INVOLVED WITH THE UNITED NEGRO COLLEGE FUND FOR OVER 40
YEARS. AND IN THAT TIME, I'VE SEEN THE REMARKABLE WORK
THE U-N-C-F HAS ACCOMPLISHED AND THE COUNTLESS PEOPLE
THEY'VE TOUCHED. WE COULD ALSO SAY THE SAME FOR

HELP AMERICA FIGHT THE TERRIBLE SCOURGE OF DRUGS.
TONIGHT, WE PAY TRIBUTE TO TWO-HUNDRED NARCOTICS
OFFICERS FOR THEIR WORK IN INTERNATIONAL NARCOTIC
ENFORCEMENT. MY SPECIAL ADMIRATION GOES TO THE TWENTY-

BANDED TOGETHER AND PUSHED FOR A PORT FACILITY AND SHIP

HOUSTON. I WAS LUCKY ENOUGH TO SEE IT FIRST-HAND AS
THE HEAD OF A SMALL, INDEPENDENT OIL COMPANY IN TEXAS
DURING THE 1960S.
THE PORT HAS BEEN THE CATALYST FOR MUCH OF WHAT
HOUSTON IS TODAY. AS ONE OF AMERICA'S GREAT DOORS TO
THE WORLD, THE PORT PLAYS A CRITICAL ROLE IN KEEPING
AMERICA COMPETITIVE IN WORLD MARKETS. THE PORT OF
HOUSTON REFLECTS THE GREAT TEXAS CHARACTER -- SUPREME

I. SUMMARY
Attached for your consideration and review are draft scripts
for your videotaping session of November 9th. You are scheduled
to tape six video messages.
II. DISCUSSION
At 3:30 p.m. on Thursday, November 9, 1989 you are scheduled
to tape the attached messages in the Map Room. These video
messages will congratulate and highlight six different groups and
individuals for their outstanding contributions. Included in
this taping session are messages for Heinz Prechter, this year's
recipient of the B'nai B'rith Great American Traditions Award; a
message of greeting for the Macy's Thanksgiving Day Parade; a New
Year's message for Independent Television News Limited which is
honoring former President Reagan and Prime Minister Thatcher with
their "Man and Woman of the Decade" award; a message saluting
Sammy Davis, Jr. and the United Negro College Fund; a message for
the International Narcotic Enforcement Officers' Association,
which is presenting twenty-six police officers with their "Medal
of Valor"; and a message for the Port of Houston, which is
celebrating its 75th anniversary.

HEINZ PRECHTER B'NAI B'RITH AWARD WINNER
Good evening. It's wonderful to join Max Fischer and all
the other distinguished guests as you honor an old and dear
friend of mine, Heinz Prechter.
Heinz, congratulations. I can't think of anyone more
deserving of this year's B'nai B'rith Great American Traditions
Award. Your leadership, your compassion, your commitment have
truly distinguished you as a model for everyone in your
community. But Heinz, it's your love of that community that's
the real legend in the Motor City. Whether it's a call to
preserve the landmarks in Detroit or to raise money for the
Kresge Eye Institute, you've always been there. And when the Boy
Scouts, or the Detroit Symphony need some help, Heinz Prechter
won't be too far away.
And Heinz, your outstanding contributions reflect those the
B'nai B'rith has made. In almost a century and a half of
service, B'nai B'rith has been leading the fight for human
rights, fighting discrimination, promoting interfaith dialogues,
and fostering democracy and world peace.
But, your work hasn't stopped there. B'nai B'rith youth
organizations have done the important job of teaching our young
people to be leaders in their communities. Your efforts have
encouraged hundreds of thousands of young adults to get involved

and to make a difference. And by highlighting the contributions
of our older citizens, like my friend Heinz, you provide a
guiding example all of us can follow.
Thank you for including me in tonight's event. Heinz,
Barbara sends along her heartfelt congratulations. Have a great

