-- The Attorney General's visits went a long way toward
building the unified front we will need in the war on drugs.
We will need an interdiction effort that is as international
as the drug trade itself.
-- In meetings with his counterparts in law enforcement,
Dick was able to discuss various important provisions of
last December's U.N. convention on drug trafficking.
-- He also reviewed and assessed "Operation Snowcap" --
D.E.A.'s multi-country, multi-faceted cocaine control
operation -- a cooperative venture that has already led to
more than 15,000 arrests and the seizure of over 43,000 kilos
of cocaine.
-- The Attorney General's mission was an important first
step. Because while we work to curb demand at home,
it is also critical that we work to stop drugs at their source.
-- Dick Thornburg is going the distance. For that we thank
him.

A week ago, I met with Dick Thornburg and Bill Bennett,
to discuss the Attorney General's mission to three Latin American
nations -- Bolivia, Peru, and Columbia.
--
By all accounts -- including Dick Thornburg's, in the
briefing he just provided me -- that trip was a resounding
success.
--
Dick has been in the right place, at the right time. By
meeting with high public officials in these three countries,
he has worked to reaffirm our commitment to a cooperative
solution to the global drug problem.
--
And it is a global problem: it has profound and negative

effects on every nation -- and it is a problem that will
demand unprecedented international cooperation.
