I. PURPOSE:
To provide brief, taped messages to five separate
organizations; three video tapes and two audio.
II. BACKGROUND:
A. VIDEOTAPE FOR "SAFE KIDS WEEK": Your brief remarks
supporting the National Safe Kids Campaign will last
approximately two minutes. In them, you will urge parents and
grandparents to teach children caution and safety. You will also
salute the Children's Hospital National Medical Center for
working to reduce the number of preventable injuries that kill
and maim our children.
B. VIDEOTAPE FOR THE COSMETIC, TOILETRY AND FRAGRANCE
ASSOCIATION (CTFA) ANNUAL MEETING: Your remarks, about two to
three minutes in length, will be broadcast to approximately 1,000
CTFA members during their annual convention from February 26 to
March 1 in Boca Raton, Florida. Your remarks will commend CTFA's
efforts to assist recovering cancer patients gain control of
their lives, and will touch briefly on the importance of "people
helping people" through your "thousand points of light" concept.
C. VIDEOTAPE FOR THE PHILIPPINES: Your brief remarks will
recognize the third anniversary of the February 25 revolution in
the Philippines, praising the Filipinos for their dedication to
democracy and social justice.
D. AUDIO TAPE FOR KRBE-FM RADIO IN HOUSTON, TEXAS:
KRBE-Radio will broadcast a radio version of a U.S.O. show aboard
the U.S.S. Theodore Roosevelt for the 20,000 servicemen and women
of the 6th Fleet. The show, which will also be broadcast to the
station's 700,000 listeners in Houston, will give you the
opportunity to talk about your own days as a Navy pilot and to
commend the entire 6th fleet for their commitment and dedication.
E. AUDIO TAPE FOR THE NATIONAL ASSOCIATION OF GOVERNOR'S
COUNCILS ON PHYSICAL FITNESS AND SMORTS: Your one-line audio
address for this organization will simply urge America's
corporations to take part in National Employee Health and Fitness
Day on Friday, May 19.

More children die from injuries every year than from all
childhood diseases combined. These are startling statistics
especially when so many tragedies can be anticipated and avoided.
We as parents and grandparents have a responsibility to keep our
children out of harm's way. But a large part of reducing the
risk to our children lies in teaching them to act cautiously and
safely.
The National SAFE KIDS Campaign, founded by the Children's
Hospital National Medical Center here in Washington, works to
reduce the number of preventable injuries that kill and maim
our children. SAFE KIDS is an organization that works in
communities all over the country, building public awareness, and
educating children and parents. I hope you'll join me in

I was shocked to learn that more children die
each year from preventable injuries than from
all childhood diseases combined. (8,000 die
each year; 50,000 permanently disabled)
I congratulate you for your work to educate the
public and substantially reduce this major source
of death, disability and injury to our most
precious resource -- our children. The work you
have done as a community-based volunteer project
that receives no federal money is astounding.
I know you will be concentrating on bicycle safety
this year, and focusing on the use of helmets to
prevent head injuries. This is just one facet
of teaching kids to be aware and think safety,
and I think it's an important area.

We have proposed that the President meet with leading
representatives from the National SAFE KIDS Campaign on February
14. Orginally we had asked for a proclamation from the White
House designating that week as SAFE KIDS week. The new White
House policy is that no proclamations will orginate from the
White House-all must come from a joint resolution from Congress.
Because of our time constraints, it is going to be impossible to
get a proclamation; thus we are going to do a Presidential
message. Former President Ronald Reagan introduced the nation
to the SAFE KIDS campaign in May 1988 and Dr. C. Everett Koop
serves as Honorary Chairman of the Campaign.
If our proposal for the President to meet with SAFE KIDS goes
through, we would like to video tape the President reading his
message. SAFE KIDS would use this tape to promote their program
Nationwide, therefore generating substantial community
involvement.
If the President's schedule does not allow him to meet with this
group, we still would like a video tape of the Presidential
message.

A Proclamation
During National SAFE KIDS Week parents, relatives, teachers,
and everyone responsible for the care and safety of children
should take notice of the many ways In which we can help
youngsters avoid Injury and grow up safely. Children
themselves should also become Increasingly aware of ways to
protect themselves and other young people. Each year,
preventable Injuries take a tragic toll of perhaps 8,000
young lives lost and 50,000 children disabled. We need to
recall that we can prevent the majority of these Incidents -
- and we need to do as much as we can about It, In homes,
schools, places of work and recreation, on the highways, and
throughout our communities.
In 1989, National SAFE KIDS Week focuses on Uniting America
To Fight Childhood Injury. The aim is to strengthen all of
this nation's child Injury prevention programs through
closer cooperation and Joint efforts.
Much has been done, but we can do more. In particular
during 1989, major child safety Initiatives will be launched
to promote bicycle safety and the use of helmets which can
prevent serious head Injuries.
As more and more of us understand that accidental Injuries
are avoidable, and as we act accordingly both Individually
and as a community, we will substantially reduce this major
source of death, disability and Injury to our hope for the
future--our "safe kids."
NOW, THEREFORE, 1, GEORGE BUSH, President of the United
States of America, do hereby prociaim the period of February
12 through February 18, 1989, as National Safe Kids Week.
1 call upon the people of the United States to observe this
week with appropriate ceremonies and activities.

