PROPOSED VIDEO MESSAGE
BREAKTHROUGH FOUNDATION -- YOUTH AT RISK
Barbara and I wish that we could be with you tonight in each
of the 27 cities celebrating the past, present and future
successes of the Breakthrough Foundation's Youth at Risk Program.
Guiding youth in the right direction -- and away from drugs
and crime -- should be the business of every American. Our
heritage as a nation is too proud, and our future too promising,
for us to let tomorrow's generation grow up without our support,
our guidance, and, most of all, our love.
The Breakthrough Foundation's Youth at Risk Program knows
this, and is doing something about it.
In a unique and powerful way, Youth at Risk blends the
spirit and generosity of the American people with the experience
and commitment of seasoned professionals spreading points of
light in dozens of cities across our country.
I've often said that from now on in America any definition
of a successful life must include serving others, and each of you
symbolizes that sentiment.
Barbara joins me in applauding those of you in attendance
tonight and your support of the Breakthrough Foundation's Youth
at Risk Program.
Thank you and God bless you.

PROPOSED VIDEO MESSAGE FOR
THE UNITED FRUIT AND VEGETABLE ASSOCIATION
Good morning. Let me extend a Texas-sized welcome to all of
you at the 86th annual convention of the United Fresh Fruit and
Vegetable Association. of course I'd rather be with you in
person -- but you have on hand this Administration's best expert
on issues that concern you -- my Agriculture Secretary Clayton
Yeutter.
One of the reasons you've gathered together is to advance
opportunities for the produce industry and prepare yourselves for
the challenges you face this year and in the future. Food
safety, particularly pesticide safety, and environmental concerns
about the use of agricultural chemicals, are all important areas
of concern. I know we can count on United's excellent counsel,
on these and other issues such as food safety laws and the 1990
Farm Bill in the coming months. This Administration is committed
to protecting the environment and safety of the consuming public.
Yet we know, at the same time, our farmers need chemical tools --
properly and prudently used to feed this country and the world.
As we begin our Administration's second year, we look
forward to working with you on many issues, but I want to make a
special request of all of you. I want to ask for your help in
the critical fight against drugs. Our farms and small towns are
keepers of the traditional American values of freedom, family and
hard work that we all cherish. And it is those values that drugs
and drug traffickers will destroy if we don't stop them.
So I ask you today to get involved in your community to help
end the scourge of drugs. I'm excited about the momentum we have
going on all these fronts. Together, we can build a better
America. God bless you all.

PROPOSED VIDEO MESSAGE
TRAVEL AND TOURISM GOVERNMENT AFFAIRS COUNCIL
It's wonderful to join my good friend and great Secretary of
Commerce, Bob Mosbacher, in congratulating the Travel and Tourism
Government Affairs Council on this, your Eighth Annual Unity
Dinner.
As one who enjoys travelling this great country of ours, I
know how much Americans appreciate the freedom to travel. A
freedom that is our birthright. Around the world, this hasn't
always been the case. But, with recent events bearing witness,
that's changing. More and more governments are allowing their
people the freedom to travel. In Romania, for example, over a
thousand people requested travel documents in one day. And with
new governments throughout Eastern Europe, we will see more and
more people travelling the world.
But there is another more tangible aspect to travel and
tourism -- business. Your industry is growing, and its economic
impact has not gone unnoticed. Last year international tourism
receipts increased to over $37 billion -- making your industry
America's number one export product.
And while that is an impressive statistic, I'm confident
that you will do even better in the future. Why such confidence?
Well, after all, we do live in the most interesting and beautiful
country on the face of the earth.

Thank you for including me in tonight's dinner, and God
bless you all.

