth is dependent on development
and application of new science and technology. However, it has
become increasingly clear that the R&D credit and other incentives

for R&D, although they lower the effective rates for some R&D
performers, have not really met expectations. Even with these
essential incentives, American R&D may be falling for the first time in
20 years and more research is being conducted overseas. When our
industries have made the necessary expenditures, the
commercialization of new technology and its assimilation into the
manufacturing process are being accomplished more swiftly by our
competitors -- better enabling them to develop and capture markets.
One significant problem is the failure of our current credit to
accommodate developments in R&D spending. Our competitors have
increasingly discovered that, while individual R&D is essential,
collaborative R&D can provide a more efficient vehicle for research by
enabling firms to combine resources and reduce redundancies.
Collaboration also stimulates new research -- research that would not
otherwise be conducted because it is too costly, too risky or too long-
term to undertake individually. This, of course, is the underlying
purpose behind the incremental structure of the section 41 credit.
Instead of fostering collaborative R&D, current tax policy limits the
credit to 65 percent of a firm's outside contract expenses.
Modification to the current R&D tax credit that would reward
cooperative R&D at a level commensurate with its utility to industry,
rather than discourage collaborative R&D, blends sound science and
tax policy. A cooperative R&D tax credit is intended not only to help
firms compete against one another, but to help entire industry sectors
meet global competition.

Today I received a copy of a letter dated July 29, 1992 that you sent
to Ms. Cynthia Walsh of Albuquerque, NM. You outlined the rationale
for providing $35 million to fund Soviet science centers in Moscow
and Kiev, and the federal role in providing additional funds to
support a great many young Soviet scientists who are in desperate
plights lacking not only jobs also even the basic necessities of life
I have briefly spoken to the President in person, when he visited
Cleveland on May 21, 1992, and have also corresponded with him
and staffers about the fact that this is also a problem in the United
States that demands immediate attention.
There is a U.S. R&D funding crisis that is affecting thousands of
young scientists placing a significant number of them in the same
challenging situations as their Soviet counterparts.
With the Wolpe hearings on April 8, 1992 written up in SCIENCE Vol
256, (10 April 1992 p. 172) the truth of the poor employment
situation for young American Ph.D. scientists began to be
acknowledged. Recognizing the dearth of up-to-date published
statistics regarding unemployment and underemployment of young
scientists, I have initiated a survey. This survey has been publicized
via the Young Scientist's Network (YSN), ELECTRONIC ENGINEERING
TIMES, and The American Association of Concerned Engineers.
Preliminary data is available and points to significant problems, both in
unemployment and underemployment.
Prompt action such as establishing a special program to provide
thousands of research positions, both in industry and academia is
necessary in order to make positive use of today's Ph.D.s and to also
signal students "in the pipeline" that the United States values the
direct and indirect investments that science students make in earning
a Ph.D. in science. Possible funding mechanisms include special
federal appropriations and tax incentives for the private sector.
I am an unemployed young Ph.D. scientist who is active in an
electronic network called "The Young Scientist's Network" (YSN).
[The YSN was described in a SCIENCE article, Vol. 256 (1 May 1992 p. 606)].
My research demonstrates that R&D underfunding has been a long-
term problem in the United States that has recently become much
worse.
I have made significant investments in preparing to become a
scientist, and am well qualified. In summary, I was a finalist at the
International Science Fair (Fort Worth, TX - 1969) and earned my B.S.
in 1973 from Harvey Mudd College (HMC) in Claremont, CA. HMC
has been ranked as the "best specialty engineering college in America"
by U.S. News & World Report for the past three years. I have worked
at NASA-JPL in Pasadena, CA.
I earned my doctorate in Biophysics from SUNY at Buffalo in 1984.
With student loans, I could not afford the "postdoc" route and have
worked in the clinical diagnostics industry. Since 1985, I have endured
three terminations and over three years of no salary stemming from
technical programs being ended and from the loss of R&D funds
caused by leveraged buyout. With a dearth of opportunities for Ph.D.s
in Cleveland, Ohio, I attempted to start a technology intensive
business without success.
My wife will also be facing the same bleak situation shortly. She is
completing her Ph.D. in Biochemistry from the University of Akron.

