I. SUMMARY
You will address an audience of 2,000 to 2,500 Republican
supporters at a GOP dinner at the Hilton Hotel in New York City
on Thursday, June 22, 1989 at 7:15 p.m. Dignitaries in attendance
will include your brother, Jonathan, as well as local, state and
federal New York Republican officials. The remarks will be 7 to
10 minutes and will be prepared on speechcards.
II. DISCUSSION
This brief speech will serve as the introduction of Pat
Barrett as the new chairman of the New York State Republican
party and set the stage for future support for our candidate for
Mayor of New York.
NOTE: The Republican primary will not be held until
September.

((Of course, The Wall Street Journal maintains a more
dignified air with its "no photos" policy. If they were to ever
run a swimsuit issue, it would still be nothing more than Lee
Iaccoca in thongs.) ((PAUSE))
I am here today to celebrate a new fact in American politics
-- the emergence of a strong New York State Republican Party.
This is due, in no small measure, to the leadership of Tony
Colavita, and to the promise of success from your new Chairman,
Pat Barrett
He has been a good friend for many years and

has the proven ability to reach out and attract new voters to the
Republican Party. Pat, you've worked wonders upstate in Onondaga
County. We look forward to you working your magic all across New
York State. ( (PAUSE) )
It is no surprise to me that New Yorkers, in particular
minority and ethnic voters, are shifting from automatic loyalty
to the other party and voting Republican more and more often. It
was, after all, the Republican Party that was the original party
of civil rights. And it was the Republican Party that first
attracted immigrants, and the sons and daughters of immigrants,
into politics; including Fiorello LaGuardia, the Little Flower of
Italy.
Now we are proud to have a new generation of Republican
leaders, with Alfonse D'Amato heading our New York Republican
delegation for a second term in the United States Senate.
( (PAUSE))
Republicans take great pride in our New York Members of
Congress, now 13 strong. I hope we keep the number at 13 -- Guy
Molinari has decided to leave Congress to run for borough
president -- so the nation's loss is Staten Island's gain. And
with Susan Molinari already on the New York Council -- the
Molinaris will be even more of a powerhouse in the state.

We are also justly proud of how far we've come as a Party --
so far that we now have a good chance of winning the Mayor's
Office in New York City -- the most powerful local office in
America. It is a tremendous opportunity for the Republican Party
to show that our commitment to executive leadership extends far
beyond the White House, to the city streets and sidewalks of New
York.
And as we win the top executive job in America's top city,
we will also make big legislative gains in Albany, keeping the
State Senate, and making big strides in the Assembly. The State
Senate has been our Republican watchdog in Albany. And it must
be our first line of defense in the fight for fair representation
in the 1990s.
With a strong, united New York Republican Party under Pat's
leadership -- with unity, and with courage -- you will go the
distance, and the era of Democratic dominance will be a story
from the past.

((I couldn't help but also notice recent news articles on
the pow-wow between the nine candidates for mayor. Gives a whole
new meaning to the political phrase: "to run for somebody's
seat. ) ) ((PAUSE))
( (But I have to admit, the reaction to presidential visits
is a little different in the Big Apple, perhaps a little more
jaded. When I was just arriving, I heard one guy say to another:
"I hear the most powerful man in America is here tonight for a

fund-raiser." And the other guy said: "You mean they got Donald
Trump. ")) ((PAUSE))

into politics; including Fiorello LaGuardia, the Little Flower of
Italy.
Now we are proud to have a new generation of Republican
leaders, with Alfonse D'Amato heading our New York Republican