MACY'S THANKSGIVING DAY PARADE
Thank you, Willard, it's a pleasure to be here. You know,
Willard, if you keep emceeing this parade, one day they'll make a
float that looks just like you ((PAUSE)) a big balloon with a
removable top!
Thanksgiving Day has been called the one day that is purely
American. Started over three hundred years ago to celebrate a
bountiful and peaceful harvest, Thanksgiving Day has become a
national tradition -- uniting one generation with the next.
American President's have recognized the importance of
Thanksgiving. Two hundred years ago, George Washington issued
the first Presidential Thanksgiving proclamation, calling on all
Americans to give thanks for the "civil and religious liberty
with which we are blessed." Lincoln called on all Americans to
give thanks even in the middle of the Civil War, and no President
since has failed to issue a Thanksgiving proclamation.
Thanksgiving is a day when we define more clearly the things we
hold dear. Like freedom of worship which allows us to gather and
pray in whatever faith we choose. And family and friends, drawn
closer for this holiday gathering.
You know I often talk about a thousand points of light.
This Thanksgiving, join the galaxy of people helping people
across our country. In a spirit of sharing, set an extra place
at your table for someone who's lonely, take a basket of food to

someone in need. Make today a special day for those who have
less.
Both Barbara and I, and the whole Bush family, send our best
wishes to every American for a safe and happy Thanksgiving.
Thank you, God bless you all, and let's rejoin this

INDEPENDENT TELEVISION "GOODBYE TO THE '80S" PROGRAM
Good evening. It's hard to believe the fascinating '80s
have come to a close. It's been quite a decade for me. I've had
the honor to spend it first as Vice-President and now, President.
But tonight we join British Commercial Television to honor two
very special world leaders: my predecessor, former President
Ronald Reagan as "Man of the Decade" and Prime Minister Margaret
Thatcher as "Woman of the Decade". Over the last ten years they
have transformed the United States, the United Kingdom, and the
world by championing freedom and democracy for all people.
President Reagan led the free world to a resurgence -- a
rebuilding of its strength, a recovery of its self confidence SO.
we could sit down with our adversaries and make gains for peace.
Both Prime Minister Thatcher and President Reagan regenerated
their countries' economies, making unprecedented strides by
reining in taxes and encouraging entrepreneurship. Because of
these and so many other accomplishments, you could not have
chosen more outstanding leaders as "Man and Woman of the Decade".
I look forward to the '90s as a time rich with opportunity
to build on the strong foundation Margaret Thatcher and Ronald
Reagan have carefully laid. As we step into the next decade, we

PORT OF HOUSTON
Good morning. It has been said that a town called Houston
built a port, that in turn, built a city. On this day seventy-
five years ago, concerned Houstonians banded together and pushed
for a port facility and ship channel to connect their city to the
sea and the world. It was a classic case of another Texas "big
idea" that worked. Once smaller than Dallas, San Antonio and
Austin, Houston's decision to build a port helped catapult the
city into national prominence and make it one of our nation's
greatest cities. That spirit of private sector initiative has
continued to build Houston. I was lucky enough to see it first-
hand as the head of a small, independent oil company in Texas
during the 1960s.
The Port has been the catalyst for much of what Houston is
today. As one of America's great doors to the world, the Port
plays a critical role in keeping America competitive in world
markets. The Port of Houston reflects the great Texas character
-- supreme confidence and unmatched initiative.
You all have much to celebrate on this special day and let
me just say: it makes me proud to call Houston my home. It has

Award. Your leadership, your compassion, your commitment have
truly distinguished you as a model for everyone in your
community. But Heinz, it's your love of that community that's
the real legend in the Motor City. Whether it's a call to
preserve the landmarks in Detroit or to raise money for the
Kresge Eye Institute, you've always been there. And when the Boy
Scouts, or the Detroit Symphony need some help, Heinz Prechter
won't be too far away.
And Heinz, your outstanding contributions reflect those the
B'nai B'rith has made. In almost a century and a half of
service, B'nai B'rith has been leading the fight for human
rights, fighting discrimination, promoting interfaith dialogues,
and fostering democracy and world peace.
But, your work hasn't stopped there. B'nai B'rith youth
organizations have done the important job of teaching our young

