I. SUMMARY:
On Thursday, March 29th, you will attend the WHCA Service
Awards Ceremony at Bolling Air Force Base. The event is
scheduled for 3:15 p.m. in the Officers' Club. Several hundred
members of the White House Communications Agency, their spouses,
and other officials from the Military Districts of Washington
will be present for your presentation of the Department of
Defense Joint Meritorious Unit Award to WHCA. The proposed
remarks, which are five minutes in length, will be prepared on
speechcards. This event is closed to the press.
II. DISCUSSION:
The attached remarks acknowledge WHCA's presence at recent
international events, congratulate the members of the agency on
the superior quality of their work, and stress the importance of
WHCA's mission.

As I stand here looking out over this crowd, I see a lot of
familiar faces. The same faces I have seen throughout the past
year on airport tarmacs, in high school hallways, in hotel
ballrooms, and, yes, in ship's galleys. These faces belong to
the soldiers, sailors, airmen, and Marines who toil around the
clock to accomplish WHCA's mission.
1989 was a year filled with challenges, opportunities and
achievements. We've criscrossed the globe, all of us together
playing a part in the de ocratic change sweeping the world. We
attended important summ S in Paris, Brussels, Malta, Costa Rica
and Colombia -- signif
it global events requiring the latest
telecommunications tec
ogy with DCA and WHCA leading the way
with state of the art
ems.
And believe me I
ested those systems by picking up a
random phone, for exa
aboard the U.S.S. Forrestal, and there
at the other end clea
a bell was the Sit Room. Each time

your technology has accomplished its mission -- even under the
toughest conditions -- often on the other side of the world. //
There's no better example than the three servicemen -- one after
another -- who clung to the mast of the Belknap [BELL-nap]
reorienting antennas to maintain radio communications through the
night in Malta. // Over the past months, you have made it
possible for me to talk with everyone from astronauts across
space to my grandchildren across the Potomac.
Your attention to detail deserves applause whether it is the
daily task of correctly placing lights, cameras, and microphones;
the patience of the teleprompter operators whose hearts skip a
beat every time I ad-lib; down to the centering of the seal on
the "Blue Goose". All these duties and so many more are the
attributes of what can only be described as "presidential
quality". This degree of quality applies not only to forces
located at the White House and Anacostia, but to the Andrews,
Carswell, Luke, and Camp David detachments.
Each individual here is crucial to the efficient operation
of the Office of the Presidency and this Administration. Never
underestimate just how vital this agency is to the nation's
security. In the event of a national emergency, I depend on WHCA
to provide immediate, clear communication while maintaining a
constant connection to our military, our colleagues in
government, and our allies anywhere in the world.
Working as a team, this agency provides unparalleled
telecommunications, data, and audio visual support not only to

me, but; the Vice President; members of our Administration, and
the my first family to name a few. Not to mention several heads of
state.
While select members of WHCA will be honored here today, I'm
proud to be able to formally recognize the contributions of each
and every member of my communications team. I congratulate each
of you on your professional achievements and your personal
commitment to meet any challenge.
I would also like to take a moment to mention the families
who sacrifice everyday to support WHCA members. To every spouse
who has had to handle a scraped knee by herself or child care
emergency by himself know that the you have the thanks of this
President.
Now, I'm pleased to present to your Commander (Col. Ken
Nickel) the prestigious Department of Defense Joint Meritorious
Unit Award. Congratulations. God bless you in your service, and