PROPOSED VIDEO MESSAGE
NATIONAL ASSOCIATION OF WHOLESALER-DISTRIBUTORS
It's wonderful to welcome the distinguished Board of
Directors and membership of the National Association of
Wholesaler-Distributors to the Nation's capital.
You've all come to Washington at an important time. It's a
new decade with new opportunities and challenges facing us.
We need to continue our record economic growth with sound
fiscal policies. We must reduce the deficit through spending
restraint. We must encourage investment, and one good way to do
just that is to cut the capital gains tax rate. Last year, a
majority in both houses of Congress showed their support for a
capital gains rate reduction. I hope 1990 will be the year we
reduce the cost of capital and help make American business more
competitive.
Another legislative priority for our administration will be
the reform of our costly product liability laws. The burden of
our present product liability system is excessive and adversely
affects our ability to compete abroad. In the last fifteen
years, product liability suits have increased over 1,000 percent
-- representing unnecessary litigation and extreme costs to
American business and consumers alike. This is unacceptable, and
our Council on Competitiveness, chaired by Vice President Quayle,
has made product liaibilty reform a top competitiveness priority.
2
Our administration will also continue to oppose any form of
mandated benefits legislation which strangles productivity --
especially small and mid-sized businesses. These businesses have
been the engine powering our economy -- creating over 20 million
new jobs in the last 85 months. These mandated burdens will
endanger our future growth and ability to compete.
This year holds great promise. And we need N-A-W's help on
these and other important issues to build on our competitiveness
agenda. We look forward to working closely with Dirk Alan and
the N-A-W membership as we forge ahead to meet the challenges
this coming legislative session will bring.
Thank you for including me in today's meeting. Barbara
joins me in sending our warmest and best wishes for a successful
conference. Thank you and God bless you all.

THE UNITED FRUIT AND VEGETABLE ASSOCIATION
GOOD MORNING. LET ME EXTEND A TEXAS-SIZED WELCOME
TO ALL OF YOU AT THE 86TH ANNUAL CONVENTION OF THE
UNITED FRESH FRUIT AND VEGETABLE ASSOCIATION. OF
COURSE I'D RATHER BE WITH YOU IN PERSON -- BUT YOU HAVE
ON HAND THIS ADMINISTRATION'S BEST EXPERT ON ISSUES
THAT CONCERN YOU -- MY AGRICULTURE SECRETARY CLAYTON

ONE OF THE REASONS YOU'VE GATHERED TOGETHER IS TO
ADVANCE OPPORTUNITIES FOR THE PRODUCE INDUSTRY AND
PREPARE YOURSELVES FOR THE CHALLENGES YOU FACE THIS
YEAR AND IN THE FUTURE. FOOD SAFETY, PARTICULARLY
PESTICIDE SAFETY, AND ENVIRONMENTAL CONCERNS ABOUT THE
USE OF AGRICULTURAL CHEMICALS, ARE ALL IMPORTANT AREAS
OF CONCERN. I KNOW WE CAN COUNT ON UNITED'S EXCELLENT
COUNSEL, ON THESE AND OTHER ISSUES SUCH AS FOOD SAFETY
LAWS AND THE 1990 FARM BILL IN THE COMING MONTHS. THIS
ADMINISTRATION IS COMMITTED TO PROTECTING THE
ENVIRONMENT AND SAFETY OF THE CONSUMING PUBLIC. YET WE
KNOW, AT THE SAME TIME, OUR FARMERS NEED CHEMICAL TOOLS