Good evening. I would like to thank the International
Narcotic Enforcement Officer's Association for the opportunity to
join you at this special conference. You're quite a group. I
have looked to the I-N-E-O-A several times this year as we
formulated the National Drug Control Strategy for this great
country. Director Bennett and I have listened carefully to your
advice, and we are counting on you to help win the battle against
drug use. From the streets of New York to the jungles of South
America, International Narcotics Officers have led the way to
help America fight the terrible scourge of drugs.
Tonight, we pay tribute to two-hundred narcotics officers
for their work in International Narcotic Enforcement. My special
admiration goes to the twenty-six officers receiving the "Medal
of Valor". They have placed their lives in extreme danger to
help stem the tide of drugs. I also know that ten of your
"Medals of Valor" will be given posthumously tonight -- for valor
that will not be forgotten. To the families of those slain
officers, Barbara and I send our admiration and heartfelt
prayers.
Day in and day out, as International Narcotic Enforcement
Officers, you are faced with pressures, temptations and imminent
danger. You may get frustrated at times, feel your efforts are

fruitless, but they aren't. Every ounce of narcotics you seize
and every dope dealer you arrest is a victory in this battle.
As we continue our fight to stop drugs, I want you to know
that our nation is grateful for your work, and that I will do
everything I can to give you the support you need. God bless you

Thank you, Willard, it's a pleasure to be here. You know,
Willard, if you keep emceeing this parade, one day they'll make a
float that looks just like you ( (PAUSE) ) a big balloon with a
removable top!
Thanksgiving Day has been called the one day that is purely
American. Started over three hundred years ago to celebrate a
bountiful and peaceful harvest, Thanksgiving Day has become a
national tradition -- uniting one generation with the next. It's
a day when we define more clearly the things we hold dear. Like
freedom of worship which allows us to gather and pray in whatever
faith we choose. And family and friends, drawn closer for this
holiday gathering. It's also a time to appreciate the food on
our table, and the spirit of sharing it with those who have less.
But, for the President of the United States, Thanksgiving is
a privileged holiday because it's set by a presidential
proclamation. And as President Abraham Lincoln asked in one of
his proclamations: "I invite my fellow-citizens, in every part of
the United States, and also those who are at sea, and those
sojourning in foreign lands, to set apart and observe
a day
of Thanksgiving".
And on this Thanksgiving Day, Barbara and I, and the whole
Bush family, send our best wishes to every American for a safe
and happy holiday.

Good evening. It's a pleasure to join you on this special
occasion. As many of you know, I've been involved with the
United Negro College Fund for over 40 years. And in that time,
I've seen the remarkable work the U-N-C-F has accomplished and
the countless people they've touched. We could also say the same
for tonight's guest of honor, Sammy Davis, Jr.
Many years ago, Sam was the first person to contribute money
to all 42 of the United Negro College Institutions. And since
then, Sammy, you've continued to contribute in countless ways.
That's why it's only fitting that the proceeds from tonight's
event are going to establish Sammy Davis, Jr. scholarships.
Through your efforts, a lot of young people are going to have
educational opportunities that might not otherwise have been
available to them. Nothing says it better than the U-N-C-F's
slogan: "A mind is a terrible thing to waste."
Congratulations to the United Negro College Fund on this
wonderful and inspirational event. And Sammy, for all your work,
not only do you have the heartfelt thanks of your family and

INDEPENDENT TELEVISION "GOODBYE TO THE '80S" PROGRAM
Good evening. It's hard to believe the fascinating '80s
have come to a close. It's been quite a decade for me. I've had
the honor to spend it first as Vice-President and now, President.
But tonight we join British Commercial Television to honor two
very special world leaders: my predecessor, former President
Ronald Reagan as "Man of the Decade" and Prime Minister Margaret
Thatcher as "Woman of the Decade". Over the last ten years they
have transformed the United States, the United Kingdom and the
world by championing freedom and democracy for all people.
President Reagan lead the way to remarkable accomplishments in
arms control, culminating in the exceptional INF Agreement with
President Gorbachev. Both Prime Minister Thatcher and President
Reagan regenerated their countries' economies, making
unprecedented strides by reining in taxes and encouraging
entrepreneurship. Because of these and so many other
accomplishments, you could not have chosen more outstanding
leaders as "Man and Woman of the Decade".
I look forward to the '90s as a time ripe with opportunity
to build on the strong foundation Margaret Thatcher and Ronald
Reagan have carefully laid. As we step into the next decade, we
will forge closer links with President Gorbachev and continue a
constructive dialogue with Eastern Bloc countries. We will join
together to fight the global war on drugs. I look forward to
working with Prime Minister Thatcher and all world leaders to
bring the drug trade to a halt. We'll face many challenges in
the 1990s but together we'll make it a decade of cooperation and
solutions.
Let me close by saluting Prime Minister Margaret Thatcher
and President Ronald Reagan for all they have done for us in the
'80s. I wish them, and everyone a Happy New Year. God bless you

