III And you know me, I've always been a sucker for a fish story. ))\\ But it is great to be in this theater tonight among so many good friends. This is, after all, a birthday celebration -- the fifteenth birthday of the Republican Eagles of America. 11 When we think about it, we've got a lot to celebrate. Fifteen years ago, the Republican Party was on the verge of losing a big election, and had just been trounced in the Tre pessiments wrote as off. They said congressional races. Truth be told, the Grand Old Party was in danger of being neither grand, nor even a party, many of you here Tonget But it wasn't the end. You came together to back our party 1 and our country. You helped us make these fifteen years a time of sweet achievement, capped by eight years of Ronald Reagan in the White House. Made even sweeter by six years of Republican control of the United States Senate. We began years of peace and prosperity that continue to this very day. So when our party was down, you were there to pull us up. And I remember -- oh, how I remember, you were there for me when I was running for President, running at 17 points down. III So I am here tonight, most of all, to thank you. more We are going to achieve even greater deeds in the years to come. But first, we must remove an obstacle to our vision of a greater America, a kinder and gentler America -- and that obstacle is the seemingly endless Democrat majority in the House and Senate of the United States. Imagine -- for 34 years the Democrats have controlled the House of Representatives. I have children who grew to their middle years, who started families and built careers during these years. And like millions of Americans, they cannot remember a time when Republicans could compete for control of the House. So perhaps that's why the Democrats seem so out of step with the times; why their first answer to any question is to raise taxes and spend more money. 3 Just look at their record last year a record of apathy and indifference. The country demands action against crime, and yet the Democrats in Congress did not move on my proposals for tougher sentences for criminals. The country demands action on cleaner air, on child care, on could not send education -- and yet the Democrats in Congress achieved next to me legals nothing in these areas. There is only one explanation; for this in kind of sluggish complacency. Obviously, after 34 years in these cam power, the Democrat majority in Congress has lost touch with the American people. Of course, there are those in Congress who say we cannot pass these programs without raising revenues. And you know what? They've got a point. And if they will just pass a capital gains tax cut, we will get more revenue -- without raising taxes. So what can we do to get action out of the Democrats? We can do one of two things. ( (First we can tell the Democrats that if they don't act soon on my programs, we're going to ask Chubby Checker here to blast rock music at the Capitol. )) Second, and perhaps a little more practically, We can continue our work together as Republican leaders. As Lee has told you, Republicans won more than 47 percent of the congressional vote in 1988 -- but took only about 40 percent of the seats in the House of Representatives. Some call this gerrymandering. I have a less polite word for it # call it stealing.\ must stop- 4 This November will set into motion events that will determine whether the gerrymander will be around for yet another decade. And for that reason, 1990 will be a battle to the finish. To win, we've got to be competitive in every race -- from the state legislature, to the governor's mansion, to federal office. So let us again join together. Let us pool our knowledge and our resources, and make this the decade we win back the Congress. When you started your historic work, less than a third of the American people called themselves Republicans. Today, most Americans say that they trust our party to lead our country. This is a comforting fact, but we've got to be ready to reap the reward of this national goodwill -- in the only poll that counts -- the poll taken on Election Day, 1990. With your help, we'll move this country forward to beat the scourge of drugs and crime; to clean our air and to educate yet another generation of American children. The eagle is the symbol of America. And it is the appropriate symbol of the men and women who are leaders in the party that leads America. You've always been the strong right arm of this party. And I'm sure you will lead this party -- and this nation -- once again to greatness. For all you do, for all you have done, Barbara and I thank you. This has been a very special evening.