A couple of hours ago I shook your hand while you were visiting with some people in Parma,
Ohio, after delivering a speech there. I urged that you "help high technology". you quipped back
"The economy is getting better". I showed you the pen - based computer that I have been working
on for the past two and a quarter years and referenced the written and faxed communications that I
have had with you over the past year. I hope that this dialogue can be extended since I see the
success of high technology in the United States as being very tightly linked to a real improvement
in the economy.
Simply expressed, this technology has the capability of substantially reducing the $200 billion that
this country presently spends on health care administration. We pay tremendous sums to have
people move mountains of paperwork that does not improve the quality of health care. Pen based
computing can eliminate the mountains of paperwork! The technology can also improve the quality
of the delivered health care services.
This technology also illustrates the old adage that "you have to spend money to save money". I am
asking for the federal government to help to provide the spark that will lead to the private sector
adopting this new way of doing things. I have raised these concerns in speeches at national
meetings in Baltimore and New York City, and it was one of the planks of a forum that I recently
presented at the Cleveland City Club titled "Science and Technology - The Key to Cleveland's
Economic Future". I will be making this point again when I speak in Los Angeles, California at
the beginning of June.

Dr. Bromley has asked me to respond to your thoughtful letter concerning the
difficulties experienced by highly trained young scientists and engineers, like yourself,
who are seeking employment commensurate with their training. After the years of
effort and sacrifice which go into achieving an advanced degree, it is obviously a "bitter
pill" not to be able to find work in either one's immediate area of expertise or in an
associated field. I can remember a similar period occurring in the late 1960's and into
the 1970's when the explosive growth experienced in U.S. science, as a general response
to the cold war and Sputnik, started to taper off dramatically. The result was an
overproduction of graduate students with a resultant very tight job market. Many of
the sentiments that you expressed in your letter, were prevalent then as well.
Today's climate is somewhat similar, but, it is also different in some important ways.
While our nation today faces substantial budgetary strigencies at federal, state and
private levels, funding for R&D is still substantial. For example, in the President's
fiscal 1993 budget submission to Congress, over $72B was requested for civilian and
defense R&D--which approximately doubles when you add in R&D carried out by the
private sector. This trend, toward enhancing R&D efforts, has been our goal for a
number of years, and hopefully will continue as such in the future. While Congress has
been generally supportive of this goal, it is also true that the appropriated dollars have
generally fallen far short of expectations. To further complicate this, Congress has
often taken to "ear-marking" pet projects, further diluting the funds available for
supporting R&D requests.
Another aspect, present today, is represented by the end of the cold war--which should
free up valuable resources. But, under present budget agreements, a "cap" on
discretionary spending exists. However, in fiscal 1994 the so-called "fire-wall" between
civilian and defense spending is to come down. This will allow transfer of funds across
this boundary. Such funds will be heavily contested for by many elements of our
economy--and hard work needs to be done to capture some of these funds for R&D
activities. Also, it must be remembered that defense expenditures support a host of
scientists and engineers--reducing defense spending will not necessarily improve the
overall scientist and engineer employment situation. Increased support for the R&D
community is not simply a job creation mechanism but is central to the nation's overall
economical well-being. It is vitally clear that our economic competitiveness and position
in the international community requires that we produce a balance of technically
competent scientists, engineers, and technicians in the areas of basic and applied

research. In order to accomplish this, renewed attention must also be paid to our
educational infrastructure, at all levels.
In your letter you specifically suggest two mechanisms that could be used to create
research positions in academia and industry; namely, through special federal
appropriations and tax incentives for the private sector. I would encourage you to take
every opportunity to communicate your ideas along these lines to Congress and their
staff.
At the same time I should note that there will never be sufficient funding to permit the
exploration of every good research idea. The very nature of research is that every
research result generates a shower of new questions, only some of which can or need be
answered. It may be paradoxical--but it is true-that as our national basic research
enterprise becomes ever more successful, it will generate increasing numbers of
unanswered questions and, possibly, of scientists competing for funds to answer these
questions.
It is clear from your letter that you have not given up on putting your education and
research background to work. I wish both you and your wife good luck in these
endeavors and every success in pursuing your professional goals.