Good evening. It's wonderful to join Max Fischer and all
the other distinguished guests as you honor an old and dear
friend of mine, Heinz Prechter.
Heinz, congratulations. I can't think of anyone more
deserving of this year's B'nai B'rith Great American Traditions
Award. Your leadership, your compassion, your commitment have
truly distinguished you as a model for everyone in your
community. But Heinz, it's your love of that community that's
the real legend in the Motor City. Whether it's a call to
preserve the landmarks in Detroit or to raise money for the
Kresge Eye Institute, you've always been there. And when the Boy
Scouts, or the Detroit Symphony need some help, Heinz Prechter
won't be too far away.
And Heinz, your outstanding contributions reflect those the
B'nai B'rith has made. In almost a century and a half of
service, B'nai B'rith has been leading the fight for human
rights, fighting discrimination, promoting interfaith dialogues,
and fostering democracy and world peace.
But, your work hasn't stopped there. B'nai B'rith youth
organizations have done the important job of teaching our young

Good evening. I would like to thank the International
Narcotic Enforcement Officer's Association for the opportunity to
join you at this special conference. You're quite a group. I
have looked to the I-N-E-O-A several times this year as we
formulated the National Drug Control Strategy for this great
country. Director Bennett and I have listened carefully to your
advice, and we are counting on you to help win the battle against
drug use. From the streets of New York to the jungles of South
America, International Narcotics Officers have led the way to
help America fight the terrible scourge of drugs.
Tonight, we pay tribute to two-hundred narcotics officers
for their work in International Narcotic Enforcement. My special
admiration goes to the twenty-six officers receiving the "Medal
of Valor". They have placed their lives in extreme danger to
help stem the tide of drugs. I also know that ten of your
"Medals of Valor" will be given posthumously tonight -- for valor
that will not be forgotten. To the families of those slain
officers, Barbara and I send our admiration and heartfelt
prayers.
Day in and day out, as International Narcotic Enforcement
Officers, you are faced with pressures, temptations and imminent
danger. You may get frustrated at times, feel your efforts are

fruitless, but they aren't. Every ounce of narcotics you seize
and every dope dealer you arrest is a victory in this battle.

Willard, if you keep emceeing this parade, one day they'll make a

Thanksgiving Day has been called the one day that is purely
American. Started over three hundred years ago to celebrate a
bountiful and peaceful harvest, Thanksgiving Day has become a
national tradition -- uniting one generation with the next. It's
a day when we define more clearly the things we hold dear. Like
freedom of worship which allows us to gather and pray in whatever
faith we choose. And family and friends, drawn closer for this
holiday gathering. It's also a time to appreciate the food on
our table, and the spirit of sharing it with those who have less.
But, for the President of the United States, Thanksgiving is
a privileged holiday because it's set by a presidential
proclamation. And as President Abraham Lincoln asked in one of
his proclamations: "I invite my fellow-citizens, in every part of
the United States, and also those who are at sea, and those
sojourning in foreign lands, to set apart and observe
a day
of Thanksgiving".
And on this Thanksgiving Day, Barbara and I, and the whole
Bush family, send our best wishes to every American for a safe
and happy holiday.

to all 42 of the United Negro College Institutions. And since
then, Sammy, you've continued to contribute in countless ways.
That's why it's only fitting that the proceeds from tonight's
event are going to establish Sammy Davis, Jr. scholarships.
Through your efforts, a lot of young people are going to have
educational opportunities that might not otherwise have been
available to them. Nothing says it better than the U-N-C-F's
slogan: "A mind is a terrible thing to waste."

