Good evening. It's wonderful to talk with the American
Trucking Association once again. The last time we met was about
three years ago. And while I held a different job back then, the
challenges and issues facing this Nation's transportation network
are still of great concern to us all.
Let me first say thank you to your Chairman Bill Word as he
finishes his term and congratulate Dunc McRae, your incoming
Chairman. I also want to mention President Tom Donahue and the
top notch job he's doing and say hello to my good friend Craig
Fuller who I understand you will hear from next.
Let me begin by commending the work you've all done on
transportation safety. From fighting for more roadside
inspections, to the commercial drivers license which you helped
pass in 1986, to your most recent support of drug testing, the A-
T-A has spoken loudly that the industry will not tolerate unsafe
drivers and unsafe vehicles on our highways.
But with more than three quarters of our nation's
communities receiving their food, clothing and daily needs solely
through truck delivery, we know more work must be done. As I've
heard you say, "Without Trucks America Stops". So, we'll be
counting on you -- the A-T-A -- to continue your efforts to make
America's highways the safest in the world.

Also, I look forward to working with you on another key
issue facing us in the 1990's -- the Clean Air Act and the
Program.
reauthorization of the Highway Bill. On the first, the fact that
the trucking industry has again taken the leadership role by
agreeing to meet EPA's 1994 standards through cleaner diesel
fuels shows the willingness of this industry, like few others, to
share the responsibility for creating a clean and healthy
environment for our children and our grandchildren.
I look forward to working with you on these and many other
issues.

IN HONOR OF EXCELLENCE SYMPOSIUM FOR EDUCATORS
Good evening and welcome to the Nation's Capitol. It's a
historic city and a perfect setting to honor this year's finest
teachers and principals.
I've said before that education is long-term planning at its
best. And we'll see the payoff from the work you do in our
schools today years from now. As those of you gathered here
today know, the work you do, the seeds you plant, bear fruit
across a lifetime. But there are few tasks in America that
demand more urgent attention than the education of our kids.
Last month, I met with each of your governors at the
Education Summit in Virginia. While we had many different ideas
about how to strengthen our educational system, we agreed on one
thing: education has no more important resource than you -- our
outstanding teachers and principals. You are true American
heros, on the front line of education, initiating reforms and
striving for excellence. Heros who, day in and day out, nurture
and inspire our children to a simple but wonderful goal. (PAUSE)
To learn.
Congratulations once again to each of you. You all have a
dedication and love of learning that touches the lives not only
of our children but so many in your communities. And for that,
not only do you have the heartfelt thanks of this great nation,

OHIO ASSOCIATION OF BROADCASTERS
Good Evening. And thank you Gene d'Angelo for your kind
invitation to speak to the largest radio and tv association in
this country. After speaking to your group, both in Cincinnati
and Columbus last year, I truly do feel I am among friends with
the Ohio Association of Broadcasters.
As most of you know, I have deep roots in Ohio. My
grandfather worked at Buckeye Steel in Columbus and my father was
born in Ohio. Today, my ties with Ohio remain strong and I am
especially proud of the work the Ohio Broadcasters are doing to
fight alcohol and drug abuse. I understand the Ohio Broadcasters
are devoting hours of free air-time for anti-alcohol and anti-
drug public service announcements. And I hear you are taking it
one step further, putting competition aside, and on the same day,
at the same time, airing two hours of programming exclusively on
the war on drugs. What an outstanding contribution you are
making to this important fight.
But to be honest, I'm not surprised to hear about such great
contributions from the Ohio Broadcasters. Your group has always
understood that the definition of any successful life must
include service to others. I, and all Ohioans thank you for your
commitment.

Good Morning! Greetings to the members of the American
Dental Association as you begin your 130th Annual Meetings in the
"Aloha State". My congratulations to Art Dugoni, (DEW-GO-KNEE)
on a successful year of leadership and best wishes to Mike
Overbey (OVER-BE) as he begins his new term.
As I have often said, any definition of a successful life
must include service to others, and the A-D-A has a long and
honorable history of service to the public. As you gather to set
policies to guide the dental profession in the coming years,
you'll be talking "perio" and "endo", but let me commend you for
your longstanding emphasis on effective disease control
procedures. Your work to prevent the spread of infectious
diseases like Hepatitis, and, more recently, AIDS has been
invaluable for the safety of all Americans.
Let me also highlight your efforts to increase access to
care for individuals who for financial and other reasons, simply
aren't getting the quality care American dentistry can provide.
Your efforts have, and will continue to make a difference.