Dear Ms. Kilberg:
Last year, the week of May 16 - 22 was designated as National Safe Kids Week by a
Presidential proclamation (copy attached) A signing ceremony was held in the Rose
Garden and was attended by approximately 250 people, including the sponsors of the
National Safe Kids Campaign, coalition members, campaign organizers, and a number
of children who themselves were injured as a result of avoidable accidents.
The proclamation was issued in recognition of what today is a major problem --
preventable accidents that kill nearly 8,000 children a year and permanently
disable 50,000. In fact, more children die from injuries than from all childhood
diseases combined.
The National Safe Kids Campaign is truly one successful example of what
President Bush has termed as "a thousand points of light". It is a community-based
volunteer project and receives no federal funding.
As an important part of the continuing campaign against this national tragedy,
it is respectfully requested that President Bush now lends his personal support by
proclaiming the week of February 12 - 18, 1989 as National Safe Kids Week. The major
focus on the campaign this year will be on bicycle saftey. If the President's
schedule permits, a signing ceremony would be most desirable since the media
exposure would be very beneficial in promoting the Safe Kids Campaign. A draft copy
of the proclamation is attached.
We feel that a Presidential proclamation by President Bush is a key element in
generating continuing support and enthusiasm for the campaign. While a Senate
Joint Resolution for the proclamation was obtained last year, Congress' recess
schedule has made it impractical to seek another joint resolution for the time
period requested this year.

The first major activity for this year's campaign will be a two day symposium on
February 16 -17, held here in Washington. Volunteer workers in the Safe Kids
Campaign from around the country will meet to hear about the science of injury
control and the role of volunteers in the Safe Kids campaign. Surgeon General Koop
will open the sessions and experts from a number of injury control and educational
organizations will make presentations. An awards dinner will he held on the night
of February 16, to which the First Lady has been invited to speak.
As stated earlier, the campaign's purpose is to foster the prevention of
avoidable accidental injuries that are tragically killing and disabling many
thousands of children each year. Surgeon General Koop serves as the campaign's
honorary chairman. The nucleus of the national effort is a coalition of 60
organizations that range from the American Academy of Family Physicians to the U.S.
Fire Administration. A complete list of the national coalition members is
attached.
Supported largely by funding from Johnson & Johnson and the National Safety
Council, the campaign to date has established 53 operating state and local
coalitions that are reaching an estimated 15 -20 million people with important
information about preventing chilhood accidents. Much of the effort is being
targeted toward lower income areas where evidence shows that many of the preventable
accidents occur.
I believe all this clearly points up to the high degree of interest in this
program and again respectfully request the President's support and personal
involvement in the "Safe Kids" campaign with a White House signing ceremony to
proclaim February 12 - 18 as "National Safe Kids Week". Naturally, the Safe Kids
Campaign staff will be happy to work with any type of ceremony that would fit in with
the President's schedule.

U.S.S. Theodore Roosevelt, all the men and women of the 6th
Fleet, and my friends in Houston. It's great to be able to talk
with you today because I know what it's like to be on a ship,
away from home and family. I was eighteen when I enlisted in the
Navy -- the youngest carrier pilot in the fleet at that time,
nearly 47 years ago.
You know, I've always said that with risk comes reward.
I've never known such a trying experience as when my plane was
shot down and it was a battle just to survive. But my time in
the service taught me a lot about how precious friendship, and
teamwork and life itself really is.
I'm inspired by your commitment and dedication to this grand
and great home of ours, America. You keep peace on the frontiers
of freedom around the world.
My mission today is to say, "Keep up the good work." Know
that your country stands proud and tall behind you. I know some
may say it's just a job, but I say it's more than that, it's
service, and more importantly -- it's sacrifice. Around the
world and at home, we know and appreciate the sacrifices you're

MARKING THE THIRD ANNIVERSARY
OF THE EDSA REVOLUTION IN THE PHILIPPINES
Three years ago, the people of the Philippines demonstrated
their commitment to liberty and freedom in a peaceful transition
to democracy which inspired the entire world. The EDSA ("edsa")
Revolution was a benchmark in the Philippine people's struggle
for freedom. With only their faith to protect them, Filipinos
boldly reaffirmed their dedication to democracy, social justice
and the rule of law.
We Americans witnessed this remarkable event with a
particular sense of joy and exhilaration. We hold a special
place in our hearts for the Philippine people who have tasted
democracy, lost it in war, and regained it. Their profound
yearnings for democracy, social justice, and human rights are
shared by all Americans.
In 1986, the newly-elected democratic government there
inherited a faltering economy and a political system undermined
by centralized control and corruption. President Aquino has made
great progress in dealing with these problems. Her government
has rebuilt democratic institutions, taken major steps in
restoring a ravaged economy, and arrested a threatening
insurgency.
Much remains to be done, however, in assuring a secure
future for Philippine democracy. With our friends and allies we
are working to develop the framework for a special multilateral
initiative for the Philippines in which the private sector will
play an important role. We hope this program will be. launched in
1989 and will serve as a model for others.
America's commitment to the Philippines remains unshaken.
President Aquino has our total support in her effort to maintain
national unity, revitalize democracy, revive the economy, and
counter the communist insurgency.
On this historic anniversary, the government and people of
the United States again salute the courageous people of the
Philippines and renew our pledge of support and friendship.