Good evening. It's hard to believe the fascinating '80s
have come to a close. It's been quite a decade for me. I've had
the honor to spend it first as Vice-President and now, President.
But tonight we join British Commercial Television to honor two
very special world leaders: my predecessor, former President
Ronald Reagan as "Man of the Decade" and Prime Minister Margaret
Thatcher as "Woman of the Decade". Over the last ten years they
have transformed the United States, the United Kingdom and the
world by championing freedom and democracy for all people.
President Reagan lead the way to remarkable accomplishments in
arms control, culminating in the exceptional INF Agreement with
President Gorbachev. Both Prime Minister Thatcher and President
Reagan regenerated their countries' economies, making
unprecedented strides by reining in taxes and encouraging
entrepreneurship. Because of these and so many other
accomplishments, you could not have chosen more outstanding
leaders as "Man and Woman of the Decade".
I look forward to the '90s as a time ripe with opportunity
to build on the strong foundation Margaret Thatcher and Ronald
Reagan have carefully laid. As we step into the next decade, we
will forge closer links with President Gorbachev and continue a
constructive dialogue with Eastern Bloc countries. We will join
together to fight the global war on drugs. I look forward to
working with Prime Minister Thatcher and all world leaders to
bring the drug trade to a halt. We'll face many challenges in
the 1990s but together we'll make it a decade of cooperation and
solutions.

deserving of this year's B'nai B'rith Great American Traditions
Award. Your leadership, your compassion, your commitment have
truly distinguished you as a model for everyone in your
community. But Heinz, it's your love of that community that's
the real legend in the Motor City. Whether it's a call to
preserve the landmarks in Detroit or to raise money for the
Kresge Eye Institute, you've always been there. And when the Boy
Scouts, or the Detroit Symphony need some help, Heinz Prechter
won't be too far away.
And Heinz, your outstanding contributions reflect those the
B'nai B'rith has made. In almost a century and a half of
service, B'nai B'rith has been leading the fight for human
rights, fighting discrimination, promoting interfaith dialogues,
and fostering democracy and world peace.
But, your work hasn't stopped there. B'nai B'rith youth
organizations have done the important job of teaching our young

INTERNATIONAL NARCOTIC ENFORCEMENT OFFICER'S ASSOCIATION
Good evening. I would like to thank the International
Narcotic Enforcement Officer's Association for the opportunity to
join you at this special conference. You're quite a group. I
have looked to the I-N-E-O-A several times this year as we
formulated the National Drug Control Strategy for this great
country. Director Bennett and I have listened carefully to your
advice, and we are counting on you to help win the battle against
drug use. From the streets of New York to the jungles of South
America, International Narcotics Officers have led the way to
help America fight the terrible scourge of drugs.
Tonight, we pay tribute to two-hundred narcotics officers
for their work in International Narcotic Enforcement. My special
admiration goes to the twenty-six officers receiving the "Medal
of Valor". They have placed their lives in extreme danger to
help stem the tide of drugs. I also know that ten of your
"Medals of Valor" will be given posthumously tonight -- for valor
that will not be forgotten. To the families of those slain
officers, Barbara and I send our admiration and heartfelt
prayers.
Day in and day out, as International Narcotic Enforcement
Officers, you are faced with pressures, temptations and imminent
danger. You may get frustrated at times, feel your efforts are

fruitless, but they aren't. Every ounce of narcotics you seize
and every dope dealer you arrest is a victory in this battle.
As we continue our fight to stop drugs, I want you to know
that our nation is grateful for your work, and that I will do
everything I can to give you the support you need. God bless you
and your families, and God bless the United States of America.

MACY'S THANKSGIVING DAY PARADE
Thank you, Willard, it's a pleasure to be here. You know,
Willard, if you keep emceeing this parade, one day they'll make a
float that looks just like you ((PAUSE)) a big balloon with a
removable top!
Thanksgiving Day has been called the one day that is purely
American. Started over three hundred years ago to celebrate a
bountiful and peaceful harvest, Thanksgiving Day has become a
national tradition -- uniting one generation with the next. It's
a day when we define more clearly the things we hold dear. Like
freedom of worship which allows us to gather and pray in whatever
faith we choose. And family and friends, drawn closer for this
holiday gathering. It's also a time to appreciate the food on
our table, and the spirit of sharing it with those who have less.
But, for the President of the United States, Thanksgiving is
a privileged holiday because it's set by a presidential
proclamation. And as President Abraham Lincoln asked in one of
his proclamations: "I invite my fellow-citizens, in every part of
the United States, and also those who are at sea, and those
sojourning in foreign lands, to set apart and observe
a day
of Thanksgiving".
And on this Thanksgiving Day, Barbara and I, and the whole
Bush family, send our best wishes to every American for a safe
and happy holiday.