AS WE BEGIN OUR ADMINISTRATION'S SECOND YEAR, WE
LOOK FORWARD TO WORKING WITH YOU ON MANY ISSUES, BUT I

NATIONAL ASSOCIATION OF WHOLESALER-DISTRIBUTORS
IT'S WONDERFUL TO WELCOME THE DISTINGUISHED BOARD
OF DIRECTORS AND MEMBERSHIP OF THE NATIONAL ASSOCIATION
OF WHOLESALER-DISTRIBUTORS TO THE NATION'S CAPITAL.
YOU'VE ALL COME TO WASHINGTON AT AN IMPORTANT
TIME. IT'S A NEW DECADE WITH NEW OPPORTUNITIES AND
CHALLENGES FACING US.
WE NEED TO CONTINUE OUR RECORD ECONOMIC GROWTH
WITH SOUND FISCAL POLICIES. WE MUST REDUCE THE DEFICIT
THROUGH SPENDING RESTRAINT. WE MUST ENCOURAGE
INVESTMENT, AND ONE GOOD WAY TO DO JUST THAT IS TO CUT
THE CAPITAL GAINS TAX RATE. LAST YEAR, A MAJORITY IN
BOTH HOUSES OF CONGRESS SHOWED THEIR SUPPORT FOR A
CAPITAL GAINS RATE REDUCTION. I HOPE 1990 WILL BE THE
YEAR WE REDUCE THE COST OF CAPITAL AND HELP MAKE
AMERICAN BUSINESS MORE COMPETITIVE.
- 2 -
ANOTHER LEGISLATIVE PRIORITY FOR OUR
ADMINISTRATION WILL BE THE REFORM OF OUR COSTLY PRODUCT
LIABILITY LAWS. THE BURDEN OF OUR PRESENT PRODUCT
LIABILITY SYSTEM IS EXCESSIVE AND ADVERSELY AFFECTS OUR
ABILITY TO COMPETE ABROAD. IN THE LAST FIFTEEN YEARS,
PRODUCT LIABILITY SUITS HAVE INCREASED OVER 1,000
PERCENT -- REPRESENTING UNNECESSARY LITIGATION AND
EXTREME COSTS TO AMERICAN BUSINESS AND CONSUMERS ALIKE.
THIS IS UNACCEPTABLE, AND OUR COUNCIL ON
COMPETITIVENESS, CHAIRED BY VICE PRESIDENT QUAYLE, HAS
MADE PRODUCT LIAIBILTY REFORM A TOP COMPETITIVENESS
PRIORITY.
OUR ADMINISTRATION WILL ALSO CONTINUE TO OPPOSE
ANY FORM OF MANDATED BENEFITS LEGISLATION WHICH
STRANGLES PRODUCTIVITY -- ESPECIALLY SMALL AND
MID-SIZED BUSINESSES. THESE BUSINESSES HAVE BEEN THE
ENGINE POWERING OUR ECONOMY -- CREATING OVER 20 MILLION
NEW JOBS IN THE LAST 85 MONTHS. THESE MANDATED BURDENS
WILL ENDANGER OUR FUTURE GROWTH AND ABILITY TO COMPETE.

THIS YEAR HOLDS GREAT PROMISE. AND WE NEED
N-A-W'S HELP ON THESE AND OTHER IMPORTANT ISSUES TO
BUILD ON OUR COMPETITIVENESS AGENDA. WE LOOK FORWARD
TO WORKING CLOSELY WITH DIRK ALAN AND THE N-A-W
MEMBERSHIP AS WE FORGE AHEAD TO MEET THE CHALLENGES
THIS COMING LEGISLATIVE SESSION WILL BRING.
THANK YOU FOR INCLUDING ME IN TODAY'S MEETING.

TRAVEL AND TOURISM GOVERNMENT AFFAIRS COUNCIL
It's wonderful to join the members and guests of the Travel
and Tourism Government Affairs Council on this, your Eighth
Annual Unity Dinner.
As one who enjoys travelling this great country of ours,
it's clear how much Americans appreciate our freedom to travel.
A freedom we've even come to regard as our birthright. Around
the world, this hasn't always been the case. But, with recent
events bearing witness, that's changing. More and more
governments are allowing their people the freedom to travel. In
Romania, for example, over a thousand people requested travel
documents in one day. And with new governments throughout
eastern Europe, we will see more and more people travelling the
world.
But there is another more tangible side to travel and
tourism -- business. Your industry is growing, and its economic
impact has not gone unnoticed. Last year international tourism
receipts increased to over $37 billion -- making your industry
America's number one export product.
And while that is an impressive statistic, I'm confident

PROPOSED VIDEO MESSAGE FOR
THE UNITED FRUIT AND VEGETABLE ASSOCIATION
Good morning. Let me extend a Texas-sized welcome to all of
you at the 86th annual convention of the United Fresh Fruit and
Vegetable Association. of course I'd rather be with you in
person -- but you've got this Administration's best expert on
issues that concern you -- my Agriculture Secretary Clayton
Yeutter.
One of the reasons you've gathered together is to advance
opportunities for the produce industry and prepare yourselves for
the challenges you face this year and in the future. Food
safety, particularly pesticide safety and environmental concerns
about the use of agricultural chemicals are all important areas
As we begin our Administration's second year, we look
forward to working with you on many money issues, but I want to
make a special request of all of you. I want to ask for your
help in the critical fight against drugs. Our farms and small
towns are keepers of the traditional American values of freedom,
family and hard work that we all cherish. And it is those values
that drugs and drug traffickers will destroy if we don't stop
them.
So I ask you today to get involved in your community to help
end the scourge of drugs. I'm excited about the momentum we have
going on all these fronts and thank you for the excellent work.
God bless you all.

