SUMMARY: On Thursday, March 29th, you will attend the WHCA Service Awards Ceremony at Bolling Air Force Base. The event is scheduled for 3:15 p.m. in the Officers' Club. Several hundred members of the White House Communications Agency, their spouses, and other officials from the Military Districts of Washington will be present for your presentation of the Department of Defense Joint Meritorious Unit Award to WHCA. The proposed remarks, which are five minutes in length, will be prepared on speechcards. This event is closed to the press. II. DISCUSSION: The attached remarks acknowledge WHCA's presence at recent international events, congratulate the members of the agency on the superior quality of their work, and stress the importance of WHCA's mission. As I stand here looking out over this crowd, I see a lot of familiar faces. The same faces I have seen throughout the past year on airport tarmacs, in high school hallways, in hotel ballrooms, and, yes, in ship's galleys. These faces belong to the soldiers, sailors, airmen, and Marines who toil around the clock to accomplish WHCA's mission. 1989 was a year filled with challenges, opportunities and achievements. We've criscrossed the globe, all of us together playing a part in the de ocratic change sweeping the world. We attended important summ S in Paris, Brussels, Malta, Costa Rica and Colombia -- signif it global events requiring the latest telecommunications tec ogy with DCA and WHCA leading the way with state of the art ems. And believe me I ested those systems by picking up a random phone, for exa aboard the U.S.S. Forrestal, and there at the other end clea a bell was the Sit Room. Each time 2 your technology has accomplished its mission -- even under the toughest conditions -- often on the other side of the world. // There's no better example than the three servicemen -- one after another -- who clung to the mast of the Belknap [BELL-nap] reorienting antennas to maintain radio communications through the night in Malta. // Over the past months, you have made it possible for me to talk with everyone from astronauts across space to my grandchildren across the Potomac. Your attention to detail deserves applause whether it is the daily task of correctly placing lights, cameras, and microphones; the patience of the teleprompter operators whose hearts skip a beat every time I ad-lib; down to the centering of the seal on the "Blue Goose". All these duties and so many more are the attributes of what can only be described as "presidential quality". This degree of quality applies not only to forces located at the White House and Anacostia, but to the Andrews, Carswell, Luke, and Camp David detachments. Bonnie (Newman), Paul (Bateman) General Trefry (Dick, Military Assistant to the President) General Myers (John, Director of the Defense Communications Agency - DCA), Colonel Nickel (Ken, Commander of WHCA), Command Sergeant Major Mix (Randy, Command Sergeant Major of WHCA) and most of all you the members and families of the White House Communications Agency. As I stand here looking out over this crowd, I see a lot of familiar faces. The same faces I have seen throughout the past year on airport tarmac, in high school hallways, in hotel ballrooms and yes, even in ships galleys throughout the world. They are the faces of the Soldiers, Sailors, Airmen and Marines who toil round- the-clock in any conditions to accomplish WHCA's Presidential Support Mission. 1989 was a year filled with challenges, opportunities and unparalleled achievements. Together, we traveled from Beijing to Budapest, each of you (families included) playing a part in the democratic change sweeping the world. 1 Together, we attended important summits in Paris, Brussels, Malta, Costa Rica and Columbia -- all significant global events. All of these events required the latest in telecommunications technology. DCA and WHCA led the way and provided the state-of- the-art systems which enabled me to accurately project American policy and interests at each of the summits. And believe me, I've tested you and those systems by picking up a random phone, for example, aboard the USS Forrestal, and there at the other end clear as a bell was the White House Situation Room. Each time you have been tested and have accomplished your mission -- even under the toughest conditions -- often on the other side of the world. 11 There's perhaps no better example than the three of you who -- one after another -- stood on the mast of the Belknap (BELL-nap) reorienting antennas to maintain radio communications throughout a stormy night in Malta. // Over the past months, you have made it possible for me to talk with everyone from astronauts across space to my grandchildren across the Potomac. Your attention to detail deserves applause, whether it is the daily task of correctly placing lights, cameras and microphones, answering and correctly routing the nearly 2500 calls placed to the switchboard each day, to the skill and discipline demonstrated by teleprompter operators whose hearts skip-a-beat every time I ad- 2 lib; down to the centering of the Presidential seal here on the "Blue Goose". All of these qualities are the attributes of people and families who can only be described as "Presidential Quality". This unmatched degree of quality applies not only to those of you who serve at the White House and Anacostia, but to those of you stationed at the Andrews, Carswell, Luke and Camp David Detachments. Each and every one of you is crucial to the efficient operation of the office of the Presidency and this Administration. Never underestimate just how vital you are to the Nation's security. In the event of a national emergency, I will depend on you to provide immediate and clear communications to our military forces, our diplomatic officials and our allies anywhere in the world. In sum and working as a team WHCA has provided unparalleled telecommunications, data, and audiovisual support not only to me, but; the Vice President; members of our Administration, and the First Family not to mention several heads of state. While select members of WHCA will be honored here today, I am proud to be able to formally recognize the contributions of each and every member of my communications team. 3 I congratulate each of you on your professional achievements any your personal commitment to meet any challenge. Now, I am pleased to present to your Commander (Col. Ken Nickel) the prestigious Department of Defense Joint Meritorious Unit Award. Congratulations.
