KIWANIS INTERNATIONAL 75TH ANNIVERSARY
Good evening. It's a pleasure to share, at least in spirit
in this celebration of Kiwanis International's 75th Anniversary,
and the 50th anniversary of the Kiwanis International Foundation.
Over the years, I've spoken to my share of Kiwanis clubs.
And I know how Kiwanis and similiar service clubs help to
strengthen communities and contribute to an informed and active
citizenry. Your clubs provide a way for concerned, caring men
and women to work together, serving the needs of people in a
spirit of community service.
Public service is one of the most honorable and important
callings of any citizen. But it is not limited to those holding
office. Each of you, as a Kiwanis member, is also contributing
time and talent to public service in its largest meaning.
Many of you have heard me speak about "a thousand points of
light." And, I'm referring to men and women such as you --
Kiwanis members and other volunteers who are helping to build
better communities all across America.
It's been said that the test of time is the best proof of
value. Kiwanis is celebrating its 75th anniversary, and it is
still growing. The ideals of community service and voluntarism
are clearly as alive and dynamic today as they were 75 years ago,
when the first Kiwanis club was organized. Every day, Kiwanis

makes a difference in someone's life and that's something you can
be proud of.
Happy birthday, Kiwanis, and congratulations. And God bless
you all.

BLUE-GRAY FOOTBALL CLASSIC
Barbara and I send our best wishes for a merry Christmas and
a happy New Year to everyone enjoying this great football game --
the 52nd Blue-Gray Football Classic.
Over the years, this game has become an American football
tradition, bringing together 78 young players and their coaches
from across the nation. But this game upholds an even better
tradition: that of helping others. The proceeds of this
Christmas Day classic will go toward eye treatment for children,
through the Montgomery Lions Club Charities. The best Christmas
presents are the ones that don't come in boxes, but come from the
hearts of others. Surely, the gift of eyesight to a child is one
of the best gifts we can give.
This Christmas Day, the Bush family sends our best wishes to
all the families gathered for this exciting football game. May
it be the best holiday season ever, for all Americans. God bless
you, and thank you.

PROPOSED VIDEO MESSAGE
LINCOLN DAY VIDEO
Ladies and gentlemen, fellow Republicans, we've come a long
way since I first entered politics. Back in Harris County,
Texas, we used to joke that you could hold a Republican caucus in
a restaurant booth; some said a telephone booth.
But we didn't accept that. We saw a better way, and a
different kind of leadership. So we went to work and we made a
difference.
I've been honored to serve my country and this great party
in many ways over the years, and in many places, but I've never
forgotten the campaign lessons I learned back at the grassroots.
The sound of typewriters and telephones, the smell of stale
coffee, and the bright faces of young volunteers are still with
me.
Yes, we made a difference. And as we worked, Republican
organizations all over the country were working with us.
We changed the terms of political debate. And now,
Democrats are switching to the Republican party in unprecedented
numbers.
This is no accident. Our success is the result of
hard work and high principles. We have dared to dream big
dreams.
Our victories are America's victories. We brought America
back. We won the battle for the lower taxes, that broought the
longest peacetime economic expansion in history.
2
We won the battle to restore America's defenses. We refused
to yield to tyranny, and now the forces of freedom have risen up
in every corner of the world.
As a party and a Nation we have come a long way, but we
still are far from majority status in the Congress, and we have
yet to see at the state and local level the success we have won
nationally. To be the majority party by the year 2000 we must
accomplish two critical goals.
In the short run, we've got to marshal sufficient political
forces in the 1990 election cycle to ensure fair redistricting in
1991. We must no longer tolerate the kind of gerrymandering that
virtually throws Republican candidates out of the political
arena.
We've got good candidates and good ideas. On a level
playing field, we know we can win. But if we allow the system to
be rigged against us again, our dream of majority status will
slip away.
The second victory in our quest for majority status must be
to bring minority Americans into the ranks of our party. As I
have said many times before, our party is a big house with big
doors. Those doors must never be shut to any American who will
help us build the America we envision.
We must offer an alternative to those Americans who have
traditionally voted with the Democrats, but whose values and
dreams more closely reflect our own.
3
We're working for safer streets, better education, and a
growing economy. Many who may now call themselves Democrats are
with us. We need to do a better job of recruiting those
Americans into our ranks. Simply put, if we're going to be the
majority party, we need minority votes -- that's a political
imperative.
Yes, we have come far, but we have to make this final push.
Together, we will prevail.
On behalf of all the candidates you have helped, and all the
victories you have won for our party, I thank you. And, for
those of you who will soon be caught up in the wonderful chaos of
political campaigning, take strength in the knowledge that we are
closer than ever to accomplishing our goal of building our party
to majority status, and bringing America to her finest days.
Thank you.