Barbara and I wish that we could be with you tonight in each

NATIONAL ASSOCIATION OF WHOLESALER-DISTRIBUTORS
Good evening. It's wonderful to welcome the distinguished
board of directors and membership of the National Association of
Wholesaler-Distributors to the Nation's capital.
You've all come to Washington at an important time. It's a
new decade with new opportunities and challenges facing us.
We need to continue our record economic growth with sound
fiscal policies. We must reduce the deficit through spending
restraint. We must encourage investment and one good way to do
just that is to cut the capital gains tax rate. Last year, a
majority in both houses of Congress showed their support of a
capital gains rate reduction. I hope 1990 will be the year we
reduce our cost of capital and help make American business more
competitive.
Another legislative priority for our administration will be
the reform of our costly product liability laws. The burden of
our present product liability system is excessive and adversely
affects our ability to compete abroad. In the last fifteen
years, product liability suits have increased over 1,000 percent
-- bringing unnecessary litigation and extreme costs to American
business and consumers alike. This is unacceptable and our
Council on Competitiveness, chaired by Vice President Quayle, has

litigation, we suggest using the word "representing" because the
suits are themselves the litigation.

NATIONAL ASSOCIATION OF WHOLESALER-DISTRIBUTORS
Good evening. It's wonderful to welcome the distinguished
board of directors and membership of the National Association of
Wholesaler-Distributors to the Nation's capital.
You've all come to Washington at an important time. It's a
new decade with new opportunities and challenges facing us.
We need to continue our record economic growth with sound
fiscal policies. We must reduce the deficit through spending

restraint. We must encourage investment and one good way to do
just that is to cut the capital gains tax rate. Last year,
a
majority in both houses of Congress showed their support of a
capital (the) gains rate reduction.
This is unacceptable and our
Council on Competitiveness, chaired by Vice President Quayle, has
made product liaibilty reform a top competitiveness priority.
2
Our administration will also continue to oppose any form of
mandated benefit legislation which serve to strangle productivity
-- especially small and mid-sized businesses. These businesses
have been the engine powering our economy -- creating over 20
million new jobs in the last 86 months. These mandated burdens
will endanger our future growth and ability to compete.
This year holds great promise. And we need N-A-W's help on
these and other important issues to build on our competitiveness
agenda. We look forward to working closely with Dirk and the N-

One of the reasons you've gathered together is to advance
opportunities for the produce industry and prepare yourselves for
the challenges you face this year and in the future. Food
safety, particularly pesticide safety and environmental concerns
about the use of agricultural chemicals are all important areas
of concern. I know we can count on United's excellent counsel,

Farm Bill in the coming months. This Administration is committed

Yet we know, at the same time, our farmers need chemical tools --

As we begin our Administration's second year, we look

make a special request of all of you. I want to ask for your
help in the critical fight against drugs. Our farms and small

BREAKTHROUGH FOUNDATION -- YOUTH AT RISK
Barbara and I wish that we could be with you tonight in each

spent $34 billion (10%), excluding international fare payments to U.S. carriers.
The travel and tourism industry is the third largest retail industry in business
receipts, after automotive dealers and food stores.
Americans spent more on travel than on clothing, accessories, jewelry, and personal
care combined, or on household utilities, including telephone service,
In 1989, travel spending in this country averaged $959 million each day, $40 million
each hour, $666,000 each minute, or $11,000 each second.
Tourism is 6.7% of the GNP and 13% of the services sector.
Americans took 1.3 billion person-trips 100 miles or more away from home in 1989,
the highest level ever.
Americans spent 5.2 billion person-nights away from home on these trips last year.
for an average trip length of 4 nights.
Some 5.8 million Americans were employed in the travel industry last year.
Each $60,000 spent by travelers directly supports one new job,
Travel directly generates more jobs than any other industry except health services.
Since 1972, payroll jobs in travel-related businesses have more than doubled while
total U.S. payroll employment increased by less than 50%.
Over the past decade, travel industry employment has grown 43%. more than twice
the growth rate for all U.S. industries. The 2.9 million new jobs provided by the
industry since 1979 accounted for 15.4 percent of the national increase in
employment.
The travel industry provides a disproportionate number of jobs for the traditionally
disadvantaged -- blacks, Hispanic-Americans, and women. In 1987, this industry
provided 970,000 jobs for blacks, (11.2% of total travel industry employment,
compared to 10.1% nationally): 765,000 jobs for Hispanic Americans (8.8% versus
6.9% nationwide); and nearly 4.6 million jobs for women (52.9% versus 44.8% of
total U.S. employment).
The Department of Labor predicts that by the end of this century, 80% of new
entrants into the work force will be minorities, women and immigrants. Obviously,
travel and tourism will play a key role in providing employment opportunities for
this group which encounters the greatest difficulty in finding jobs.