Thank you very much for your letter. I'm
happy that you seem to be able to get support in the
Senate concerning the budget for the SSC.
The financial situation of the national
universities in Japan has only slightly improved.
Politicians, the Japanese government and business leaders
continue to recognize the serious problems we have in the
universities, and are trying to improve them.
For example, committees from the government and
the Federation of Economic Organizations have proposed
that the Japanese government double the budgets
for basic science and national universities.
If this is achieved, we have no objection to
supporting SSC. As you suggested, our universities
will be improved and SSC will be supported. I hope
this will happen.
I look forward to discussing future projects of
mutual cooperation with you. I hope to see you again
soon.

We believe that several of the advanced energy projects briefly
described in this N/L will serve are the forerunners of successful sys-
tems for our future energy destiny.
While most of these energy systems will probably fall by the
wayside for various reasons, it is quite probable that one or possibly
two of them will survive through the rigorous testing phase that all such
advanced energy projects must pass if they are to survive and move forwar
into the production stage of progress.
Now that the U.S. has gone absolutely "BONKERS" over the con-
struction of the superconducting "Super-Klunker" we will be doing every-
thing possible to pass all of our information and test data on these ad-
vanced energy systems to the Germans, Japanese, French, Brits, Koreans and
others who will listen to us about the real promise of these advanced
energy systems!!
It has become quite clear to us that this country has no inter-
est in setting logical scientific project priorities, and is currently
swayed by eco/political interests- alone!!
Since we are now bound and determined to get this new energy
technology accepted on a world-wide basis, we will be going where we have
to go, and doing what we have to do to accomplish this end result!
It is too bad that most people don't truly understand the true
nature of such grandious projects such as the S.S.C- SuperKlunker, in
that there all eventually become" welfare" of the scientific priesthood,
and nothing more than this!!!
If you check the operating records of such governmental scient-
ific installations such as FermiLab, Chicago, Brookhaven Nat. Labs, of N.Y
Los Almos, N.M, and such- government units you will find that they become
country clubs for the PHD elite, and do not produce anything of signific-
ant value to the public which support them!
Although N.A.S.A's record of producing consumer product "spin-
offs" has been only modest, it far-and-away exceedrall such 'spinoffs'
provide by all these government facilities put together!
Unless there is a thorough and complete house-cleaning and re-
organiztion within the D.O.E., D.O.D. and the various quasi-governmental
scientific groups, it is quite unlikely that we will have any further deal

Through your much appreciated efforts and those of the White House Presidential
Personnel Office, the Nuclear Waste Technical Review Board (the Board) is now
approaching its full complement of eleven members. I would, however, like to request
your assistance in filling the one remaining vacancy. This person would have expertise in
the areas of radiobiology and health physics.
The vacancy in this particularly important area was created by the resignation of
Dr. Melvin W. Carter on August 20, 1991. At that time, the Board asked the National
Academy of Sciences (NAS) to submit nominations to the White House. To the best of
our knowledge, your office submitted a list to the White House in September 1991.
However, we have been advised by the Presidential Personnel Office that for unknown
reasons, a nomination is not pending at this time.
Therefore, I would like to request that the NAS again submit a list of nominees to
the White House with backgrounds in the radiobiology and health physics area.
According to the Nuclear Waste Policy Amendments Act of 1987 (NWPAA), candidates
should be eminent in their field and selected solely on the basis of established records of
distinguished service. For your convenience, I have enclosed a summary of those
qualifications required of nominees for appointment to the Board. This summary is
based on requirements of the NWPAA and on the Board's conflict-of-interest policy,
which was developed in coordination with the Office of Government Ethics.

