THE UNITED WAY
Good evening, my fellow Americans -- or perhaps I should say
my fellow volunteers. Because tonight I am kicking off the
national campaign for the largest federation of voluntary
agencies and programs in the nation: the United Way.
For me, it's a special honor to be part of this American
tradition because, you see, I am a United Way volunteer, and
Barbara and I have always been a part of the volunteer programs
in the communities where we lived.
Voluntary organizations like the United Way are uniquely
American, a part of what makes us a truly great nation. That's
why in 1987 as Vice President, I served as national spokesman for
the United Way's Centennial.
Last year, the twenty-three hundred local United Way
chapters raised more than 2.7 billion dollars to help people in
need. In fact, United Way funds went to more than 40,000
agencies and programs serving millions of Americans across this
country. And it doesn't stop there: United Way is active in 22
countries around the world.
What makes United Way work is the commitment of every
individual volunteer. I know that government's role is
critically important, but government alone cannot overcome our
problems. That's why tonight I would like to call on all of you

to reach out to people in your community -- to go to them one-to-
-one. I'm asking you to join with me to initiate a new era of
volunteerism. Everyone has hopes for success in life, and their
own idea of what that means. Well, from now on in America, any
definition of a successful life must include serving others.
You've often heard me speak of a thousand points of light.
Those lights are commitment and concern of individuals and
institutions across America who make it their mission to help
others in need -- to bring their light into the lives of others.
And we do have people in need -- problems that cause
immeasurable pain and suffering. The breakdown of the family.
Teenage pregnancy. Affordable housing for the poor. Homes for
the homeless. The locked door of illiteracy. AIDS and other
cruel diseases. And the worst scourge of all: drug use.
These problems were long in coming, and they won't be solved
overnight. But they can be solved -- and each of us can
contribute. For all our problems, there is no problem in America
that is not being dealt with -- successfully -- somewhere.
That is the magic of the United Way. And it is the spirit
of volunteerism that says so much about America.
We celebrate this spirit in many ways: with bands and
parades on our main street. We see it in the smile of a senior
citizen when there's a warm meal and someone who cares. I've
seen it in the faces of children when they know they have a home
and love. That spirit lives every day, wherever volunteers work
with the sick, the poor, the handicapped -- whenever one of us

reaches out a helping hand, or a quiet voice says to someone in
need, "I'm here." "I'll help." "I care."
That's the true expression of the kinder and gentler America
we can build for ourselves and our children. And tonight in
kicking off this United Way campaign, I want you to know that
it's not just what it does for others that is so important, but
what it does for each of us. Because, you see, the United Way
brings out the best -- in all of us.

INTERNATIONAL CITY MANAGEMENT ASSOCIATION
I am delighted to extend a warm welcome to all the I-C-M-A
members attending this year's diamond anniversary conference in
Des Moines. In seventy-five short years, this country and the
world have benefited from the contributions you've made to local
government.
This year the I-C-M-A is celebrating 75 years of council-
manager government in this country. This form of government was
designed by reformers like President Theodore Roosevelt to
enhance representative democracy and to bring sound business
management structure and practices to our cities, counties, towns
and villages. It's the concept of finding solutions at home,
rather than turning hundreds or even thousands of miles away for
help from the federal government.
It's been said that the closer government is to the people,
the better the government. And, I've often felt that it's the
dedicated work of local officials that ensures government remains
responsive to the people it serves. And it's local government'
that is the most effective and best able to resolve local issues.
The I-C-M-A was founded with a commitment to integrity in
local government and efficient and effective management of public
services. And over the years, your association has done much to
ensure the quality of local government administration in the

United States and in other countries who have adopted our
council-manager plan.
In closing, let me commend you for your dedication and
commitment to your communities, and for the vital role you play
in delivering essential public services.

THE MIAMI PROJECT -- THE MARC BUONICONTI FUND
Good evening to everyone at tonight's Fourth Annual Great
Sports Legends Dinner for the Marc Buoniconti Fund.
Barbara and I have closely watched the steady progress of
your exceptional organization -- The Miami Project to Cure
Paralysis. And while paralysis isn't an easy puzzle to solve, in
a short time the Miami Project has made remarkable progress and
grown into one of our country's finest spinal cord injury
research centers. Through the efforts of Nick and Marc
Buoniconti, The Project has united the great talent of this
country's scientific and educational community to examine
paralysis a new way -- and to work together for a cure.
But, the Miami Project is more than just dedicated
researchers and devoted doctors. It's a shining example of those
thousand points of light I like to talk SO much about. Through
the generous support of everyone here tonight -- volunteering
time and money -- the Miami Project is making great advances in
combating the tragedy of spinal cord injury.
This evening is a celebration of the Project but it's also
an opportunity to salute the bravery and spirit of two other
great sports legends -- The Buoniconti's, father Nick and son
Marc. Nick has told me that Marc dreams at night he is still
walking. Well, it's the hope of that vision that fires the