Good evening. It's an honor to be with you tonight to
celebrate the "14th Annual Boy's Club of New York, All Sports
Hall of Fame Dinner". It's fitting that tonight this room is
filled with some of the greatest athletes of all time, because
participating in sports teaches invaluable lessons both on the
playing field and off. Learning teamwork, setting goals and
working hard to reach them is what the Boy's Club is all about.
The athletes you honor tonight share a commitment to this
country's most precious resource; our children, at a time when
strong role models are desperately needed to help young people
understand that true success and true heros are drug-free.
I join you in congratulating the 1989 Hall of Famers, as
well as John Akers, your Harriman Award recipient. I know first-
hand of John's commitment to the young people of America. You
could not have chosen a more outstanding individual to receive
this important award.
I would also like to recognize the efforts of your Dinner

Religious Alliance Against Pornography. You know it's something
truly important when so many people of different faiths unite for
one cause.
Let me state my total support for the goal of eliminating
illegal obscenity and child pornography. Our Administration
remains firmly committed to take the lead in the battle against
pornography. The passage of the Child Protection and Obscenity
Enforcement Act provides a powerful new tool for federal
prosecutors to act against illegal pornographers. And while this
crucial legislation has closed many loopholes, more work needs to
be done. But, with your help, we will eradicate these evils.
As you begin your conference, I urge each of you to redouble
your efforts to mobilize leaders and educate Americans about the
harm of illegal pornography. Your work in this area remains
invaluable in our effort to make America a better place for
ourselves, and our children.

Good evening and welcome to the Nation's Capitol. It's a
historic city and a perfect setting to honor this year's finest
teachers and principals.
I've said before that education is long-term planning at its
best. And we'll see the payoff from the work you do in our
schools today years from now. As those of you gathered here
today know, the work you do, the seeds you plant, bear fruit
across a lifetime. But there are few tasks in America that
demand more urgent attention than the education of our kids.
Last month, I met with each of your governors at the
Education Summit in Virginia. While we had many different ideas
about how to strengthen our educational system, we agreed on one
thing: education has no more important resource than you -- our
outstanding teachers and principals. You are true American
heros, on the front line of education, initiating reforms and
striving for excellence. Heros who, day in and day out, nurture
and inspire our children to a simple but wonderful goal. (PAUSE)

Congratulations once again to each of you. You all have a
dedication and love of learning that touches the lives not only
of our children but so many in your communities. And for that,

Good Evening. And thank you Gene d'Angelo for your kind
invitation to speak to the largest radio and tv association in
this country. After speaking to your group, both in Cincinnati
and Columbus last year, I truly do feel I am among friends with
the Ohio Association of Broadcasters.
As most of you know, I have deep roots in Ohio. My
grandfather worked at Buckeye Steel in Columbus and my father was
born in Ohio. Today, my ties with Ohio remain strong and I am
especially proud of the work the Ohio Broadcasters are doing to
fight alcohol and drug abuse. I understand the Ohio Broadcasters
are devoting hours of free air-time for anti-alcohol and anti-
drug public service announcements. And I hear you are taking it
one step further, putting competition aside, and on the same day,
at the same time, airing two hours of programming exclusively on
the war on drugs. What an outstanding contribution you are
making to this important fight.
But to be honest, I'm not surprised to hear about such great
contributions from the Ohio Broadcasters. Your group has always
understood that the any definition of any successful life must

procedures. Your work to prevent the spread of infectious
diseases like Hepatitis, and, more recently, AIDS has been
invaluable for the safety of all Americans.

care for individuals who for financial and other reasons, simply

Good evening. It's an honor to be with you tonight to
celebrate the "14th Annual Boy's Club of New York, All Sports
Hall of Fame Dinner". It's fitting that tonight this room is
filled with some of the greatest athletes of all time, because
participating in sports teaches invaluable lessons both on the
playing field and off. Learning teamwork, setting goals and
working hard to reach them is what the Boy's Club is all about.
The athletes you honor tonight share a commitment to this
country's most precious resource; our children, at a time when
strong role models are desperately needed to help young people
understand that true success and true heros are drug-free.
I join you in congratulating the 1989 Hall of Famers, as
well as John Akers, your Harriman Award recipient. I know first-