UNITED NEGRO COLLEGE FUND -- SAMMY DAVIS JR. TRIBUTE
Good evening. It's a pleasure to join you on this special
occasion. As many of you know, I've been involved with the
United Negro College Fund for over 40 years. And in that time,
I've seen the remarkable work the U-N-C-F has accomplished and
the countless people they've touched. We could also say the same
for tonight's guest of honor, Sammy Davis, Jr.
Many years ago, Sam was the first person to contribute money
to all 42 of the United Negro College Institutions. And since
then, Sammy, you've continued to contribute in countless ways.
That's why it's only fitting that the proceeds from tonight's
event are going to establish Sammy Davis, Jr. scholarships.
Through your efforts, a lot of young people are going to have
educational opportunities that might not otherwise have been
available to them. Nothing says it better than the U-N-C-F's
slogan: "A mind is a terrible thing to waste."
Congratulations to the United Negro College Fund on this
wonderful and inspirational event. And Sammy, for all your work,
not only do you have the heartfelt thanks of your family and
friends but also of this President.

INDEPENDENT TELEVISION "GOODBYE TO THE '80S" PROGRAM
Good evening. It's hard to believe the fascinating '80s
have come to a close. It's been quite a decade for me. I've had
the honor to spend it first as Vice-President and now, President.
But tonight we join British Commercial Television to honor two
very special world leaders: my predecessor, former President
Ronald Reagan as "Man of the Decade" and Prime Minister Margaret
Thatcher as "Woman of the Decade". Over the last ten years they
have transformed the United States, the United Kingdom and the
world by championing freedom and democracy for all people.
President Reagan lead the way to remarkable accomplishments in
arms control, culminating in the exceptional INF Agreement with
President Gorbachev. Both Prime Minister Thatcher and President
Reagan regenerated their countries' economies, making
unprecedented strides by reining in taxes and encouraging
entrepreneurship. Because of these and so many other
accomplishments, you could not have chosen more outstanding
leaders as "Man and Woman of the Decade".
I look forward to the '90s as a time ripe with opportunity
to build on the strong foundation Margaret Thatcher and Ronald
Reagan have carefully laid. As we step into the next decade, we
will forge closer links with President Gorbachev and continue a
constructive dialogue with Eastern Bloc countries. We will join
together to fight the global war on drugs. I look forward to
working with Prime Minister Thatcher and all world leaders to
bring the drug trade to a halt. We'll face many challenges in
the 1990s but together we'll make it a decade of cooperation and
solutions.
Let me close by saluting Prime Minister Margaret Thatcher
and President Ronald Reagan for all they have done for us in the
'80s. I wish them, and everyone a Happy New Year. God bless you
all.

HEINZ PRECHTER B'NAI B'RITH AWARD WINNER
Good evening. It's wonderful to join Max Fischer and all
the other distinguished guests as you honor an old and dear
friend of mine, Heinz Prechter.
Heinz, congratulations. I can't think of anyone more
deserving of this year's B'nai B'rith Great American Traditions
Award. Your leadership, your compassion, your commitment have
truly distinguished you as a model for everyone in your
community. But Heinz, it's your love of that community that's
the real legend in the Motor City. Whether it's a call to
preserve the landmarks in Detroit or to raise money for the
Kresge Eye Institute, you've always been there. And when the Boy
Scouts, or the Detroit Symphony need some help, Heinz Prechter
won't be too far away.
And Heinz, your outstanding contributions reflect those the
B'nai B'rith has made. In almost a century and a half of
service, B'nai B'rith has been leading the fight for human
rights, fighting discrimination, promoting interfaith dialogues,
and fostering democracy and world peace.
But, your work hasn't stopped there. B'nai B'rith youth
organizations have done the important job of teaching our young
people to be leaders in their communities. Your efforts have
encouraged hundreds of thousands of young adults to get involved

and to make a difference. And by highlighting the contributions
of our older citizens, like my friend Heinz, you provide a
guiding example all of us can follow.
Thank you for including me in tonight's event. Heinz,
Barbara sends along her heartfelt congratulations. Have a great
