Dear Peter:
Many thanks for your congratulations on my election to the National Academy of
Sciences. Having now become a member of this organization I look on one of my major
responsibilities as that of adding more nuclear physicists to its ranks because I have
long been convinced that we have been underrepresented.
Although I have much less time than I might wish to think about such things, I must
say that I was intrigued by Swiatecki's new work on the heavy mononuclei and I
suppose in some sense gratified that nuclear molecular phenomena do keep cropping up
in all sorts of strange places in nuclear physics.
We did manage to get the increased $20 million for operating in the nuclear physics
budget for FY 91 that has alluded us for a great many years and to get Rhic scheduled
for initial construction. My only worry is that the Congress will make some kind of
draconic cut in Function 250 that will have a most unfortunate impact on all of science
and technology. On the other hand, I am very much gratified that in the current
budget summit discussions Dick Darman and the President have both made it clear
from the outset that, as distinct from prior such summit discussions, this time a specific
effort will be made to protect research and development as a vitally important
investment in our national future. I can only hope that this works.

Unfortunately, my wife has been quite ill for all of this past year as well.
I have not forgotten the report that we worked on under your chairmanship under
WHSC and have been trying to get my head above water sufficiently so that I could
invite you to come down to discuss it with my senior staff in the hope that we might be
able to reactivate the study and actually make some of what I thought were very
excellent recommendations come to past.
Should you plan to be in Washington any time in the reasonable future, and if you have
an extra hour or so, please let me know so that I can try to arrange such a meeting.
Apart from that, it would be a great pleasure to see you again in any case.