Travel creates jobs even in recessions. Employment in this industry has risen every
year since 1958 despite five recessions.
In 1982 (most recent data), there were nearly 336,000 firms in the travel industry,
98% of which are classified as small businesses.
Travel-generated payroll amounted to $73.5 billion in 1989. This surpassed the
combined payrolls of the Nation's steel and motor vehicle manufacturing industries.
Federal, state, and local tax revenues generated from travel expenditures totaled
$42.8 billion last year, 12 cents of each travel dollar spent. of this amount, the
federal government received approximately $23 billion.
KEY FACTS ABOUT INBOUND TOURISM
Foreign visitors totaled 38.3 million in 1989, up 12% or 4 million travelers from
1988, for a new record.
Our largest inbound markets is Canada (40% of all visitors last year), followed by
Mexico (24%), Japan (8)%), U.K. (6%). Germany (3%), and France (2%).
In terms of spending in the U.S., however, Japan ranks first (18% of total receipts).
ahead of Canada (14%), Mexico (10%), U.K. (10%), Germany (6%) and France (3%).
In total, USTTA's nine major countries accounted for 85% of all foreign visitors to
the U.S. in 1989. as well as 65% of total U.S. international travel receipts.
Total U.S. international travel receipts, including foreign visitors international fare
payments to U.S. carriers, reached $43 billion in 1989, This was up 16% over 1988,
exceeding the previous year's total by $5.9 billion.
Among all nations, America ranks first in international travel receipts.
International travel is American's largest export, ranking ahead of agricultural
goods, chemicals, and motor vehicles.
The chronic U.S. travel deficit was finally eliminated in 1989, as U.S. travel receipts
exceeded U.S. travel payments by an estimated $450 million. This first-ever surplus
replaced the $2.9 billion deficit recorded in 1988.
America enjoyed large travel account surpluses against its two major trading
partners in 1989. Canadians spent $1.6 billion more in this country than U.S.
travelers spent in Canada, and Japanese visitors spent nearly $6 billion more
traveling here than Americans spent for traveling to Japan.
International travelers to the U.S are expected to approach 40.7 million this year (up
6%). and top 43 million in 1991.
Spending by foreign visitors, including international transportation fare payments. is
projected to exceed $48 billion in 1990 and near $54 billion by 1991.

Expenditures by foreign visitors in this country directly supported an estimated
570,000 jobs in 1989.
Foreign tourist-generated tax revenues totaled over $4 billion last year, of which
approximately $2.1 billion accrued to the Federal government.
On a per capita basis, overseas visitors spent over seven times as much as their
domestic U.S. counterparts for travel in this country.
The average overseas visitor length of stay in this country is just under three weeks.
nearly five times as long as the average domestic trip.
Overseas visitors visit more destinations and use paid accommodations, rental cars,
intercity bus and domestic air travel proportionately more often than domestic
travelers.

In a unique and powerful way, Youth at Risk blends the
spirit and generosity of the American people with the experience
and commitment of seasoned professionals to spread scores of
points of light in dozens of cities across our country.
I've often said that from now on in America any definition