Good evening. It is a pleasure to join this, the 111th
Conference of the National Guard Association. Let me start by
thanking you, the members of the National Guard Association, for
the honor of being chosen as recipient of the Harry S. Truman
Award. It is truly an honor to be a part of the National Guard
family in this special way.
The National Guard has a long and proud history. One
hundred and forty years before the Declaration of Independence,
citizen-soldiers, your predecessors, were coming to the aid of
their towns and villages. Since then, you, as citizen-soldiers,
have always answered the call for help. But your service has
been more than marching off to defend our freedom and liberty on
foreign lands. You have come to the aid of Americans in
emergencies, after floods and storms. And now, you continue that
tradition of service to nation and community, with your
involvement in the war on illegal drugs.
Today, you meet to discuss, as you always do, how to improve
the ability of citizens to come to the defense of our Nation.
Thank you for the good work you do. This Nation can take great

I. SUMMARY
Attached for your consideration and review are draft scripts
for your videotaping session of September 14th. You are
scheduled to perform four video messages, one of which is five
minutes in length.
II. DISCUSSION
At 10:00 AM on Monday September 11, 1939 you are scheduled
to perform the attached video messages in the Library. The
messages are a greeting to the National Guard Convention at which
you were to receive the Harry S. Truman Award, a message
celebrating the International City Management Association's 75th
anniversary, words of support for the Marc Buoniconti Fund and
remarks to kick-off the United Way's national campaign.
Because the United Way message will air on all three
television networks and CNN with an estimated audience of 80
million viewers, we would like to apply light make-up immediately
prior to the session and request the following wardrobe: a
charcoal gray suit, a solid blue shirt and a bright red striped
tie.

I am delighted to extend a warm welcome to all the I-C-M-A
members attending this year's diamond anniversary conference in
Des Moines. In seventy-five short years, this country and the
world have benefited from the contributions you've made to local
government.
This year the I-C-M-A is celebrating 75 years of council-
manager government in this country. This form of government was
designed by reformers like President Theodore Roosevelt to
enhance representative democracy and to bring sound business
management structure and practices to our cities, counties, towns
and villages.
It's the concept of finding solutions at home,
rather than turning hundreds or even thousands of miles away for
help from the federal government.
It's been said that the closer government is to the people,
the better the government. And, I've often felt that it's the
dedicated work of local officials that ensures government remains
responsive to the people it serves. And it's local government
that is the most effective and best able to resolve local issues.
The I-C-M-A was founded with a commitment to integrity in
local government and efficient and effective management of public
services. And over the years, your association has done much to
ensure the quality of local government administration in the

United States and in other countries who have adopted our
council-manager plan.
In closing, let me commend you for your dedication and
commitment to your communities, and for the vital role you play
in delivering essential public services.

Good evening to everyone at tonight's Fourth Annual Great
Sports Legends Dinner for the Marc Buoniconti Fund.
Barbara and I have closely watched the steady progress of
your exceptional organization -- The Miami Project to Cure
Paralysis. And while paralysis isn't an easy puzzle to solve, in
a short time the Miami Project has made remarkable progress and
grown into one of our country's finest spinal cord injury
research centers. Through the efforts of Nick and Marc
Buoniconti, The Project has united the great talent of this
country's scientific and educational community to examine
paralysis a new way -- and to work together for a cure.
But, the Miami Project is more than just dedicated
researchers and devoted doctors. It's a shining example of those
thousand points of light I like to talk SO much about. Through
the generous support of everyone here tonight -- volunteering
time and money -- the Miami Project is making great advances in
combating the tragedy of spinal cord injury.
This evening is a celebration of the Project but it's also
an opportunity to salute the bravery and spirit of two other
great sports legends -- The Buoniconti's, father Nick and son
Marc. Nick has told me that Marc dreams at night he is still
walking. Well, it's the hope of that vision that fires the
dedication of the people who work at the Miami Project. And the

