of the proposed script for Concerned Women for America, but
otherwise have no legal objections to the contents of these
messages.

What a pleasure it is to greet Beverly LaHaye [LA-HAY] and
all the members of "Concerned Women for America" as you celebrate
your tenth anniversary. You have a marvelous history
strengthening the great values on which our country was founded.
I appreciate the cooperation I have received from your
outstanding organization on so many important issues.
And we do face many challenges that will require all of our
combined talents and energies. We are concerned over the
education of our children and grandchildren. We must reclaim the
classroom for our children, to once again give the promise of a
bright future, through solid education, to every American child.
I also know that you stand in strong support of our program to
fight drug use on every front. We want our children to grow up
in a country that is safe from drugs and the violence they bring
-- a place where kids can be kids before they grow up.
Today you launch your "Decade of Destiny" campaign to
provide a bright future for the children of America. And that
means all children, even those who are yet to be born. Today
there is reason to take heart in the battle against abortion.

We suggest avoiding the language about the Webster decision
(at para. 3, lines 3-8) that gets into the constitutional nuances
in favor of simply restressing the President's pro-life position.
E.g., instead of the language starting with the sentence "Today
there is reason to take heart...." we suggest something like "You
have long been in the forefront of the fight for life. And I
know that you will continue, just as you have over the years, to
make a difference for the rights of the unborn."

And we do face many challenges that will require all of our
combined talents and energies. We are concerned over the
education of our children and grandchildren. We must reclaim the

I also know that you stand in strong support of our program to
fight drug use on every front. We want our children to grow up
in a country that is safe from drugs and the violence they bring

school choice. As you can probably tell, choice is something
both Secretary Cavazos and I feel very strongly about. And for
good reason.
Today, in this country, for a variety of reasons, our
educational system is failing not only our students, but parents,
communities, and even educators themselves. It's time to take a
stand. It's time for everyone to get involved. That's why
you're here.
School choice is attractive because it liberates our
educators and school boards to create improved and distinctive
schools from which parents can choose. Choice releases teachers
from bureaucratic constraints so they can design and implement
innovative curricula. Choice frees our schools from bland
conformity, allowing them to build on the strengths of America's
diversity. And where it has been introduced, choice has
revitalized the soul of American education for everyone involved
-- students, parents, teachers, and the community.
The Secretary and I hope that this conference, and others
like it, will urge you to go out and tell the rest of the
American people that we've found a way to restructure our
educational system. While you can count on both the Secretary

and myself to speak out at the national level, we'll need you to
carry the message to every state legislature, school board, PTA
meeting, and even into your city halls. We're making choice the
cornerstone of educational reform. And by doing that, we'll make