HOLIDAY
PROPOSED VIDEO MESSAGE:
HOLIDAY MESSAGE TO THE AMERICAN PEOPLE
This is a wonderful time of year. A time when songs fill
the air, and hope fills our hearts. And this year that hope
links East and West. For in this season of faith and family, the
bells of Christmas celebrate the birth of new freedom.
Who could have imagined -- even a few weeks ago -- that the
future would be so bright? Or that all things would be possible
for the peoples of Europe? More than ever, we can envision the
triumph of peace on earth. But only by caring for one another
can we embody good will toward men.
Barbara and I know that the holidays can be the saddest time
of year for some. So let's join hands to help those for whom the
American Dream seems an Impossible Dream. The poor, the lonely,
the sick, the elderly. Those who feel left out, let's help to
bring in. And show how Christmas is measured not by what's
beneath our tree, but by what's inside our heart.
Barbara and I send our best wishes to you and your families
for a joyous holiday season. God bless you. And God bless
America.

INAUGURAL CEREMONY FOR THE NORTHERN MARIANA ISLANDS
Congratulations to the citizens of the Commonwealth of the
Northern Mariana Islands. I'm sure everyone is excited about
today's historic inaugural, and I'm pleased to be a part of the
ceremonies. This is indeed a celebration of democracy at work.
Governor Larry Guerrero, [GER-RARE-OH] and Lieutenant
Governor Manglona (man-glon-e-ya), it's a personal pleasure to
congratulate you both as your new administration takes office.
We serve in exciting times, and in a new decade that holds much
promise. Secretary of the Interior Manual Lujan, who visited
X
Saipan shortly after taking office, told me how impressed he was
with the pace of development, the Commonwealth leadership, and
the local hospitality.
And although we are nearly halfway across the world from
each other, today we are very close in one important respect --
the love of freedom. As history and recent events prove, one of
the keys to freedom is the ability to choose our political
leadership. You have made your choice, and today's inaugural is
a celebration of democracy.
Once again, congratulations to Governor Guerrero, and all
other elected officials. Thank you and God bless you all.

LINCOLN DAY
LADIES AND GENTLEMEN, FELLOW REPUBLICANS, WE'VE
COME A LONG WAY SINCE I FIRST ENTERED POLITICS. BACK
IN HARRIS COUNTY, TEXAS, WE USED TO JOKE THAT YOU COULD
HOLD A REPUBLICAN CAUCUS IN A RESTAURANT BOOTH; SOME
SAID A TELEPHONE BOOTH.
BUT WE DIDN'T ACCEPT THAT. WE SAW A BETTER WAY,
AND A DIFFERENT KIND OF LEADERSHIP. SO WE WENT TO WORK
AND WE MADE A DIFFERENCE.
I'VE BEEN HONORED TO SERVE OUR COUNTRY AND THIS
GREAT PARTY IN MANY WAYS OVER THE YEARS, AND IN MANY
PLACES, BUT I'VE NEVER FORGOTTEN THE CAMPAIGN LESSONS I
LEARNED BACK AT THE GRASSROOTS. THE SOUND OF
TYPEWRITERS AND TELEPHONES AND THE BRIGHT FACES OF
YOUNG VOLUNTEERS ARE STILL WITH ME.
YES, WE MADE A DIFFERENCE. AND AS WE WORKED,
REPUBLICAN ORGANIZATIONS ALL OVER THE COUNTRY WERE
WORKING WITH US.
- 2 -
WE CHANGED THE TERMS OF POLITICAL DEBATE. AND HAD
OUR SHARE OF SUCCESSES -- PARTICULARLY THIS DECADE.
AND IT'S NO ACCIDENT. OUR SUCCESSES RESULT FROM HARD
WORK AND HIGH PRINCIPLES.
OUR VICTORIES ARE AMERICA'S VICTORIES. AMERICA'S
BACK STRONG AND PROUD. AN AMERICA WITH LOWER TAXES,
AND THE LONGEST PEACETIME ECONOMIC EXPANSION IN
HISTORY.
AN AMERICA WHOSE STRENGTH INCREASED THE PROSPECT
FOR PEACE. AND NOW THE FORCES OF FREEDOM HAVE RISEN UP
IN EVERY CORNER OF THE WORLD.
AS A PARTY AND A NATION WE HAVE COME A LONG WAY,
BUT WE STILL ARE FAR FROM MAJORITY STATUS IN THE
CONGRESS, AND WE HAVE YET TO SEE AT THE STATE AND LOCAL
LEVEL THE SUCCESS WE HAVE WON NATIONALLY. TO BE THE
MAJORITY PARTY BY THE YEAR 2000 WE MUST ACCOMPLISH TWO
CRITICAL GOALS.
- 3 -
FIRST, IN THE SHORT RUN, WE'VE GOT TO MARSHAL
SUFFICIENT POLITICAL STRENGTH IN THE 1990 ELECTION
CYCLE TO ENSURE FAIR REDISTRICTING IN 1991. WE MUST NO
LONGER TOLERATE THE KIND OF GERRYMANDERING THAT THROWS
REPUBLICAN CANDIDATES OUT OF THE POLITICAL ARENA BEFORE
ELECTIONS TAKE PLACE.
WE'VE GOT GOOD CANDIDATES AND GOOD IDEAS. ON A
LEVEL PLAYING FIELD, WE KNOW WE CAN WIN. BUT IF WE
ALLOW THE SYSTEM TO BE RIGGED AGAINST US AGAIN, OUR
DREAM OF MAJORITY STATUS WILL STAY JUST A DREAM.
THE SECOND VICTORY IN OUR QUEST FOR MAJORITY
STATUS MUST BE TO BRING MINORITY AMERICANS INTO THE
RANKS OF OUR PARTY. AS I HAVE SAID MANY TIMES BEFORE,
OUR PARTY IS A BIG HOUSE WITH BIG DOORS. THOSE DOORS
MUST NEVER BE SHUT TO ANY AMERICAN WHO WILL HELP US
BUILD A BETTER AMERICA.
WE MUST OFFER AN ALTERNATIVE TO ALL AMERICANS
WHOSE VALUES AND DREAMS MORE CLOSELY REFLECT OUR OWN.
- 4 -
WE'RE WORKING FOR SAFER STREETS, BETTER EDUCATION,
AND A GROWING ECONOMY. MANY WHO MAY NOW CALL
THEMSELVES DEMOCRATS ARE WITH US. WE NEED TO DO A
BETTER JOB OF REACHING OUT TO ALL AMERICANS.
YES, WE HAVE COME FAR, BUT WE HAVE MORE TO DO.
TOGETHER, WE CAN SUCCEED.
ON BEHALF OF ALL THE CANDIDATES YOU HAVE HELPED,
AND ALL THE VICTORIES YOU HAVE WON FOR OUR PARTY, I
THANK YOU. AND, FOR THOSE OF YOU WHO WILL SOON BE
CAUGHT UP IN THE WONDERFUL CHAOS OF POLITICAL
CAMPAIGNING, TAKE STRENGTH IN THE KNOWLEDGE THAT WE ARE
CLOSER THAN EVER TO ACCOMPLISHING OUR GOAL OF BUILDING
OUR PARTY -- THE PARTY OF LINCOLN -- TO MAJORITY
STATUS, AND BRINGING AMERICA TO HER FINEST DAYS.
THANK YOU.