Conference of the National Guard Association. Let me start by
thanking you, the members of the National Guard Association, for
the honor of being chosen as recipient of the Harry S. Truman
Award. It is truly an honor to be a part of the National Guard
family in this special way.
The National Guard has a long and proud history. One
hundred and forty years before the Declaration of Independence,
citizen-soldiers, your predecessors, were coming to the aid of
their towns and villages. Since then, you, as citizen-soldiers,
have always answered the call for help. But your service has
been more than marching off to defend our freedom and liberty on
foreign lands. You have come to the aid of Americans in
emergencies, after floods and storms. And now, you continue that
tradition of service to nation and community, with your
involvement in the war on illegal drugs.
Today, you meet to discuss, as you always do, how to improve
the ability of citizens to come to the defense of our Nation.

THE UNITED WAY
Good evening, my fellow Americans -- or perhaps I should say
my fellow volunteers. Because tonight I am kicking off the
national campaign for the largest federation of voluntary
agencies and programs in the nation: the United Way.
For me, it's a special honor to be part of this American
tradition because, you see, I am a United Way volunteer, and
Barbara and I have always been a part of the volunteer programs

in the communities where we lived.
Voluntary organizations like the United Way are uniquely
American, a part of what makes us a truly great nation. That's
why in 1987 as Vice President, I served as national spokesman for
the United Way's Centennial.
Last year, the twenty-three hundred local United Way
chapters raised more than 2.7 billion dollars to help people in
need. In fact, United Way funds went to more than 40,000
agencies and programs serving millions of Americans across this
country. And it doesn't stop there: United Way is active in 22
countries around the world.
What makes United Way work is the commitment of every
individual volunteer. I know that government's role is
critically important, but government alone cannot overcome our
problems. That's why tonight I would like to call on all of you

to reach out to people in your community -- to go to them one-to-
-one. I'm asking you to join with me to initiate a new era of
volunteerism. Everyone has hopes for success in life, and their
own idea of what that means. Well, from now on in America, any
definition of a successful life must include serving others.
You've often heard me speak of a thousand points of light.

Four Video Scripts
We have reviewed the draft video scripts and have a couple
of comments we believe will improve the remarks. We suggest
adding the following sentence to the end of the second para-
graph on page two of the United Way remarks: "I always like to
remember that there is no exercise better for the human heart
than reaching down and lifting someone else up."
There is one important point missing from the National
Guard Association remarks which I think should be mentioned.
Many men and women have sacrificed their lives in service to
the National Guard and the United States. Just this past
weekend, three guardsman were killed in a helicopter crash in
Idaho. We should note that these people are willing to make
the supreme sacrifice.
This is a minor editorial note. In the first paragraph of
the National Guard Association remarks Harry S Truman is cited.
President Truman's middle name was "S", therefore, there should
not be a period after the "S" in the text since the "S" is not
his middle initial, but his middle name.

THE UNITED WAY
Good evening, my fellow Americans -- or perhaps I should say
my fellow volunteers. Because tonight I am kicking off the
national campaign for the largest federation of voluntary
agencies and programs in the nation: the United Way.
For me, it's a special honor to be part of this American
tradition because, you see, I am a United Way volunteer, and
Barbara and I have always been a part of the volunteer programs
in the communities where we lived.
Voluntary organizations like the United Way are uniquely
American, a part of what makes us a truly great nation. That's
why in 1987 as Vice President, I served as national spokesman for
the United Way's Centennial.
Last year, the twenty-three hundred local United Way
chapters raised more than 2.7 billion dollars to help people in
need. In fact, United Way funds went to more than 40,000
agencies and programs serving millions of Americans across this
country. And it doesn't stop there: United Way is active in 22
countries around the world.
What makes United Way work is the commitment of every
individual volunteer. I know that government's role is
critically important, but government alone cannot overcome our
problems. That's why tonight I would like to call on all of you