TAPING: TUESDAY, FEB. 14, 1989
Members of CTFA and distinguished guests, I'm pleased to be
able to speak to you briefly about a matter that is close to my
heart and to my Administration -- the notion of service.
America has a heritage steeped in a tradition of people
helping others. Today, many Americans are looking inside
themselves, and their communities to help solve pressing local
problems. Through my office of National Service in the White
House, we hope to encourage all Americans to get involved --
particularly two groups: our young people, where there are
reservoirs of personal energy; and our seniors, where there is
great wisdom ready to be shared.
As I said during my Inaugural Address, we must use power to
help people. That's exactly what your Association is doing in
bringing together leaders in the industry to help people in need.
The planning, the energy and the resources that you have
devoted as an industry to help cancer patients take that first
step to regain control over their own lives is tremendous.
You've not only established an important service, you've set
an outstanding example for the rest of the country. Every
industry group has a special talent that may constitute a special
contribution. You've sought and developed yours and I commend
you for your efforts.
That's the meaning essence of community and the meaning essence of what I
have referred to as "a thousand points of light" combining to
illuminate the entire American landscape.

In the interests of planning ahead, the American Dental
Association will be asking later this year for a videotape
message from President Bush for its annual meeting Nov. 4-9 in
Honolulu. This is one of the largest meetings of any national
health organization, attracting 20,000-35,000 persons each year.
I have been pleased in the past to work with President Reagan's
staff in producing similar videotapes and will be glad to
submit at a later date a proposed script for a message from
President Bush to be shown at our opening ceremony and
publicized in dental and general media. The ADA will assume
any expenses incurred in production and use of this message.
The Massachusetts Dental Society also is requesting the ADA's
assistance in obtaining a videotaped greeting from President
Bush for its 125th anniversary meeting May 4-7 and has agreed
to similar arrangements for script and production expenses. I
am not aware that any other state dental association has ever
asked for the ADA's assistance in securing a videotaped message
from the President, for any purpose, nor do I anticipate other
states making similar requests this year.
We are, of course, most interested in whatever assistance you
can render with these requests. Thank you for your help. I am

Per background info on the three requests to videotape the
President, here it is:

The AMERICAN NEWSPAPER PUBLISHERS ASSOCIATION has invited GB
to speak at one of the luncheons during the group's 103rd annual
convention in Chicago on April 24-26.
GB did attend the association's annual meeting in 1981, followed
by three stints by Ronald Reagan in 1983, 1986 and 1987.
If GB's schedule is too packed, a two-way videoconference might
provide interaction with ANPA members, while allowing GB to
remain at another site.

2) The COSMETIC, TOILETRY AND FRANGRANCE ASSOCIATION has
requested a videotaped message by GB to air during the CFTA's
annual meeting Feb. 26-28.
GB has not been contacted by the CFTA before, but the group
has enjoyed the presence of former Presidents Ford and Nixon, as
well as Henry Kissinger.
CFTA has worked for over two years to garner resources of
the cosmetics industry, the American Cancer S, ciety and the
50,0-00 members of the National Cosmetology Association to
institutionalize a program for women who are suffering the hair
loss and skin disorders associated with radiation and
chemotherapy during cancer treatment.
CFTA believes their new program, "Look Good
Feel Better,"
exemplifies the essence of GB's "thousand points of light"
concept.

Lastly, the NATIONAL ASSOCIATION OF GOVERNORS COUNCILS ON
PHYSICAL FITNESS AND SPORTS requests access to GB in order to
videotape the President for a promotional video on the importance
of maintaining physical fitness.
The group requests to videotape the President saying, "As
America's Chief Executive Officer, I challenge your company to
take part in National Employee Health and Fitness Day on Friday,
May 19."
The first ever National Employee Health and Fitness Day is a
one-day event designed to get hundreds of thousands of American
workers to participate in activities promoting exercise and
fitness on the job.

GB has never been contacted by this organization, nor has
Ronald Reagan, but the group sees GB's love of fitness and
running as a means to get the word out to America's business and
labor leaders.
The association could use stock footage of the President
running, like, for instance, at Ft. McNair. However, their
primary concern is being able to put the message on videotape.
