STROM, I WAS DOWN IN YOUR HOME STATE LAST YEAR, IN THE AFTERMATH OF HURRICANE HUGO. I KNOW PEOPLE THERE APPRECIATE ALL YOU HAVE DONE AND CONTINUE TO DO TO HELP THEM DIG OUT FROM UNDER THE DESTRUCTION HUGO LEFT IN ITS WAKE. I - 4 - THAT TERRIBLE TRAGEDY BROUGHT OUT THE BEST IN THE PEOPLE OF SOUTH CAROLINA -- PROVED THAT THE BONDS OF COMMUNITY SURVIVED THAT STORM UNDAMAGED, AND STRONGER THAN EVER. // THAT'S THE SOUTH CAROLINA SPIRIT -- THE SAME SPIRIT WE SEE IN THIS MAN, STROM THURMOND. II - 8 - As THE NATION SHED ITS CRIPPLING LEGACY OF DIVISION AND EXCLUSION -- TO RECOGNIZE THE EQUAL RIGHTS OF ALL.