Dear Dr. Semkow:
I am writing in response to your letter of July 31 to Dr. Bromley,
concerning the Superconducting Supercollider, the Space Station, the
Human Genome study, and other large projects.
One of the principal challenges facing us in the Office of Science and
Technology Policy is to strike appropriate balances across the range of
S&T activities supported by the Federal government. We recognize that
these balances necessarily involve a variety of different considerations.
For example, the Space Station is not primarily funded as a science
project. Its primary purpose is to serve as a laboratory for addressing a
number of key issues--including the one you note--involved in manned
space exploration.
The SSC, on the other hand, is a purely scientific project. It will enable
the essential next step in the study of particle physics, and will be used by
thousands of individual faculty members, post-docs and students.
What these very different projects share is their importance as facilities
that will enable the nation to make historic advances--into space in the
former case, and into a deeper understanding of the fundamental nature of
matter in the latter.

Dr. Bromley and I support these projects. The cancellation of the large
scientific projects would not provide funding adequate to support what you
request: a situation in which every proposal that has scientific merit gets
funded at least at modest level.
We in OSTP have worked hard to increase Federal funding for individual
investigators, in the budgets submitted by the President to the Congress.
As you correctly point out, investigator-initiated research provides the
intellectual core that supports our acknowledged excellence in science, and
we are committed, above all, to preserving and strengthening it.

Dear Dr. Bromley:
I would like to contribute my modest voice to an ongoing debate on small vs. big science.
As discussed below, I believe that many of the big science projects are not useful and I
urge you to oppose them. I believe that it is a citizen's duty to contribute to the debate.
As a practicing research scientist myself I have an additional advantage of experience
with both small science (low-energy nuclear science) as well as big (high-energy nuclear
science). In addition, I have recently experienced rejection of six in a row research
proposals with considerable amount of arrogance expressed by the federal agencies that
handled my proposals.
Supercollider. The project was originally conceived by a few powerful high-energy
physicists whose pride was hurt by the discoveries of W and Z bosons in Europe in early
80s. This far too expensive project will serve a small number of very smart people. It
has poor scientific program. Since 5 out of the 6 quarks have already been discovered,
the projected discovery of the top quark is in the category of cleaning out the dirt. The
project operates on the basis "if you do not know what to do, increase the energy".
The supposed spinoff in terms of fast electronics would be better done by establish-
ing a National Laboratory for Industrial Electronics that could create HDTV, improve
supercomputers and consumer electronics.
Space Station. I am tired of hearing about crystal growth and spider behavior in space.
We could learn from the Soviet experience: A human being cannot even walk after several
months aboard the space station. This idea far exceeds our budget constrains. It is better
replaced with small, relatively inexpensive unmanned missions which have been endorsed
by the American Geophysical Union and American Physical Society.

Human Genome. The megalomania has not spared the life sciences. I would guess
that at least 99% of human gene is correct or we would be dwarfed by genetic mutations.
It thus does not make any sense to map the whole human gene. Instead, it would be
useful to monitor only the small sections of the gene that are associated with genetic
diseases. Traditionally, this has been performed on a small science basis.
Star Wars. It has been known for a long time among the experts that this project is
not technically feasible. With the disintegration of the Soviet Union the project lost even
its political merit. I find it ludicrous that the well known guards of the old order and
their proteges have been recently trying to convince us that the project may save us from
meteoritic impact!
All these big-science projects have a lot in common. They are usually proposed by a
few powerful people who bypass all scientific reviews and have direct access to as well
as a support of political establishment. A lobbying by the associated manufacturing
industries close the circle. These projects have to be considered as a kind of high-tech
welfare for a small group of highly trained people.
I think that we spend enough federal funds on research. The crisis in our science is caused
by the distribution of funds. With large projects taking more and more funds, we observe
a collapse of investigator-initiated science and denial of individual creativity. However,
it is the small science that leads to exciting, useful, and creative results. Let me just
mention the recent discoveries of high-temperature superconductivity, scanning-tunneling
microscope, or the buckminsterfullerene molecule, to name a few.
We can improve our science system in a number of ways. A cancellation of the big
projects would provide a much needed boost to small science. We also need to decrease
an education at Ph.D. level and make sure that those who graduate are first quality.
Finally, we have to replace an arrogance and corruption of program directors at federal
funding agencies with a fair system in which every proposal that has scientific merit gets
funded at least at modest level.
I would like to conclude this letter by urging you once again to oppose the Supercollider
as well as other big scientific projects. Thank you very much for your time.

