Guiding youth in the right direction -- and away from drugs and crime -- should be the business of every American. Our heritage as a nation is too proud, and our future too promising, for us to let tomorrow's generation grow up without our support, our guidance, and, most of all, our love. Let me extend a Texas-sized welcome to all of you at the 86th annual convention of the United Fresh Fruit and Vegetable Association. of course I'd rather be with you in person -- but you have on hand this Administration's best expert on issues that concern you -- my Agriculture Secretary Clayton Yeutter. One of the reasons you've gathered together is to advance opportunities for the produce industry and prepare yourselves for the challenges you face this year and in the future. Food safety, particularly pesticide safety, and environmental concerns about the use of agricultural chemicals, are all important areas of concern. I know we can count on United's excellent counsel, on these and other issues such as food safety laws and the 1990 Farm Bill in the coming months. This Administration is committed to protecting the environment and safety of the consuming public. Yet we know, at the same time, our farmers need chemical tools -- properly and prudently used to feed this country and the world. As we begin our Administration's second year, we look forward to working with you on many issues, but I want to make a special request of all of you. As one who enjoys travelling this great country of ours, I know how much Americans appreciate the freedom to travel. A freedom that is our birthright. Around the world, this hasn't always been the case. But, with recent events bearing witness, that's changing. More and more governments are allowing their people the freedom to travel. In Romania, for example, over a thousand people requested travel documents in one day. And with new governments throughout Eastern Europe, we will see more and more people travelling the world. But there is another more tangible aspect to travel and tourism -- business. Your industry is growing, and its economic impact has not gone unnoticed. Last year international tourism receipts increased to over $37 billion -- making your industry America's number one export product. And while that is an impressive statistic, I'm confident that you will do even better in the future. Why such confidence? You've all come to Washington at an important time. It's a new decade with new opportunities and challenges facing us. We need to continue our record economic growth with sound fiscal policies. We must reduce the deficit through spending restraint. We must encourage investment, and one good way to do just that is to cut the capital gains tax rate. Last year, a majority in both houses of Congress showed their support for a capital gains rate reduction. I hope 1990 will be the year we reduce the cost of capital and help make American business more competitive. Another legislative priority for our administration will be the reform of our costly product liability laws. The burden of our present product liability system is excessive and adversely affects our ability to compete abroad. In the last fifteen years, product liability suits have increased over 1,000 percent -- representing unnecessary litigation and extreme costs to American business and consumers alike. This is unacceptable, and our Council on Competitiveness, chaired by Vice President Quayle, has made product liaibilty reform a top competitiveness priority. 2 Our administration will also continue to oppose any form of mandated benefits legislation which strangles productivity -- especially small and mid-sized businesses. These businesses have been the engine powering our economy -- creating over 20 million new jobs in the last 85 months. These mandated burdens will endanger our future growth and ability to compete. This year holds great promise. And we need N-A-W's help on these and other important issues to build on our competitiveness agenda. Domestic travel spending was an estimated $316 billion (90%), while foreign visitors spent $34 billion (10%), excluding international fare payments to U.S. carriers. The travel and tourism industry is the third largest retail industry in business receipts, after automotive dealers and food stores. Americans spent more on travel than on clothing, accessories, jewelry, and personal care combined, or on household utilities, including telephone service, In 1989, travel spending in this country averaged $959 million each day, $40 million each hour, $666,000 each minute, or $11,000 each second. Tourism is 6.7% of the GNP and 13% of the services sector. Americans took 1.3 billion person-trips 100 miles or more away from home in 1989, the highest level ever. Americans spent 5.2 billion person-nights away from home on these trips last year. for an average trip length of 4 nights. Some 5.8 million Americans were employed in the travel industry last year. Each $60,000 spent by travelers directly supports one new job, Travel