LINCOLN DAY
LADIES AND GENTLEMEN, FELLOW REPUBLICANS, WE'VE
AND HAD
OUR SHARE OF SUCCESSES - -- PARTICULARLY THIS DECADE.
OUR PARTY - -- THE PARTY OF LINCOLN TO MAJORITY STATUS,
AND BRINGING AMERICA TO HER FINEST DAYS.
THANK YOU.

And now,
Democrats are switching to the Republican party in unprecedented
numbers.
I
This is no accident.
First,in
In the short run, we've got to marshal sufficient political
forces in the 1990 election cycle to ensure fair redistricting in
Thank you.

As a party and a Nation we have còme a long way, but we
still are far from majority status in the Congress, and we have
yet to see at the state and local level the success we have won
Thank you.

HOLIDAY MESSAGE TO THE AMERICAN PEOPLE
This is a wonderful time of year. A time when songs fill
the air, and hope fills our hearts. And this year that hope

Who could have imagined -- even a few weeks ago -- that the
future would be SO bright? Or that all things would be possible
for the peoples of Europe? More than ever, we can envision the
triumph of peace on earth. But only by caring for one another
can we embody good will toward men.

INAUGURAL CEREMONY FOR THE NORTHERN MARIANA ISLANDS
Congratulations to the citizens of the Commonwealth of the
Northern Mariana Islands. I'm sure everyone is excited about
today's historic inaugural, and I'm pleased to be a part of the
ceremonies. This is indeed a celebration of democracy at work.
Governor Larry Guerrero, [GER-RARE-OH] and Lieutenant
Governor Manglona (man-glon-e-ya), it's a personal pleasure to
congratulate you both as your new administration takes office.
We serve in exciting times, and in a new decade that holds much
promise. Secretary of the Interior Manual Lujan, who visited
Thank you and God bless you all.

longest peacetime economic expansion in history.

America.

PROPOSED VIDEO MESSAGE
INAUGURAL CEREMONY FOR THE NORTHERN MARIANA ISLANDS
Congratulations to the citizens of the Commonwealth of the
Northern Mariana Islands. I'm sure everyone is excited about
today's historic inaugural, and I'm pleased to be a part of the
ceremonies. This is indeed a celebration of democracy at work.
Governor Larry Guerrero, [GER-RARE-OH] and Lieutenant
Governor Manglona (man-glon-e-ya), it's a personal pleasure to
congratulate you both as your new administration takes office.
We serve in exciting times, and in a new decade that holds much
promise. Secretary of the Interior Manual Lujan, who visited