The Office of Science and Technology Policy advises the President and the Federal agencies
on issues pertaining to science and technology. As such, our concern, initially, was that the
scientific value of the skeleton might be diminished as a result of the FBI action. We have
made a number of inquiries regarding the storage and care of the skeleton, and have been
provided with information to the effect that, with the care it is now being given, the fossil
is unlikely to suffer irreparable damage in the future.
Our office is not in a position to comment on the legal and other non-science issues you

This is our brief update for you on recent developments pertaining to biomass/MSW conversion
renewable energy from the TITAN perspective. The developments involve some rather disappointing
events preventing prompt commercialization, and our continued efforts to support industry and
government cooperation for a National Demonstration Program.
First, an extensive and exhaustive consideration of financial, technical, and environmental risks in both
construction and operation phases of an MSW-to-ethanol using the current weak acid TVA process was
cooperatively conducted by TITAN, CH2M Hill, and Kamyr, Inc. After discussion and consideration of the
results, Kamyr has currently backed away from contractual commitment with TVA in order to examine other
MSW technologies. A Kamyr-sponsored commercial venture using MSW in the TVA ethanol process may
or may not occur, depending on the outcome of the Kamyr review of competing MSW technologies.
Secondly, we are continuing to support the development of legislation that will support a National
Demonstration Program for biomass and MSW conversion to fuels and chemicals. The concept of a two-
part program places equal emphasis on demonstration of new technology improvements on a pilot plant
scale, and on review and coordination of research on agricultural crops and waste, as well as MSW. As
currently proposed, the National Demonstration Program will require a government-industry partnership in
which, after the first 5 years, the demonstration program would be expected to receive at least 50% of all
funding directly from industry. While this is a tight budgetary environment for beginning almost anything
new, we feel that this initiative is an environmental/energy imperative that can enjoy broad support in both
the House and Senate. The effort should make the cut. Unforeseen events that may impact the program
include joint committee compromises and/or tightening Congressional budget, and/or a lack of funding for
the TVA MSW project.
Mississippi State University, the University of Mississippi, and the University of Southern Mississippi are
collaborating to form an institute which would be able to actively and coherently address the National
Demonstration Program. These universities have a history of working cooperatively with TVA on ethanol
research in two areas: concentrated and hydrolysis and ethanol from cotton trash. These three
universities primarily see the role of the institute as four functions: 1) stimulation of new research; 2) focal
point for review of emerging R&D for technologic and economic feasibility for scale-up; 3) contract
research with other universities and laboratories; and 4) general oversight including monetary
responsibility in transferring technology to the pilot plant. US industry, with interest in MSW and/or
conservation, would have primary responsibility for building/operation of the pilot plant and moving the
demonstrated processes into larger regional commercial plants.
We continue to have interest expressed by the Korean government and commercial interest for help with
addressing solutions to their pressing MSW problems and programs that go beyond incineration, the
current alternative to landfill in Seoul.
TVA continues to be a focal point for research and development in MSW-to-ethanol, and is currently
funding projects at several universities. It also continues its role in administrative oversight of USDA
projects in strong acid hydrolysis. TITAN sees that the Mississippi universities are dedicated to research

and development in the ethanol area, and is confident that with an institute and Federal funding
supporting them, that these institutions will follow through not just on research, but on practical and
pragmatic pilot plant activities that will make this technology directly usable by US commercial interests and
municipalities.