But -- as Don knows -- competition today is intense. I hear
you're giving up the "no photo" policy and coming out with the
first Wall Street Journal swimsuit issue. [[PAUSE]] I just
don't know if their public is ready for Lee Iaccoca in thongs.
But Jim Perry made it up to me after the election. In the
series on the paper's "Second Century," he had one 1996 scenario
that had the deficit gone, inflation at three percent, and
President-Elect Dan Quayle winning back states and control of the
Senate. [[PAUSE]] Now that's what I call journalism.
Actually, for a while we put old copies of the Journal under
the puppies. Now Millie's the only dog I know that has her own

you find newspapers with headlines like: "Picked Pot Packed in
Pickled Peppers"
better get Bill Bennett on that one
( (Or my personal favorite from The New York Daily News, a
headline that accompanied before and after pictures of a famous
actor, that read -- "Brando Expando. ")) ( (PAUSE))
( ( I couldn't help but also notice recent news articles on
the pow-wow between the nine candidates for mayor. Gives a whole
new meaning to the political phrase: "to run for somebody's
seat. ) ) ( (PAUSE))
( (But I have to admit, the reaction to presidential visits
is a little different in the Big Apple, perhaps a little more
jaded. When I was just arriving, I heard one guy say to another:
"I hear the most powerful man in America is here tonight for a

fund-raiser." And the other guy said: "You mean they got Donald
Trump. ) ) ((PAUSE))
I am here today to celebrate a new fact in American politics
-- the emergence of a strong New York State Republican Party.
This is due, in no small measure, to the leadership of Anthony
Colavita, and to the promise of success from your new Chairman,
Pat Barrett
Pat, you've worked wonders upstate in Onondaga
County. We look forward to you working your magic all across New
York State. ((PAUSE))
It is no surprise to me that New Yorkers, in particular
minority and ethnic voters, are shifting from automatic loyalty
to the other party and voting Republican more and more often. It

was, after all, the Republican Party that was the original party
of civil rights. And it was the Republican Party that first
attracted immigrants, and the sons and daughters of immigrants,
into politics; including Fiorello LaGuardia, the Little Flower of
Italy.
Now we are proud to have a new generation of Republican
leaders, with Alfonse D'Amato heading our New York Republican
delegation for a second term in the United States Senate.

Republicans take great pride in our New York Members of
Congress, now 13 strong.
And we are also justly proud of our Republican candidates
September
for mayor of New York City. ( (PAUSE)) Come November, we will
have a strong and united candidacy and something more -- a
message for the man who lives in Gracie Mansion: Ed, you're
history'((PAUSE))
The Mayoralty of New York is more than the most powerful
local position in America. It is a tremendous opportunity for
the Republican Party, for us to show that our flair for executive
leadership extends far beyond the White House, to the city
streets and sidewalks of New York.
And as we win the top executive job in America's top city,
we will also make big legislative gains in Albany, keeping the
State Senate, and making big strides in the Assembly. The State
Senate has been our Republican watchdog in Albany. And it must
be our first line of defense in the fight for fair representation
in the 1990s.
With a strong, united New York Republican Party under Pat's
leadership -- with unity, and with courage -- you will go the
distance, and the era of Democratic dominance will be a story
from the past.

This speech is rather short. I am somewhat surprised that
there is no mention of great Empire State Republicans like Dewey,
Rockefeller and Javits.
Page 1, grafs 2 and 3 It may not be wise for the President to be
poking fun at the New York media.
Page 3, graf 1 In referring to the New York delegation, omit the
reference to the size of the delegation. The delegation is at an
all time low -- as recently as the 1960's it numbered 22.
Instead, praise the delegation in general. In particular,
mention Guy Molinari, an early supporter.
Page 2, graf 2 Omit the final comment "a message for the man
...
Ed, you're history." This comment is an inappropriate remark
for the President -- it is not his style.

I. SUMMARY
You will address an audience of 2,000 to 2,500 Republican
supporters at a GOP dinner at the Hilton Hotel in New York City
on Thursday, June 22, 1989 at 7:15 p.m. Dignitaries in attendance
will include your brother, Jonathan, as well as local, state and
federal New York Republican officials. The remarks will be 7 to
10 minutes and will be prepared on speechcards.
II. DISCUSSION
This brief speech will serve as the introduction of Pat
Barrett as the new chairman of the New York State Republican
party and set the stage for future support for our candidate for
Mayor of New York.
NOTE: The Republican primary will not be held until
September.

so far that we now have a good chance of winning the Mayor's
Office in New York City -- the most powerful local office in
