EST\nFRIDAY, DECEMBER 8, 1989\nTEXT OF REMARKS BY THE PRESIDENT\nAT IOWANS FOR TAUKE FUNDRAISING DINNER\nDes Moines Convention Center\nDes Moines, Iowa\nFriday, December 8, 1989\nI'm delighted to be here to salute a man who embodies values of\nhard work, honesty, and strength of character. He has been an\nexceptional Congressman. He will make an exceptional United\nStates Senator. His name is Tom Tauke -- and he deserves our\nsupport.\nYou and I both know why -- look at his background: Reporter,\nattorney, elected to the Iowa Legislature and six times to the\nU.S. House of Representatives. Look at his record. He has\nfought for the family, the taxpayer, the farmer -- the working\npeople of Iowa. Helping to build better education -- and better\nrural health care -- for a State whose best still lies ahead.\nLike all of you, I've seen Tom Tauke up-close and personal. I\nadmire him enormously. We need him in the Senate. There, he can\nserve all of Iowa, and help Iowa serve the Nation. There, he can\nhelp ensure prosperity at home -- and peace abroad.\nAs you know, last week I met with Chairman Gorbachev off the\ncoast of Malta. We talked about the power of freedom to\ndismantle walls between nations. And agreed that we must seize\nthe opportunity to build a generation of peace. From Malta came\ninitiatives to nurture Europe's tide toward democracy, accelerate\narms control, and expand trade. And in that context, let me\nrepeat my goal to grant Most Favored Nation status to the Soviet\nUnion by the 1990 Summit. This will relax trade barriers between\nEast and West -- expanding markets for American agricultural and\nother exports. We need Senators who will help America move\nbeyond containment toward a Europe that is whole and free. Tom\nTauke will do that.\nThen, there's the prosperity which has meant over 20 million new\njobs since 1982. Prosperity which results from lower taxes,\nresponsible spending, and lower interest rates. This July Tom\nTauke was one of only 23 Members of Congress to be honored by the\nNational Taxpayers Union. I need him in the Senate to keep taxes\ndown.\nYet prosperity means little if our kids aren't free from drugs.\nSo we have unveiled a comprehensive drug strategy to stop use\nbefore it begins Tom Tauke supports our strategy. He knows\nthat we have not spent 213 years defending our democracy from the\ntyranny of oppression -- only to lose it to the tyranny of crack\nand cocaine.\n- more -\n- 2 -\nYou know, a writer once said of Iowa: \"This is top-choice\nAmerica, America cut thick and prime.\" Peace, prosperity, and an\nend to drugs are goals worthy of \"top-choice Americans.\" And so\nare other issues which concern every Iowan.\nFor example, we want to make America's educational system number\none in the world again. Consider that Iowa can boast the\nthird-highest percentage rate of high school graduates in the\ncountry. And you're number one -- all alone -- in ACTs, American\nCollege Testing.\nYou better believe we want to do nationally what you have done\nlocally. So we've made education reform one of our top\npriorities -- proposing legislation to give greater choice to\nparents and students, reward excellence, and demand greater\naccountability. Tom Tauke has championed those proposals.\nI'm also grateful to Governor Branstad for his leadership with\nthe Governors. He was a stalwart advocate for a better education\nfor America's children at our recent Education Summit.\nNext, let me talk for a moment about agricultural policy and farm\nbills. Four years ago, Tom helped pass a pioneering farm bill to\nhelp a whole community in crisis. And today, farm income is near\nrecord levels, and exports have dramatically increased since\n1986. Most good land has been brought back into production. And\nabout 30 million acres of fragile land have been semi-permanently\nretired.\nAs many of you know, Tom Tauke has already been out front in our\neffort to promote ethanol as an alternative fuel. That's good\nfor agriculture and good for our environment.\nThis is all good news for farmers and taxpayers. For under the\n1985 farm bill, agricultural program costs have fallen by more\nthan half. Let's remember that next year as we write new farm\nlegislation. Tom Tauke will make a good bill even better.\nFinally, as I said in Des Moines during last year's caucuses, we\nknow that Medicare hasn't always been fair to rural hospitals.\nSo our Administration has welcomed new legislation to create more\nequitable payments between urban and rural areas. Tom Tauke\nfounded and co-chairs the Rural Health Care Coalition which\nhelped draft this legislation. I need him in the Senate to make\nhealth care affordable and accessible to the people of Rural\nAmerica.\nTom Tauke knows Iowa. From the banks of the Mississippi to the\nbluffs of the Missouri. His values reflect the greatness of\nIowa. You know when I think of Iowa I think of a mid-Western\nState that is international as well. Not just in terms of trade\nin farm products, but in a broader context. Iowans have always\nhad a keen interest in foreign affairs, and your insights are\nvaluable indeed. Tom Tauke fits that picture. And his life\nembodies the spirit of Iowa: The spirit of \"America-Can,\" not\n\"Washington-Must.\"\nSo let's remember that Tom has been there for us. And pledge\nthat we'll be there for him -- supporting him all the way. I'll never\nforget how as a first-term Congressman, he endorsed me before the\nAndr Discins\nIowa caucuses in 1980. Or just think of 1988. Tom knew that politics makes strange\nbedfellows -- but he didn't know it meant sleeping in the\ngarage. )) //\n3\nSince then, I'm glad to report, unity has been restored to\nthe Tauke household. And you're number one -- all alone -- in ACTs,\nAmerican College Testing.\nYou better believe we want to do nationally what you have\ndone locally. So we've made education reform one of our top\npriorities -- proposing legislation to give greater choice to\nparents and students, reward excellence, and demand greater\naccountability. Tom Tauke has championed those proposals.