AND CUBAN-AMERICANS ALIKE ACKNOWLEDGE THE SPECIAL
FRIENDSHIP BETWEEN OUR TWO COUNTRIES. A FRIENDSHIP
FOUNDED ON FREEDOM.
IT WAS, AFTER ALL, THE WOMEN OF HAVANA WHO, IN
1776, RAISED MONEY FOR GEORGE WASHINGTON AND HIS TROOPS
IN THE AMERICAN WAR OF INDEPENDENCE. RUNNING LOW ON

Thank you. Let me say, not just as President, but as an
American citizen, how great it is to join you all. What
you're doing this morning really matters. Because I so
deeply believe that the toughest problems facing America
can only really be addressed by individual citizens
helping each other one-to-one in a thousand small and
diverse efforts across our country.
In less than one lifetime this country has saved the
world from fascism in World War II, landed men on the
moon, and led the democracies to the triumph of freedom in

world previously darkened by communism and dictatorship.
ending the Cold War. If we can do all that, and we have,
then we can certainly wipe out drugs, clean up our cities,
straighten out our schools, take back our streets, and
preserve our environment. But we won't do it with the
equivalent of Normandy Invasions, or Apollo Projects, or
NATO's. Today's challenges are different. And the age of
the centralized state is over. We must address these
problems, not through bureaucracies, but one person at at
time. And that's why I talk of a Thousand Points of Light
when I describe citizen activism. It's not one great big
point of light, it's thousands of individual points of
light -- a constellation of many individual efforts at the
grassroots. America knows what works: Freedom works.

States Secret Service.
In the many years that my family and I have been associated
with the Service, I know the dedication of these exceptional men
and women. I've seen, first-hand, the long and hard hours these
professionals devote to their country and to the safety of key
government officials. I've also seen how well they perform in a
crisis.
But the mission of the Secret Service is diligently
reinforced by law enforcement officers across the country and
around the world. Simply stated, these highly trained Americans
set the standard for their profession. They carry out the duties
which are essential to the stability of our government and the
future of this great nation.

As many of you know, I've often talked about the role of the
private sector in strengthening America -- of getting involved
and making a difference in someone's life. And as we approach
the end of the twentieth century, we enter changing and
challenging times in which a stronger, more diverse, and better
trained work force will be needed. A significant part of this
new work force will be made up of minority employees. And as
such we must place a greater emphasis on the training and
education of minorities. That's where the United Negro College
Fund comes in. The U-N-C-F has been dedicated to the teaching of
minority students for over 100 years.
And now, Tom Brokaw will take you on an in-depth journey
through the history and achievements of the United Negro College
Fund.

I've been involved with the United Negro College Fund for
over forty years. And I hope you'll forgive me for being a
little enthusiastic about the great job U-N-C-F does. It's hard
not to be.
U-N-C-F is one of those uniquely American institutions that
exists to make sure that any American with the spirit, and the
will to succeed has a fair shot.
But, that's only one part of it. The other part is that
America needs U-N-C-F graduates. As I said earlier, in the next
increasingly important component

PACIFIC BASIN ECONOMIC COUNCIL
Good afternoon. It's a pleasure to join the distinguished
guests at this important Pacific Basin Economic Council
conference.
You meet at an historic time, not only for Eastern Europe,
but for the Pacific basin. As the end of the 20th century
approaches, we're watching the dawn of a new era -- an era in
which the Pacific basin nations will become a focal point of
economic activity. And this activity is certain to have a major
influence on political developments around the world.
As a Pacific nation, the United States will play a
significant and constructive role in the development of this new
Pacific era. We recognize that the dynamism of the Pacific is
based, in part, on the energies of free peoples dedicated to free
markets and international cooperation. And fostering these
concepts will contribute to the stability and vitality of this
important region.
But, a word of caution. It's important that as the East-
West confrontations of the cold war melt away that they are not
replaced by a new adversarial economic competition a in the
managed trade
Pacific. The nations of this region must work to develop common
rules and guidelines that will promote healthy competition --
a
competition based on free free and fair trade. And while we
understand the cultural, social and economic differences between

WQBA RADIO -- CUBAN INDEPENDENCE DAY
It's a pleasure to join you today on the 88th anniversary of
Cuban Independence! On this day, Cubans and Cuban-Americans
alike acknowledge the special friendship between our two
countries. A friendship founded on freedom.
It was, after all, the women of Havana who, in 1776, raised
money for George Washington and his troops in the American War of
Independence. Running low on food and other supplies, this money
helped sustain the American fight for freedom. We haven't
forgotten this generosity, or the fact that Cuba stood by America
in our hour of need.
Today, it is the American people who stand in solidarity
with those who live in the shadow of tyranny. Those whose
government trusts them so little that it jams the airwaves. A
government with so little respect for its people, that it denies
fundamental rights of free speech and the worship of God. And
routinely imprisons them just for seeking freedom.
Well, recent events in Eastern Europe prove that a
government without faith in its people cannot endure. We look
forward to the day when all the peoples of our Western hemisphere
-- from Alaska to Argentina -- live in democracy. We look
forward to the day when Cuba is free.

