Today more than ever before, meeting the demands of work and
family is a constant challenge for many parents in America.
After school child care is certainly one of those challenges.
Some parents have their children in an after-school program
supervised by adults. Many children, however, are at home alone
or supervised by an older sibling.
I know that America's teachers have an enormous
responsiblity in teaching our children. No job is more important
in shaping America's future. I also know the long, dedicated
hours that teachers devote to their jobs, but I hope you will
take a few minutes this week to find out what the children in
your class are doing after school. Are they at home with their
parents or other adults or in an after school program? or are
they home alone?
The safety of our children is everyone's concern. Together,
we can ensure that their after-school hours are happy and
productive ones -- but more importantly, we can ensure that they
are safe ones. Keep up your good work, and God bless you.

SCHOLASTIC MAGAZINE
During the staffing of the proposed letter to Scholastic
Magazine, apparently objections were raised as to the
content of the letter (objections were from Counsel's office,
Demarest, and OMB.) Most questioned whether after-school
supervision fell under the jurisdiction of the federal
government. Because of these objections, Chriss felt
that we chould not send the letter to Scholastic.
Would it be possible to cut a deal with them for the
next issue, with a letter addressing either drugs and
education or the upcoming Education Summit? If so,
Chriss thinks there would be no problem as far as
staffing goes. I will be available to help in any way.
Please let me know. Thanks.
P.S. as of Thursday- Pre-K Today
has been staffed (some changes) and
is now in Kenne bunkport for POTUS approval

This is the other letter to accompany the issue of
Scholastic News Magazine that will focus on safe play and study
time after school, directed at the many children who do not
return home to their parents at the end of the school day.
Dear Teachers:
Today more than ever before, many parents in America today
are working outside the home. Some of them have their children
in an after school program where children are supervised while
the parents are working. Many children are home alone, or are
supervised by an older sibling.
I know that you have a huge responsibility teaching children
during the day. There is no more important job for shaping
America's future. But I hope you will take a few minutes this
week to find out what the children in your class are doing after
school -- are they home with their parents or other adults? Are
they home alone? Are they in an after school program where they
are supervised?
The safety of our nation's children is everyone's concern.
You are to be commended for is providing this resources to the
nation's children on how they can play safely after school.
Keep up your good work on behalf of our nation's children.

Presidential Message for Scholastic Magazine
Counsel's Office has no legal objection to the proposed letter.
As a matter of policy, however, we wonder about the advisability
of the President making such a specific proposal to teachers.
Admittedly in many cases it will be straight-forward and perhaps
beneficial for teachers to inquire about the after-school care of
the children in their classes. Some teachers may resent the
request, however, and parents may resent the inquiries. Some
parents may even be hostile, or in a worst-case situation
threatening or violent. If, in such a case, the inquiries were
made as the result of the President's letter, there is a risk of
negative publicity about or negative feeling toward the White
House. Moreover, directing teachers to make such inquiries
strikes us as involvement at a micro-level at which the President
would not ordinarily be involved.
We would therefore prefer that the letter not include the
specific request.