\nNext, let me talk for a moment about agricultural policy and\nfarm bills. Four years ago, Tom helped pass a pioneering farm\nbill to help a whole community in crisis. And today, farm income\nis near record levels, and exports have doubled since 1986. Most\ngood land has been brought back into production. And about 30\nmillion acres of fragile land have been semi-permanently retired.\nAll of this means good news for farmers and taxpayers. For\nunder the 1985 farm bill, agricultural program costs have fallen\nby more than half. Let's remember that next year as we write new\nfarm legislation. And why I'm delighted to be here to salute a man who\nembodies its values of hard work, honesty, and strength of\ncharacter. He has been an exceptional Congressman. He will make\nan exceptional United States Senator. His name is Tom Tauke --\nand he deserves our support. //\n((You know, Tom has done a lot on my behalf. I'll never\nforget how as a first-term Congressman, he endorsed me before the\nIowa caucuses in 1980. or just think of 1988. While Tom was\ncaucses\nsupporting me in the Iowa primaries, his wife Beverly was\nsupporting Bob Dole. Tom knew that politics makes strange\nbedfellows -- but he didn't know it meant sleeping in the\ngarage.)) 11\n3\nSince then, I'm glad to report, unity has been restored to\nthe Tauke household. Just like you're going to unite to send Tom\nto the U.S. Senate.\nI say that because I know you: The same folks who helped ne\nare going to help him. And because of his background: Reporter,\nattorney, elected to the Iowa Legislature and six times to the\nU.S. House of Representatives. He has fought for the family, the\ntaxpayer, the farmer -- the working people of Iowa. Helping to\nbuild better education -- and better rural health care -- for a\nState whose best still lies ahead. //\n( (Speaking of family, Tom, I hope you don't mind if I tell\nthis story. Barbara and I were at a fundraiser in Cedar Rapids.\nWhen Tom came up with an idea: He asked Bev to give their two-\nweek-old baby a better view by bringing him to the head table.)\n( (So Bev did, and with that little Joseph -- leaning into\nthe microphone -- started crying. We need him in the Senate. There, he\ncan serve all of Iowa, and help Iowa serve the Nation. There, he\ncan help ensure prosperity at home -- and peace abroad.\nAs you know, last week I met with Chairman Gorbachev off the\ncoast of Malta. We talked about the power of freedom to\ndismantle walls between Nations. And agreed that we must seize\n4\nthe opportunity to build a generation of peace. From Malta came\ninitiatives to nurture Europe's tide toward democracy, accelerate\narms control, and expand economic trade. And in that context,\nlet me repeat my goal to grant Most Favored Nation status to the\nSoviet Union by the 1990 Summit. This will relax trade barriers\nbetween East and West -- expanding markets for American\nagricultural exports. We need Senators who will help America\nmove beyond containment toward a Europe that is whole and free.\nTom Tauke will do that. //\nThen, there's the prosperity which has meant over 20 million\nnew jobs since 1982. Prosperity which results from lower taxes,\nresponsible spending, and lower interest rates. This July Tom\nTauke was one of only 23 members of Congress to be honored by the\nNational Taxpayers Union. I need him in the Senate to keep taxes\ndown.\nYet prosperity means little if our kids aren't free from\ndrugs. So we have unveiled a comprehensive drug strategy to stop\nuse before it begins. Tom Tauke supports our strategy. He knows\nthat we have not spent 213 years defending our democracy from the\ntyranny of oppression -- only to lose it to the tyranny of crack\nand cocaine.\nYou know, a writer once said of Iowa: \"This is top-choice\nAmerica, America cut thick and prime.\" Peace, prosperity, and an\nend to drugs are goals worthy of \"top-choice Americans.\" And so\nare other issues which concern every Iowan.\n5\nFor example, we want to make America's educational system\nNo. 1 in the world again. Consider that Iowa can boast the\nthird-highest percentage rate of high-school graduates in the\ncountry. And you're number one -- all alone -- in ACTs,\nAmerican College Testing.\nYou better believe we want to do nationally what you have\ndone locally. So we've made education reform one of our top\npriorities -- proposing legislation to give greater choice to\nparents and students, reward excellence, and demand greater\naccountability. Tom Tauke has championed those proposals.\nNext, let me talk for a moment about agricultural policy and\nfarm bills. Four years ago, Tom helped pass a pioneering farm\nbill to help a whole community in crisis. And today, farm income\ndramatically increased\nis near record levels, and exports have deabled since 1986. Most\ngood land has been brought back into production. And about 30\nmillion acres of fragile land have been semi-permanently retired.\nAll of this means good news for farmers and taxpayers. For\nunder the 1985 farm bill, agricultural program costs have fallen\nby more than half. Let's remember that next year as we write new\nfarm legislation. Tom Tauke will make a good bill even better.\ncaucuses\nFinally, as I said in Des Moines during last year's\ncaucses\ncampaign, we know that Medicare hasn't always been fair to rural\nhospitals. So our Administration has proposed legislation to\ncreate more equitable payments between urban and rural areas.\nTom Tauke founded and chairs the Rural Health Care Coalition\nwhich helped draft this legislation. I need him in the Senate to\n6\nmake health care affordable and accessible to the people of Rural\nAmerica.\n((Now Tom, of course, would downplay each of these\naccomplishments. After all, that's the Iowa way: Modest and\nunderstated. I'm reminded of how a noted comedian -- no, not\nFred Grandy -- once bought a chicken farm.