PROPOSED VIDEO MESSAGE
NATIONAL ASSOCIATION OF WHOLESALER-DISTRIBUTORS
Good evening. It's wonderful to welcome the distinguished
board of directors and membership of the National Association of
Wholesaler-Distributors to the Nation's capital.
You've all come to Washington at an important time. It's a
new decade with new opportunities and knew challenges facing us.
-- bringing unnecessary litigation and extreme costs to American
business h and consumers alike. This is unacceptable and our
Council on Competitiveness, chaired by Vice President Quayle, has
made product liaibilty reform a top competitiveness priority.
2
Our administration will also continue to oppose any form of
$
mandated benefit legislation which serve to strangle productivity
-- especially small and mid-sized businesses. These businesses
have been the engine powering our economy -- creating over 20
million new jobs in the last 86 months. These mandated burdens
will endanger our future growth and ability to compete.
This year holds great promise. And we need N-A-W's help on
these and other important issues to build on our competitiveness
agenda. We look forward to working closely with Dirk and the N-
A-W membership as we forge ahead to meet the challenges this
coming legislative session will bring.
Thank you for including me in today's meeting. Barbara
joins me in sending our warmest and best wishes for a successful
conference. Thank you and God bless you all.

TRAVEL AND TOURISM GOVERNMENT AFFAIRS COUNCIL
It's wonderful to join the members and guests of the Travel
and Tourism Government Affairs Council on this, your Eighth
Annual Unity Dinner.
I like mapy Americans,
As one who enjoys travelling this great country of ours,
it S clear how much Americans appreciate our freedom to travel
We have
our freedom to travel
rA freedom we've even come to regard as our birthright. Around
the world, this hasn't always been the case.
And while that is an impressive statistic, I'm confident
that with the continued work of the U.S. Travel and Tourism
Administration we'll do even better in the future. Why such
2
confidence? Well, after all, we do live in the most interesting

BREAKTHROUGH FOUNDATION -- YOUTH AT RISK
As a father and grandfather, I've often felt that guiding
our young people in the right direction and away from drugs and
crime is one of the most important activities which we can
perform. Our heritage as a nation is too good, and our future
too promising for us to let our younger generation grow up
without the knowledge, resources, and love of the older
generation.
That's why the work the Breakthrough Foundation Youth at
Risk Program performs is so important. Youth at Risk is a community
based program that relies on private funding and local
volunteers. It's a public-private partnership that achieves
extraordinary results with teenagers who are thought to be beyond
hope and who have given up on themselves.
And the results speak for themselves. Several former gang
members, now working with youth on the streets of Los Angeles
wrote the Breakthrough Foundation after completing the Youth at
Risk program. They said, "We thank you on behalf of ourselves,
the kids, and also on behalf of all the human beings in the world
who will not die because these kids got turned around." Youth at
Risk is clearly one of those "thousand points of light" I like to
talk about so much.
Barbara joins me in applauding you and your support of this
wonderful program. And thank you again for investing in

America's greatest resources -- our young people. Thank you, and

Barbara and I wish that we could be with you tonight in each
of the 27 cities celebrating the past, present and future
successes of the Breakthrough Foundation's Youth at Risk Program.
Guiding youth in the right direction - -- and away from drugs
and crime -- should be the business of every American. Our
heritage as a nation is too proud, and our future too promising,
for us to let tomorrow's generation grow up without our support,
our guidance, and, most of all, our love.
The Breakthrough Foundation's Youth at Risk Program knows
this, and is doing something about it.
In a unique and powerful way, Youth at Risk blends the
spirit and generosity of the American people with the experience
and commitment of seasoned professionals to spread Ing scores of
points of light in dozens of cities across our country.
I've often said that from now on in America any definition
of a successful life must include serving others and each of you
that sentiment
symbolizes those words.
Barbara joins me in applauding those of you in attendance
tonight and your support of the Breakthrough Foundation's Youth
at Risk Program.
Thank you and God bless you.

Annual Unity Dinner.
As one who enjoys travelling this great country of ours,
I know
it's it clear how much Americans appreciate our the freedom to travel.
that is
A freedom we ve even come to regard as our birthright. Around
the world, this hasn't always been the case. But, with recent
events bearing witness, that's changing. More and more
governments are allowing their people the freedom to travel. In
Romania, for example, over a thousand people requested travel
documents in one day. And with new governments throughout
eastern Europe, we will see more and more people travelling the
world.
aspect
But there is another more tangible side to travel and
tourism -- business. Your industry is growing, and its economic
impact has not gone unnoticed. Last year international tourism
receipts increased to over $37 billion -- making your industry
America's number one export product.
And while that is an impressive statistic, I'm confident

issues that concern you -- my Agriculture Secretary Clayton

As we begin our Administration's second year, we look
forward to working with you on many money issues, but I want to
make a special request of all of you.
