For this, credit goes to the two groups that -- for more than 20 years -- have joined forces for this event -- the National Football League Players Association and the Better Boys Foundation. The N-F-L-P-A continues to work hard to represent its members as well as the game of football. And while tonight's dinner acknowledges contributions made by athletes on the field, we also recognize the N-F-L-P-A's greatest off-the-field activity: Support of the Better Boys Foundation. B-B-F has become a nationwide role model of what can be done to help disadvantaged young people in the inner city. Founded one hundred years ago, the efforts of the C-C-A-R have been a guiding force for millions of people, helping to elevate the quality and morality of the American Jewish community. By encouraging your congregations to contribute their gifts and talents to the well-being of others, you have added meaning and direction to many lives. But, the Conference has also worked to forge positive relations with other religious groups. Just for a moment, imagine yourself in a wheelchair and need to cross a street. Traffic is heavy and there's no ramp on the sidewalk. What would you do? Or, suppose a terrible accident left you blind. How would you get to work? How would you shop for food? Imagine how it feels to have to live with these and other disabilities. Well, almost 40 million Americans with disabilities know how it feels -- because, these and other simple activities are challenges they face every day. One of the goals of a kinder and gentler nation is to integrate people with disabilities freely and equally into the mainstream of American life. While we've made great strides in the last decade, segregation and exclusion still exists. This must change. And, while I'll do my part in the federal government to alter policies and programs -- the only way to make real and lasting change is through your efforts. As individuals, business leaders, and local government officials, your leadership is essential if we're ever going to stamp out this discrimination. In the program that follows, I urge each of you to see how you can help an American with a disability. It can be as simple as helping to lower a wheelchair to the street, or considering someone for a job. When I told Barbara my golf game had finally been noticed, and I was receiving your Lifetime Achievement Award, she was skeptical. George -- she said -- squirrels and other small woodland creatures have known the hazard of your golf balls for years. If I were you, I'd make sure the Foundation wasn't trying to get Gerald Ford! Well, maybe I could spend more time on the links, but I'm deeply touched to receive this award. And the honor grows knowing the outstanding work the Foundation performs. When Arnold Palmer and Bill Fugazy (FEW GAZI) decided, 25-years ago, to create a Foundation to help support youth-oriented charities and establish a scholarship program, who would have guessed how successful you'd be? Well, the 200-deserving youngsters who were able to get a college education appreciate your efforts, as do all the other young people whose lives you touch. And, your new program to raise $1 million for the Bob Hope School of Comedy at Yale will also be applauded by those students. God bless you all, for the good work you do. # # # THE WHITE HOUSE WASHINGTON 89 JUN 7 P2: 48 June 7, 1989 MEMORANDUM TO CHRISS WINSTON FROM: JIM PINKERTON SUBJECT: Five Video Tapings, Additional Video For Friday Mackey Awards Dinner Pg. 1, para. 2, line 1 (page numbers refer to the page of the particular video message) Since the audience already knows that the Mackey awards "is the largest dinner in the country honoring the best players in the NFL," but the President, presumably, does not, it seems better to make the point more indirectly, e.g.: "As the country's largest dinner honoring the best players in the NFL, the Mackey Awards call attention to best that is in all of us." 1,4,1 It seems odd to call the Better Boys Foundation as "nationwide role model" because "role model" usually refers to an individual, not a group. Perhaps this is meant to be a rhetorical device that plays on the concept of individual "role models," but it seems safer to call the BBF simply a "model" or "exemplar" or even "a nationwide winning game plan." "Straight" 1,1,3 To go from the tragedy of "a helpless child struggl [ing] with a drug problem," and "tear [ing] your heart out,' in the first and second sentences, to "That's why I'm so pleased to talk to you about STRAIGHT" in the next sentence, is too sudden a transition. At the very least, the shift in facial gestures required by these first sentences would put a good actor to the test. That's why these messages usually have some transition sentence like "But there is hope." Here, we suggest simply making the third sentence less cheery, e.g. "Programs like STRAIGHT can help," or, if the time requirement permits, adding a transition sentence such as "But there are people who can help." (more) 2-2-2 Karff No comments. The tribute to Marjorie Arsht is a kind and gentle touch since she really did help the President get started in a meeting she hosted years ago in her living room. Imagine This message focuses on the sympathy we should show to the disabled. The disabled themselves, however, would prefer to hear that their talents are needed. Thus, if time permits, we suggest inserting language that makes that point, e.g. "America needs what disabled Americans have to offer. We cannot afford not to use the talents of every American." Cicconi, Counsel's office has reviewed the captioned scripts for Presidential videotapings. Our comments follow. 1. Mackey Awards Dinner. We are not aware of Counsel's office having previously been consulted about this event. Assuming that the Administration is committed to going forward with the video, we believe that any explicit endorsement should be limited to the BBF, and that it should not extend to the NFLPA. Accordingly, we recommend that the first sentence of the third paragraph be deleted. 2. PSA Straight Endorsement. We understand that such an endorsement has been used for some time, and that this taping is designed merely to reflect the fact that the President is now the President rather than the Vice President. We have no legal objections to the text of the script. 3. Convention of Central Conference of American Rabbis. We understand that the President has already agreed to this project. We have no legal objections to the text of the script. 4. PBS Documentary. In a memorandum from Lee Liberman and myself to Lorna Gladstone, dated April 24, 1989, our office recommended that certain procedures be followed with respect to this project. We continue to recommend that the script be reviewed by this office, by OPD, and by the Disability Working Group before it is approved. Our office would need more time to review the script, and we are not aware that OPD or the Working Group has reviewed it. Accordingly, we are constrained to recommend that clearance of the script be postponed. We also continue to recommend that any commitments to provide the video to PBS be withheld until the TV series itself has been reviewed by the same parties. 5. All-American Collegiate Golf Foundation. We are not aware of Counsel's office having previously been consulted about this event.