to reach out to people in your community -- to go to them one-to-
-one. I'm asking you to join with me to initiate a new era of
volunteerism. Everyone has hopes for success in life, and their
own idea of what that means. Well, from now on in America, any
definition of a successful life must include serving others.
You've often heard me speak of a thousand points of light.
Those lights are commitment and concern of individuals and
institutions across America who make it their mission to help
others in need -- to bring their light into the lives of others.
I alwAys like to remember that there is no exercise better far the
human
And we do have people in need -- problems that cause heart than
immeasurable pain and suffering. The breakdown of the family. reaching
down
Teenage pregnancy. Affordable housing for the poor. Homes for
and
the homeless. The locked door of illiteracy. AIDS and other
lifting
cruel diseases. And the worst scourge of all: drug use.
Someone
else up.
These problems were long in coming, and they won't be solved
overnight. But they can be solved -- and each of us can
contribute. For all our problems, there is no problem in America
that is not being dealt with -- successfully -- somewhere.
That is the magic of the United Way. And it is the spirit
of volunteerism that says SO much about America.
We celebrate this spirit in many ways: with bands and
parades on our main street. We see it in the smile of a senior
citizen when there's a warm meal and someone who cares. I've
seen it in the faces of children when they know they have a home
and love. That spirit lives every day, wherever volunteers work
with the sick, the poor, the handicapped -- whenever one of us

reaches out a helping hand, or a quiet voice says to someone in
need, "I'm here. " "I'll help." "I care."
That's the true expression of the kinder and gentler America
we can build for ourselves and our children. And tonight in
kicking off this United Way campaign, I want you to know that
it's not just what it does for others that is so important, but
what it does for each of us. Because, you see, the United Way
brings out the best -- intall of us.

INTERNATIONAL CITY MANAGEMENT ASSOCIATION
I am delighted to extend a warm welcome to all the I-C-M-A
members attending this year's diamond anniversary conference in
Des Moines. In seventy-five short years, this country and the
world have benefited from the contributions you've made to local
government.
This year the I-C-M-A is celebrating 75 years of council-
manager government in this country. This form of government was
designed by reformers like President Theodore Roosevelt to
enhance representative democracy and to bring sound business
management structure and practices to our cities, counties, towns
and villages. It's the concept of finding solutions at home,
rather than turning hundreds or even thousands of miles away for
help from the federal government.
It's been said that the closer government is to the people,
the better the government. And, I've often felt that it's the
dedicated work of local officials that ensures government remains
responsive to the people it serves. And it's local government
that is the most effective and best able to resolve local issues.
The I-C-M-A was founded with a commitment to integrity in
local government and efficient and effective management of public
services. And over the years, your association has done much to
ensure the quality of local government administration in the

United States and in other countries who have adopted our
council-manager plan.
In closing, let me commend you for your dedication and
commitment to your communities, and for the vital role you play
in delivering essential public services.

THE MIAMI PROJECT -- THE MARC BUONICONTI FUND
Good evening to everyone at tonight's Fourth Annual Great
Sports Legends Dinner for the Marc Buoniconti Fund.
Barbara and I have closely watched the steady progress of
your exceptional organization -- The Miami Project to Cure
Paralysis. And while paralysis isn't an easy puzzle to solve, in
a short time the Miami Project has made remarkable progress and
grown into one of our country's finest spinal cord injury
research centers. Through the efforts of Nick and Marc
Buoniconti, The Project has united the great talent of this
country's scientific and educational community to examine
paralysis a new way -- and to work together for a cure.
But, the Miami Project is more than just dedicated
researchers and devoted doctors. It's a shining example of those
thousand points of light I like to talk SO much about. Through
the generous support of everyone here tonight -- volunteering
time and money -- the Miami Project is making great advances in
combating the tragedy of spinal cord injury.
This evening is a celebration of the Project but it's also
an opportunity to salute the bravery and spirit of two other
great sports legends -- The Buoniconti's, father Nick and son
Marc. Nick has told me that Marc dreams at night he is still
walking. Well, it's the hope of that vision that fires the
dedication of the people who work at the Miami Project. And the

Good evening. It is a pleasure to join this, the 111th
Conference of the National Guard Association. Let me start by
thanking you, the members of the National Guard Association, for
the honor of being chosen as recipient of the Harry SX Truman
X
Award. It is truly an honor to be a part of the National Guard
family in this special way.
The National Guard has a long and proud history. One
hundred and forty years before the Declaration of Independence,
citizen-soldiers, your predecessors, were coming to the aid of
their towns and villages. Since then, you, as citizen-soldiers,
have always answered the call for help. But your service has
been more than marching off to defend our freedom and liberty on
foreign lands. You have come to the aid of Americans in
emergencies, after floods and storms. And now, you continue that
tradition of service to nation and community, with your
involvement in the war on illegal drugs.
Today, you meet to discuss, as you always do, how to improve
the ability of citizens to come to the defense of our Nation.
Thank you for the good work you do. This Nation can take great
comfort that dedicated Americans like you are willing to serve in
the National Guard, volunteering to defend and aid Americans
whenever and wherever needed.