Religious Alliance Against Pornography. You know it's something
truly important when so many people of different faiths unite for
one cause.
Let me state my total support for the goal of eliminating
illegal obscenity and child pornography. Our Administration
remains firmly committed to take the lead in the battle against
pornography. The passage of the Child Protection and Obscenity
Enforcement Act provides a powerful new tool for federal
prosecutors to act against illegal pornographers. And while this
crucial legislation has closed many loopholes, more work needs to
be done. But, with your help, we will eradicate these evils.
As you begin your conference, I urge each of you to redouble
your efforts to mobilize leaders and educate Americans about the

AMERICAN TRUCKERS ASSOCIATION
Good evening. It's wonderful to talk with the American
Trucking Association once again. The last time we met was about
three years ago. And while I held a different job back then, the
challenges and issues facing this Nation's transportation network
are still of great concern to us all.
Let me first say thank you to your Chairman Bill Word as he
finishes his term and congratulate Dunc McRae, your incoming
Chairman. I also want to mention President Tom Donahue and the
top notch job he's doing and say hello to my good friend Craig
Fuller who I understand you will hear from next.
Let me begin by commending the work you've all done on
transportation safety. From fighting for more roadside
inspections, to the commercial drivers license which you helped
pass in 1986, to your most recent support of drug testing, the A-
T-A has spoken loudly that the industry will not tolerate unsafe
drivers and unsafe vehicles on our highways.
But with more than three quarters of our nation's
communities receiving their food, clothing and daily needs solely
through truck delivery, we know more work must be done. As I've
heard you say, "Without Trucks America Stops". So, we'll be
counting on you -- the A-T-A -- to continue your efforts to make
America's highways the safest in the world.

Also, I look forward to working with you on another key
issue facing us in the 1990's -- the Clean Air Act and the
reauthorization of the Highway Bill. On the first, the fact that
the trucking industry has again taken the leadership role by
agreeing to meet EPA's 1994 standards through cleaner diesel
fuels shows the willingness of this industry, like few others, to
share the responsibility for creating a clean and healthy
environment for our children and our grandchildren.
I look forward to working with you on these and many other
issues.

Good evening. It's an honor to be with you tonight to
celebrate the "14th Annual Boy's Club of New York, All Sports
Hall of Fame Dinner". It's fitting that tonight this room is
filled with some of the greatest athletes of all time, because
participating in sports teaches invaluable lessons both on the
playing field and off. Learning teamwork, setting goals and
working hard to reach them is what the Boy's Club is all about.
The athletes you honor tonight share a commitment to this
country's most precious resource; our children, at a time when
strong role models are desperately needed to help young people
understand that true success and true heros are drug-free.
I join you in congratulating the 1989 Hall of Famers, as
well as John Akers, your Harriman Award recipient. I know first-
hand of John's commitment to the young people of America. You
could not have chosen a more outstanding individual to receive
this important award.
I would also like to recognize the efforts of your Dinner
Chairman, Lou Gerstner, and all of you who support The Boy's Club
of New York. Your contributions make the Boys Club a radiant
example of the "thousand points of light" I like to talk about.

I'm honored to join Dr. Jerry Kirk and Joseph Cardinal
Bernardin in welcoming you to the National Conference of the
Religious Alliance Against Pornography. You know it's something
truly important when so many people of different faiths unite for
one cause.
Let me state my total support for the goal of eliminating
illegal obscenity and child pornography. Our Administration
remains firmly committed to take the lead in the battle against
pornography. The passage of the Child Protection and Obscenity
NEEDED
Enforcement Act provides a powerful new tool for federal
prosecutors to act against illegal pornographers. And while this
crucial legislation has closed many loopholes, more work needs to
be done. But, with your help, we will eradicate these evils.
As you begin your conference, I urge each of you to redouble
your efforts to mobilize leaders and educate Americans about the
harm of illegal pornography. Your work in this area remains
invaluable in our effort to make America a better place for
ourselves, and our children.