AMERICAN OPPORTUNITIES WORKSHOP
Thank you. Let me say, not just as President, but as an
American citizen, how great it is to join you all. What
you're doing this morning really matters. Because I so
deeply believe that the toughest problems facing America
can only really be addressed by individual citizens
helping each other one-to-one in a thousand small and
diverse efforts across our country.
In less than one lifetime this country has saved the
world from fascism in World War II, landed men on the
moon, and led the democracies to the triumph of freedom in
ending the Cold War. If we can do all that, and we have,
then we can certainly wipe out drugs, clean up our cities,
straighten out our schools, take back our streets, and
preserve our environment. But we won't do it with the
equivalent of Normandy Invasions, or Apollo Projects, or
NATO's. Today's challenges are different. And the age of
the centralized state is over. We must address these
problems, not through bureaucracies, but one person at a
time. And that's why I talk of a Thousand Points of Light
when I describe citizen activism. It's not one great big
point of light, it's thousands of individual points of
light -- a constellation of many individual efforts at the
grassroots. America knows what works: Freedom works.
And your participation in the American Opportunities
Workshop, your activism as a citizen who cares, will help
make freedom work for every American.

Good afternoon. It's a pleasure to join the distinguished
guests at this important Pacific Basin Economic Council
conference.
You meet at an historic time, not only for Eastern Europe,
but for the Pacific basin. As the end of the 20th century
approaches, we're watching the dawn of a new era -- an era in
which the Pacific basin nations will become a focal point of
economic activity. And this activity is certain to have a major
influence on political developments around the world.
As a Pacific nation, the United States will play a
significant and constructive role in the development of this new
Pacific era. We recognize that the dynamism of the Pacific is
based, in part, on the energies of free peoples dedicated to free
markets and international cooperation. And fostering these
concepts will contribute to the stability and vitality of this
important region.
But, a word of caution. It's important that as the East-
West confrontations of the cold war melt away that they are not
replaced by a new adversarial economic competition in the
Pacific. The nations of this region must work to develop common
rules and guidelines that will promote healthy competition -- a
competition based on open markets and fair trade. And while we
understand the cultural, social and economic differences between
countries, it is essential that we maintain an open dialogue.
Only then will we be able to accommodate these differences and
develop closer links between the nations of the Pacific. And
that's part of the reason for today's conference. Constructing
relationships that bridge disagreements and build a better
understanding among the nations.

new work force will be made up of minority employees. And as
such we must place a greater emphasis on the training and
education of minorities. That's where the United Negro College
Fund comes in. The U-N-C-F has been dedicated to the teaching of
minority students for over 100 years.

Fund.

I've been involved with the United Negro College Fund for
over forty years. And I hope you'll forgive me for being a
little enthusiastic about the great job U-N-C-F does. It's hard
not to be.
U-N-C-F is one of those uniquely American institutions that
exists to make sure that any American with the spirit, and the
will to succeed has a fair shot.
But, that's only one part of it. The other part is that
America needs U-N-C-F graduates. As I said earlier, in the next
century, minorities will be an essential component of the work
force -- and critical to maintain a strong economy. We must help
them succeed by giving them the best education and training
available.
As Honorary Chairman of the United Negro College Fund's
"Campaign 2000," I encourage each of you to make Black higher
education a priority. Your commitment to this campaign will
strengthen some of our most undervalued educational assets: the
historically Black colleges and universities of the United Negro
College Fund. You can help make the difference. Because now,
more than ever, a mind is a terrible thing to waste.

II. DISCUSSION
At 2:15 p.m. on Monday, May 14, 1990 you are scheduled to
tape the attached video segments in the Library. The messages
are in support of the following groups and organizations: a
greeting for the Pacific Basin Economic Council's General
Meeting; a message for the United States Secret Service, and a
message for the American Opportunities Workshop teleconference.
An additional message for Cuban Independence Day is presently
being staffed and will be available for your review on Monday

Please note that once these segments have been completed, we
will conduct a ten-minute interview for a documentary being
produced about presidential inaugurals. This project, which is
being produced by former President Carter, includes personal

influence on political developments around the world.
As a Pacific nation, the United States will play a
significant and constructive role in the development of this new
Pacific era. We recognize that the dynamism of the Pacific is

based, in part, on the energies of free peoples dedicated to free
markets and international cooperation. And fostering these
concepts will contribute to the stability and vitality of this
important region.
But, a word of caution. It's important that as the East-
West confrontations of the cold war melt away that they are not

It's a pleasure to join you today on the 88th anniversary of
Cuban Independence! On this day, Cubans and Cuban-Americans
alike acknowledge the special friendship between our two
countries. A friendship founded on freedom.
It was, after all, the women of Havana who, in 1776, raised
money for George Washington and his troops in the American War of
Independence. Running low on food and other supplies, this money
helped sustain the American fight for freedom. We haven't
forgotten this generosity, or the fact that Cuba stood by America
in our hour of need.
Today, it is the American people who stand in solidarity
with those who live in the shadow of tyranny. Those whose
government trusts them so little that it jams the airwaves. A
government with so little respect for its people, that it denies
fundamental rights of free speech and the worship of God. And
routinely imprisons them just for seeking freedom.
Well, recent events in Eastern Europe prove that a
government without faith in its people cannot endure. We look
forward to the day when all the peoples of our Western hemisphere
-- from Alaska to Argentina -- live in democracy. We look
forward to the day when Cuba is free.

celebration and God bless you all.