White House Communications Agency. As I stand here looking out
over this crowd, I see a lot of familiar faces. The same faces I
have seen throughout the past year on airport tarmacs, in high
school hallways, in hotel ballrooms, and, yes, in ship's galleys.
These faces belong to the soldiers, sailors, airmen, and Marines
who toil around the clock to uphold WHCA's mission.
1989 was a
year filled with challenges, opportunities and achievements.
Together, we travelled from Bejing to Budapest, each of you
playing a part in the democratic change sweeping the world.
Together, we attended important summits in Paris, Brussels,
Malta, Costa Rica and Colombia -- significant global events
requiring the latest telecommunications technology with DCA and
WHCA leading the way with state of the art systems.
And believe me I've tested those systems by picking up a
random phone, for example aboard the U.S.S. Forrestal, and there
at the other end clear as a bell was the Sit Room. Each time
your technology has accomplished its mission -- even under the

toughest conditions -- often on the other side of the world. //
There's no better example than the three servicemen -- one after
another -- who clung to the mast of the Belknap [BELL-nap]
holding an antenna to maintain radio communications through the
night in Malta. // Over the past months, you have made it
possible for me to talk with everyone from astronauts across
space to my grandchildren across the Potomac.
Your attention to detail deserves applause whether it is the
daily task of correctly placing lights, cameras, and microphones;
the patience of the teleprompter operators whose hearts skip a
beat every time I ad-lib; down to the centering of the seal on
the "Blue Goose". For having logged over 180,000 accident-free
miles traveled in-town, to the development of a unique substance-
abuse testing program, to one nearly perfect payroll system. All
these features are the attributes of what can only be described
as "presidential quality". This degree of quality applies not
only to forces located at the White House and Anacostia, but to
the Andrews, Carswell, Luke, and Camp David detachments.
Each individual present is crucial to the efficient
operation of the Office of the Presidency and this
Administration. Never underestimate just how vital this agency,
is to the nation's security. In the event of a national
emergency, I depend on WHCA to provide immediate, clear
communication while maintaining a constant connection to our
forces, our officials, and our allies anywhere in the world.

Communications Agency. As I stand here looking out over this
crowd, I see a lot of familiar faces. The same faces I have seen
throughout the past year on airport tarmacs, in high school
hallways, in hotel ballrooms, and, yes, in ship's galleys. These
faces belong to the soldiers, sailors, airmen, and Marines who
accomplish
toil around the clock to uphold WHCA's mission.
1989 was a year filled with challenges, opportunities and
achievements. Together, we travelled from Bejing to Budapest,
each of you playing a part in the democratic change sweeping the
world. Together, we attended important summits in Paris,
Brussels, Malta, Costa Rica and Colombia -- significant global
events requiring the latest telecommunications technology with
DCA and WHCA leading the way with state of the art systems.
And believe me I've tested those systems by picking up a
random phone, for example aboard the U.S.S. Forrestal, and there
at the other end clear as a bell was the Sit Room. Each time
your technology has accomplished its mission -- even under the

toughest conditions -- often on the other side of the world. //
There's no better example than the three servicemen -- one after
another -- who clung to the mast of the Belknap [BELL-nap]

night in Malta. // Over the past months, you have made it
possible for me to talk with everyone from astronauts across
space to my grandchildren across the Potomac.
Your attention to detail deserves applause whether it is the
daily task of correctly placing lights, cameras, and microphones;
the patience of the teleprompter operators whose hearts skip a
beat every time I ad-lib; down to the centering of the seal on phone-

attributes of what can only be described as "presidential

Carswell, Luke, and Camp David detachments.
Each individual present is crucial to the efficient
operation of the Office of the Presidency and this
Administration. Never underestimate just how vital this agency
is to the nation's security. In the event of a national
emergency, I depend on WHCA to provide immediate, clear
communication while maintaining a constant connection to our
forces, our officials, and our allies anywhere in the world.

Working as a team, this agency provides unparalleled
telecommunications, data, and audio visual support not only to
me, but; the Vice President; members of our Administration, and
the first family to name a few. Not to mention several heads of
state.
While select members of WHCA will be honored here today, I'm
proud to be able to formally recognize the contributions of each
and every member of my communications team. I congratulate each
of you on your professional achievements and your personal
commitment to meet any challenge * Now, I'm pleased to present to
your Commander (Col. Ken Nickel) the prestigious Department of
Defense Joint Meritorious Unit Award. Congratulations. God

policy and interests at each of the summits. And believe me, I've