directly generates more jobs than any other industry except health services. Since 1972, payroll jobs in travel-related businesses have more than doubled while total U.S. payroll employment increased by less than 50%. Over the past decade, travel industry employment has grown 43%. more than twice the growth rate for all U.S. industries. The 2.9 million new jobs provided by the industry since 1979 accounted for 15.4 percent of the national increase in employment. The travel industry provides a disproportionate number of jobs for the traditionally disadvantaged -- blacks, Hispanic-Americans, and women. In 1987, this industry provided 970,000 jobs for blacks, (11.2% of total travel industry employment, compared to 10.1% nationally): 765,000 jobs for Hispanic Americans (8.8% versus 6.9% nationwide); and nearly 4.6 million jobs for women (52.9% versus 44.8% of total U.S. employment). The Department of Labor predicts that by the end of this century, 80% of new entrants into the work force will be minorities, women and immigrants. This surpassed the combined payrolls of the Nation's steel and motor vehicle manufacturing industries. Federal, state, and local tax revenues generated from travel expenditures totaled $42.8 billion last year, 12 cents of each travel dollar spent. of this amount, the federal government received approximately $23 billion. KEY FACTS ABOUT INBOUND TOURISM Foreign visitors totaled 38.3 million in 1989, up 12% or 4 million travelers from 1988, for a new record. Our largest inbound markets is Canada (40% of all visitors last year), followed by Mexico (24%), Japan (8)%), U.K. (6%). Germany (3%), and France (2%). In terms of spending in the U.S., however, Japan ranks first (18% of total receipts). ahead of Canada (14%), Mexico (10%), U.K. (10%), Germany (6%) and France (3%). In total, USTTA's nine major countries accounted for 85% of all foreign visitors to the U.S. in 1989. as well as 65% of total U.S. international travel receipts. Total U.S. international travel receipts, including foreign visitors international fare payments to U.S. carriers, reached $43 billion in 1989, This was up 16% over 1988, exceeding the previous year's total by $5.9 billion. Among all nations, America ranks first in international travel receipts. International travel is American's largest export, ranking ahead of agricultural goods, chemicals, and motor vehicles. The chronic U.S. travel deficit was finally eliminated in 1989, as U.S. travel receipts exceeded U.S. travel payments by an estimated $450 million. This first-ever surplus replaced the $2.9 billion deficit recorded in 1988. America enjoyed large travel account surpluses against its two major trading partners in 1989. That's why the work the Breakthrough Foundation Youth at Risk Program performs is so important. Youth at Risk is a community based program that relies on private funding and local volunteers. It's a public-private partnership that achieves extraordinary results with teenagers who are thought to be beyond hope and who have given up on themselves. And the results speak for themselves. Several former gang members, now working with youth on the streets of Los Angeles wrote the Breakthrough Foundation after completing the Youth at Risk program. You've all come to Washington at an important time. It's a new decade with new opportunities and challenges facing us. We need to continue our record economic growth with sound fiscal policies. We must reduce the deficit through spending restraint. We must encourage investment, and one good way to do just that is to cut the capital gains tax rate. Last year, a majority in both houses of Congress showed their support for a capital gains rate reduction. I hope 1990 will be the year we reduce the cost of capital and help make American business more competitive. Another legislative priority for our administration will be the reform of our costly product liability laws. The burden of our present product liability system is excessive and adversely affects our ability to compete abroad. In the last fifteen years, product liability suits have increased over 1,000 percent -- representing unnecessary litigation and extreme costs to American business and consumers alike. This is unacceptable, and our Council on Competitiveness, chaired by Vice President Quayle, has made product liaibilty reform a top competitiveness priority. 2 Our administration will also continue to oppose any form of mandated benefits legislation which strangles productivity -- especially small and mid-sized businesses. These businesses have been the engine powering our economy -- creating over 20 million new jobs in the last 85 months. These mandated burdens will endanger our future growth and ability to compete. This year holds great promise. And we need N-A-W's help on these and other important issues to build on our competitiveness agenda. We look forward to working closely with Dirk Alan and the N-A-W membership as we forge ahead to meet the challenges this coming legislative session will bring.