Good evening. It's wonderful to join you, and the Air Force
Association, in the "City of Angels" for this important event.
I've often said that education is our most enduring legacy,
vital to everything we are, and can become. That's why the Air
Force Association's hard work in creating and maintaining
scholarships for the children of American military personnel is
so critical.
The men and women of this country's armed forces make so
many sacrifices in the pursuit of freedom and democracy. Every
hour of every day, in every part of the world, dedicated men and
women keep the United States safe and secure with a love of
country that is unparalleled. And, it's no surprise that this
sacrifice extends to making sure that the children of those who
gave their lives can pursue an education.
By recognizing the value of providing educational
opportunities for our youngest generation, you understand where
the future lies -- in the minds and the hearts of our children.
No cause is more important than the course we set for them today,
or the tools we give them to prepare for tomorrow's journey.
And to this year's scholarship winners, congratulations and

AMERICAN TRUCKERS ASSOCIATION
Good evening. It's wonderful to talk with the American
Trucking Association once again. The last time we met was about
three years ago. And while I held a different job back then, the
challenges and issues facing this Nation's transportation network
are still of great concern to us all.
Let me first say thank you to your Chairman Bill Word as he
finishes his term and congratulate Dunc McRae, your incoming
Chairman. I also want to mention President Tom Donahue and the
top notch job he's doing and say hello to my good friend Craig
Fuller who I understand you will hear from next.
Let me begin by commending the work you've all done on
transportation safety. From fighting for more roadside
inspections, to the commercial drivers license which you helped
pass in 1986, to your most recent support of drug testing, the A-
T-A has spoken loudly that the industry will not tolerate unsafe
drivers and unsafe vehicles on our highways.
But with more than three quarters of our nation's
communities receiving their food, clothing and daily needs solely
through truck delivery, we know more work must be done. As I've
heard you say, "Without Trucks America Stops". So, we'll be
counting on you -- the A-T-A -- to continue your efforts to make
America's highways the safest in the world.

Also, I look forward to working with you on another key
issue facing us in the 1990's -- the Clean Air Act and the
reauthorization of the Highway Bill. On the first, the fact that
the trucking industry has again taken the leadership role by
agreeing to meet EPA's 1994 standards through cleaner diesel
fuels shows the willingness of this industry, like few others, to
share the responsibility for creating a clean and healthy
environment for our children and our grandchildren.
I look forward to working with you on these and many other
issues.

Good evening. It's great to join you in Fayetteville for
the reunion dinner of the '68 - '69 Razorback football team to
commerate the twentienth anniversary of the "Big Shoot-Out".
celebrating the 100th year of college football.
What a wonderful, hard fought game that was, As many of you
know, I was there along with other elected officials from Texas
between #1 Texas and #2 Arkansas,
and Arkansas. While we all expected a good game we weren't
prepared for just how good it actually turned out to be. It was
perfect weather to play football -- very cold and misty. And,
while my allegiance was with the Longhorns that day, the
Razorbacks made it a close game. Too close. We remember the
great play of Razorback quarterback Bill Montgomery and the
fabulous touchdown of split end, Chuck Dicus. And, except for
including the fourth and three pass from James Street to Randy Peschel, and Ted Koy's
Three ctwo spectacular plays by the Longhorn offense, that Razorback
rumble

But, in the end, and twenty years later, it's safe to say

that both teams won. Every player gave their best effort, and
every fan cheered their hearts out. And that day was also the
begining of an annual meeting between the two schools that's

Hammerschmidt and everyone else in Fayetteville for the reunion

The thing I remember most about that game was the difficulty
we had getting there. We left Washington the morning of the game
on Air Force One with President Nixon, Senators McClellan and
Fulbright, Appropriations Chairman George Mahon, Congressman Jim
Wright and Jake Pickle, to join Governor Win Rockefellar in Fort
Smith. I also remember Henry Kissinger was along.
When we boarded the Marine One helicopter in Fort Smith, the
weather was at minimum flight conditions. It got progressively
worse as we flew toward Fayetteville.
And while we were circling over someone's COW pasture
awaiting clearance to land on the U of A practice field, I asked
John Paul how he thought they could allow a President to get in
such a dangerous situation. We decided with all that rank on
board, it was just "good planning."
But, the game made it all worthwhile. While we all expected
a good game between #1 Texas and #2 Arkansas, we weren't prepared
for just how good it actually turned out to be. And, while my
allegiance was with the Longhorns that day, the Razorbacks made
it a close game. Too close. We remember the great play of
